Korea has rapidly increased R&D investment over the last few decades and the intensity of R&D investment is among the highest in the world; however, there are serious concerns about R&D performance and R&D efficiency. This study is to improve the economic assessment methodology regarding a feasibility study for national R&D programs that are thought to be one of the most prominent ways to enhance R&D efficiency. In order to improve the methodology of economic assessment, a few of important factors such as technical or market uncertainty, spillover effect, and R&D contribution ratio should be covered in the model. The focus of this article is technological and market uncertainty that has a close relation with strategic flexibility and utilization potential to increase the value of R&D programs. To improve the current linear and definitive R&D process, a new framework with strategic flexibility is suggested, in which the result of economic assessment that considers technological and market uncertainty is reflected in planning. That kind of feedback process is expected to enhance the value of the program/project as well as R&D efficiency.

The power of the internet community as a social network exerts great influence on all areas of our society not only on knowledge creation and knowledge sharing but also on politics, economy, and culture. This study aims to investigate how the diffusion process of information evolves on the internet in the new environment. The focus of the study is particularly on aspects of using information and the process of information production and the types and methods of online communities. It is the goal of the study to clarify aspects of the online community as an important mediator among universal means of communication in our society. Ways of social communication are changing rapidly and thus the reasoning for this change is very important policy issues to form a social consensus.

The Schumpeterian process of "creative destruction", associated with the emergence and diffusion of new radical, so-called "general purpose" technologies, has throughout history impacted wealth and income, jobs creation, jobs displacement, and the emergence and submergence of new hotspots of innovation. Emerging countries have benefited most from such a renewing of those societies' dynamics, leading them to higher levels of economic development and welfare. Doing so they have shown a remarkable capacity in moving upstream in the value chain, from outsourcing of manufacturing activities to autonomous process technology development, product development, design, and applied research. At the same time however, such Schumpeterian processes have now and then turned into exactly opposite processes of "destructive creation." Such processes seem to have become common among what could be called "submerging" economies: innovation only benefitting a few at the expense of many with as a result an opposite pattern of a long term reduction in overall welfare, productivity, and employment growth.

This study reviews the emerging new model of science and technology decision making process. It examines the open source software development model and community-based innovation model in technological innovation and the active participation model of Consensus Conference and Citizen's Jury in science and technology policy decision making. It argues that the role and influence of users in innovation and policy making is becoming important in these emerging models and the existing supplier-led, bureaucratic model of science and technology decision making model is changing.

This study aims to identify the enactment factors of the National Basic Livelihood Institution in context of policy making process by using Kingdon's policy Stream Model. The findings of this study can be summarized as follows. First, an economic crisis has worsened social problems, and the president Kim Dae-jung recognized these problems as serious and worried about social confusion and polarization. Second, NGOs as like People's Solidarity for Participatory Democracy put efforts into enacting the Act. Also, the president Kim's government faced a series of political crisis and needed political solution including foundation of a new party, which considered social welfare most important. Third, the PSPD designed the Act. But the alternatives of related government ministries were not selected. In conclusion, the National Basic Livelihood Institution was enacted by the combination of these three factors stream. Especially the political stream was strongest.

A mobile terminal will expect a number of handoffs within its call duration. In the event of a mobile call, when a mobile node moves from one cell to another, it should connect to another access point within its range. In case there is a lack of support of its own network, it must changeover to another base station. In the event of moving on to another network, quality of service parameters need to be considered. In our study we have used the Markov decision process approach for a seamless handoff as it gives the optimum results for selecting a network when compared to other multiple attribute decision making processes. We have used the network cost function for selecting the network for handoff and the connection reward function, which is based on the values of the quality of service parameters. We have also examined the constant bit rate and transmission control protocol packet delivery ratio. We used the policy iteration algorithm for determining the optimal policy. Our enhanced handoff algorithm outperforms other previous multiple attribute decision making methods.

To promote successful bioinformatics commercialization in terms of CoPS, we try to explore a commercialization process based on the characteristics of the product. Our study shows that external integration with sector-specific infrastructure is a critical factor to obtaining a knowledge base for CoPS commercialization, and that sector-specific local infrastructure is useful resource for early commercialization stages(imagining, incubating, and demonstrating stages). This paper analyzes Ensoltek's commercialization process on the basis of analysis of bioinformatics industry and Daeduck Science Park. This leads us to suggest the following policy implication for supporting commercialization activities in bioinformatics industry ; long-term investment policy towards infrastructure and software R&D, promotion policy for collaboration, and introduction of commercialisation based industry-university-public research institute cooperation.

Community involvement is to be the keystone of primary health care, Unfortunately, efforts to promote it failed in many countries. Author inquired into the reasons why such efforts fail, and the alternative strategies for effectively promoting it in Korean situation today. In doing so, the concept of community involvement is clarified as an amalgamation of two different concepts; one is that of the community development, and the other is that of approaches for overcoming the alienation of the people from the health care process. Stategies of community involvement in Korea so far followed the line of the community development, e.g. village health worker. It loses, however, the feasibility as Korea has experinced so cial and economic developpment. The strategies of the second line of thought is now more feasible; empowering the people by providing more information and enhancing comitment to health, improving acceptabilty of community involvemt on the part of the health professionals and the bureaucrats, and building the mechanism of community involvement into the health policy-making process.

In 21th century, high oil price and environmental pollution appeared by serious social problem. It brought important change of logistics environment, and environmentally-friendliness and sustainability are emphasized. In spite of that railroad has high energy efficiency and environmental-friendliness to advantage traditionally, there is still transport division rate of railroad in declining tendency as investment policy that is concentrated on road and insufficiency of social realization about environmental problem. The construction of environment-friendly transport system and the reasonable role sharing between modes of transportation are important. Transportation policy of Korea is presented through plans to constructs efficiently and manages national transportation system. In this study, examine development process of national railroad logistics plan with logistics environment change, and proposes the following ways to development of railroad logistics policy.

This study suggests a new approach for identifying core robot tech-nologies based on technological cross-impact. Specifically, the approach applies data mining techniques and multi-criteria decision-making methods to the co-classification information of registered patents on the robots. First, a cross-impact matrix is constructed with the confidence values by applying association rule mining (ARM) to the co-classification information of patents. Analytic network process (ANP) is applied to the co-classification frequency matrix for deriving weights of each robot technology. Then, a technique for order performance by similarity to ideal solution (TOPSIS) is employed to the derived cross-impact matrix and weights for identifying core robot technologies from the overall cross-impact perspective. It is expected that the proposed approach could help robot technology managers to formulate strategy and policy for technology planning of robot area.
