In the police, crime intelligence is the basis of decision making for police's original activities in response to crime. Police decision making is done in various ways such as investigation and prevention of individual cases, allocation of resources, organization prioritization, etc. The purpose of this study was to investigate the activities of the UK policing in analyzing crime intelligence and to reflect them in the policing and to draw implications for the comparison with the Korean police. The UK operates a central police agency based on the local police system, and establishes a National Intelligence Model (NIM) system that operates crime intelligence throughout the country. In order to respond to crimes and risks through coordination and cooperation, rather than by centralized police activities, the intelligence department of the police agencies should not only prevent and suppress crime through the analysis of integrated crime information, but also make police decision-making. In contrast, the Korea police operate crime intelligence, such as statistics, case intelligence, and there is no integrated way to use it. In addition, there are few cases in which the organizational decision - making based on crime intelligence is utilized efficiently and systematically. For development, it is necessary to construct an integrated management system and analysis organization for crime intellgence. Criminal Intelligence Analysis Organizations should seek to reorganize the role of the current intelligence department or to operate a separate analysis system through the information system while maintaining the current role of each department.

The school violence is at a critical level today even though it occurred continuously from the past. This issue is not only limited to Korea but it could become a greater issue overseas where possession of firearms is legal. Therefore, introduction of preventative measures in Korean schools should be reviewed by studying how different policies are being applied in countries worldwide to eradicate school violence. Furthermore, the society should continuously make an effort to eradicate school violence. The attitude of regional community who reports instead of spectating and their interest towards school violence are considered very important in addition to the police activities carried out by an organization of the society.

The cyber-crime is one of the results occurring from the increased dependency toward information-telecommunication devices. Currently, the Korean National Police Agency and many other related law enforcement agencies have made efforts to respond against the cyber-crimes. However, the number of cyber-crime is increasing steadily. The worse problem is that the arresting rate for the cyber-crime has been decreased than before. The reasons of decreasing arresting rate come from many different kinds of cyber-crime methods with the developed computer and network technology, Also, the easy concealment of the cyber-crime by the violater and the difficulty of specification against the data objected to search and seizure make the crackdown difficult. The other difficulties come from the lack of professionally trained investigators, the lack of high-technological investigation devices, and the failure of the technology development for the search and seizure of evidences because of the budget deficit. That is to say, these phenomenon show the comprehensive problem of the cyber-police system. Accordingly, to respond against newly changed cyber-crime activities and to investigate effectively, the cyber-police has to take consideration into the professional reorganization of the cyber-police, the development of the investigation technology, and the adjustment of current cyber-crime laws. Most importantly, the cyber-police needs the high-technological investigation devices, the development of the investigation methods, and the training for the professional human resources with the enough budget support.J

The ultimate goal of the local government is the owner of the residents welfare of the community. Welfare of the residents will start from the protection of life and property of the inhabitants. Much of this protective activity is a function of the police. Therefore, to be a municipal & local police that is based on the autonomy of the local conceptual prerequisites for the welfare of the population. Municipal & local police activities are activities for the local community rooted in the community that the police and to rejoin the community, municipal & local police activities taking place in the center of the area to solve the problem, but to reduce the fear of crime and disorder, crime as an expression of the efforts of the local residence themselves to improve the overall quality of life of the community as a partner recognition local residents. Municipal & local police in this case be introduced across the board in the central and local governments is careful review of the various alternatives been prepared on analysis is crucial to reduce the trial and error by providing the best alternative. priority should be to figure out exactly what the reason to introduce a municipal police. in other words, the introduction of the municipal & local police in the central and local governments, state police and municipal & local police, the ruling party and the opposition, regional self-government initiative unseen conflict between organizations and local governments are not welcomed by local residence in local time truly 'safe' and will have to face that the 'improve quality of life'.

This study researched police intervention to ensure the safety of Multi-swarm events. And this study researched best practices of foreign countries. This study propose a solution. The purpose of this research is to find out the relationship among the quality of service, the satisfaction of service and the satisfaction of life in public security of Police. This research made by Final Judgment based on Seoul Citizens living in Seoul as a focus group, total number of citizens for final analysis is 491. The research consists of 60 questionnaires shows frequency analysis, factor analysis, reliability analysis, multiple regression, path analysis by SPSSWIN 18.0 and reaches the following. The reliability of the survey showed a Cronbach's ${\alpha}$ value of over 0.607. results; First, the quality of service in public security of Police in fluences the satisfaction of service. Second, the quality of service in public security of Police in fluences the satisfaction of life. Third, the satisfaction of service in public security in fluences the satisfaction of life. Fourth, the quality of service in public security of Police in fluences the satisfaction of service in public security and the satisfaction of life directly and indirectly.

