제조국가별 국가연구시설장비 구축 현황에 따른 국산연구장비 산업 활성화 정책 제언: 기초·분석과학 분야 중심으로 (Policy Suggestions for Korean Research Equipment Industry According to the State of Construction of National Research Facility and Equipment by Country of Manufacture : Focusing on Basic and Analytical Science Field)

  • 본 연구의 목적은 과거 14년간 한국 정부가 투자한 연구시설 장비의 구축정보를 기반으로 제조국가별로 기초 분석과학 분야의 연구시설 장비 구축 수와 구축금액 차이를 비교 분석하여 국산연구장비의 시장규모와 시장점유의 수준을 알아보고자 하였다. 2019년 1월 1일을 기준으로 2005년부터 2018년까지 국내에 구축되고, 기초 분석과학 분야에 활용되는 연구시설 장비(구축금액이 3천만원 이상인 주장비 기준) 20,687점의 구성, 장비표준분류, 구축 수, 그리고 구축금액을 제조국가별로 분석하였다. 제조국가별 연구시설 장비 구축 수 차이를 비교 분석하기 위하여 단일표본 카이제곱검정 방법을, 구축금액 차이를 비교 분석하기 위하여 일요인 분산분석 방법과 본페로니 사후검정 분석을 사용하였다. 본 연구결과, 각 제조국가별로 연구시설 장비 구축 수(p<.001)와 구축금액(p<.05)은 통계학적으로 유의하게 차이가 있었으며 특히, 장비표준분류에 따라 국내 기업의 연구시설 장비 점유 규모가 통계학적으로 유의하게 상이하였다(p<.05). 따라서 기초 분석과학 분야에 대한 연구장비 국산화 정책 지원 시, 장비유형 및 구축금액별로 정부의 차별화된 전략과 함께 상이한 정책연구 기획이 필요할 것으로 사료된다.

통합해사협약의 제정과 경과 (A Study on the Establishment and Progress of the Consolidated Maritime Labour Convention)

  • Between 1920 and 1996, a total of 39 Conventions, 29 Recommendations and one Protocol were adopted by the International Labour conference. But Many ILO Instruments were outdated, deficient and not reflective of modern practice, many contained technical detail which discouraged ratification and were thus ineffective. However, many issues which had become relevant were not covered by existing instruments. Therefore, the Governing Body of ILO, at its 262nd Session(March-April 1995), decided to set up a Working Party on Policy regarding the Revision of Standards. It was decided that the Working Party would examine the need for revision of all maritime Conventions and Recommendations adopted before 1985 with a view to rejuvenating and strengthening the standard-setting system. The Working Party initiated its examination of maritime instruments during 273rd Session(November 1998) of the Governing Body. The review made by the Working Party has concluded that of the maritime Conventions examined, seven of them are obsolete and should be revised, 13 should be denounced and six were considered either up to date or were identified for promotion, most of which were approved by the Governing Body. The consolidated maritime labour convention will be adopted in February 2006.

  • 정부는 기업의 R&D 활동을 촉진하기 위해 자금지원 정책을 펼치고 있다. 공공 자금지원이 기업의 R&D 투자에 미치는 영향을 다룬 기존 문헌들은 주로 단일 정책에 초점을 두며 다른 정책도구의 잠재적인 영향을 고려하지 않는 한계가 있었다. 이에 본 연구는 중소기업에 중심을 두고 대표적인 재정지원 도구인 자금지원과 세제지원의 조합이 R&D 투자에 미치는 영향을 살펴보았다. 중소기업기술통계조사 3개년 (2015-2017) 자료를 기반으로 고정효과모형을 통해 분석한 결과는 다음과 같다. 먼저, 정책조합은 중소기업 R&D 투자에 정적인(+) 영향을 주며, 상호 보완적이다. 둘째, 조세지원의 영향을 통제하는 경우에도 자금지원은 중소기업 R&D 투자와 정적인(+) 관계를 가진다. 이러한 결과는 중소기업의 R&D 투자 촉진을 위한 우리나라의 재정지원에 대한 정당성을 의미한다. 또한 자원과 역량에 대한 제약이 있는 중소기업에게 있어 특히 자금지원이 유용한 정책수단으로 적용될 수 있음을 시사한다.

Environmental Foreign Policy as a Soft Power Instrument: Cases of China and India

  • Joseph S. Nye defined soft power as the power of attraction to affect the behavior of other states through the use of non-coercive instruments including culture, political values and foreign policy. Over the last two decades, environmental issues have grown in importance on the international agenda and become critical components of states' foreign policy-making. This paper aims to analyze environmental foreign policy as a soft power instrument focusing on two major rising powers: China and India. Traditionally, China and India had been reluctant to make any commitments in the field. However, they have shown greater willingness to act in global environmental governance in the past decade. They started playing more active roles in global climate change negotiations and supported a number of initiatives. Their current rise in global environmental governance has even been praised by the international community as the Paris agreement case demonstrated. This study evaluates China's and India's recent efforts in global environmental governance with a focus on climate change negotiations linking their constructive position to their soft power potential. It is argued that environmental issues are used by these two states as foreign policy strategy to gain more influence in international politics. This study finds out that China's climate-related environmental diplomacy has been more ambitious than that of India and thus has been closer to fulfill its potential as a soft power asset.

