When the character of space could be dichotomized into the existing public space and private space, social order could be maintained by public policing only, Since enormous private property was formed and private space was enlarged by the development of capitalism, however, the necessity of private policing system came to the front. The large capitalists began to establish separate policing system to protect their property and safety. However, as social alteration was further diversified scale of economy was enlarged, the character of space could not be simply explained owing to the formation of space that could not be explained by simple dichotomous division. Namely, the 3rd space was formed as middle class between public space and private space. The 3rd space created additional demand of policing besides the existing public policing and private policing. The policing system to safety such demand of policing is called hybrid policing. As policing system in which character and legal status of public policing and private policing are mixed, the hybrid policing system may be originated from the diversification of demand of policing. Johnston insists that the demand of hybrid policing system will be further increased, becoming the model of policing system in the future. In Korea, the police guard system or special guard system can be classified into the type of hybrid policing. In accordance with the trend of diversified demand of policing in the future, I suggest to develop Korean model of hybrid policing system so that it can be utilized in elevating the policing index in Korean society.

Today's policing is toward to the Community Policing. Despite its widespread popularity, there exists a lack of common understanding among academics and practitioners alike regarding the scope of the community policing philosophy and of its ability to integrate these complementary ideas within it. These are Problem-oriented policing, broken windows, Compstat, third-party policing, and hot spots. We will present a definition of community policing and demonstrate how these other policing approaches can be incorporated into the overarching community policing philosophy. We will also discuss the potential benefits of taking such a unified approach with the hope of encouraging further integration among policing innovations.

A participating civilian in the policing is become very important issue and strongly encouraged since variety and intelligent crimes have occurred. Moreover, necessity of invigorates of Problem-Oriented Policing has been emphasized in Korea because the effects of the Problem-Oriented Policing in the Case-Oriented Policing had been proved. Lastly, practical use of the Third Party Policing (TPP) is a main purpose to deal with spreading of the Gated community, which controls the outside. To utilizing the Third Party Policing in Korea, several solutions are suggested such as making the manual of operation process, organizing task force team for TPP (the Third Party Policing), changing the sense of civilian and police organization and realistic way to motivating.

Based on data provided by the science and technology knowledge infrastructure (ScienceON, 2017-2021), this paper reviews the research trends of domestic police services and related technologies, and describes the research and development direction of policing technology. For this purpose, the research was searched using the keywords science policing, smart policing, predictive policing, and policing. Policing technology is used for crime investigation (prevention), such as crime analysis and crime prediction. The collection of related data use urban infrastructure, the processing of data collected using technologies, such as artificial intelligence, and the utilization of data in police services (system) were summarized. In future, on-site support technology and crime investigation (prevention) technology for a preemptive correspondence to social threats and effective police activities must be developed. In addition, the quality of police services should be improved, a system to use police-related data should be developed, and the capabilities of police experts need to be strengthened.

Since Korea Police Agency had established in 1948, our police have developed with many difficulty. And now, our police have diversity in policing through decentralization and democratization of police organization. But, new policing methods has introduced without our social control system which have based on national police system, without considering basic principles of our police systems. new policing methods are as follows.; enlargement private policeing, introducing community policing, introducing police service, introducing privatization of policing. Therefore, this study examined development process of police conception and policing which is based on many police studies. And this study suggested how we can understand Multilateralization of Policing in Korea. Because basic police conception, public safety and order maintenance function is never changable in spite of various changes in policing.

Proposed numerous algorithms for the policing function have mainly focused on their performances. Besides their performance evaluation, however, the VLSI-implementation of these algorithms is worth consideration as well. Although, no algorithms for the policing function have been standardized up to now, ITU-T I.371 suggests two examples of algorithms, the Virtual Scheduling Algorithm (VSA) and the Continuous State Leaky Bucket algorithm. In this paper, we suggest the architecture of a policing device implementing the VSA among various algorithms for the peak cell rate policing and discuss some issues on the implementation. We also present how to select the policing modes of the two devices used to realize various policing schemes and show the experimental results obtained under four different peak cell rate values to confirm that the device performs the policing function satisfactorily. We exploit the priority encoder to run the algorithm in parallel instead of sequentially, which reduces the operation time to a great extent.

Foreign tourists visiting our country are increasing. Accordingly, diverse crime and inconvenient points of tourism are occurring. It may have the negative effect on the development of tourist industry of our country if this is neglected. The Tourist Police Force has been introduced in 2013 to prevent this. The current status for the Tourist Police Force being implemented in Seoul, Incheon and Busan and the current status in relation to the tourism of our country are checked and following 4 kinds of points at issue have been deducted in this research. First, the cooperation deficit with the regional community and related institutions, second, the incompletion for the selection criteria of Tourist Police Force, third, the insufficient manpower, finally, it is the uniformity of maneuver. The application for the community policing has been proposed as the plan to improve this. For further details, the improvement plan has been proposed by applying the Problem-Oriented Policing, Neighborhood-Oriented Policing and Strategic-Oriented Policing being the component of community policing.

The final aim of South Korean policies on North Korea and reunification of Korean peninsula is to reflect the direction and the form which South Korean authority has been pursuing. To achieve this aim, we must establish the forms of reunification and continue to prepare for contingency plans while focusing our effort to those policies. In pursuing peaceful reunification, the national security should not be neglected. Moreover, the policing policy is one of the important national security policies. In order to draw up more effective policing policies in a reunified state, this dissertation establishes some preparing measures on policing conditions and expected problems resultion from the reunification of Korean peninsula after studying similar problems in formerly divided countries. The chapter one shows the direction of reunification policy. The chapter two looks some policing problems in formerly divided countries The chapter three studys the expected policing conditions and preparing measures after the reunification of Korean peninsula The chapter four reposes some reasonal solutions for peaceful reunification.

In order to satisfy the desired QoS level associated with each existing connection, ATM networks require traffic policing during a connection. Users who respect the contract should receive the function of transparent traffic policing without any interruption. However, contract violations should be detected and mediated immediately. So we propose a CAM type policing controller to allow user cell streams to minimize additional delay. The proposed policing scheme controls policing actions including traffic shaping by suitably spacing cells on each virtual circuit. This policing action is based on parallel processing of multiple cell stream which arrive in ATM multiplexed virtual circuits. We have developed an analytical model of the proposed policing scheme to examine the amount of cell loss and delay, which depends on traffic load, the size of policing buffers and minimum spacing cell time.

In this paper, we propose an efficient policing mechanism for Markov model-based traffic descriptors of VBR MPEG video traffic. A VBR video sequence is described by a set of traffic descriptors using a scene-basedMarkov model to the network for the effective resource allocation and accurate QoS prediction. The networkmonitors the input traffic from the source using a proposed new policing method. for policing the steady statetransition probability of scene states, we define two representative monitoring parameters (mean holding andrecurrence time) for each state. For frame level cell rate policing of each scene state, accumulated average cellrates for the frame types are compared with the model parameters. We propose an exponential bounding functionto accommodate dynanic behaviors during the transient period. Our simulation results show that the proposedpolicing mechanism for Markovian traffic descriptors monitors the sophisticated traffic such as MPEG videoeffectively and well protects network resources from the nalicious or misbehaved traffic.
