나노기술 분야 국가연구개발 투자현황 분석 및 정책적 시사점 (An Analysis of National R&D Investment in Nanotechnology area and Its Policy Implications)

  • The government had invested national resources in nano technology actively since 2000 to promote the R&D of nano technology. In addition, the government reorganized the science and technology administration system recently enacting new laws related with science and technology to promote the efficient policy of science and technology. At this point, we need to understand the status of national R&D expenditures for the efficient priority setting and budget coordination of national R&D expenditures by the concerned variables such as program objectives, sector of performance, character of work and technology fields and suggests the policy implications.

대구지역 저소득층 기혼여성의 일과 가족생활 실태파악 및 가족복지 대책수립에 관한연구 (A Study on Work and Fanmily Life of Married Female Workers and Family-Welfare Policy Implications)

  • This study examines work and family life of married women and policy implications of the low class in Daegu area. Data were gathered from the use of face-to-face interview method from a sample of 564 married working women. And the political printed materials of family welfare policy(1988~1993) were analyzed. The major findings of this study can be summarized as follows: Most of the respondents remain unstable in their working situation with the double burden of a paid work and housework. Thus it is necessary for the government to implement family policies for married working women such as establichment of various child care centers study room for adolescence councelling center job-training center and dissemination of egalitarian sex-role attitudes. Finally it is suggested that the formulation of family net works be promoted for the effective utilization of local resources and family welfare programs.

미국과 일본의 사례를 통해서 본 재난 분야 정부 R&D의 특징 (A Study on the Disaster Management R&D of the US and Japan)

  • Through two case studies on the United States and Japan, this research aims to identify the characteristics of disaster management research and thereby provides policy implications for Korea. This paper analyzed government-funded disaster management R&D for each country: the National Science Foundation awarded projects from 2005 to 2015 for the United States, and Grants-in-Aid for Scientific Research from 2011 to 2015 managed by the Japan Society for the Promotion of Science for Japan. As a result, four following implications were drawn. 1) pursuit of R&SD(Research & Solution Development) instead of R&D, 2) shift from prevention to life-cycle management, 3) necessity of multidisciplinary research, and 4) emphasis on post-disaster investigation.

Benefits and Concerns of the Sharing Economy: Economic Analysis and Policy Implications

  • This paper economically analyzes the benefits and concerns of the sharing economy and derives policy implications that could help to achieve the expected benefits and respond appropriately to any concerns. Primary benefits anticipated from the sharing economy are the creation of new transactions and promotional and market testing opportunities, and the main concerns include the crowding out of existing transactions as well as transaction and social risks. How these benefits and concerns are being realized in Korea is empirically examined by conducting a survey on participation experiences with the sharing economy. The sharing economy is expected to contribute to the enhancement of social welfare with its wide range of benefits if risk factors can be properly controlled. Accordingly, an institutional framework is needed to support the stable growth of the sharing economy, and the unique characteristics of non-professional, peer-to-peer transactions should be reflected in tandem with regulatory equity between existing and sharing economy suppliers. To do this, transaction-volume-based regulations are recommended. Furthermore, to secure regulatory effectiveness and to alleviate transaction risks, the pertinent obligations must be imposed on sharing platforms.

Emergency Management Policy Issues during and after COVID-19: Focusing on South Korea

  • South Korea is currently facing many changes and challenges. To make matters worse, society has struggled to function as it did before COVID-19. This study describes the past and current COVID-19 situation to offer lessons on management during and after COVID-19. We provide implications from COVID-19 and the foundation for future disasters by employing the strengths, weaknesses, opportunities, and threats (SWOT) analysis and indigenous administrative conceptual framework on culture, institution, and instrument to add a circumstance perspective. This study used secondary data from prior research and literature. Resolutions for these policy issues are presented using the strength-opportunity (SO), strength-threat (ST), weakness-opportunity (WO), and weakness-threat (WT) strategies. We suggest utilizing instruments that consider diverse societies and preventing the disease with climate change by collaborating with social institutions. We hope these implications and resolutions will provide insights for the future and other countries.

