Introduction Process of the Tobacco Graphic Health Warning Law in Korea: Analysis on the National Assembly Minutes (한국에서의 담뱃갑 경고그림 도입과정 분석연구: 국회 보건복지위 회의록 분석을 중심으로)

  • Graphic health warning on the tobacco product package is a cost-effective tobacco control policy to convey information on harmful effect of tobacco use to health, and it is known not only to motivate smokers to quit but also to deter adolescents from start smoking. In case of Korea, amendments to National Health Promotion Act requiring implementation of graphic health warning had been submitted 13 times, from 2002 to May 2015. In May 2015, the amendment had been approved by the National Assembly and it enters into force on December 23, 2016. This research analyzed the discussions from Health and Welfare Committee of the National Assembly during the implementation of the graphic health warning in order to study decision making process of legislators. Study found that there was a shift from a general opposition on implementing graphic health warning at first to a harsh conflict over relaxation of the regulation once discussing the implementation in earnest. Particularly, while the group supporting the implementation of the graphic health warning or opposing relaxation advocated the amendment with scientific and knowledge-based evidences including the World Health Organization Framework Convention on Tobacco Control, the group opposing the adoption of the amendment itself or suggesting relaxation tended to defend their position with empathy on smokers or tobacco industries.

  • Two functions are considerable in the record management of policy management system operation. The first one is to prove that shows the conforming status of the management system requirements. The second one is to prove that shows the performing status whether the policy management system is operating effectively to the company. However, the second function requires the high level data analysis techniques, and it is more important for the decision making of the company operations. That is, the second function is more closer than the first function to the top manager's policy management tool. This paper is prepared to offer a study on the desirable record management which is necessary to the scientific decision making process. The scientific decision making requires the analysis of data derived from the reliable records. It is also aimed to enlighten the relations between the reliability of records and the adoption of the results of analysis in associated with the top manager's decision making.

How to Foster Digital Payment Service for Millennials and Generation Z? (MZ 세대의 디지털 결제 서비스의 결정요인)

  • The purpose of this study is to explore factors that affect millennials and generation Z customers' perception on intention to recommend to use the digital payment services and invesetigate factors that affect perception on sustainable growth of the digital payment services. This study applied the following research questions: i) how perceived brand value, easy to use, personalization, open to public, and social value affect intention to recommend to use the digital payment services and ii) how perceived public policy, promotional strategy, and prspects affect intention to recommend to use the digital payment services to others. This study conducted an online survey. This study applied factor, ANOVA, and regression analysis to test hypotheses. The results of this study found that effects of personalization, open to public, and social value on intention to recommend the service showed significance in the case of millennials, while effects of brand value, easy to use, and open to publis on intention to recommend the service showed significance in the case of generation Z. The results provide managerial and policy implications on how to apply better strategies and pepare policies to enhance adoption of the digital payment service in cases of millennials and generation Z.

Cost-Benefit Analysis of Interned-based Prescription Delivery System (원외 전자처방전달시스템의 비용.편익 분석)

  • Korea's recent attempt to separate prescription and dispensation of pharmaceuticals suffers serious, negative side effects. The interned-based prescription delivery system is being considered a supportive tool to alleviate such side effects. This paper conducts an economic evaluation of the system. We consider all possible types of pecuniary costs and benefits, from societal perspective, to conclude that nationwide adoption of the system would raise net social benefits by 5,892 billion won for the coming five years. Specifically, the net benefits would be distributed among consumers (5,667 billion won), pharmacies (216 billion won) and medical institutions (8 billion won). Net social benefits would be far mere enhanced by deregulation policies, such as removal of restrictions on electronic type prescription and home-delivery of dispensed drugs.

  • Brownfield redevelopment is relatively a new area of interest for federal and local government in the U.S. In the past years, there are continuing interests by urban planners, policy makers and scholars in the effects of neighborhood amenities on brownfield. This paper intends to introduce brownfield redevelopment efforts and assess the approaches to implement such efforts by reviewing current federal legislation in the U.S. for brownfield, especially in the case of the Seattle Region. This paper provides an understanding of the brownfield phenomenon, statutory dilemmas, barriers and strategies of brownfield redevelopment. This paper also addresses the need of more policy adoption and implementation for successful brownfield redevelopment.

