A Comparative Study on ICT Policy in Education in Korea and Japan

  • Korea and Japan have been making a continuous effort to build information and communication technology (ICT) infrastructure in schools, and integrate ICT into curriculum by training teachers based on own ICT policies in education. ICT policy in education isparticularly diverse and challenging, in part because the rapid development of ICT continues to create new possibilities for use and demands the transformation of the ways we teach and learn. The present study is to analyze ICT policies of Korea and Japan, between 1980's and the present period, in a larger educational and historical context. The study reviews chronological changes in major streamlines of ICT policies of both countries, and discusses in detail changes in two aspects of ICT policies in education, that is, ICT infrastructure and teacher training. The paper points out convergence and diversity of ICT policies in two countries and concludes with a set of guidelines for ICT policy makers.

  • This study investigates the beginning background of the Smart Education Policy. Besides this article suggests the policy task and direction through analysis of politique characteristic of the Smart Education Policy. First of all, the Smart Education Policy belongs with distribution policy. Distribution policy means that the government positively provides goods and services that people in need. Second, the Smart Education Policy has high tangibility and the policy's output appears immediately. Thus, this step required verification of policy output as well as policy impact. Third, the Smart Education Policy is succession policy of historical and contextual homogeneity of educational information comprehensive development plan that has been promoted in our country since 1996. So, Policy implementation must based on this. Fourth, in order to smooth driving of the Smart Education Policy, to keep up with a rapidly changing politique environment, driving of policy need to secure high flexibility.

Analysis of Consumers' Choices and Time-Consumption Behaviors for Various Broadcasting and Telecommunication Convergence Services

  • In this study, we analyzed consumers' choices of various broadcasting and telecommunication convergence services and time consumption for chosen services by using survey data. A multivariate probit model was used to model consumers' choices of various broadcasting and telecommunication convergence services, and an ordered probit model was used to model consumers' time consumption for chosen services. Factors affecting consumers' choices and time-consumption behavior were identified, and simulation results of market competition and substitution were obtained. Based on these results, it was found that for the time being, consumers are highly locked into existing broadcasting services and are likely to become more price-sensitive to the new broadcasting and telecommunication convergence services. Also, the ways in which individual characteristics affect choices and time consumption were found to be very diverse service by service.

Testing the Convergence Hypothesis of Health Care Expenditure: Empirical Evidence from Korea

  • This research explores the convergence of health care expenditure in Korea with different income groups and the world level by applying different concepts of convergence, including growth rates, trends, differences as well as rationality and statistical variation of health care expenditure. The empirical evidence shows that, in general, the health care expenditure in Korea seems to be on the right track in terms of both level and difference, given the fact that convergence exists with the expenditures of the high income group and the world level. It is also worth mentioning that the Korean public health care system has been performing much better than its private health care counterpart. Such a result suggests that the private health care system has to be more elaborately and systematically managed through the establishment of an operational policy to stimulate an increase in private health care expenditure.

An Empirical Study on the Technology Convergence (Technology 수렴가능성에 대한 실증적 고찰)

  • The objective of this study is to examine the existence of technology gap convergence between manufacturing sector and Grand Total over 1970 to 2000 under nonlinearity relationship in Korea. We use the concept of technology convergence as the stationarity test of technology gap over the relevant periods. Our empirical results provide two important implications for the future study: First, our empirical results strongly support the nonlinearity for technology convergence in our country and an empirical tests based on the assumption of linearity will be biased and wrong industry and economic policy implications. Second, we find two regimes i.e. technology convergence and technology divergence between manufacture sector and Grand Total in our country over 1970 to 2000. These study results imply that the relevant industry and economic policies for technology and R&D implementations be with a causation.

Optical BGP Routing Convergence in Lightpath Failure of Optical Internet

  • Optical Border Gateway Protocol (OBGP) is an extension to BGP for Optical Cross Connects (OXCs) to automatically setup multiple direct optical lightpaths between many different autonomous domains. With OBGP, the routing component of a network may be distributed to the edge of the network while the packet classification and forwarding is done in the core. However, it is necessary to analyze the stable convergence functions of OBGP in case of lightpath failures. In this paper, we first describe the architecture of the OBGP model and analyze the potential problems of OBGP, e.g., virtual BGP router convergence behavior in the presence of lightpath failure. We then propose an OBGP convergence model derived from an inter-AS (Autonomous System) relationship. The evaluation results show that the proposed model can be used for a stable OBGP routing policy and OBGP routing convergence under lightpath failures of the optical Internet.

  • In this study, the research model of VR·AR contents convergence education for solving social problems was presented after benchmarking the domestic and foreign realistic educational contents industry and policy trends and Fishbone diagram analysis. The goal was to create VR·AR content convergence talent for co-prosperity in the era of the fourth industrial revolution, and the target of education was students, researchers, and business personnel who are interested in VR AR technology education and contents business such as game animation, etc. The education model is based on understanding about storytelling of the socially disadvantaged, such as children and the elderly, and is technology education for content production including the application of virtual and augmented reality SW, and is a convergence education for content planning and business model strategy development.

  • Industry convergence is the inexorable trend, which has become a fundamental concept to understand the industrial dynamics and to develop business strategies. However, most of the previous studies on convergence have dealt with the issues at the macro-level (technology- or industry-level), little attention has been paid to the analysis of convergence at the micro level (firm-level). Recognizing that firms are the principal agents that develop fusion technologies, it is encouraged to help firms to work together for technology convergence. Therefore, this research proposes a collaboration model for SMEs, since SMEs tend to have novel ideas and are flexible enough to make fusion-technology. To do this, we conducted a survey for Korean SMEs and analyzed their successful cases of collaboration, which was used as a basis to develop the model. The research results will help develop strategy or policy to promote the collaboration between SMEs and ultimately to make a fusion-technology.

  • There is a growing interest in convergence. National R & D is also providing various policies and institutional support to promote convergence research. Convergence research, however, does not clearly specify its characteristics at the academic and government levels. This research proceeds with the process of collecting, refining, analyzing, modeling, verifying and visualizing national R & D data through the National Science and Technology Information Service (NTIS). The method is to derive the convergence research characteristics and to derive through text mining, focusing on the unstructured information of national R & D project data. The study confirmed that there was a difference in perception between the definition of converged research and the research site. In order to improve this, the research suggested that convergence among research subjects, collaboration among research topics reflecting various backgrounds and characteristics of researchers, and analysis of characteristics of convergence research using information were suggested in the process of establishing convergence policy.

  • In information society, Convergence was combined with a word 'digital'. Digital convergence means a service or new product which appeared through fusion of unit technologies in information and communication regions. The effects of convergence technologies and social phenomenons are visualized in overall regions of society such as economy, society, culture, etc. In this paper, we described a prospects and technologies needed in digital convergence environment. And we described a smart city which was leading case in digital convergence.