독신의 선택과 노후준비 및 정책적 지원방안 연구 (Study on the Single Life, the Preparation for Old Age and Policy Implication)

  • The main objective of this study was to investigate how people prepare for old age by looking at financial statements from single-person households in Gyeonggi province; the policy implications regarding low fertility and population aging are considered. The subjects were members of 600 households who were aged 26 to 44 years old and not married. The data were analyzed by t-test, ANOVA, and dichotomous logistic regression using SPSS WIN 12.0. Respondents pointed out that financial problems are the greatest challenges for those facing old age in single-person households; they said that a stable job is the most important factor for secure living. About 57% of household residents responded that they have prepared for retirement, and a majority of them said they hoped to spend their elderly years with a marriage partner. The financial statements from single-person households were inferior to those from other types of households. The assets of single-person household members were less than those of other households. Only 10.5% of respondents have owned homes. The study discusses policy implications for those who want marriage and for those who don't want it. For those who want marriage, job-seeking support was proposed, and for the others, tax deductions and family programs for single-person households were proposed.

강소농 육성사업 참여농가의 성과 만족도 분석 (The Effects of Strong Small Farm Policy for Participation Farms)

  • The purpose of this study is to investigate whether the effect of the Strong Small Farm Development Project by Rural Development Administration is positively associated with participating farmers. The data that used in this study is a survey data that targets 442 farming households who have participated in the strong small farm development project. This study applies ordered-probit model to evaluate level of the participants' satisfaction of the project. This study found that participants' level of satisfaction is closely associated by satisfaction level of project contents that contains education and consulting, friendly attitude toward the project, active participation of the project, and understanding of the project's contents and their importances. Based on research findings, this research provides some implications of future upbringing policy for strong small farms and the principal point of the policy that leads to succeed in implementing the project when formulating agricultural policy in participants view. the strong small farms.

  • 민간 시장에서의 경쟁의 실패는 일반적으로 정부개입과 규제의 대표적인 근거를 제공한다. 하지만 보건의료분야는 정보의 비대칭성, 의료보험의 보편화, 고가의료기술 및 장비에 의한 비용상승 등과 같은 특수성으로 인하여, 정부가 단순히 충분한 의료공급자나 병원의 수를 보장함으로써 가격의 하락과 서비스 양의 증가와 같은 경쟁의 효과를 기대하기 힘들다. 본 논문은 경쟁과 규제와 관련한 보건의료의 특수성과, 보건의료분야에서 경쟁이 소비자 후생에 미치는 영향에 관한 이론 및 실증분석의 결과들을 고찰한다. 나아가 경쟁과 규제가 조화된 지속가능한(sustainable) 보건의료체계를 위해, 병원설비투자의 직접적인 규제로부터 규제를 통해 경쟁을 촉진시키는 인센티브규제(incentive regulation)로서의 지불보상제도 그리고 필요한 정보의 제공을 통한 시장기능의 회복에 이르는, 정부가 집행할 수 있는 효과적인 정책도구들을 분석한다.

서울시 청년시설의 정책적 개선방향 연구 (A Study on the Policy Improvement of Youth Facilities in Seoul, South Korea)

  • The purpose of this study is to propose policy implications of youth facilities that will be expanded by analysing at the current status of youth facilities in Seoul. The study was conducted as a process of improvement directions through prior researches and analysis of policy, survey of cases and analysis of status. First, the appearance background and status of youth facilities were analyzed for the study. It also looked at research institutes and Seoul Metro Government's policies and systems. Second, the space composition of 10 youth facilities operated by the Seoul Metropolitan Government was analyzed according to local characteristics, programs and policies. Third, based on this, the policy implications of youth facilities were derived. As a result of the study, the following results were derived : First, the need to link youth facilities with policies to "live" solutions, secondly, DB of information and connection to youth facilities and jobs and thirdly, connection with major public institutions and facilities to promote active use, and finally, development of space provision and support systems and programs considering characteristics of local governments.

농촌지역개발정책을 위한 새마을사업의 현대적 함의 (Present Implications of Saemaul Project for Rural Development Policy)

  • In this research, we reappraise saemaul project which is a leading role of rural development in a present perspectives and deduct social and political implications for rural development. For deducting problems and implications, related documents and previous researches are reviewed. Administration statistics are also gathered and analyzed for monitoring detailed projects propulsion progress and results. Samaul project is reappraised based on previous researches such as rural development, regional agricultural production system improvement, agricultural distribution system improvement, leader breeding, income improvement, and governance. Saemaul project has basically positive characteristics because of decreasing growth gap of urban and rural area by empowering cooperation of rural residents, instilling leadership, making village fund, constricting networks of government and urban area for administrative and financial assistant. In conclusion, there are implications that continues interests of most powerful sovereignty and comprehensive assistant of government are needed for overcome agricultural and rural crisis. Saemaulundong is a united and systematic approach in village level. In south korea where most of farms are small size, village or regional level assistants started in saemaulundong are still needed. In regional development, we can infer that will and ability development of participated residents are most basic and important factors for successful project propulsion in saemaul project.
