Waste Management in the Era of Sustainable Development Goals : The EU's Plastics Strategy (SDGs시대의 폐기물관리 : EU의 플라스틱 전략)

  • The plastic strategy adopted by the EU in January 2018 was established to implement circular economic policies and the Sustainable Development Goals(SDGs) of the United Nations. The strategy includes the vision and implementation measures to achieve, which are primarily measures to improve recycling and increase demand for recycled plastics. The representative measures include the design that considers recycling possibilities, reinforcement of demand for recycled plastics, suppression of occurrence, and response to micro-plastics. The policies to implement these measures include legislative restrictions and economic measures (EPR, GPP). It is especially desirable that the policies are applied differently depending on the plastic product. The Korean government has established comprehensive measures for all stages from production to recycling, but those measures are not comprehensive compared to the EU's strategy. The reason is that the refusal of waste collection makes the Korean government establish the approach from the aspect of waste management instead of the implementation of a circular economy or SDGs like the EU. The countermeasures are aimed at achieving a 50% reduction in waste generation amount and a 70% recycling rate. It is considered that the possibility of achieving the goal will increase by examining the measures and policy means in the EU's plastics strategy.

  • Since the 90's, the world's aerospace industry have been experienced the era of radical changes. We make a comparative study about the 10 countries government policies and corporate strategies changes in this era. In this study, we figure out aerospace industry's evolutional patterns and factors through evolutionary perspective, and then, proposed development strategies and implications for Korea's aerospace industry.

  • This paper examines the policy implications of poverty in terms of its forms: primary and secondary poverty and brings out the synergetic relationship between the reduction of primary and secondary poverty in Urban India. The paper also demonstrates the influence that the alleviation of secondary poverty exerts on the alleviation of the primary poverty and it pinpoints the macro-level policy implications and suggests envisaged strategy for poverty alleviation applicable to the developing world.

  • The purpose of this paper is to propose a smart work implementation strategy of Korean companies. Recently in Korea, the interest in smart work is growing and actively promoting but the introduction of private enterprise strategy is absent. However the smart work has been highlighted several issues. In this paper, among the issues, we studied the strategy for introducing smart work system with respect to the related research and literature on strategies and guidelines that may be introduced to the system. With reference to the actual introduction of the basic directions for the procedure proposed by the Korea Communications Commission, we try to review the operating guides and to propose smart work 2.0 implementation strategy, framework and some procedure.

  • Place marketing strategy is an research or policy field of cultural politics on which various meanings, discourses and practices are deployed, contested and negotiated surrounding the development or destruction of urban cultures. So it is needed to correct and concrete understanding about the cultural significations of place marketing strategy. In that sense, this study aims to establish the concept and methodology of place marketing strategy as urban culture development strategy. At first, the theory of cultural politics of space and cultural political approach to the place marketing strategy are reviewed. And then, basic concept of place marketing strategy and the process of place marketing strategy are established. Finally, with drawing the cultual political factors(named SAUNE factors), the methodology of place marketing strategy is systematized.

A Comparison of Housing Welfare Policies among Major Asian Countries in the Modern Era

  • The regional economic crises in the late 1990s and the global economic crisis in the late 2000s had reduced the differences in housing policies among the major Asian economies. This paper attempts to explain and compare housing welfare policy shifts between subsidizing home owning and subsidized renting from the perspectives of the economic and social roles of housing, the lock-in effect of policy processes, and the welfare provision strategy of the East Asian economies. It argues that the impact of economic crises on housing welfare policy in East Asia depended on the duration and the intensity of the crisis and the length and severity of the subsequent economic depression. Another important factor was the role of housing in the economic and social development, especially whether housing market development was considered as an engine of economic growth or revival, and whether the tools of housing policy caused the economic crisis. The loss of impetus for home ownership drive and the new emphasis on rental subsidy provision are new policy trends. Nonetheless, the economic revival since mid-2009 has caused the re-introduction of home ownership subsidies for quenching the housing affordability problems and enhancing home ownership making use of the strong economic conditions.

  • Carbon neutrality has been suggested to overcome the global climate crisis caused by global climate change. Hydrogen energy is a major way to achieve carbon neutrality, and the developments and policies of hydrogen technology have been proposed to achieve this goal. To commercialize hydrogen energy resources, it is necessary to understand the overall value chain composed of hydrogen production, storage, and utilization and to present the direction of technological developments. In this paper the hydrogen strategies of major countries, including Europe, the United States, Japan, China, and South Korea will be analyzed, and hydrogen technologies by value chain will also be explain. This paper will contribute to understanding the overall hydrogen policy and technology, as both policy and technology are summarized.

  • This paper deals with studying strategy about impact of deep learning (DL) on the factor of Korean economic growth. To study classification of impact factors of Korean economic growth, we suggest dynamic equation of microeconomy and study methods on economic growth impact of deep learning. Next step is to suggest DL model to dynamic equation with Korean economy data with growth related factors to classify what factor is import and dominant factors to build policy and education. DL gives an influence in many areas because it can be implemented with ease as just normal editing works and speak including code development by using huge data. Currently, young generations will take a big impact on their job selection because generative AI can do well as much as humans can do it everywhere. Therefore, policy and education methods should be rearranged as new paradigm. However, government and officers do not understand well how it is serious in policy and education. This paper provides method of policy and education for AI education including generative AI through analysing many papers and reports, and experience.

Optimal replacement strategy under repair warranty with age-dependent minimal repair cost

  • In this paper, we suggest the optimal replacement policy following the expiration of repair warranty when the cost of minimal repair depends on the age of system. To do so, we first explain the replacement model under repair warranty. And then the optimal replacement policy following the expiration of repair warranty is discussed from the user's point of view. The criterion used to determine the optimality of the replacement model is the expected cost rate per unit time, which is obtained from the expected cycle length and the expected total cost for our replacement model. The numerical examples are given for illustrative purpose.

  • The current method for accessing interconnection charges in Korea, called a hybrid model in this paper, mixes a top-down with a bottom-up LRIC model. The method has given stable charges so far. However, according to the fundamental changes of the market, policy, and network technology in the telecommunications industry, it requires analyzing the validity of the method. We investigate the problems of the top-clown, bottom-up, and hybrid model used in Korea and analyze their effect on regulation policy.
