With the development of Information Communication Technology (ICT), diverse work policies, such as, telework, telecommuting, flexible work had been conceptualized and implemented to encourage efficient business practices and worker satisfaction. These work policies are the forerunners of newly emerging concept of "Smart Work." However, as smart work is a new concept, no single agreeable definition can be found. In this study, the relevant literatures published in past 15 years are reviewed systematically in order to derive a conceptual framework for "Smart Work," from related research, such as telecommuting, flexible time, telework, etc. Related variables are grouped into five clusters: Task, Technology, People, Organization Structure and Managerial Levers, forming a policy and research framework. Further research are suggested after the discussion of implications.

The rise of 5G and the proliferation of smart devices have underscored the significance of multi-access edge computing (MEC). Amidst this trend, interest in effectively processing computation-intensive and latency-sensitive applications has increased. This study investigated a novel task offloading strategy considering the probabilistic MEC environment to address these challenges. Initially, we considered the frequency of dynamic task requests and the unstable conditions of wireless channels to propose a method for minimizing vehicle power consumption and latency. Subsequently, our research delved into a deep reinforcement learning (DRL) based offloading technique, offering a way to achieve equilibrium between local computation and offloading transmission power. We analyzed the power consumption and queuing latency of vehicles using the deep deterministic policy gradient (DDPG) and deep Q-network (DQN) techniques. Finally, we derived and validated the optimal performance enhancement strategy in a vehicle based MEC environment.
This study aims to explore the difficulties of evidence-based pharmaceutical policy-making in the Korean context where several pharmaceutical policies were introduced within a short period. Semi-structured in-depth interviews were performed with eight experts in the Korean pharmaceutical arena. The key challenge in Korean situation might be the apparent lack of available evidence caused by the limited resources, the lack of policy consistency and coordination ability in the authorities and distrust across stakeholders. To build an evidence-based tradition, it is essential to resolve the tangible lack. At once, more fundamental changes seem to be required in the intangible policy environments.
Since the food industry, including the agricultural production, is the largest industrial sector in Myanmar, the Myanmar government and industry have a strong willingness to develop the food manufacturing industry despite the limitations of investment, production and technological level. Particularly, the Myanmar government recognizes that the agricultural product-based food industry is an essential element for national economic growth, and is promoting various policy efforts for the industrial development. Therefore, the overall status of the food industry in Myanmar has been reviewed in this study. Also, the TASK (Technology Advice and Solutions from Korea) project in the food processing sector as an ODA (official development assistance) program has been specifically addressed in order to strengthen bilateral cooperation between Korea and Myanmar in the near future.

Prolonged Russia-Ukraine war, and unstable situation of supply and demand of global crops including the COVID-19 pandemic have raised awareness regarding food crisis, and in addition to this situation, export restriction measures imposed by some countries have accelerated the rise in the prices. Since the Republic of Korea depends annual crop consumption (21.32 million tons) mostly on the imports (food self-sufficiency rate in 2020 was 45.8%, crop self-sufficiency rate was 20.2%), our main task is to stably secure food. Now we need to put focus on building capacity to secure stable food supply, and actively manage and respond to risks. To overcome this condition, the Korean government set robust food sovereignty as its policy task, and has been focusing on the policy capacity by providing financial and policy support in parallel. We need to implement mid- to long-term measures to strengthen food security as well as to ensure domestic price stability. While increasing the domestic capacity to supply food in the mid- to long-term perspective, we are implementing projects to bring in crops which are inevitable to be imported by private companies. Specifically, we are making efforts to expand infrastructure for the public reserve and domestic production of wheat and beans which have low self-sufficiency rate, and to secure food sovereignty by providing support to secure global crop supply chain to private companies. The Ministry of Agriculture, Food and Rural Affairs plans to set a target for food self-sufficiency rate and prepare a policy to strengthen mid- to long-term food security by establishing a task force to strengthen mid- to long-term food security in the Ministry. Especially, although wheat is the second staple food, domestic wheat production and the foundation for the industry is poor. Compared to the wheat imports, domestic production of wheat is 30 thousand tons (self-sufficiency rate of 1%), leading to a vulnerable status against internal and external shocks. Through the establishment of the Wheat Industry Promotion Act (Feb. 2020) and the First Master Plan for Wheat Industry Promotion (Nov. 2020), the Korean government has developed a policy basis, and has been providing financial support in overall across the production, distribution and consumption process. In addition, the government established a production complex for Korean wheat and beans in order to supply affordable government-supplied commodities, provide education and consulting services, and create a high-quality stable production system, including facilities and equipment. We are also continuing to increase the public reserve for wheat and beans with the purpose of stable supply and demand as well as food security. The Korean government will establish and implement mid- to long-term measures to strengthen the foundation for domestic production across production, distribution and consumption process, and to stably secure global supply chain including through diversified import channels.
Demonstration-based learning has the advantage that a user can easily teach his/her robot new task knowledge just by demonstrating directly how to perform the task. However, many previous demonstration-based learning techniques used a kind of attribute-value vector model to represent their state spaces and policies. Due to the limitation of this model, they suffered from both low efficiency of the learning process and low reusability of the learned policy. In this paper, we present a new demonstration-based learning method, in which the relational model is adopted in place of the attribute-value model. Applying the relational instance-based learning to the training examples extracted from the records of the user demonstrations, the method derives a relational instance-based policy which can be easily utilized for other similar tasks in the same domain. A relational policy maps a context, represented as a pair of (state, goal), to a corresponding action to be executed. In this paper, we give a detail explanation of our demonstration-based relational policy learning method, and then analyze the effectiveness of our learning method through some experiments using a robot simulator.

