Evaluation and Improvement of Diesel Retrofit Program in Gyeonggi-do (경기도 운행차 저공해화 사업의 성과분석 및 발전방안)

  • The purpose of this study is to evaluate the diesel retrofit program which have been proceeded for the last 7 years in Gyeonggi-do. Diesel retrofit programs in Gyeonggi-do consist of the attachment of DPF (Diesel Particulate Filter), p-DPF (partial-DPF) and DOC (Diesel Oxidation Catalyst), switching to LPG engine, scraping an old cars. Emission reduction by diesel retrofit program was estimated $N_2O$ 8,313.4 ton/year, PM10 3,626.4 ton/year, VOC 8,078.5 ton/year in 2010. The benefit-cost analysis shows that the 964 billion wons of benefits are greater than the 853 billion wons of total costs. Diesel retrofit programs could be one of the most effective measures to improve PM10 concentration in metropolitan area. But retrofit programs also need to be properly maintained by each vehicle.

Development and Evaluation of the Empowering A Self-Efficacy (EASE) Program for Children with Epilepsy (간질 아동의 자기효능 증진 프로그램의 개발 및 평가)

  • Purpose: The purpose of this study was to verify effects of the Empowering A Self-Efficacy (EASE) program on self-efficacy, self-management, and child attitude toward illness in children with epilepsy. Methods: This was a quasi-experimental study with a non-equivalent control group pre-post test design. Participants were 10 to 15 year old children with epilepsy (11 in the experimental group and 10 in the control group) who were registered at one hospital in S city. The experimental group received the EASE program for 3 weeks. In the first week, a group meeting lasting 570 minutes was conducted on a single day. Over the next two weeks, telephone counselling was conducted twice a week. Data were analyzed using SPSS 18.0. Results: There was a significant difference of pre-post evaluation of the epilepsy self-management scores in the experimental group. However, differences between the experimental group and the control group for seizure self-efficacy and child attitude toward illness were not significant. Conclusion: This is the first study in Korea to develop and evaluate an intervention program for children with epilepsy. Further studies are needed to confirm the effects of the EASE program.

The Evaluation of a Health Coaching Program on Metabolic Syndrome Patients (대사증후군 대상자들의 건강코칭프로그램 평가)

  • Objectives: We assessed the feasibility of health coaching for health coaching program on metabolic syndrome. Methods: We developed a 6 month health coaching program on metabolic Syndrome. We recruited people with metabolic syndrome according to modified NCEP-ATP III. The participants were 9 men over 30 years of age who had taken a health screening at general hospital. We collected data such as demographics, BMI, body fat, blood pressure, HDL-cholesterol blood sugar and triglyceride. The program was analyzed by using Wilcoxon signed rank test. Results: Participants showed significantly decreased BMI, weight, waist circumference, body fat after 6 month program. They talked the awareness about their own behavior. They changed into better for eating habits, physical activities, and self management. Their discipline increased and eating habits became regular. They were satisfied to this program and showed strong confidence about their own change. Conclusions: Coaching did not direct certain behavioral change but guided self awareness and practice. Health coaching program showed long maintained effect to participants. We suggested health coaching as a helpful individual program to intervene risky health behavior especially for metabolic Syndrome.

  • We developed a smart learning system by using the 'bring your own device' concept, which means the policy of permitting teacher and learners to bring personally owned mobile devices such as laptops, tablets, smart phones, etc. and applied the system to school classes. In addition, we analyzed the learner's satisfaction related to interfaces, interactions, applications, technical support, and evaluation areas. The evaluation system consists of App program for tablet PC's and smartphones, web program for desktop PC and electronic teaching desk, and server program for evaluation and database. Because all the teaching materials, feedback data and evaluation materials about learners are stored on the server, students can receive the necessary data through real-time feedback using their smartphones and desktop PC's. As a result, it could increase educational achievement with interest in learning.

Performance Evaluation Index of TRM: A Korean Case for SMEs

  • There is the need for performance evaluation and the identification of key success factors for utilizing technology roadmaps (TRM), but relevant research does not yet exists in this field. In Korea, the Small and Medium Business Administration has implemented the "Support Program for the Individual Company Technology Roadmaps" to promote the establishment of technology development strategies by SMEs. This study developed the framework and indices for performance analysis, designed and implemented survey for TRM performance analysis, and analyzed TRM performance of the companies that have participated in the above program from 2008 to 2011. This study compared the supported 97 companies and 102 companies not supported and analyzed quantitative and qualitative performance and satisfaction levels among the supported companies to compare low-performance companies and high-performance companies. This study aims to examine the KSF of TRM in terms of input and process. Also we suggested significant insights into the performance of TRM in terms of output.

