특별사법경찰은 일반경찰이 수사하기 어려운 전문성이 요구되는 분야에 수사권을 행사하고 있다. 소방특별사법경찰도 이와 마찬가지고 소방사범이라는 전문적인 분야의 수사를 하기 때문에 소방분야의 전문성뿐만 아니라 수사에 관해서도 전문적인 역량을 필요로 한다. 이를 위해서는 우수한 수사인력을 확보할 수 있도록 소방특별사법경찰의 선발과정에 대한 개선이 있어야 하며, 선발된 수사인력을 체계적으로 교육시켜 전문성을 강화할 수 있는 교육시설, 교육내용 등이 부족하므로 이에 대한 개선도 이루어져야 한다. 소방특별사법경찰을 둘러싸고 논란이 되고 있는 부분에 대한 법률을 정비하고, 열악한 수사여건을 개선하여 소방특별사법경찰이 그 역할을 제대로 수행할 수 있도록 하여야 한다.

Purpose: The purpose of this study is to investigate the COVID-19 pandemic-driven effect changes of quality factors on customer satisfaction in Korean Police Civil Affairs Service. Methods: This study fitted a regression model to the data collected by Korean National Police Agency from 2019 (before COVID-19 pandemic) to 2020 (during COVID-19 pandemic). In order to simultaneously estimate the effects of major seven quality factors on customer satisfaction for 'before the pandemic' and for 'during the pandemic', the regression model included not only customer satisfaction as the dependent variable, but also the fourteen independent variables consisting of the seven quality factors and their seven interaction terms. The interaction terms were defined by multiplying each quality factor by a dummy variable indicating either before or during the pandemic. Therefore, the coefficient estimates of the interaction terms indicate the changes of their corresponding quality factor effects on customer satisfaction between before and during the pandemic. The double bootstrap method was applied to test the significance of coefficient estimates. Results: Both before and during the pandemic, all quality factors had positive effects on customer satisfaction. However, these effects changed differently from before to during the pandemic: (increased) supportability, sincerity, and convenience; (decreased) integrity, professionalism, and fairness; (unchanged) promptness. Conclusion: This study found that the pandemic caused significant effect changes of quality factors on customer satisfaction in Korean Police Civil Affairs Service. This finding suggests the necessity of carefully monitoring such effect changes to effectively and efficiently improve customer satisfaction. This study also identified that from before to during the pandemic, supportability, sincerity, and convenience become more important and hence, need to be better managed.

Circulating various pieces of unlawful information that violate the law by leaking personal information or circulating violent/sexual materials or malignant programs in the cyberspace is unlawful, and blocking this beforehand is an important duty of the state. Preceding discussions on the legal restriction of unlawful information in the cyberspace have mostly been focused on the criminal responsibilities and civil responsibilities of information communications service providers, but this study has approached it with emphasis on the issue of police responsibility for the exercise of police authority to block unlawful information. It is because the principles of police responsibility to determine the target of police authority to block unlawful information provide the standards for the interpretation of existing laws and regulations and function as legislative principles for the enactment of new laws and regulations to prevent risks in the cyberspace.

치안보조인력으로서 치안유지 및 사회안전 확보의 중추적인 역할을 담당하고 있는 의무경찰제도가 국방부의 전환복무요원과 대체복무요원 폐지 결정에 따라 향후 경찰의 치안공백 문제를 최소화하기 위한 절대적인 경찰인력 확보에 난항이 예상되고 있다. 이러한 상황에서 본 연구에서는 치안보조인력인 의무경찰을 대체할 인력으로서 병역자원도 정규경찰관도 민간경비 또는 기타 보안인력도 아닌 민간인 신분의 계약직으로 충원하고 이 인력을 치안보조업무에 활용하는 구체적인 방안을 제시하고자 한다. 보다 궁극적으로 이 연구는 기존의 연구에서 다룬바 있는 의무경찰 감축 혹은 폐지에 따른 대체인원 확보라는 차원을 넘어 보다 큰 틀에서 우리나라의 현행 치안보조인력제도(의무경찰제도)의 개편을 통해 바람직한 경찰인력 구조 및 운용방향을 제시하고 이를 통해 의무경찰 폐지로 인한 치안공백을 최소화하며 경찰이 양질의 대국민 치안서비스를 제공할 수 있게끔 하는 것을 목적으로 한다. 이러한 연구목적을 달성하기 위해 본 연구에서는 1) 현행 경찰인력 현황을 분석하고 치안수요 및 치안환경변화에 따른 절대적 경찰인력 확보 혹은 경찰인력 증원의 필요성 및 당위성을 도출하고, 2) 현행 치안보조인력제도의 개편 필요성 및 방향을 논의한 뒤, 3) 한국와 유사한 치안보조인력을 활용하고 있는 외국의 사례 분석을 통해 정책적 시사점을 도출하고, 4) 채용절차에서부터 활동영역에 이르기까지 한국에서의 민간계약직 치안보조인력의 구체적인 운영방안 및 법적·제도적 정비방안을 제시하였다.