  • The gender mainstreaming strategy was formulated at the 4th UN World Conference on Women in Beijing in 1995 and quickly spread globally. In the Korean film industry, the gender ratio of the key creative roles - directors, writers, and producers is very unbalanced. The staffs are divided into woman and man departments and there is a gap in wages between woman and man workers. Gender equality in the Korean film industry require the adoption of a gender mainstreaming strategy that involves independent agenda setting and key performance indicators.

  • With the global adoption of the reduction policy on greenhouse gas and environmental pollution, that is 'low carbon green growth', the central and local governments strive to increase their investments in railways in an effort to replace fossil fuels, and seek the ways to diversify and vitalize the tourism resources taking full advantage of the railway systems. Seoul metro has therefore launched 'A research on the development of the Bukhan mountain railway' for the establishment of the environmentally friendly tourism belt making good use of Mt. Bukhan., the only national park in the Seoul metropolitan area, with its picturesque scenery. This paper pursues the basic directions for the application scope of the relevant laws and regulations for the development of the mountain railways as part of our continuing effort to further 'A study on the development of the Bukhan mountain railway' along with the review on the project implementation policy pursuant to the applicable laws on private investment for social infrastructures.

Current status and problems of healthcare-related multi-cultural policy in Korea from nursing's point of view (우리나라 보건의료 관련 다문화 정책의 현황과 과제: 간호학적 측면에 대한 고찰)

  • This research examines, based on nursing's point of view, the current status and problems of the healthcare-related multi-cultural policy which is one of the major issues of contemporary Korea. Today, Korean society is facing a drastic increase of migrant workers and marriage for migration in Korea that leads to the transition to multiculturalism. Each field of society is providing prevalent supports to solve the problems of multicultural families and to promote adoption to Korean society. The activities and researches for multicultural families in nursing area were found and analyzed. 11 researches and 2 books were published. Among these 13 publications, 10 were on the marriage with immigrant women. 8 researches out of 11 (72.7%) were defined as the descriptive surveys, and 3 researches (27.3%) were defined as quasi-experimental studies. Although Korea Nurses Association (KNA) led various activities, more researches and activities by nurses and nursing scholars are required to contribute in improving the health of multicultural families.

  • After the adoption of the Lisbon Treaty, the European Union's Common Commercial Policy now belongs to the exclusive competence area of the EU, including the foreign direct investment (FDI) policy. Regarding the bilateral investment protection treaties (BITs) between the EU Member States, the European Commission is of the view that such BITs should be discarded. On March 6, 2018, the Court of Justice of the European Union (CJEU) held in the Achmea BV v. Slovakia case that a BIT between the EU Member States, as well as arbitral awards based on that BIT, is not subject to request for preliminary rulings under the Treaty on the Functioning of the European Union (TFEU), and thus they are not compatible with the EU law. However, the judgment did not silence the controversy. Instead, many people questioned the legal reasoning and the legitimacy of judgment, and therefore the problem is still ongoing.

  • Innovation is broadly defined as the creation or adoption of new ideas and technologies, which has become an instrumental tool to determine the success and development level of a country as it leads to competitiveness and productivity of companies. Innovation is influenced by many factors including geographic and socio-economic factors as well as a political framework. In fact, innovation is systemic in nature, and it focuses on interactions amongst a nexus of processes such as Research and Development (R&D), production, business, and education, amongst other factors. However, not all innovation ecosystems have the same architectural models or internal collaboration. This paper aims to review the structure of the National Innovation Ecosystem by highlighting the different actions taken by the Government of Mauritius over the years. The multipronged approach of the government will be demonstrated through the different lines of actions to boost the innovation culture and offers a foundation for other small island developing state to follow to be at par with other innovative economies.
