A Study on the Development of Cyberpolice Volunteer System Using the Collective Intellectual Network (집단지성 네트워크형 사이버폴리스 자원봉사시스템 구축에 관한 연구)

  • In the reality that the boundary between the real world and the virtual world disappears with the 4th Industrial Revolution, cyber crimes that occur beyond time and space have clear limitations in fulfilling their duties only with the police force of government organizations established under the real law system. The research method of this thesis is based on the literature research and the experience of security work. The purpose of this paper is to establish a social system where collective intelligence of each social field can participate voluntarily to respond to cyber crimes occurring beyond the time and space before the law and institutionalization. In addition, the social system in which collective intelligence in each social sector can participate voluntarily was established to define crime types in cyberspace in real time and to prevent crimes defined by the people themselves and the counter-measures had been proposed in order to form social consensus. First, it is necessary to establish a collective intelligent network-type cyberpolice volunteer system. The organization consists of professors of security and security related departments at universities nationwide, retired public officials from the National Intelligence Service, the National Police Agency, and the National Emergency Management Agency, security companies and the organizations, civilian investigators, security & guard, firefighting, police, transportation, intelligence, security, national security, and research experts. Second, private sector regulation should be established newly under the Security Business Act. Third, the safety guard of the collective intelligent cyberpolice volunteer system for the stability of the people's lives should strengthen volunteer work. Fourth, research lessons and legal countermeasures against cybercrime in advanced countries should be introduced. Fifth, the Act on the Protection of Personal Information, the Act on Promotion of Information and Communication Network Utilization and Information Protection, the Act on the Utilization and Protection of Credit Information, and the Special Act on the Materials and Parts Industry should be amended. Sixth, police officers should develop cybercrime awareness skills for proactive prevention activities.

  • In order to reflect the Changes in this government's policy of making Temporary Position employees into the Public sector permanent, special security guards from Private Security firms in the National Critical Facilities protection Position are moving forward transformation to Permanent Position. Especially, the organization of the protection personnel of the National Government Buildings designated as the National Critical Facilities is comprised of various types of security personnels, protective officer, special security guards from Private Security firms, Private police guards, police officers and these types of security personnels protect for the Government Buildings. Recently, The Government Security planning division is discussing various types of transformation, Special Security guards are employed directly by the Government in order to convert them into Permanent position, Special Security guards are employed directly through a establishment of Public Security corporation, protective officers are hired by the Government, Self-guards are hired directly by the Government, Private police guards are employed directly by the Government. In order to reflect the Changes the Government policy of making Temporary position employees into the Permanent, the Special Security Guards from Private Security Firms in the National Critical Facility's protection environment, protective personnels operation characteristic under various circumstances. Especially, in the process of making Special Security Guards to Permanent position, it is necessary to take precedence over the various opinions of Special Security Guards and stakeholder.

  • The purpose of this study is to examine the effect of laws, systems, surveillance systems, and response management systems on organizational citizenship behavior and the moderating effect of organizational trust from the viewpoint of infectious disease prevention management for public hospitals. As a result of the analysis, the relationship between the monitoring system and the emergency response system showed a stronger relationship in the prevention management of infectious diseases. Therefore, it is expected that the effective management of the organization will be carried out in the field based on the theoretical foundation that the importance of the organization trust is paid attention and the firm the theoretical foundation in the future.

  • Korea enacted the Protection of Public Interest Reporters Act in March 2011 to protect whistleblowers from acts of infringement of public interest in the private sector. Most acts of infringement of the public interest are carried out secretly within the organization, which is known to the outside world by reports from members of the organization who are well aware of the problems within the organization. However, whistleblowers are at a disadvantage due to reporting and are reluctant to report. In addition, measures are needed to strengthen institutional mechanisms such as confidentiality, protection of personal information, responsibility, and prohibition of disadvantageous measures to effectively protect reporters due to lack of practical protective measures. Therefore, practical protection measures for whistleblowers are needed in line with the purpose of protecting whistleblowers, and measures to expand the corresponding compensation system will also be needed. Therefore, in this study, we would like to review the main contents of the current system for protecting whistleblowers in Korea and suggest reasonable improvement measures for protecting whistleblowers.

Mediating Effect of Psychological Empowerment on the Causal Relationship between High-Performance Work System and Organizational Citizenship Behavior in Social Welfare Organizations

  • The study is to examine the mediating effect of psychological empowerment on the causal relationship between high-performance work system and organizational citizenship behavior. This study collected data from public organizations that are responsible for social welfare provision in Daegu, Gyeongsangbuk-Do, and Pusan in South Korea. This study employs confirmatory factor analysis in Amos 21 to find the discriminant validity of all constructs and regression analysis by Baron and Kenny (1986) to test that psychological empowerment is a mediator of the causal relationship between high-performance work system and organizational citizenship behavior. As the result of the analysis, psychological empowerment has a significant mediating effect on the relationship between high-performance work system and organizational citizenship behavior. The study suggests to the managers in social welfare organizations how they need to enhance organizational citizenship behavior through psychological empowerment themselves.