미국 경찰 역사상 3세기 동안 경찰 교육도 상당히 개선되었음을 보여주고 있다. 경찰학교 탄생과 더불어 일반 국민이 경찰에 거는 기대도 커졌으며 경찰이 보여주는 능력도 성장했다. 1960년대 이후 현장 훈련 과정, 기관 내 훈련 등을 개발 운영해오고 있다. 최근 몇 년 동안 여러 지역의 경찰학교 훈련에서 대학식 접근법을 택하고 있는데 특히 COP식 경찰 업무 수행과 전문화를 이루도록 하는데 목표를 두고 있다. 우리나라는 관련법규의 미정비, 비체계적인 교육과정, 학교교육과 실습교육의 Switch System의 한계, 열악한 교육여건 및 환경 등이 문제점으로 대두되고 있어 개선을 위한 방안은 첫째, 교육훈련 법규를 통합, 정비 둘째, 교과과정을 체계적으로 개편 셋째, 교육훈련효과의 극대화를 위하여 Switch System을 정착 넷째, 교육여건 및 교육환경을 개선시켜야 한다.

1930년대 경호 활동의 고찰을 통해 지금까지 경호사에서 다루지 않았던 사실들을 네 가지 측면으로 도출하였다. 첫째, 만주의 한인 자치기관인 국민부는 재만 한인들의 공안을 담당하기 위해서 경호국과 경호분국을 설치했다. 그 후에 경호조례까지 제정할 수 있었던 것은 당시 만주의 한인들이 가진 경호의 필요성에 대한 인식이 적용되었기 때문이다. 둘째, 경찰 업무 중에 범인 호송을 위한 '차량 경호', 원활한 행정업무를 조성하는 면사무소 경호, 산불 벌목에 대비한 '임야경호단' 등의 다양한 경호 활동들이 등장했다. 당시의 경호활동은 신변보호에만 한정된 개념이 아니고, 보호와 안전이 요구되는 분야에서 포괄적으로 이루어졌다. 셋째, 각종 행사에서의 경호는 '만보산사건'처럼 정치적인 측면 외에도, 대중들이 운집하는 장소에서 안전 및 질서유지와 의전을 담당했다. 이를 통해, 1930년대 각종 행사에서 오늘날 사설 경호 활동의 모습과 유사한 점을 찾을 수 있다. 넷째, 언론에 반영된 해외의 경호는 구체적인 업무를 표방하는 다양한 사례들에서 이색적으로 나타났다. 당시의 경호는 직접적인 신변보호의 측면만이 아니라, 물건이나 유해물질에 관한 대처까지도 포함하는 통괄적인 보호 개념임을 확인할 수 있다.