Recently, DEN(Directory Enabled Network)-based personalization service is user-dependent services in NGNs, and integrated management and efficient use of limited resources. Also, PBNM(Policy-Based Network Management) is new technology defined and applied by policies of communication service environments and users on demand. Subsequently to study on how to optimizing the PBNM is of great importance. In this paper, we propose a technology of the PBNM based on DEN standardized in DMTF(Distributed Management Task Force).

Multiplayer, real-time games are a kind of soft real-time systems because a game server has to respond to requests from many clients within specified time constraints. Client events have different timeliness and consistency requirements according to their nature in the game world. These requirements lead to different priorities on CPU processing. Events can be divided into different groups, depending on their consistency degree and priority. To handle these events with different priority and meet their timing constraints, we propose a priority-based group task scheduling policy in this paper. The number of clients or events requested by each client may be increased temporarily. In the presence of transient overloading, the game server needs to allocate more CPU bandwidth to serve an event with the higher priority level preferentially. The proposed scheduling policy is capable of enhancing real-time performance of the entire system by maximizing the number of events with higher priority completed successfully within their deadlines. The performance of this policy is evaluated through extensive simulation experiments.
Today, due to the development of the 4th industrial revolution such as artificial intelligence, the security threat of the military organization is increasing. A study that can contribute to complying with military security is needed by studying the effects of influence factors occurring in this changing or newly emerging security environment on information security stress and security compliance behavior intention. In previous studies, task overload, task complexity, task uncertainty, and task conflict were extracted among environmental influencing factors that cause security stress. We empirically analyzed how these influencing factors affect security stress and whether they play a mediating role in security stress. As a result of the analysis, it was analyzed that the security stress was affected in the order of task overload, task conflict, and task uncertainty. Information security stress did not significantly affect security compliance behavior intention, but it was found to mediate the effect of task overload on security compliance behavior intention. This causes information security stress due to heavy security work in the military organization, which ultimately leads to lower security compliance behavior. Therefore, the security policy to manage this situation should be promoted first.

The energy efficiency of memory systems is an important task in designing future computer systems as memory capacity continues to increase to accommodate the growing big data. In this article, we present an energy-efficient last-level cache management policy for future mobile systems. The proposed policy makes use of low-power PCM (phase-change memory) as the main memory medium, and reduces the amount of data written to PCM, thereby saving memory energy consumptions. To do so, the policy keeps track of the modified cache lines within each cache block, and replaces the last-level cache block that incurs the smallest PCM writing upon cache replacement requests. Also, the policy considers the access bit of cache blocks along with the cache line modifications in order not to degrade the cache hit ratio. Simulation experiments using SPEC benchmarks show that the proposed policy reduces the power consumption of PCM memory by 22.7% on average without degrading performances.
