One of the most significant parts in the international major meetings is to stand attendants over various danger and keep the safe of the nation. The International major meetings such as the summit, the athletic meeting are often held around the world while the activity of the terrorists unseen increases at the high speed. The goal of this thesis is to present some effective ways for successful opening of the international event. Some of the proposals that I come up with the research can be summarized as follows: the smooth cooperation between countries, the control for NGO's demonstration, the training and the best use of security personnel, finally the understanding of peoples and forming sympathy from them.

This is a study on hostage crisis and effective resolution of the crisis. First, we surveyed the theoretical guidance for our study: definition, patterns, of hostage crisis; psychology of hostage-takers. And we explores a great variety of hostage crisis cases to develop principles and methods for negotiation and subjugation. We suggest, throughout this study, some action program to be developed, as follow: First, we need to broaden and deepen the understanding on the issue of hostage-crisis by expanding educational opportunity on the issue, while raising hostage negotiators. Second, information sharing system among hostage management related offices, and complete training for SWAT team are required. Third, when a hostage-crisis is raised, police enforcement must corporate with mass-media in a way of close manner. Fourth, in a critical hostage crisis, the commander should appear on site for effective command. Lastly, the top-priority for the commander who is in charge of the crisis should be put on the security of hostage and hostage-taker, as well.

This paper describes Listening Decision Aid Simulator (LDAS) to provide a decision-supporting tool that can reproduce real-like listening situations focused on the duty officer's two ears. The sound propagation mechanism from a whistle to listener's two ears is established at first, and the spatial transfer coefficients of a bridge door are measured at training vessel. Then, the construction works with the spatial transfer coefficients and its evaluation experiments with five collision accidents are carried out. As results from tests, the five cases can be judge by LDAS; it led to the insight of practical use of LDAS as one of the decision supporting system in collision accidents.

In recent years, public area CCTV has also begun to become more popular in the Korea. 2011, Korea's Ministry of Public Administration and Security has recommended that other local governments set up an integrated CCTV control center in each of their districts. The ministry was planning to make it compulsory for local governments to install an integrated CCTV control center by 2015. More than 570,000 public cameras are managed by public agencies and local government offices. Currently, the integrated CCTV control center is playing a very positive role in fighting crimes in the district particularly through its liaison with the district police. The CCTVs were operated by a several different agencies and departments in the district, resulting in considerable redundancy in public service, inefficiency and delays in response to crimes, and other emergency situations. Therefore, Control Center should be operated lawfully and efficiently. CCTV Control Center will be managed by three ways: (1) IT Governance through cooperation with civil areas (2) by regulated with proper laws and (3) managed by proper guideline and personal training.

우리 지구 상에서의 테러행위는 날이 갈수록 점점 더 증가해 가고 있다. 테러의 공격목표 또한 다양해지고 있으며, 최근에는 다중 이용시설을 포함한 국가중요시설을 주요 표적으로 삼고 있다. 국가중요시설의 경비는 그 일부분을 2001년부터 특수경비에서 담당해 오고 있으나, 법 제도의 미비 등 여러 문제로 인해 아직 완전히 정착하지 못하고 있는 실정이다. 본 연구는 현행 특수경비원 교육훈련제도가 안고 있는 문제점을 도출하고, 그에 따른 개선방안을 연구 제시함으로써 특수경비원의 전문화는 물론, 나아가 특수경비제도의 발전을 도모하고자 한다. 교육훈련을 통한 특수경비원의 전문화를 위한 제도발전 방안으로 우선, 신임교육의 일괄적인 교육체계를 공통교육과 전과교육으로 구분하여 교육하되 과목과 시간을 일부 조정해서 시행하고, 새로운 경비 '전문교육기관'의 설립과 함께, 교육 대상자의 교육 입교실태와 교육기관에 대한 실질적인 확인 감독활동을 강화해 나가야 한다. 또한, 교육 책임기관에서 명확한 교육목표와 지침을 주기적으로 시달하고, 교관 선발기준과 절차를 정립하여 이를 통해 전문화된 교관을 선정토록 하며, '교재편찬 위원회'를 신설하고 위원회에서 집필진을 엄선하고 이들이 교재를 편찬하는 등 교육지원적인 면도 보완해 나가야 할 것이다.

소모적이고 안전사고에 노출된 실탄 사격을 대체할 수 있는 사격 시뮬레이션 시스템과 관련된 연구가 활발히 진행되고 있다. 본 논문에서는 기존의 센서 기반 기술을 이용한 인식 방법을 사용하지 않고 영상처리기반 기술을 이용하여 탄착점을 추출하는 과정을 제시하였다. 이를 위해 모의총기의 총구에 부착된 카메라로부터 획득한 영상 분석을 통해 탄착점 위치를 찾아내고, 그 탄착점의 좌표 값과 과녁과의 매핑을 통한 최종 사격결과를 계산하여 제공할 수 있도록 한다. 이 시스템은 전송된 영상에서 영사영역을 구분하는 단계, 영사영역 내에서 탄착점 위치를 추출하는 단계, 탄착점 위치에 따른 사격결과를 계산하여 사용자에게 제공하는 단계로 나누어진다. 전송된 영상을 이진 영상으로 변환 후 영사영역의 꼭짓점의 위치를 찾고 그 안에 존재하는 탄착점을 추출한다. 구현된 탄착점 추출과정을 단계별로 제시하였으며 모의 사격 시스템을 위한 인터페이스에서 결과를 확인 할 수 있도록 하였다. 실험을 통해 영사영역의 꼭짓점 위치의 정확성을 확인하였으며 탄착점 추출 및 그에 따른 점수 환산결과를 확인할 수 있도록 하였다.