The changed environment on marine security and the security activities such as coast guard and sea patrol in civil domain are analyzed. In order to respond diverse threats and requirements of sea petrol, the system of civil patrolman and coast guard's auxiliary are discussed. The civil boats and aircraft and civilian's security activities make an important role to enhance the effectiveness and the efficiency of coast guard and patrol.

Recently, with the sudden changes in the security environment, expectations towards the police and fear towards safety are increasing. Thus, the local community police operation, which creates a mutually cooperative relationship between the police and local residents, is coming to the fore as the paradigm of the nationwide police operation. The police operation in Korea has also gone through change, and as part of the local community police operation, Korea has implemented a community police system since 2003. Recently, the system has been going through change in that the operations are centralizing around not only prevention of crime including the safe city program, protection of multicultural families, response to foreign crime, protection of the socially disadvantaged but also life security of the citizens. Along these lines, this study seeks to examine conditions of the three elements of local community police operation - Strategic Oriented Policing (SOP), Neighborhood Oriented Policing (NOP), Problem Oriented Policing (POP) - and policy suggestions accordingly.

In the reality that the boundary between the real world and the virtual world disappears with the 4th Industrial Revolution, cyber crimes that occur beyond time and space have clear limitations in fulfilling their duties only with the police force of government organizations established under the real law system. The research method of this thesis is based on the literature research and the experience of security work. The purpose of this paper is to establish a social system where collective intelligence of each social field can participate voluntarily to respond to cyber crimes occurring beyond the time and space before the law and institutionalization. In addition, the social system in which collective intelligence in each social sector can participate voluntarily was established to define crime types in cyberspace in real time and to prevent crimes defined by the people themselves and the counter-measures had been proposed in order to form social consensus. First, it is necessary to establish a collective intelligent network-type cyberpolice volunteer system. The organization consists of professors of security and security related departments at universities nationwide, retired public officials from the National Intelligence Service, the National Police Agency, and the National Emergency Management Agency, security companies and the organizations, civilian investigators, security & guard, firefighting, police, transportation, intelligence, security, national security, and research experts. Second, private sector regulation should be established newly under the Security Business Act. Third, the safety guard of the collective intelligent cyberpolice volunteer system for the stability of the people's lives should strengthen volunteer work. Fourth, research lessons and legal countermeasures against cybercrime in advanced countries should be introduced. Fifth, the Act on the Protection of Personal Information, the Act on Promotion of Information and Communication Network Utilization and Information Protection, the Act on the Utilization and Protection of Credit Information, and the Special Act on the Materials and Parts Industry should be amended. Sixth, police officers should develop cybercrime awareness skills for proactive prevention activities.

The burden of addressing the damage and financial losses caused by disaster events falls primarily on local governments. Given this reality, preparing for disasters and assessing the effects of disaster management would be more effective if both were carried out at the local level. However, disaster management in South Korea is realized at the national level, revolving around the central government. The Ministry of Public Safety and Security, which was newly established after the sinking of MV Sewol, was criticized for failing to carrying out its role as a "disaster control tower" in dealing with the earthquakes near the city of Gyeongju in 2016. The criticism, as well as deep anxiety concerning the ministry's ability to effectively respond to disasters, means that there is a need for a practical alternative plan to the current method of dealing with disasters. As such, there is an increasing call to re-examine the role of the police force, which played an integral part in past disaster response efforts, in future disaster events. Among the various activities the police force performs, this study focused on one particular role and function of the police, namely community policing. Specifically, this study examined community policing within the context of local governments. The primary purpose of community policing is crime prevention. But the police must respond to citizens' expectations and desires that the police expand the scope of its role. Thus, to maximize public safety and order, the police must be actively engaged in conducting disaster response activities. Hence, this study concentrated on the measures, including community policing, that need to be taken to enable the police to respond rapidly and effectively to disaster events, thereby minimizing losses, and to contribute meaningfully to disaster recovery efforts. Because community policing requires public cooperation, community-oriented disaster response and disaster management are closely examined. This study basically seeks to expand the scope of community policing to strengthen disaster safety. Furthermore, this study aims to assert that disaster safety can be promoted by establishing a cooperation system between the police and private security; changing how the role of community policing in disaster response activities is perceived; increasing professional manpower and establishing a comprehensive and independent department dedicated to disaster-related matters; and merging consultative organizations into one organization. Additionally, this study states that an integrated CCTV platform and police cars on disaster prevention patrol duties would enhance the capability of the police to respond to disasters and perform their community policing activities.
