Policy literacy plays a critical role in enhancing deliberative communication among the public, policymakers, and experts. It also helps develop a positive view of policy by the public, which facilitates public acceptance. Despite its importance, however, policy literacy has received little attention in energy policy practice. Therefore, this study explores factors affecting the public's understanding and knowledge (i.e., policy literacy) of nuclear and new-renewable energy policies. Accordingly, we analyzed data from an online survey of 790 laypeople in Korea. Specifically, we examined the effects of trust, transparency, and policy public relations (PR) on the policy literacy of the public regarding the two alternative energy sources. The analysis revealed that people showed higher policy literacy about the alternative sources when provided with more transparent information and exposed to more policy PR activities. However, we found that trust in energy plant operators played a negligible role in improving policy literacy for both energy sources. Based on these findings, we developed some policy suggestions to secure the energy policy literacy of the public.

The historical aspects, policies, institutions, awards and measurement results of scientific literacy and scientific culture development in Indonesia have currently attracted further exploration. This paper utilizes secondary data research, further analyzed by employing the Supplementary Analysis technique. The results revealed that the tradition of writing and publishing scientific journals in Indonesia has existed ever since the Dutch East Indies with the journal's publication entitled 'Natuurkundig tijdschrift voor Nederlandsch Indië' in 1850. To date, Indonesia has owned 5,990 nationally accredited journals. Policy support has been provided at the national and regional levels, despite limitations in cultivating literacy and reading habit. From the institutional perspective, Indonesia provides a wide array of public support, including the effort of the Ministry of Education and Culture for advocating the national literacy movement and the availability of a reference database and scientific access established by the National Library; the Indonesian Institute of Sciences, and the Ministry of Research and Technology. Similarly, in the award-related perspective, the Indonesia government has granted awards to individuals or groups and local governments engaging in the cultivation of scientific literacy and scientific culture. However, among the global measurements for literacy development in Indonesia (in 2020) recorded that three indicators scored less than those in 2019.
Objectives: This study reviews literature on health literacy and provides communication guidelines and policy implications for addressing health literacy for the Korean population. Methods: EBSCOHost, JSTOR, ProQuest, Web of Science, and PubMed were searched using the term "health literacy." The present study also reviewed reports and publications released by governments and healthcare agencies. Results: By reviewing existing articles and reports, the present study provides following suggestions : (a) implementation of a national health literacy survey on a regular basis, (b) development of tailored health literacy interventions for different target segments, (C) development of an appropriate model to evaluate the effectiveness of health literacy programs, and (d) development of health literacy guidelines for distributing health information and educating healthcare professionals. Conclusions: Health literacy issues must be addressed through establishment of appropriate policies and guidelines as well as collaboration between government and healthcare organizations.
Background: This study aimed to examine (1) the patterns of online health information search with respect to seeking and scanning, and (2) how online search, along with eHealth literacy, predicts perceived information usefulness in the context of diet and weight control. Methods: Online survey was conducted with 299 adults from the consumer panel recruited for the purpose of quality assessment of the Korean National Health Information Portal in 2016. We conducted paired sample t-test and multiple logistic regression to address the research questions. Data analysis was performed using IBM SPSS Statistics ver. 24.0 (IBM Corp., Armonk, NY, USA) and SAS ver. 9.3 (SAS Institute Inc., Cary, NC, USA). Results: Of the respondents, 38.8% were 'high seek-high scanners,' 35.8% were 'low seek-low scanners,' 13.0% were 'high seek-low scanners,' and 12.4% were 'low seek-high scanners.' eHealth literacy was a significant, positive predictor of online information scanning (odds ratio [OR], 2.46; 95% confidence interval [CI], 1.41-4.29), but not for online information seeking (OR, 1.75; 95% CI, 1.00-3.05). With respect to perceived usefulness of online information seeking, online seeking (OR, 4.90; 95% CI, 2.19-11.00) and eHealth literacy (OR, 2.30; 95% CI, 1.11-4.75) were significant predictors. Perceived usefulness of online scanning had a significant association with online scanning (OR, 2.38; 95% CI, 1.08-5.22), but not with eHealth literacy. Conclusion: To increase the effectiveness of the health policy for online information search and related outcomes in the context of diet and weight control, it is important to develop education programs promoting eHealth literacy.
Background: The purpose of this study is to measure the Korean health literacy level and to analyse its gaps according to the factors of socioeconomic and health status and health behaviors. Based on this, policy implications were reviewed to improve the understandability on health information and to reduce the gap among socioeconomic groups. Methods: HLS-EU-Q47, a tool developed by the European Health Literacy Project, was used to conduct a face-to-face interview survey on the health literacy for the samples from general population. Results: The public general health literacy (HL) index was 34.5 out of 50. HL is consisted of three sub-dimensions: healthcare (HC-HL), disease prevention (DP-HL), and health promotion (HP-HL). And a HL analysis found scores of 34.7 points for HC-HL, 35.4 points for DP-HL, and 33.3 points for HP-HL. The level of all HL was different according to socioeconomic characteristics and health behavior. Conclusion: Based on the results of this study, more research activities on health-related literacy need to be conducted, and monitoring system on the HL level needs to be developed and implemented. In addition, a program to improve HL levels needs to be developed in order to strengthen the basis for a more sustainable healthcare system as an agenda with national health policy priority.
