It is informed that the Voice over LTE(VoLTE) which serves voice and message on IP networks is better in terms of economies of scale than the legacy voice service on 2G/3G circuit-switched networks because of its technological and cost efficiency. In addition, services of voice and data are running on a single LTE network and as a result VoLTE has the more economies of scope. But, there is no study about how much technology-efficiency VoLTE has compared to circuit-based voice service and how much voice charge can be reduced as VoLTE grows up. This paper analyzes empirically cost-efficiency of VoLTE against circuit-based voice service and quantifies the reduction of voice charge as 2G/3G voice traffic shifts to VoLTE. The results describe the first is that the average cost of the total voice traffic rises shortly just after the investment of LTE network for providing VoLTE but it will soon have a capacity available to reduce the charge due to VoLTE's outstanding cost efficiency on the assumption that voice traffic is fixed, and the second is that the charge can be cut to 60% of the current rate in case of all the voice traffic moves to VoLTE. The latter proves partially the validation of data-focusing pricing plan. Our results are expected to become basic data for network operators' establishing pricing strategies and for policy makers' inducing price cutting.
Social media, also known as the 'revolution of communication', has become a major means of communication and service in contemporary society. Unlike existing media, the advantage of being able to deliver interactive information is already beyond the level of use between individuals and government efforts to use it. In fact, local governments in Korea operate one or more social media services for various purposes, which promotes policies of local governments or provides prompt information to local residents. These social media records are based on public business and should be managed as records. However, the legal basis for managing records of social media in the area of public records management is currently small, and each local government does not recognize the need for records management. Social media operate by local governments are not only of different types but also difficult to manage as standardized guidelines. Nevertheless, minimal guidance is needed to manage and preserve social media records. The purpose of this study is to draw out the least common elements in the preparation of guidelines for social media record management. For this purpose, the guidelines and policies established by advanced countries that already systematically manage social media were analyzed and the items and characteristics were derived. In addition, the guidelines were checked for application by comparing actual social media records with social media archives. This study is meaningful in that it proposed components that should be included in the development of guidelines for the management of social media records in local governments through the actual status of social media archive operations.
Augmented Reality (AR) is a crucial technology in the Fourth Industrial Revolution that can revolutionize the existing Information and Communication Technology (ICT) market and powerfully create a new market However, it is hard to find the clear answer for AD/PR strategies in the rapidly changing AR market. Thus this research explores the big picture of the AR industry as it pertains to Politics, Economy, Social, and Technology through in-depth interview with seven AR experts who are leading the domestic AR market. The research also analyzes the AR market's Strengths, Weaknesses, Opportunities, and Threats. Furthermore, it looks for strategies to vitalize the advertising and PR industry by analyzing the Contents, Platform, Network, and Devices of the AR ecosystem. The results of the research indicate a need for the government's strengthened policy of supporting the AR market, fostering of pace-setting killer contents, connecting services of several industries through AR platforms, strengthening the network of communication systems such as through 5G, and the commercialization and industrialization of domestic devices in order to vitalize the AR industry in its marketing and PR spheres. Therefore, this research suggests measures to revitalize the marketing and PR industries of the AR ecosystem, which has only recently gotten to its developing stage and provides an academic as well as practical foundation for future research in the field of AR.

Aerospace and geospatial technologies have become more accessible by researchers and agricultural practitioners, and these technologies can play a pivotal role in transforming current pest management practices in agriculture and forestry. During the past 20 years, technologies including satellites, manned and unmanned aircraft, spectral sensors, information systems, and autonomous field equipment, have been used to detect pests and apply control measures site-specifically. Despite the availability of aerospace and geospatial technologies, along with big-data-driven artificial intelligence, applications of such technologies to apple IPM have not been realized yet. Using a case study conducted at the Korea Apple Research Institute, this article discusses the advances and limitations of current aerospace and geospatial technologies that can be used for improving apple IPM.
The survival period according to technological capability was analyzed for about 22,500 innovative SMEs in the service industry. The survival period was defined as the occurrence of overdue and default, and the technological capability was divided into two clusters. As a result of estimating the survival period according to technological capability through Kaplan-Meier analysis, it was confirmed that the estimated survival period of T1-T4 grade service innovative SMEs was significantly greater in both overdue and default. As a result of the analysis of the Cox proportional hazard model applying the control variable, it was confirmed that the higher technological capability, the lower the risk in the group of start-up companies. However, in the group of non-start-up companies the technological capability did not significantly affect the survival period, and the influence of the variables related to the size of the company was found to increase. Therefore, the technological capability is meaningful as additional information that has a significant effect on the survival period of innovative SMEs in the start-up companies group of service industry. In addition, it was concluded that it is necessary to reflect the technological capability when establishing the SME support and promotion policy of the start-up companies group in the service industry.

In this study, the value of the medical resort was divided into hedonic value, hospitality value, safety and personal information protection value, and profitability value by exploring and typifying the successful cases and related services of the medical resort in order to provide the direction of development and policy implications of the medical resort for the medical tourism industry. For those who have used the medical resort, I wanted to verify the impact of the value of medical resort on perception of medical resort and its intention to use it. As a result of this study, it was found that hedonic value and hospitality value of medical resort have a strong influence on usefulness perception and well-being perception of medical resort, that safety and personal information protection value of medical resort was only affected by usefulness perception, and profit value of medical resort was only affected by well-being perception. In addition, the usefulness perception and well-being perception of medical resorts were shown to have an impact on the intention of using medical resorts, especially in the case of well-being perception of medical resorts. The above findings are meaningful in that they expanded the medical resort-related research area for the medical tourism industry and provided useful implications for the development of medical resorts that meet the convenience and needs of medical tourists.

