  • Recently, many public institutions have been conducting promotional activities using digital platforms. Communication methods using digital platforms have a very important meaning in that they can create new values that did not exist before by connecting and sharing information with various users. To this end, we tried to analyze YouTube videos of five government ministries and examine them. As a result of YouTube analysis by government ministries, most of them were mainly used as channels for policy promotion, and many were used as channels for new information. Although the message is delivered through the production of various contents, it was possible to look at cases where the target as a channel for communication was not clear and the purpose was unclear. In order to communicate with the people, it should be used as a channel for communication through content suitable for clear target setting and purpose.

  • Since 2003, Korean government went thru biggest and the most significant 'innovation' communicating the government itself as well as its policies. Following Jo's research design conducted in 2003 (published in 2004), this study adopted a longitudinal design to see how Korean government agencies have been changed by the president 'Noh' administration. The concept, 'encroachment' has been utilized to measure professional level of public relations departments of Korean government agencies. 'Encroachment' occurs when a communication department is managed by a person without proper experience or education/training in the field of public relations. After interviewing public relations managers (19 from central agencies, 16 from local government), encroachment has been found to be 'almost not changed' while, opportunities for professional 'on the job' training increased to a certain level.

  • Some observers call current conflicts in international relations as a new Cold War. But the characteristics of the new Cold War are more complicated than that of the Cold War. Under this condition, Korean government established the 2nd Basic Plan for Public Diplomacy in 2022. Compared with the 1st Basic Plan, the 2nd plan shows several progress such as expansion of items for knowledge (public) diplomacy and inclusion of global value as a part of public diplomacy for policy. The 2nd plan also emphasizes digital public diplomacy as a tool for enhancing the Korean government's public diplomacy. Despite substantial progress, the plan does not suggest definite and reliable global values as a part of Korean public diplomacy for policy. This study provides several important points to develop Korea's public diplomacy in a new Cold War.

  • Appearance and rapid growth of the social network services (SNS) have led to changes in the distribution structure of information. Consumers can obtain various information quickly via the social network services and companies make use of a new advertising channel in them. In order to increase the effect of publicity activities through the social network services, development and application of public relations strategy by evaluating and analyzing the results of the activities is required. In this paper, a method for developing a low cost system to evaluate and analyze the results of public relations through the social networks is proposed. The proposed method was verified through building and running a demo system to collect and analyze data in the Facebook fan pages using MySQL database and PHP script on a Linux server.

This is particularly important as the volume of environmentally friendly farm and organic produce that is generally available is increasing, and significant players, such as Organic Marketing Initiatives(OMI) and conventional marketing co-operatives, are becoming involved in the market. The rapid increase in production of environmentally friendly farm products and organic food is creating new and more complex challenges for marketing, from vegetable box schemes large co-operatives supplying the precise quality and volume required by supermarkets. A possible strategy for many farmers is to co-operate in regionally or nationally operating marketing initiatives. The main objective of any public relations(PR) activity should to enhance publicity and to improve an OMIs image. No promotion, no perception of OMI performance.

This paper regards the goal of management of ecosystems as securing the sustainablilty of target ecosystems, and investigates public managers' decision-making and their psychological attitude on the management of ecosystems. Basically, managerial activities on ecosystems have uncertainties and usually public managers utilize the knowledge of law, science, intergovernmental relations, and local governance as their references for decision-making. To elucidate public managers' managerial decision-making on ecosystems, this paper adopts some psychological theories in explaining the judgment of human beings under uncertainties. Effective ecosystem management by public managers can be judged by how public managers adopt and utilize all of the above mentioned four kinds of knowledge on ecosystem management. An important factor in order to let them utilize the four kinds of knowledge is policy support.