Policy Direction for Promoting the Satellite Data Use in Public Sector

  • With the ready access to the high resolution satellite image data, users of and areas covered by satellite image data are constantly on the rise world-widely. Korea will also be able to take full advantage of the satellite data once the Korea Multi-Purpose Satellite 1 (KOMPSAT-l) is successfully launched. Harmonizing satellite data production and application technology and users' needs, along with the guiding policy is essential for promoting satellite data use. Up to now, the Korean government has mainly concentrated on developing production technology for the satellite instruments. However, the imminent task of independent satellite data production demands a promotion policy for satellite data use. In this context, the policy is defined as an important medium for identifying the role and status of satellite image information at the national level and also preparing the legal as well as systematic foundation for producing, building, distributing, and packaging satellite data. The present paper aims to examine the role and status of the satellite data as well as their current status and problems in Korea in reference to the National Spatial Data Infrastructure, and finally to provide the policy directions to promote the satellite data use in public sector on the basis of the preceding analyses.

A study on the Policy Instrument for Regional Innovation System Construction in the Mekong Delta Region

  • This study investigated the policy instruments pertinent to the establishment of a regional innovation system in the Mekong Delta that facilitates the development of a countermeasure towards various issues of industrial and technological nature. First, we conducted the research with regard to the status and environment of the region. Second, a field visiting survey was implemented to analyze the results of international efforts and regional capacity to solve the problems attendant upon introducing technologies related to the Fourth Industrial Revolution. Third, we derived the key policy issues and challenges from the results of the field visiting survey and experts' conference with a deep focus on technological transfer and international cooperation to enhance the capability in the science and technology field. Fourth, we conducted the opinion survey of the experts from Korea and Vietnam to converge local opinions from both countries and analyzed the results. The range of research subjects is responding to climate change, managing water resources, coordinating energy and industrial structure, making a resilient Mekong regional ecosystem, smartification of local cities, and improving the life quality of citizens, and so on. The results of this study are expected to be the beginning of fundamental research in the mid to long-term view of the Mekong Delta region innovation system of Korea and Vietnam and to evaluate the master plan.

Correcting Environmental Market Failures through Environmental Fiscal Reforms in China

  • By reviewing the current application of Environmental Fiscal Instruments in China, existing policy gaps and weakness, and the feasibility of using EFIs in China, this paper pointed out that the Chinese government faces an historic opportunity for promoting the development of a comprehensive environmental fiscal system. It is proposed that as far as possible the real economic and social costs of pollution and environmental degradation should be reflected in the prices charged for the use of environmental and natural resources. Chinese government should systematize existing environmental fiscal funds and policies, gradually setting up a framework for integrating environmental fiscal instruments into the public financial system.

도시 저소득층 생활안정 대책의 효과분석 (An analysis of the Impact of Policies Toward the Urbar Poor)

  • This paper empirically analyzes economic impacts of policy instruments and suggests policy alternations to improve the urban poor's alternatioes to improve the urban poor's standard of living in Korea. By estimating a joint decsim model of hours of work and housing demand utilizing a sample of 270 urban poor housholds, the study finds that the efects of policies dre diverse. The dncome subsidy to msst effectwe in increasing comsumption while the wage increase is least likely to decrease hours of work. Policy suggection are firstly that policies to ward the urban poor should hot be overlapping or contradictory, and secondly that the policies should be able to increase the poor's wage earning abiliby.

Policies to Promote Green Economy Innovation in East Asia and North America

  • Although there is progress in developing green sectors in North America and East Asia, the key challenge facing the expansion of economy-wide green innovation and structural change in these regions is the absence of relevant policy follow-up to the green stimulus enacted during the Great Recession. The boost to green sectors provided by such measures is waning quickly, given that much of the green stimulus focused on energy efficiency. The biggest obstacles to sustaining green growth in North America and East Asiaare major market disincentives, especially the under-pricing of fossil fuels and market failures that inhibit green innovation. A three-part strategy to overcome these obstacles would involve: first, removing fossil fuel subsidies; second, employing market-based instruments to further reduce the social costs of fossil fuel use; and third, allocating any resulting revenue to public support for green innovation and investments. Such a strategy would ensure that green growth is not about promoting niche green sectors but instigating economy-wide innovation and structural transformation in North America and East Asia.

Promotion Policies of Renewable Energy: Lessons from the Korean Experience for the Vietnamese Case

  • New and renewable has the potential to play an important role in providing energy with sustainability to Vietnamese people. Over the past few years, the Vietnamese government has promulgated several policies in an effort to promote the use of new and renewable energy. However, the development of new and renewable energy in Vietnam is still stagnant, the share of new and renewable energy in total commercial energy is insignificant. The study aims to analyze the developments in renewable energy policies and prospects for Vietnam based on the Korean experience in promoting new and renewable energy. By referring to the policy instruments adopted by the Korean government as well as the results of these policy, recommendations and proposals are provided in order to overcome the barriers to the new and renewable development in Vietnam.
