A Study on Institutional Improvement for Application of Smart Construction Technology (스마트건설기술의 적용을 위한 건설안전 제도개선 연구)

  • The purpose of this study is to assess legal improvements needed for extended application of smart technologies in construction sites. To achieve the objective of this study, at first, a literature review is conducted to define the concept of construction safety. Secondly, the statistics of construction accidents are assessed and systems and policies for construction safety in developed countries are then analyzed. Also, the applicability of smart safety technologies in the field is examined through recent application cases of construction & related industries. Finally, institutional issues related to the application of smart technology are assessed and policy improvement directions are then introduced. As a result, additional development of smart technologies for small construction sites and continuous policy supports are required. This study will be used as a baseline data for the institutional improvement related to smart construction technologies for domestic construction sites.

Measuring Korea's Industry-level Productivity Change Due to Tariff Cuts using a CGE Model

  • Purpose - This study examined the effect of tariff cuts on productivity in Korea's manufacturing industries and the effect of initial productivity level before tariff cuts on productivity improvement after tariff cuts. We also attempted to identify whether import-driven or export-driven factors are more important for productivity improvement, especially in low productivity industries. Design/methodology - Since tariff reduction is a policy decision that can affect cross-industry, its impact is spread across all industries beyond the scope of a single firm through the input and output network of industry structure. Accordingly, we proposed a new method to measure the change in productivity to reflect the impact of tariff cuts across industries. Through an Armington CGE analysis, changes in endogenous variables can be directly measured after the exogenous shock of tariff reduction, and the amount of movements in productivity triggered by tariff cuts can also be calculated. We can thus assess the effectiveness of exogenous policy, such as tariff cuts, through the difference between the benchmark and counterfactual values of endogenous variables. Findings - This study confirmed that tariff reduction positively affected productivity improvement in Korea's manufacturing industries. It also confirmed that productivity gains occur in Korea's leading export industries. Finally, greater productivity gains were recorded in the group with additional high-export-share or high-import-share conditions for low productivity industries. These results are, in a limited sense, consistent with the existing studies that emphasize the importance of exports and imports on productivity improvement, especially for low productivity industries. Originality/value - The results of our experiments are different from those of non-CGE studies, which measure the industry-level change in productivity with dummy coefficients, in terms of directly calculating the amount of change in productivity. In addition, we propose that the Armington CGE model is more appropriate than the Melitz CGE model to directly measure the productivity after tariff cuts. This is because the Melitz CGE model assumes the given specific productivity density, which does not change after an overall drop of tariffs. To the best of our knowledge, this approach to directly calculating productivity by reflecting the impact of tariff reduction across industries through CGE analysis, is unprecedented in this literature.

Broadcasting and Caching Schemes for Location-dependent Queries in Urban Areas (도심환경에서 위치의존 질의를 위한 방송과 캐싱 기법)

  • The results of location-dependent queries(LDQ) generally depend on the current locations of query issuers. Many mechanisms, e.g. broadcast scheme, hoarding, or racking policy, have been developed to improve the system peformance and provide better services, which are specialized for LDQs. Considering geographical adjacency of data and characteristics oi target area, caching policy and broadcast scheme affect the overall performance in LDQ. For this reason, we propose both the caching policy and broadcast scheme, which these features are reflected in. Based on the adjacency of data in LDQ, our broadcast scheme use Hilbert curve to cluster data. Moreover, in order to develop the caching policy suitable for LDQ on urban area, we apply the moving distance of a MH(Mobile Host) to our caching policy We evaluate the performance of the caching policy measuring the workload of MHs and the correctness of LDQ results and the performance of the broadcast scheme measuring the average setup-time of MHs in our experiments. Finally, we expect that our caching policy Provides more correct answers when executing LDQ in focal cache and leads significant improvement of the performance of MHs. It also seems quite probable that our broadcast scheme leads improvement of battery life of the MH.

  • The purpose of this paper is to derive some policy implications on Korea's international education based on the research of America's experience of international education. The implications are summarized as follows. First, the main aim of Korea's international education should be on the increase of mutual understanding among world citizens, and also on the improvement of Korea's competitiveness. Since Korea is a small-open economy, she must find some policy methods to develop her economy continuously. Second, Korea should establish q private-run institution concentrated on the increase of mutual understanding of world citizens, like IIE in America. Third, Korea should also give Korea's universities some incentives to improve its own internationalization as well as to develop educational curriculum for teachers in international education.

  • The purpose of this study was to identify the subarea of customer complaints handling service and to accomplish the data for an improvement of complaints handling get service through the evaluation of the importance and performance on customer handling service as subdivisions of customer complaints handling service. The data were collected 303 female/male, 20-30 age by outline survey. The major findings of this study were as follows: 1) The subdivisions of customer complaints handling service were classified into four different factors ; promptness, empathy, information, policy factors. 2) As the subdivisions factors, importance was promptness, empathy>information>policy factor and performance was empathy>information>promptness>policy factor in order. 3) There were question asking the performance evaluation of influencing the total satisfaction of customer complaints handling service. There were promptness, empathy of performance evaluation of influencing the total satisfaction.

  • The purpose of this paper is to analyze the activation methods of GIS industries through GIS industry current issue analysis in Korea to provide as following. First of an in order to analyse current GIS industries, there are three divisions as follows: existing GIS industry, new technology GIS industry, and commercial GIS industry. The existing GIS industry includes survey industry, municipality UIS and remote sensing. The new technology GIS industry has telematics industry, LiDAR industry, ubiquitous industry, LBS industry, internet, and u-city industry. The commercial GIS industry consists of civilian request GIS industry and spacial data distribution industry. The national geographic information industry contains problems and directions of the 1st, 2nd NGIS and 3rd NGIS plan direction policy. These classified GIS industries present various problems of policies and invaluable results for the future GIS industry activation directions as follows: Presence of the GIS contents technologies win be the most important core for the GIS industry activation related to IT839 policy of the government in Korea.

  • This paper proposes an improved scheduling model and algorithm which threads in the fixed-priority policy have faster response time and turnaround time than existing ones in SRT system. Sub run queue is added into the system and is used for the quick execution and aging of threads in the fixed-priority policy. Using simulation two method are compared. The results shows that the new scheduling model gets threads in the fixed-priority policy to run faster than existing ones.

  • This paper has examined the current status of Korea's welfare policy and asserts the necessity of artist classification by types of employment, dividing them into those who have irregular jobs and those who are in permanent positions, focusing on filmmakers. Furthermore, it has looked into the certification policy for artist welfare support that is currently in action. In conclusion, this paper discusses the certification and suggests implementation methods for "Artist Welfare Card" in expectation of future activation of Artist Welfare Support Project.

  • The National Nutrition Survey in Japan (NNS-J) started in 1945 and has provided information on dietary intake and health status of Japanese citizens to the public and policymakers for more than half a century. We summarized several relevant issues on the survey in this report : the current framework of the NNS-J in accordance with the Nutrition Improvement Law, utilization of the survey for nutrition and health policy in Japan, the Health Promotion Law recently enacted in 2003, the national plan for health promotion and disease prevention (Health Japan 21), and possible measures to improve the survey systems under the new law. We also mentioned implementation structures of regional health and nutrition surveys, because the Health Promotion Law designates an active role of local governments on promoting health for their citizens, which will enhance the needs for appropriate assessment of health and nutrition conditions in each community as well as the monitoring at the national level.
