The development of technology speeds up the process of obtaining information and its analysis to track the level of corruption in different countries and develop countermeasures. This study examines the role of information and analytical support of anti-corruption policy as a tool for government accountability and analysis, evaluation, combating corruption in Eastern Europe. The purpose of the article is to identify the components of the information-analytical system that help reduce the level of corruption. The research methodology is based on a qualitative content analysis of the functioning of information and analytical systems of Ukraine used by anti-corruption bodies. A quantitative analysis of the CPI score was conducted, according to Transparency International, to identify the effectiveness of anti-corruption policies in developing countries. The results show similar trends in countries developing on the effect of the use of information and analytical systems in the implementation of anti-corruption policies, strategies and measures. The strategy to combat corruption mainly involves increasing the independence and powers of anti-corruption bodies. Therefore, the development of information and analytical support is aimed at automating the processes of pre-trial investigations and criminal proceedings, information protection. As a tool for accountability, information and analytical systems may be ineffective due to the abuse of power by higher anti-corruption bodies due to political pressure from elite structures. Restrictions on political will are a major problem for the effectiveness of anti-corruption policies.

인터넷 기술은 지난 30여 년간 비약적으로 발전하여 모든 산업분야를 변혁시키고 개인과 기업의 필수도 구로서 국가의 중요한 기반시설로 자리 잡았다. 1990년대 중반부터 선진국들은 인터넷을 과학 및 교육 분야의 발전에 가장 중요한 기반시설의 하나로 인식하고 국가 연구 교육망을 구축하고 이를 새로운 망 기술과 과학 기술 개발을 위한 도구로 제공하고 있다. 이 논문에서 우리는 선진국의 연구 교육망 발전 현황을 종합적으로 살펴보고, 국내 첨단망 활동을 선진국과 비교하여 문제점 분석하고, 이를 토대로 한국 첨단망의 발전 방안을 제시하였다.

본 연구의 목적은 정책 비교를 통한 한국의 장기요양보험 제도가 중국 청도의 장기요양보험 시스템 구축에 미치는 영향과 시사점을 검토하는데 있다. 중국과 한국의 문화배경, 생활습관 및 인구구조 등 다양한 측면에서 매우 유사하여 한국 장기요양보험의 성공적인 경험은 중국 청도의 장기요양보험 제도를 구축하는 데 큰 도움이 될 것으로 판단된다. 이에 본 연구는 문헌연구를 통해 Gilbert & Terrell의 사회복지정책분석 프레임워크에서 청도와 한국의 장기요양보험 정책을 비교해 보았다. 정책비교를 통해 청도의 현재 시범 정책 문제점들로 입법 지원 부족, 재정 독립 그리고 심사 기준 등이 명확하지 않고 인적자원 부족을 논의하였다. 이에 다양한 차원에서의 정책비교를 통해 법제 지원, 평가기준 상세화, 혜택범주 확대화, 서비스네트워크 강화, 재원 최적화를 위해 청도의 장기요양보험 개선 제안들을 결론으로 제시해 보았다.

스마트폰의 급격한 보급으로 인해 모바일 인터넷 방송 (Internet Protocol Television) 사용은 큰 폭으로 증가하여 이미 많은 네트워크 부하를 일으켰다고 보고되고 있습니다. 이러한 과부하문제를 해결하기 위한 방안으로 3GPP (3rd Generation Partnership Project)에서는 LTE (Long Term Evolution) Release 6 규격이후로 MBMS (Multimedia Broadcast and Multicast Service)에 대한 표준화 작업을 진행되고 있다. MBMS는 동일한 콘텐츠를 가지는 다수의 MBMS 사용자들과 동일한 대역폭을 공유하게 함으로써 대역폭 효율 측면에서 우수성을 가지고 있다. 본 논문에서는 단일 셀 MBMS을 지원하는 3GPP와 와이파이 (Wi-Fi) 2개의 네트워크가 혼재되어 있는 이종 네트워크 환경에서 단일 셀 MBMS가 지원되는 셀들에 속한 동일한 콘텐츠를 가지는 MBMS 사용자의 수가 많다면 MBMS 최우선 정책을 적용하고 그렇지 않은 경우에는 기존의 와이파이 우선 정책을 적용하는 알고리즘에 대한 성능 분석에 대한 연구를 수행하였다. 시뮬레이션을 통하여 제안하는 알고리즘은 전체 가용 대역폭의 증가와 네트워크 사용 비용의 감소를 보여주고 있음을 확인하였다.