Relationship between Organizational Size and Performance in Public Management : Mediating Effect of Organizational Goal Ambiguity

  • This study is to corroborate the relationship between organizational size and performance in the Korean government context. Hence, this study aims to advance research on the relationship between organization size and performance by considering mediating variable: organizational goal ambiguity, which helps understand how organizational size affects organizational goal ambiguity in government and the organizational goal ambiguity has an influence on organizational performance. Bases on theoretical review, we assume that there is the inverted U-shaped relationship between the number of employees and budget size and organizational performance. From the results of path analysis, it shows that organizational size in the Korean government has a negative correlation, "a linear relationship", with organizational performance. Budget size has mediating variables, but the number of employees not. We try to suggest implications on the relationship between organizational size and performance in terms of theoretical perspectives in the context of the Korean government.

  • With advances in digital technologies digital crimes also rapidly have been increased. For this reason, the digital forensics has an important role in investigating digital crimes. In particular digital evidence analysts have been responsible for more workloads as much increased as it reflects an importance of their task. However previous researches have more focused on technology, not much on their work circumstance and behaviors. This study is to draw out factors affecting job stress and its effects on their turnover rate as it considers Job satisfaction, organization commitment. In this study, survey have been conducted targeting 124 personnel in National Police Agency and then the collected data were analyzed by using Smart PLS 3.0. This study have proved that causal relationship between job stress, satisfaction, commitment and job turnover respectively which is borrowed from organizational concepts. There will be theoretical and practical contribution to improve work circumstance and secure digital forensic talents as well.

A Study on a Design for the Korean Coast Guard Uniform (한국 해양경찰복제 디자인 연구)

  • As a follow-up of a study on design strategies to improve Korea's Korean coast guarduniforms, this study set out to propose Korean coast guard uniforms of a new concept that would meet the changing needs of the times and match the advanced technology and work environments. Three concepts of classical, nautical and techno chic were identified from the design strategies of the previous study. Using the results from a prototype show and preference survey, the investigator divided items into design, color, material, and detail and reflects demands for each of them. As a result, design was examined in four aspects of identity, acknowledgement, unity, and practicality and focused its improvement factors on design differentiated from other organizations' uniforms including ground police, segmentation of size system, adjustment of the length of upper garment to consider activity, and changes to the lines and silhouette to give out a modern image. As for color, the focus was placed on differentiated colors from other organizations' uniforms including ground police through dark blue and ocean color, change toward colors that reflect environmental characteristics, and unity in colors between the summer and winter uniform. As for material, the focus of improvement was put on elasticity, resistance against contamination, warmth retention, texture, wearing sensation, and functionality by taking into account convenience for field workers on coast guard vessels and branch offices who have much time in contact with ocean environments in order to make the materials high-grade. As for detail, structural details were added to give out a modern image such as changing the detail lines, efficiency of storage space, buttons, sleeve hems, ironing lines, and neck collars by taking into account environmental characteristics. The significance of the study lies in that it proposed a development model for large-scale uniform copy design by establishing copy design that secures functionality and is proper for an organization's social and cultural environment.

A Study on development of personal protection service (신변보호업무 발전방안에 관한 연구)

  • The purpose of this study is to find the development of the personal protection business plan based on the problem that guards are now aware of personal protection service. In order to achieve the objectives of this study, we analyzed the data after expert survey and interview conducted by seven experts engaged in personal protection services more than 15 years. The guard who perform personal protection service proposed a development plan of personal protection services as follows. First, the current education system for new employees' training is required to improve the educational program of 40 hours in subjects related to personal protection duties by reorganization Second, the personal protection service training for guards also appropriate to switch to 8-hour training program for three months through an educational organization controlled by country. Third, the personal protection guards should be proceeding the practical programs required in the field and quality education in the different section by competent and professional instructors. Fourth, it should be revised Regulating that on the site of collective civil petition including in Events related to events across the board in the security services law. Fifth, there needs to be a change of recognition between police and private security firms, and to be set up the organization for supervision of management by police and private security firms jointly. Sixth, there needs to be organized a subcommittee which is consisting of experts in each task on Korea Security Association, and founded Korea Personal Protection Association for development associated with the personal protection service and to protect the rights of personal protection guards.
