With an interpreter, We had interviews about Mibyeong health service and policy trend, medical instrument, and research issue. Results :Mibyeong health service was performed based on KY3H system and collaboration with traditional Chinese medicine hospital. Mibyeong health service consists of diagnosis with nine constitutional type, health guide and preventive treatment. Community health center also provide Mibyeong health service, with cooperative treatment of traditional Chinese medicine and western medicine. China's Mibyeong health policy is established by Top-down decision, even though there is not enough evidence for providing health service to consumer. Through constitutional diagnosis, examinations, and treatment, huge data have been stacked; however, assessment and research based on these data are not processed well. Cooperative treatment of traditional Chinese medicine and western medicine is widely provided to patients, and their works are relatively well classified. Conclusions : China plays leading role in Mibyeong service and it seems to be developed more than Korea's. Further study is necessary to establish Mibyeong policy and health service in Korea.

The policy study subject of a national policy research center from study design the performance assessment on its practical effect is managed via thorough process to secure its effectiveness and efficiency. However, the directly exposed information to the practical user or the public who are in need of actual policy study information is the resource published in a form of policy study report, the final result. NKIS operated by the National Research Council for Economics, Humanities and Social Sciences under the Office for Government Policy Coordination, Prime Minister's Secretariat is a public information offering service that conduct integrated management on study reports from cooperative study among institutes along with policy outcome from 27 national policy research centers. This study aims to introduce the current status of operation and information management of NKIS, apprehend the management characteristics of policy study information resources of national policy research center, and deduce remarks that need to be considered for API with external service for the derivation of standardized sharing data element.

  • In 1987, The Brundtland Report defined a sustainable development as the development that meets the needs of the present without compromising the ability of future generations to meet their own needs. This is the concept that we should cling to, to preserve natural resources of the present for the future generation. With this concept in mind, this paper criticized the current waste management policy has been neglecting resource preservation aspect of waste management policy while giving too much emphasis on reducing waste generation. Thus, the purpose of this paper is to analyze how waste management policy can affect preservation of natural resources, and to investigate policy alternatives that can reduce both the volume of wast geverated and the amount of natural resources that need to be consumed in the production process. The study was conducted based on the literature survey and system dynamics simulation. Borrowing Randers and Meadows's solid waste model with some modification of parameter and variables, this paper simulate several policy alternatives to figure out the most effective waste management policy set that can meet the need of the present without compromising the ability of the future generation to meet their own needs. Main concern was how to link waste management policy with resource management policy that can lead to minimization of waste generation and resource consumption.

  • The strategic importance of innovation ecosystems has received increased attention from both the academic and policy perspectives. However, there is only limited empirical evidence on the importance of these ecosystems from the perspective of younger firms. This study focuses on the role of ecosystems for young innovative companies (YICs) and is based on a unique set of phone survey data from Finland and South Korea. The results are threefold: (1) Finnish YICs participate more actively in ecosystems than Korean YICs; (2) on average, Korean YICs report to have experienced lower ecosystem impact compared to Finnish YICs; (3) in both countries, key organizations of the ecosystems are represented on the board of directors in about one-third of the sample firms.

  • According with annual report by the OECD (Organization for Economic Co-operation and Development), South Korea is at the top of the list of countries with bad air pollution (fine dust particles) and the South Korean government announced the cause to be due to the particle emissions of large and old diesel vehicles. To solve this issue, the government (jointly with related ministries), promoted the "Special Measures for Comprehensive Fine Dust Management Program" as a way to improve environmental pollution by reducing the overall output of fine dust particles emitted by public vehicles. The measure implemented a gas subsidy system to convert eco-friendly vehicles of city and chartered buses throughout the country. In this study, we take a look at the economical evaluation, comparison and analysis of the conversion of diesel vehicles to natural gas (CNG) vehicles. This report represent the basis for the need to expand the funds of the subsidy program and reviews the feasibility of the policy by taking into consideration the social and economical benefits and the effect in the environment when converting diesel fuel to natural gas vehicles through the type-specific fuel conversion scenarios.

  • This study focuses those periods of Kim Young-Sam and Kim Dae-Jung administration. This study tries to analyze any change in terms of ideological tendency and report attitude on the assessment of the government policy in the Korean newspapers from Kim Young-Sam to Kim Dae-Jung administration. Although these two civilian regimes were born after long periods of military dictatorship, there are many distinguished differences dividing these two. Kim Young-Sam could succeed through joining with the establishment of the power, while Kim Dae-Jung was elected as President through the horizontal shift of the power, opposition party becoming ruling party. Their power base was different. Another big difference is their North Korea policy. Kim Young-Sam administration's policy was conservative, while Kim Dae-Jung administration's policy was liberal. This study selected four Korean newspapers that represent each aspect of ideological spectrum in Korean media, and focused on the editorials of each paper as major analysis base. The four papers are Dong-a Ilbo, Chosun Ilbo, JoongAng Ilbo, and Hankyoreh. The study concludes that in terms of the report attitude on the assessment of the government policy, Dong-a, Chosun, JoongAng were more critical under Kim Dae-Jung administration than Kim Young-Sam administration. And Hankyoreh became more supportive of Kim Dae-Jung policy. In terms of the ideological tendency, four newspapers altogether did not change their ideological color regardless of the change in the administration. However conservative color became thinner( Dong-a, Chosun, JoongAng) and liberal color became thicker(Hankyoreh) a little under Kim Dae-Jung administration than Kim Young-Sam administration. Each newspaper tried to show their ideological tendency clearly in order to influence on government policy.