앞으로 민간경비는 민간차원의 범죄예방조직으로서 경찰력의 한계로 야기되는 국민생활의 안전문제를 해결하고 도시화와 산업화의 심화에 따른 각 계층의 다양한 방범수요를 충족시켜 줄 것으로 기대되고 있다. 현재 경찰력의 한계로 야기되는 치안공백의 상태를 자위권의 인식과 수익자부담원칙이라는 현대적 경비개념의 적용으로 지역 특성에 적합한 범죄예방 시스템을 운영하는 민간경비제도를 보다 적극적으로 활용하여 더욱 효율적인 공경비와 민간경비분야의 협력방안을 연구할 필요성이 제기되고 있다. 이 연구의 목적은 국내의 정세의 변화에 따른 국내 치안수요의 변화와 전망 등을 예측하여 보고, 특히 선진국의 민간경비 산업의 전망 등을 분석한 결과를 토대로 하여 공경비와 민간경비 상호 긴밀한 협력 체제를 구축하여 경찰의 방범업무 부담을 감소시키고, 민간경비의 권한과 지위를 향상시켜 날로 급증하는 치안수요 등의 치안 환경변화에 능동적으로 대처할 수 있도록 하고자 한다.

The current exploratory study presents the Analytical Hierarchy Process (AHP) as a potential decision-making method to obtain the relative weights of alternatives through pairwise comparison in the context of hierarchical structure. The aim of this study was to elicit prior strategy to improve army military foodservice. Content analysis and seven times of in-depth interview from 13 officers of the Ministry of National Defense were conducted to develop the hierarchical structure for AHP analysis. Questionnaires were distributed to 61 foodservice managers and 39 dietitian and military foodservice officers. The highest-ranked strategy for improving military foodservice was the 'renewal of the kitchen facilities' (0.2578), followed by 'enlargement of foodservice operating staffs' (0.2345), 'specialization of sanitation & foodservice management' (0.2222), 'Practical foodservice budget control' (0.1394), and 'menu variety & standardized recipe' (0.1281). 'Enlargement of foodservice facilities' (0.3995), 'increase the no. of kitchen police' (0.3463), 'sanitary & cooking training reinforcement of kitchen police' (0.4445), 'management of foodservice budget by total amount' (0.5043), and 'standardization of mass cooking' (0.3571) were the highest overweight item in each strategy. The study also compared the relative weights of alternatives of foodservice managers with that of dietitians and military foodservice officers. Those two groups revealed some difference in their priority of important strategy regarding army military foodservice. The results of this study would provide the data for making a policy or compilation of the budget regarding army military foodservice.

급격한 정보통신기술의 발달은 경찰에게 새로운 도전이자 기회가 되고 있다. 이 연구는 국내외 치안분야의 ICT기술 활용사례를 검토하고, 그 시사점을 확인하는 것을 목적으로 한다. 이를 위해 정보통신기술 활용에 관한 경찰활동의 근거이론으로 정보주도 경찰활동(intelligence-led policing), 예측적 경찰활동(predictive policing), 증거기반 경찰활동(evidence-based policing)의 개념에 대해 소개하였다. 또, 빅데이터 기반 범죄분석과 예측기술 활용방안과 경찰의 정보통신체계 및 지휘통제기술의 고도화방안에 대해 논의하였다. 이 연구를 통해 확인한 시사점으로 (1) 기본데이터의 확보, (2) 활용가능한 통합D/B의 구축, (3) 정책결정자의 활용성 증대, (4) 유관기관 사이의 교류협력, (5) 전문가집단의 양성, (6) 통합 D/B구축의 법적 근거와 실무적 가이드라인 마련을 제안한다.

본 연구는 지역사회 개발을 위하여 노인들의 위상이 제고되는 가운데 사회에 참여의 폭을 넓히기 위하여 공공도서관의 프로그램 개발적 측면에서 연구되었다. 연구의 대상은 안양시와 의왕시 그리고 군포시의 노인들을 상대로 하여 연구하였으며 대체로 연령의 분포는 60세로부터 81세까지 노인으로 한정하였다. 미국과 같은 나라는 지역사회 개발을 위한 노인의 사회참여가 1955년부터 시작되어 활성화되고 있다. 그러나 한국은 노인들의 사회봉사의 무경험 등 사회개발을 위한 참여가 미비한 시점에 놓여있으며 이를 점진적으로 해결하기 위해 공공도서관의 역할이 매우 중요하게 대두된다. 특히 노인들의 사회 정화를 위해 청소년 지도나 나아가서 지역의 가이드를 담당할 수 있을 것이다. 그래서 공공도서관의 프로그램 개발의 정책은 변화를 가져와야 하는데 가능하면 다음과 같은 내용이 포함되어야 한다. (1) 지역사회에서 노인들이 원하는 개발정책에 관한 프로그램 (2) 노인들을 위한 공공도서관에서의 교육 프로그램 개발 (3) 지방자치단체의 지역사회 개발차원에서 노인이 참여하는 프로그램 (4) 정보 탐색의 능력 증진 등의 기본적인 요소를 중심으로 노인들의 자원을 개발하는 방향으로 프로그램을 확대해야 한다.