이 연구는 이주노동자를 대상으로 정보리터러시(information literacy)의 수준이 높은 집단과 그렇지 않는 집단을 비교분석하여 정보리터러시 격차(information literacy gap)를 야기하는 요인을 규명하는데 목적을 둔다. 이러한 목적을 달성하고자, 이주노동자와 NGO 실무자에 대한 심층인터뷰를 통해 정보리터러시 격차를 야기하는 다양한 요인들의 작용을 발견하였다. 조사 결과, 이주노동자의 정보리터러시 격차는 연령, 결혼여부, 직업에 영향을 받을 뿐 아니라, 한국어교육 및 정보활용교육의 차이, 정보기술에 대한 적응력, 사회활동에 대한 적극성, 사회연결망 등의 개인적 차이와 함께 기술적 경제적 사회적 정책적 요인이 복합적으로 작용해서 발생하는 것으로 나타났다. 이렇게 다차원적이고 복합적인 문제를 해결하기 위해서는 다문화정보서비스를 위한 거버넌스를 구축할 필요가 있다.
민간 주도로 오랫동안 실시되던 문해교육이 2006년 성인문해교육지원사업을 필두로, 성인문해교육 학력인정제도, 국가 및 지자체의 문해교육센터 설치 등을 통해 빠른 속도로 제도화되고 있다. 이에 본 논문에서는 성인문해교육정책을 선도해온 영국과 호주 사례를 분석하여 우리나라 문해교육 정책이 현대사회의 문해교육 요구를 적절히 담고 있는지를 검토하고자 하였다. 비교 준거로서 국가문해교육정책의 중심이 되는 4개 요소(문해교육 추진기반, 문해교육 지원정책, 문해교사 자격정책, 성과관리정책)를 검토하였다. 분석 결과, 우리나라의 경우 2007년 평생교육법 전부개정을 통해 문해교육사업 및 학력인정문해교육제도에 대한 프레임?을 마련하면서 단 기간에 외형적으로는 영국과 호주에 준하는 문해교육지원체제를 구축했다고 평가할 수 있다. 그러나 모든 성인의 역량 개발을 지원하는 양국에 비해 우리나라 문해교육 대상은 저학력 중고령층이고, 문해교사제도 및 성과관리 등이 형식적으로 이루어지는 경향이 있다. 이에 따라 우리나라에서도 영국과 호주처럼 성인 모두의 역량 개발을 지원하는 방향으로 문해교육 패러다임을 혁신하고, 그에 맞추어 문해교육정책 전반을 재구조화할 필요가 있다.
Expectations and demands for the paradigm of healthcare systems are changing in response to changes in the characteristics of population properties and industrial structures; therefore, it is time to prepare for the career diversification of nursing students who have mainly entered the clinical field. The study tested the pathway of financial literacy on the relationship between entrepreneurship and nursing start-up attitude among nursing students. We obtained data from 177 South Korean nursing students through email and mobile phone. The analysis of the mediating effect was performed by hierarchical multiple regression. The SPSS WIN program was adopted. Entrepreneurship and financial literacy of subjects had a significantly positive effect on nursing start-up attitudes. Financial literacy indirectly affected the relationship between nursing students' entrepreneurship and nursing start-up attitude, and significance was verified by Process Macro. Financial literacy can mediate between entrepreneurship and nursing start-up attitudes. These factors will provide an important basis for nursing students to grow into talented people with business capabilities. Nursing education should strengthen the foundation that promotes business competence in nursing students.
본 연구는 성인 문해력 조사연구의 국제 동향을 분석하여 우리나라 성인 문해력 조사 도구 개발 및 문해교육 정책의 시사점을 얻기 위한 것이다. 이를 위하여, 국제 표준화 조사도구와 별도로 독자적인 성인 문해력 조사 도구를 개발하여 활용하고 있는 영국, 프랑스, 독일의 성인 문해력 조사 방법을 비교 분석 하였다. 분석 결과, 세 국가는 성인 문해교육 정책의 연계성 속에서 생활문해 또는 기능문해의 관점에서 문해의 의미를 정의 내리고 있었으며, 읽기와 쓰기를 중심으로 수리력과 정보 활용 능력도 측정하고 있었다. 문해력 수준의 판정은 각 국가별 상황을 고려하여 다양하게 이루어지고 있었으며 조사의 정책 연계성과 효율성을 강조하는 SQC모델을 채택하고 있었다. 이런 분석 결과를 통해 우리나라 성인 문해력 조사를 실시함에 있어 성인 문해교육 정책의 실행과 조사 주체의 일원화, 일상생활을 반영한 조사도구의 개발, 수준별 문해력 측정, 조사도구의 모듈화, 조사의 경제성과 활용성의 확보 등의 시사점을 얻을 수 있었다.
본 연구는 리터러시의 국내 연구동향 분석을 통해 학습과의 관련 변인을 살펴보고, 리터러시 교육방향에 시사점을 제시하고자 한다. 한국연구정보서비스(RISS)를 활용하여 1993년부터 2022년 2월까지의 연구논문을 수집하였다. 검색 키워드로 '리터러시'와 '교육'을 사용하였으며, 200편의 논문이 분석대상으로 선정되었다. 키워드 네트워크 분석을 활용하여 관련 변인을 분석한 결과, 총 810개의 키워드 중 최소 3회 이상 출현한 키워드는 118개였으며, 가장 높은 빈도를 보인 키워드는 '디지털 리터러시', '미디어 리터러시', '초등학교' 순으로 나타났다. 분석 결과를 통해 다음의 시사점을 제시했다. 첫째, 온라인 교수·학습 자원 플랫폼 구축과 교육정책 연계와의 확대성 연구가 요구된다. 둘째, 리터러시 역량 설정 및 역량 향상 방안이 모색되어야 한다. 셋째, 디지털 기반 융합 교육모델 개발이 이뤄져야 한다. 본 연구는 가장 최근까지의 리터러시 연구를 살펴보고, 이를 통해 리터러시 교육의 방향을 제시하였다는 점에서 의의가 있다고 하겠다.