  • The Work-Study parallel program has been promoted as a key policy to resolve the mismatch between industrial sites and school education and realize a competency-centered society, and as of December 2022, 16,664 companies participated in the training. Learning companies play a very important role as education and training supply organizations that conduct field training. In this study, for the evaluation of learning companies participating in work-study program, the authors derive important factors that determine the quality of on-site education and training by analyzing the cognitive structure of experts in charge of the company and present evaluation indicators for learning enterprises. Therefore, it is intended to lay the foundation for promoting the quality of work-study parallel program.

  • The ever-increasing government budget constraints have led to a continued decline in the increase rate for defense spending, and the government's 5-year National Fiscal Management Plan has served to reinforce the verification and validation procedures for the Force Improvement Programs (FIP) budget requirements and performance. Additionally, as large programs are controlled in accordance with the Total Program Cost Management Guidelines, timely and credible feasibility study and performance measurement need to be conducted. Due to these internal and external circumstances, needs have surged for feasibility and economic effectiveness study for big ticket projects in the FIP sector, with an increasing number of studies conducted by external research institutes. However, questions have been raised regarding the credibility and thoroughness of the program analyses performed by these research institutes due to various restrictions. This paper analyzes and identifies the structural limitations and problems using a systems thinking approach, and examines the systemic characteristics of the program analysis system. It also presents policy intervention recommendations based on the theory of systems thinking, a method to regularize and reinforce the program analysis system. Policy interventions recommended to ensure alignment of the external studies to the clear analysis objectives and resolve the bottlenecks in the external analysis include training those in charge of external study commissioning for a short term intervention, and increasing the number of research institutes and consulting agencies utilizing analysis and evaluation experts who transition to the private sector from the military for a long term intervention. additionally presented are strategies and policy alternatives to best utilize these policy interventions. They will contribute to the stable funding of Force Improvement Programs and efficient utilization of defense budget.

A Revised Benefit-Cost Analysis of the Korean TUR Program (우리나라 고독성물질 사용저감 규제의 수정 편익-비용분석)

  • The introduction of the Korea toxics use reduction (TUR) program to build a clean society is generally evaluated based on social economic criteria. Among various techniques, benefit-cost analysis is the most commonly used. This method is focused on the calculation and comparison of all the benefits and costs attributable to the TUR program. However, since it is reasonable to consider not only economic criteria but also policy criteria in the process of evaluation, it is necessary to reflect on the criteria weights found in the benefits and costs. This study aims at developing a new evaluation technique to achieve this purpose and apply it to the Korean TUR program to be implemented in 2020. This study selected competitiveness, toxic substances' emission reduction ratio, and health improvement as policy criteria. The Analytic Hierarchy Process (AHP) technique was initially used to calculate the weight and then, based on the results, the concept of information entropy introduced by Claude Shannon was used to eliminate subjective bias. As a result of the study, it was found that the revised benefit-cost analysis considering the weights of the policy criteria, as well as the existing economic criteria, could be a reasonable alternative in evaluating the feasibility of TUR regulations for highly toxic substances.

Developments of Evaluation System in Agricultural R&D Program by Rural Development Agency (농촌진흥청 연구개발 평가체계의 성과지향적 발전 방향)

  • The research question of this work comes from that there have been disputes for the governance and roles of the Rural Development Agency (RDA), despite of rather excellence performances of Agricultural R&D program supported by RDA. For this reason, I meta-evaluated the internal evaluation system of Agricultural R&D program in RDA, in terms of the four meta-evaluation components such as evaluation paradigm, evaluation resources, evaluation execution and evaluation utilization. The result shows that the most serious problem is rather lower level of evaluation. Object, one of the evaluation paradigms in the R&D evaluation system of the RDA. So, this work suggested the policy alternatives which may lead the R&D evaluation system of the RDA to be developed for the performance-oriented R&D management system.

  • The purpose of this study is to improve the KESLI consortium by analyzing the status of participant organizations and their needs. A survey questionnaire including questions on consortium selection, management, and evaluation was distributed. The findings from the 179 responses indicate that the needs of the participants include issues related to the collection development policy, the cataloging of e-journals, user education, and evaluation. Therefore, KESLI should provide the following: (1) examples of collection development policy used for reference, (2) system development for e-journal cataloging, (3) materials and program guidelines for user education, and (4) education related to evaluation techniques for e-journal usages.