본 연구는 키워드 네트워크 분석에 사용되는 텍스트마이닝과 의미연결망 분석 방법을 활용하여 블록체인의 산업 활용 분야로 언론 및 정부 발표에서 언급되고 있는 '금융', '에너지', '물류'를 언급한 기사들을 비교 분석하였다. 블록체인 적용이 언급된 산업 분야별로 기사의 내용 및 키워드의 차이를 파악하고 비교 분석하는 것을 목적으로 하였다. 2017년 1월부터 2018년 7월까지 언론에서 보도한 총 43,093건의 기사를 Python BeautifulSoup을 이용하여 네이버 뉴스에서 수집하였고, 세 용어의 상호 중복을 제거하기 위한 정제 작업을 수행하였다. 이후 키워드 간 네트워크 분석을 위해 텍스톰(Textom)과 UCINET을 이용하여 세 용어에 대한 텍스트마이닝과 의미연결망 분석을 진행하였다. 분석 결과, 세 용어는 모두 '기술' 측면에서는 유사한 단어들이 있었으나, '정부 정책'이나 '산업'측면의 이슈 등에서 내용적 차이가 있었다. 또한 빈도 및 중심성에 있어서도 차이가 있음을 확인할 수 있었다.

ICT(information and communication technology) has played a pivotal role in the world economy, and the out look for ICT has improved markedly. One of the noticeable characteristics in the ICT sector Is the global rationalization of its technology and service. Specialization on the specific ICT capability is a pressing problem for many countries. Along the line of classical innovation cluster and network studies, this paper suggests a way to find and analyze the role of core technologies on the ICT network First, technology network is constructed by using patent citation data from USPTO. Then, a couple of cluster is generated by K-means clustering technique. Finally, brokerage analysis is applied to manifest the role of principal technologies. The network visualization and some stylized facts on dynamics are briefly given altogether Based on the role and relationship of technologies across clusters, it is expected that this research could contribute to the ICT cluster formation and the vision-making for ICT specialization at the viewpoint of technology Policy.

The objective of this research is to analyze how main social relation network of middle-aged women such as family, friends and neighbors, etc affects the preference for silver town. For this objective, structured questionnaires were distributed to 309 middle-aged women at the age of 40-59 years old living in Seoul and new cities of metropolitan area. Statistics such as ANOVA, Pearson Coefficient and Multiple Regression were adopted for statistical analysis. The main result of this research is as follows: First, housewives showed higher preference for silver town than people involved in other occupations. Second, though the relation of friends and neighbors among the social relation network of middle-aged women affected the preference for silver town, that of family did not affect significantly. The result of this research suggests that it is necessary to adopt policy considering the relation of friends and neighbors among the social relation network of middle-aged women so as to activate silver town.

Network security should be first considered in a distributed computing environment with frequent information interchange through internet. Clear classification is needed for information users should protect and for information open outside. Basically proper encrypted database system should be constructed for information security, and security policy should be planned for each site. This paper describes access control, user authentication, and User Security and Encryption technology for the construction of database security system from network users. We propose model of network encrypted database security system for combining these elements through the analysis of operational and technological elements. Systematic combination of operational and technological elements with proposed model can construct encrypted database security system secured from unauthorized users in distributed computing environment.

This paper analyzes the characteristics of embodied technological knowledge structure of Korean manufacturing in dynamic perspective. In doing that, the concept of the embodied knowledge network is introduced which is defined as a set of industries and their interactions(embodied knowledge flow) or linkages. The analysis of the inter-industrial embodied knowledge flows is conducted by using such methodologies as input-output technique, network analysis, indicator analysis and correlation analysis for a set of empirical data with reference period of 1983-1990. The main findings are as follow. First, as a whole, the structure of embodied knowledge flow can be classified into knowledge outflow sectors, inflow sectors and intermediary sectors. Second, outflow sectors exhibit a multi-central structure whereas inflow sectors form a dualistic structure. These idiosyncratic characteristics should be addressed in developing industrial policy.

The expansion of the world wide web has led to a huge amount of user generated content over different forums and social media platforms, these rich data resources offer the opportunity to reflect, and track changing public sentiments and help to develop proactive reactions strategies for decision and policy makers. Analysis of public emotions and opinions towards events and sentimental trends can help to address unforeseen areas of public concerns. The need of developing systems to analyze these sentiments and the topics behind them has emerged tremendously. While most existing works reported in the literature have been carried out in English, this paper, in contrast, aims to review recent research works in Arabic language in the field of thematic sentiment analysis and which techniques they have utilized to accomplish this task. The findings show that the prevailing techniques in Arabic topic-based sentiment analysis are based on traditional approaches and machine learning methods. In addition, it has been found that considerably limited recent studies have utilized deep learning approaches to build high performance models.