This study is to suggest the direction of the spatial change of the university library based on the trend of the spatial change in the university libraries and a survey on the perception of the librarians. For this purpose, the characteristics of the spatial change of the university libraries from 2000 to 2020 were analyzed, and the problems of the spatial change of the university libraries were identified through a survey. As a result of the survey, there was a total of 99 spatial changes in the university libraries nationwide over the past 20 years, including new construction, extension and remodeling. In recent years, it was found that due to the university's budget tightening policy, the university libraries focus on remodeling rather than new construction or extension. The characteristics of the spatial change were analyzed as follows. First, the resting areas have been expanded in the libraries. Second, The libraries are in pursuit of pleasant and comfortable atmosphere. Third, the libraries aim to establish an innovative and creative space. All these changes have been made in order to accommodate the requests of users and increase the number of users. It was also found that spatial change has advantages in these two points: providing various spaces and increasing the number of library visitors. On the other hand, spatial change has the problems such as the increased cost of maintaining the facility and the lack of management manpower. Additionally, a few more problems of spatial change are pointed out: first, spatial change only reflects the trend of the times without making a big change in the services and the actual value of the university library. Second, it has made university libraries standardized losing each library's own characteristics. This study suggests that the spatial change of the university library should secure the distinctiveness of the university library, accommodate various changes, and aim for the symbolism that can prove the value and existence of the university library.
In March 2020, as it was declared a COVID-19 pandemic, various quarantine measures were taken. Accordingly, many changes have occurred in the tourism and hospitality industries. In particular, quarantine guidelines, such as the introduction of non-face-to-face services and social distancing, were implemented in the restaurant industry. For decades, research on restaurant attributes has emphasized the importance of three attributes: atmosphere, service quality, and food quality. Nevertheless, to the best of our knowledge, research on restaurant attributes considering the COVID-19 situation is insufficient. To respond to this call, this study attempted an exploratory approach to classify new restaurant attributes based on understanding environmental changes. This study considered 31,115 online reviews registered in Naverplace as an analysis unit, with 475 general restaurants located in Euljiro, Seoul. Further, we attempted to classify restaurant attributes by clustering words within online reviews through TF-IDF and LDA topic modeling techniques. As a result of the analysis, the factors of "prevention of infectious diseases" were derived as new attributes of restaurants in the context of COVID-19 situations, along with the atmosphere, service quality, and food quality. This study is of academic significance by expanding the literature of existing restaurant attributes in that it categorized the three attributes presented by existing restaurant attributes and further presented new attributes. Moreover, the analysis results have led to the formulation of practical recommendations, considering both the operational aspects of restaurants and policy implications.

The purpose of this study is to analyze the factors for service contracts that affect the successful bid price rate, focusing on the case of the country market. In the study, ordering organizations and bidders differentiated themselves from existing studies by analyzing service contracts that affect the successful bid price rate in a wide range of country markets. Comparative analysis of the awarding price ratio for services, this work provides a comparable result to the existing results in the previous literature. The analytical model used five independent variables such as budget, contract method, the days of the public notice, the awarding method, and the lowest awarding ratio. In the survey and analysis, big data was collected using text mining for service bids for Nara Market over the past 18 years and data was analyzed in a multi-dimensional way. The results of the analysis are as follows, (1) if budget does not determine the awarding price ratio. This is not the case in small amounts. (2) The contract method affects the awarding price ratio. (3) The days of the public notice increase, the awarding price ratio decrease. (4) the awarding method affects the awarding price ratio. (5) The lowest awarding ratio determines the awarding price ratio. Based on the results of empirical analysis, policy implications were sought.

As functions that support virtualization on their own in hardware are developed, user applications having various workloads are operating efficiently in the virtualization system. SR-IOV is a virtualization support function that takes direct access to PCI devices, thus giving a high I/O performance by minimizing the need for hypervisor or operating system interventions. With SR-IOV, network I/O acceleration can be realized in virtualization systems that have relatively long I/O paths compared to bare-metal systems and frequent context switches between the user area and kernel area. To take performance advantages of SR-IOV, network resource management policies that can derive optimal network performance when SR-IOV is applied to an instance such as a virtual machine(VM) or container are being actively studied.This paper evaluates and analyzes the network performance of SR-IOV implementing I/O acceleration is compared with Virtio in terms of 1) network delay, 2) network throughput, 3) network fairness, 4) performance interference, and 5) multi-network. The contributions of this paper are as follows. First, the network I/O process of Virtio and SR-IOV was clearly explained in the virtualization system, and second, the evaluation results of the network performance of Virtio and SR-IOV were analyzed based on various performance metrics. Third, the system overhead and the possibility of optimization for the SR-IOV network in a virtualization system with high VM density were experimentally confirmed. The experimental results and analysis of the paper are expected to be referenced in the network resource management policy for virtualization systems that operate network-intensive services such as smart factories, connected cars, deep learning inference models, and crowdsourcing.