이 연구는 경찰 수사 환경이 탐정 합법화 인식에 미치는 영향을 살펴보기 위한 연구로서, 연구의 완성도를 높이기 위하여 현직경찰로부터 설문조사를 실시하여 얻은 데이터를 통계적 기법으로 분석하였다. 경찰 수사 환경이 탐정 합법화 인식에 미치는 영향을 살펴본 결과, 경찰 수사 환경을 구성하고 있는 "장기미제 사건으로 인한 업무부담"이 높을수록 탐정 발전가능성을 높게 보고 탐정 시장을 긍정적으로 인식하며, 퇴직 후 탐정업체에 재취업하고자하는 의지가 있는 것으로 나타났다. 그리고, "형사사건 외 수사"로 인한 어려움이 많을수록 탐정 발전가능성을 높게 보고, 탐정업체에 재취업하고자하는 의지가 있는 것으로 나타났다. 또한 "전문분야에 대한 수사의 한계"로 인한 어려움이 많다고 생각하는 경찰관일 경우 탐정의 발전가능성과 탐정 시장에 대하여 긍정적으로 바라보는 것으로 나타났다. 경찰의 수사 환경이 탐정 합법화에 유의미한 결과를 나타내고 있는 것으로 나타났다. 이러한 결과가 나타난 것은 경찰이 수사하는 범죄의 양적·질적 난이도가 높아짐에 따라 전문적이고 장기간 수사가 가능한 탐정제도 도입의 필요성을 증명하고 있다. 이를 바탕으로 탐정 도입에 활용 할 수 있기를 기대해 본다.

범죄가 다양화 되어가는 치안환경 변화에 적절하게 대응하기 위해서는 경찰과 민간경비의 상호협력 시스템이 중요하다. 본 연구에서는 시큐리티산업 선진국인 미국의 경찰과 민간경비 간 긴밀한 상호협력 시스템 실태분석을 통한 의미를 찾아보고, 나아가 경찰의 치안 서비스의 질을 향상시키고 건전한 민간경비산업 선진화 방안을 논의하고자 하였다. 미국 경찰과 민간경비의 상호협력 사례를 종합적으로 살펴볼 때, 가장 의미 있는 특징은 경찰과 민간경비가 서로의 존재에 대한 긍정적 인식을 바탕으로 실질적인 협력방안에 대한 논의들이 이루어지고 있음을 알 수 있었다. 이는 양자의 상호관계가 사회 안전망을 이루는 주체성을 가지고 시민의 안전욕구를 충족시키는 동반자 관계라는 기본인식이 자리하고 있다는 것이다. 이 연구에서 시사하는 바는 미국에서는 다양한 경찰과 민간경비의 상호협력 프로그램, 지방자치단체들의 노력, 민간경비의 높은 질적 수준 및 시민들로부터의 신뢰도, 경찰과 민간경비 뿐만 아니라 시민들의 범죄문제 해결에 대한 전반적인 이해와 같은 많은 요인들에 의하여 사회 안전 활동이 효과를 발휘하고 있다는 사실이다. 따라서 우리나라에서도 선진국의 상호협력 시스템들을 정책적으로 참고하여 치안정책에 반영하고 국민에 대한 치안 서비스의 질 향상과 민간경비산업의 선진화를 위한 노력을 경주해야 할 것이다. 또한 미국 사례에서 보는 것과 같이 경찰과 민간경비의 상호협력은 주로 자치경찰 수준에서 이루어지고 있음을 감안할 때, 보다 나은 주민밀착형 치안서비스 제공을 위하여 우리나라에서도 자치경찰제도가 본격적으로 시행되어야 할 것이다.

The ship working environment of combat service support boat is much inferior to the ground working environment. For this reason, the crew of a combat service support boat suffer from an occupational disease such as hardness of hearing. Owing to its small size and low status, the improvement of its working and residential environment was occasionally ignored and its indoor noise was not fully investigated. In this study, for improving its residential environment indoor, the indoor noise of its shipboard compartments was analysed. These studies define the indoor noise level of combat service support boat is very high and some of indoor noise is exceeded the criteria for ship noise. Compared with marine police vessels, the indoor noise levels of marine police vessels are higher than the level of combat service support boat.

Recently, interest in living safety and crime prevention is increasing. The reality is that most women have anxiety about social safety and ultimately want a safe return to home. As a result of these issues, the Seoul Metropolitan Government and the National Police Agency are implementing various services to alleviate them. However, there are limitations such as that the service can be used only during a limited time or the process of checking whether the patrol is really completed is complicated. Therefore, in this paper, we propose a service platform that overcomes these limitations and suggests the best and shortest patrol route to the police based on the desired patrol location applied by citizens. It is designed based on the MVC pattern, and the functions are divided for each user. It is hoped that the platform will reduce crime rates and allow citizens to ultimately return home with peace of mind. Also we expect that the police will ablet to find places where they did not know about or need to patrol with more attention through the recommended route of the platform, which will be helpful in their task.
