본 논문의 목적은 주요 과학기술인력정책의 발전과정에 대한 정리와 함께 수급 패러다임 변화라는 정책 환경 속에서 바람직한 미래 정책 방향을 도출하는 데 있다. 이를 위해 먼저 이공계 기피 현상 해소를 화두로 2000년대부터 본격 추진되었던 과학기술인력정책의 전개과정을 이공계인력 지원 기본계획을 중심으로 살펴보았다. 다음으로 디지털 전환 등으로 인해 나타나는 과학기술인력 수요 변화와 인구구조 감소라는 공급충격, 즉 과학기술인재 수급 패러다임 전환의 주요 내용과 시사점을 정리하였다. 이를 바탕으로 미래 과학기술인력정책의 핵심 방향을 우수 과학기술인재 배출과 활용의 토대가 되어 인재의 지속 성장과 유입을 촉진시키는, 사람 중심의 과학기술 연구생태계 조성으로 제언하였다.

This paper designs Accounting structure for local users to policy base in Grid environment that integrate distributed Supercomputing resources geographically. Policy base virtual user Accounting system controls unnecessary increase of discrete Computing each local Accounting information. Also, This paper described method to manage do resources of each local system to policy base and presented way to process expense cost when used resources.

We present a trial solution approach to GI/M/l queues with generalized vacations. Specific types of generalized vacations we consider are N -policy and a combination of N-policy and exponential multiple vacations. Discussions about how to find trial solutions are given.

This Present study examines the Japanese Tourist basic law, its background as well as the formation process. Furthermore, this article also investigates the contents of the tourist basic law. In addition, I intend to accomplish a comparative study between a tourist policy enacted by the tourist policy council in 1995 years and the policy enacted in the 1960ㆍ70s. As the purpose of the study is concerned, the question related to a recomposition of contents of the Japanese tourist basic law in the 21st century is considered.

정책현상에서 드러난 정책 또는 행정서비스에 대한 만족수준이 높지 않다. 정부경쟁력지표 역시 부정적이다. 왜 그럴까? 그 원인의 하나로 취약한 정책지식생태를 지적할 수 있다. 연구공동체에서 산출된 지식이 양적, 질적으로 확대, 심화되고 있지만 그 유용성은 낮기 때문이다. 이러한 실상에 대한 문제인식의 바탕에서 정책학의 정체성에 대한 재정립이 요구된다. 만일 정책연구가 정책담당자들의 역량발휘에 무익하거나 정책 활동에 유용하지 못하다면, 정책연구의 존립근거 자체가 회의 시 될 수 있다. 정책의 다양성, 복잡성, 역동성으로 인해 그 원인을 일률적으로 단정하기 어렵다. 그럼에도 불구하고 이글은 생태학적 시각에서 국가정책지식의 현상과 방향을 살펴보고자 한다. 이를 위해 한국과 미국의 전자정부 정책사례를 비교분석하고, 정책지식의 적실성 제고를 위한 이론 및 정책적 함의를 탐색하기로 한다.

At present, company has to produce a product that consumer like with a competitive price, a good quality, and a fitting time to supply. Process control and qualify control are very important to supply with a product uniformly and inexpensively In this paper, the characteristic of product quality is monitored by control chart during the machining process and construction of quality control cycle is considered to divide into two types in this case that different assignable causes lead to shifts having different magnitudes. Then we are intended to find a process shift magnitude which has economical quality cost policy and are considered to quality cost functions to find a process shift magnitude. Those costs are categorized into the well-known categories of prevention, appraisal, and internal failure and external failure. This paper ends with numerical examples that demonstrate the usefulness of the model.

The purpose of this case study is to understand the sustainability practices of knowledge transfer process at the Malaysian government-industry-academia consortium. At this stage in the research, the R&D consortium is defined as an established entity by two or more organizations that pool resources and shared decision making for cooperative research and development activities. In attempts to understand the formation, outcomes and sustainability of the sustainable knowledge transfer process, this paper conducted a systematic literature review based on Gough, Oliver and Thomas systematic reviews protocol. From the review, the data were enriched and enhanced with a better understanding of sustainable knowledge transfer process. The systematic review resulted in identifying six factors including internal and external perspectives. However, key sustainability factors are not only directly influencing KTP, and the consortium, but are also mediated by other organisational variables.

As the size and complexity of software increases, it is important to ensure the quality of software through testing. Many organizations refer to international standards or test process models to improve the quality of software through establishing a systematic test process. However, these standards and process models provide general processes that do not reflect the characteristics of the domain or the organization's test policies and strategies. To establish a test process that reflects the characteristics of the organization, test policies and strategies based on the organization's quality objectives and the organizational and domain characteristics should be reflected. This study proposes specific methods for eliciting activities and information to establish organizational software test policies and strategies that are essential to establishing a test process that reflects the characteristics of the organization and the system.

이 연구의 분석결과 "건강가정 진영"의 가족담론은 사적 도덕률의 중시, 탈제도화에 대한 거부감, 가족문제를 개인적, 도덕적 문제로 바라봄, 가족을 통제하고 관리하는 존재로서의 국가 배치 등이었고, "비판 진영"의 가족담론은 정상가족으로서의 건강가정, 사회적, 구조적 문제로서의 가족문제, 가족을 지원하는 보조적 위치로서 국가를 바라보고 있었다. 가족정책 담론은 "건강가정 진영"은 "사회적(인과적) 효용"이라는 정당화의 논리, 국가주의적 사고와의 결합, 가족가치를 회복하기 위한 수단으로서의 가족정책, 이분화된 가족정책을 견지했고, "비판진영"은 간주관적 합의로서의 정당화 논리, 양성평등의 도구이자 복지국가 확장의 지룃점으로서의 가족정책, 이분화된 아젠다에 대한 비판으로 가족정책 담론을 끌고 나갔다. "건강가정" 담론은 시간의 흐름에 따라 구성되어갔고 그 과정에서 국가주의와 신자유주의라는 체계담론과 접합되었다.

이 연구는 우리나라 경비업 현황분석을 통하여 현재 경비업의 개괄적 실태를 살펴본 후, 경비업법 개정과정 분석을 통하여 어떠한 정책기조가 법 개정에 투영되었는가를 도출한 다음, 우리나라 시큐리티산업의 정책방향을 제안하는데 연구의 목적을 두고 있다. 경비업법 개정 과정을 통하여 보면 공공성 강화와 기업성 강화가 어떤 뚜렷한 정책적 기조를 이루고 있는 것으로 보이진 않는다. 다만 강력한 공공성의 기조하에 부분적으로 기업성을 일부 반영한 것으로 밖에 해석되지 않는 것이다. 경비업의 건전한 발전을 위해서는 기존의 정책 방향에서 탈피하여 경비업의 기업성을 강화하는 방향으로 정책 기조가 변화되어야 한다. 경찰의 지도 감독 권한을 한국경비협회에 대폭 이관하여 경비업계의 자율적인 정화 기능을 키워야 한다. 경찰에서는 치안서비스의 공동생산 차원에서의 정책 개발에 관심을 두고 지혜를 모아야 할 것이다.
