Execution method of the police is mostly made of human resources (police officers). In such aspect, the recruitment of proper person should be dealt with the much significance. Related to this, recruiting all police officers by open employment is not actually possible. As the society today gets complicated, using of special recruitment gets more important and professionalism of policing also gets significant. Related to this, as in particular, modern police orients a same paradigm with community policing, special recruitment of those who graduated police administration department can be a strategy for achieving the purpose of police in a time that the understanding to policing of human resources of police is needed. Therefore, this article searched the plan to improve post-recruitment system for actively using human resources graduated police administration department. These plans are: First, to remove the restriction of opportunity by adjusting examination date of open & special recruitments; Second, to suggest the extension of examination courses through additional organization of optional courses; Finally, to suggest the increase of recruiting numbers in special recruitment graduated police administration department.

Police officers have an obligation to their profession to continuously strive for fairness for all the people they serve. However, some police officers are believed to have developed prejudicial attitudes towards some groups of the society and exercised police power unfairly against them. Especially, when the actions of the police are prejudicial during criminal investigation, this can affect outcomes of the investigation. Therefore, the police need to tackle this problem effectively. In order to develop a preventive strategy, the police must have a clear understanding of prejudice. However, there has been little research on this topic in Korea. Thus, this study attempted to fill the gap. The purpose of the current study was to examine if prejudice of police officers are statistically valid. In order to answer this research question, the present study utilized the results of 173 polygraph examinations that had been employed to investigate traffic accidents in a provincial police agency in 2006. From the polygraph examination reports, information relating to the subjects could be identified and this information was analyzed, using a logistic regression. The results of the logistic regression revealed that most of the variables relating to the subjects did not affect the credibility of the subjects' statements. This means the police officers' belief that some groups of people make false statements more often than others during criminal investigation is an unfounded prejudice.

Currently, there are various institutions performing fire investigation and identification, such as fire stations and police stations as well as institutes related to fire safety, etc. And the manpower working at the institutions reaches a large number of persons. But there is no objective index on the expertise of the persons. In this paper, we suggested the examination criteria through job analysis and the enforcement method of the exam system. And we developed suitable exam subjects and exam content specifications for qualification of fire identification and estimation that investigate a fire cause, combustion, escape circumstances and fire facilities at the scene of a fire, survey the fire damage and analysis fire cause, etc. It will increase the public trust to develop national technical qualification items of the fire identification and estimation engineer.

The important items, which should be considered in Private Investigation Law, can include subjects, licenses, the scope of business, qualifying examinations, and supervisory and penal provisions. The subjects of Private Investigation Law should be permitted to be both natural persons and juridical persons in terms of providing various services, but should be permitted to be juridical persons and should be administered on a license system, even in order to ensure public interests. Concretely, the introduction scope of Private Investigation Law can be regulated to include the followings: that is, investigating the whereabouts identification of runaways and missing children, investigating the personal identification, habit, way of action, motivation, whereabouts identification, real child confirmation, association, transaction, reputation, and personality of specific persons or specific groups, investigating the whereabouts identification of missing persons, owners of government-vested properties or renounced properties, investigating the whereabouts of lost properties or stolen properties, investigating the causes of fire, character defamation, slander, damage, accident, physical disability, infringement on real estate or movable property, and investigating all sorts of accidents including traffic accidents, insurance accidents, and medical malpractices. In the qualifying examination, examinees' age should be restricted to be over age 25. The person, who is exempted from its primary examination, should be restricted to be the person, who has the career of over 20 years in related fields, in consideration of its equity with other certificates of qualification. In the supervisory institution, as the policy institution is the supervisory institution in many countries including France (the police) and Japan (public security committee), so the National Policy Agency should be the supervisory institution in consideration of management aspects. In the penal regulations, especially, we should clarify the management of personal information (personal information protection, personal information management), and so should prevent the infringement of people's basic rights, and then should ensure the public interest.

This study examined children from two families exposed to domestic violence and had psychological counseling in July 2017 at KOVA, a support organization for crime victims. The subjects were exposed to family violence in excess of 10 years and was protected by the shelter with their mothers who had filed complaints with the local police. Victims of domestic violence often face difficulty in avoiding the source of aggression, and thus experience repetitive attacks. This research was conducted at the Buddhism Brain Research Facility, Seoul University, to identify and quantify the emotional characteristics of the affected children in which it is difficult to escape from their living conditions. Data was collected by BrainMaster, a 19-channel examination kit, and analyzed by NeuroGuide. As a result of analyzing the emotional characteristics of the affected children through Quantitative EEG and brain topographical map, we found an increase of slow wave and problems with abnormality of Alpha, High Beta in the left and right Frontal area asymmetry.
