A Framework of Policy for Digital Contents Industry under the Convergence Environment (컨버전스 환경에서의 디지털콘텐츠산업 정책 프레임워크)

  • The digital economic environment of next generation, which digital high-technology industry appears to be the economic center of the high degree of industry structure, is expected to be developed as the existing traditional industry is merged with high tech digital one. The developing system of contents policy for digital industry means the policy and vision, and strategic structure which get the mechanism of contents industry structure to work. The promotion organization of digital contents policy is requested to secure the framework of digital contents industry based on cluster, the infra framework of digital infra culture, the infra framework of industry-academic cooperation, and the overall digital contents based on motive policy for the vitality of the youth. The application of digital contents policy may lead to establish the framework of the growth for the every unit of industry with the cluster oriented system.

  • The purpose of this paper is to find an policy vision and action plans for the growth of the Korean cultural contents industry as a new growth power in the 21th century. For this purpose, I referred to sundry records to analyze the characteristics, industrial situation and the prospects of the cultural contents industry. I also made an analysis on the outcome of the cultural contents policy with the help of the official concerned in the Ministry of Culture and Tourism, which made it possible for me to draw a few urgent problems of Korean cultural contents industry. With these preceding analyses, I proposed the strategy and action plans of the government policy for the Korean cultural contents industry as follows : strengthening the creative power of the cultural contents industry, systemizing the healthy circulation of the cultural contents, and improvement of the cultural welfare on the basis of contents.

  • Recently scholarly information service institutes as well as public institutes have provided their holding resources to the other institutes and end users in order to reuse the information and create new value. Information providing subjects should stipulate the dissemination policy of digital contents for ensuring its consistent and efficient service. This study aims to establish the dissemination policy of digital contents for scholarly information service institutes focusing on NDSL. This study researches and analyzes the cases of the digital contents service policy and the dissemination policy to draw main components of the policy for NDSL. As a result, this study suggests goals and objectives, target users, coverage, dissemination methods, requests, agreement and MOU of utilization for the dissemination policy of NDSL.

  • Purpose: The terminology of "policy" or "quality policy" is widely used in quality management areas. But few people know and use that word with the accurate concept. This paper compares the concepts and suggests the contents for quality policy and quality strategy. Methods: This paper compares the concepts between policy and strategy through the literatures and suggests the contents for quality policy and quality strategy by exploratory study. Results: This paper suggests the contents for quality policy and quality strategy which are useful to establish the quality planning in companies. Conclusion: Strategy and policy are intimately related, and so confused in applications, therefore distinguishing both concepts clearly is necessary for effective use of them. This paper will help the right use of both concepts by showing the examples.

Review and suggestion on the policy contents of health-enhancing physical activity in Korea (건강증진을 위한 신체활동 정책 내용 고찰: 신체활동 실천율을 기반으로)

  • Objectives: To review policy contents which can have a direct impact on health-enhancing physical activity(PA) prevalence in Korea. Methods: The web-search and a literature was undertaken to identify reports and documents related to policy contents of PA. The web-search mainly focused on the web site of the departments and organizations relevant to PA policy and was supplemented by the literature searching. Results: The results of this study are as follows: First, the goal of PA does not match the established number of the Health Plan(HP). Second, the recommended levels of PA is not the same as levels of the year of establishment of the HP. Third, the questions of monitoring tool were inconsistent across years. Conclusions: Therefore, policy contents of physical activity should be improved to ensure accurate PA prevalence in Korea.

A Survey of Open Access Institutional Repositories in Nigerian University Libraries: The Current State

  • The purpose of the study is to investigate the development of institutional repositories in university libraries in Nigeria. The study adopted a survey research design. Online questionnaire, IRs investigation, and interview methods were used to collect data from the 21 university libraries that have developed IRs in Nigeria. The study revealed that only few universities have successfully developed open access IRs to preserve and manage their intellectual outputs emanating from their universities. Contents such as journal articles, theses/dissertations, and conference / workshop papers were found to be the most popular contents that are hosted in the IRs. The interview revealed that although few respondents mentioned having IR policy statements in areas such as access policy, submission policy, preservation policy, content policy and copyright policy, the majority mentioned not having any defined policy in their IR. Also in the interview, inadequate fund, challenge of collecting contents for the IR, shortage of skilled ICT personnel, and inadequate facilities were the most mentioned challenges encountered in the development of IRs in Nigeria. Findings from this study will inform University Librarians, university management and policy makers on the need to provide the necessary infrastructure and formulate policies for smooth development of institutional repositories to make research visible globally. The results will therefore provide important data and insight into the development of institutional repositories in university libraries in the context of developing countries.

  • Cultural contents industry is a kernel industry based on knowledge. This study is to suggest some complements by watching and analyzing cultural industry policy and status of especially animation America, England, France and Japan and that of Korea to aim at American market. I described financial resources, creation and technology, development of human resources, export method, improvement of legal system for the supplementary method of animation export strategy. This reports could be applicable as a information to plan industry policy or to develop detail program.

  • Korea government has established clear cost estimation standard based on a survey of e-learning contents development cost and presented 'e-Learning Contents Development Cost Estimation Guidelines' that reflect the characteristics of the e-learning industry. However, if there is no institutional support, this guideline and system fails to achieve the purposes and objectives. And it is likely to be facing a dead document. Therefore, the policy foundation is required. This study suggested the following policy; stepwise activation of cost estimation standard, enact announcement and periodically adjustment of cost estimation standard, installation and operation of cost estimation standard operational committee, conjunction with the e-learning industry survey, cultural diffusion of co-owned copyright, systematic monitoring of the e-learning contents development process, research on activating policy of cost estimation standard, conjunction with the standard contract for enhancing policy effectiveness.

Prioritization of Strategic Factors for Revitalization of the Sports Contents Distribution Industry

  • Purpose: The objective of this study is to explore and prioritize strategic factors for revitalization of the sports contents distribution industry. Research design, data and methodology: To this end, strategic factors for revitalization of the sports contents distribution industry were explored based on literature review, and 14 experts were consulted to prioritize the factors. Results: Major conclusions deduced are the following: First, the factors were prioritized in order of legal policy factors, contents factors, and technical infrastructure factors. Second, subdomains of legal policy factors were prioritized in order of policy process factors, legislation enactment and revision factors, budget factors, business model factors focusing on sports contents. Third, subdomains of contents factors were prioritized in order of humanware contents factors, sports contents diversification factors, and high-quality sports contents production factors. Fourth, subdomains of technical infrastructure factors were prioritized in order of sports contents service platform factors, technical development and standardization, global distribution channel provision, and distribution metadata standardization. Conclusions: Findings of this study are of significance given that this study stratifies factors of sports contents distribution industry revitalization-about which there have been very few previous studies- analyzed mainly in terms of justifiability and timeliness, and presents preferential business strategies.
