The goal of this study is to examine municipality comprehensive plans by recognizing the problem that adverse impacts of urban regeneration impede the sustainability of specific renewal project. 10 major cities in Korea that are experiencing urban decline were chosen for the study area and plan evaluation indexes were adopted based on the sustainable urban regeneration principles in terms of environmental, social, and economic aspects. Plan evaluation was conducted by employing the content analysis method and developed assessment indexes for three sectors (factual basis, goal/objective, and policy/action) of plan. The findings show that policies, such as 'expansion of parks in urban area,' 'pedestrian-oriented street improvement project,' and 'countermeasures for local industry revitalization,' should be fundamentally included in adopting sustainable urban regeneration plans. Plan scores regarding sustainable urban regeneration had an insignificant relationship with the status of administrative district and plan adopted year. This is because metropolitan municipalities, including Ulsan, Daejeon, and Daegu, received relatively low plan score compared to local governments like Goyang and Suwon. Also, Daegu and Suwon, which established their comprehensive plan in 2018 obtained lower score than Seoul and Incheon, where its plans were created before 2015. Evaluation protocol and indexes that were suggested in this study can be used while reorganizing each locality's comprehensive plan, and thus, play as one of major bases in preparing future sustainable urban regeneration projects.

The purpose of this study is to give the detailed evaluation index which is considered by reconstruction and repair for the school facilities on the ground of the efficiency evaluation result in each plan through analyzing the school facilities to every case classified into the evaluation index such as the school site plan, the site plan, the floor plan. On this study through the detailed evaluation index each case to the school facilities is to get the result of the efficiency evaluation. Through analysing the result, to make an alternative plan of the school facilities which are fit in both the new educational process and the educational state is to give it as a guide.

This study analysed the long-term plans of academic libraries to raise their usefulness at universities in Korea. Especially, this study focused the evaluation of strategic plans, and drew an evaluation guideline based on the evaluation methods of strategic plan of academic library in foreign countries. This study checked the long-term development plans of academic libraries in Korea, and evaluated how much the core elements of strategic plan are reflected in the long-term plans. As the result, it has come out that there are more characteristics of operation plans as routine services than those of strategic plan as long-term view which contributes to the development of libraries in the long-term plans of academic libraries in Korea.

In railway system, the transportation plan corresponds to master plan for transport services. This service plan must be constructed to minimize operational cost or maximize revenue considering transportation demands and resource capacities in the operation company, and includes several sub-planning activities such as train operation frequency plan, train (schedule) plan, train capacity assignment plan, and rolling stock requirement plan. In this paper, we present profitability evaluation system for current transportation plan. The proposed system can be used for evaluating profitability by estimating train service revenue considering customer demands.

The methods of the transportation plan evaluation have appearently been improved. Yet we are frequently confronted with many problems when we are trying to apply those various methods in practice. This paper aims at reviewing the major problems in the transportation plan evaluation and considering the way to resolve such kinds of problem. The selection of the evaluation criteria and the weighting systems between such criteria are the moat important things in the multi-criteria approaches. In this respect, this paper suggests some alternative evaluation criteria in consideration of the levels and the purpose of the plan. Also the increased capacities and new demands of generated trip are the main effects of the transportation investment. Nevertheless such significant effects have been neglected in the calculation of benefits due to the transportation investment in the past. Therefore this paper suggests that the surplus capacities and new demands of generated trip according to the alternative investment plans should be included in the calculation of benefits for the plan evaluation.

Purpose: This paper aims to develop evaluation criteria of Plan- 'Understanding the Organization' in the PDCA(Plan-Do-Check-Act) requirements of ISO 22301 which is a global standard in the area of BCMS(Business Continuity Management System). Method: The group of 20 experts in the BCMS checked for the validity of the evaluation criteria of Plan- 'Understanding the Organization' by the modified Delphi technique and relative importance are surveyed by the group. Results: As a result, the 12 evaluation criteria with relative importance that can be applied for BCMS evaluation of the organizations are developed and proposed. Conclusion: In order to introduce a quantitive evaluation in the BCMS, it was concluded that evaluation criteria need to be chosen and given relative importance, thus the criteria with the importance could be used for effective evaluation

This study regards the evaluation for the main contents of the 'Library Development Plan(2003-2011)' promoted by the Ministry of Culture and Tourism for the library development plan in Korea. SMART evaluation method was introduced for the evaluation of vision, objective, core project of library development plan. Following result was acquired as a result of the study. First. as a result of SMART vision, objective, core projects and main business of library development plan was presented to be 3.05, 3.09, 3.15 and 3.12 respectively. Thus, in the evaluation for components of development Plan, it was excellent in core projects. Second, as a result of SMART, concreteness, measurability, achievability, relevance and time frame of library development plan was presented to be 3.09. 2.99. 3.12. 3.24 and 3.10 respectively. Thus, in the evaluation components of development plan. it was excellent in relevance but it has been found that supplementary measures should be taken on measurability. Third, 'culture-oriented room with knowledge and information' was found to be superior to the 'information library with up-to-date technology' in evaluation of the objective. Fourth, 'substantiality in user service with the supplement of library contents' was excellent in evaluation of core projects but there is some problem with 'activation of library function through training and supplement of professional manpower.' Fifth. 'Enhancement in library information service' was presented to be excellent in evaluation of main business but there was problem in 'reinforcement in function of library for each location and type,' 'partnership of public-private enterprises' and 'promotion for book culture of the public' thus it need to be revised and supplemented hereafter.

After restructuring electricity industry, national long term electricity plans moved to "Basic plan of electricity supply and demand" from "Long term power development plan". The main point is a change of path from plan of power development at national level to plan of electricity supply and demand at company level. A proposal by generation company is surveyed and reflected to the basic plan of electricity supply and demand. The second plan shows over 40% reserves in result of the proposals. It is the time to evaluating the proposal which covers market function in the basic plan of electricity supply and demand at the stage of market change. This research presents the need of evaluation of proposals and the methods of evaluation. Also it presents the alternative planning procedure to reflecting the evaluation methods.

Korean government has developed and implemented a five-year master plan in order to enhance construction technology competitiveness and its level of development. However, without detailed assessment of past plans it is not likely to retain feasibility and sustainability of a new five-year plan, This study analyses adequacy of the 4th five-year master plan in terms of evaluation strategies such as indicators, methods, targeted performance through benchmarking various construction policies utilized by developed countries. In addition, this manuscript provides the basis structure and critical factors for establishing future construction policies or plans.

This study developed an evaluation system of adaptation countermeasures for climate change in the water resources sector using the Analytic Hierarchy Process (AHP), and the assessment procedures were applied to the Second Chungcheongnam-do Climate Change Adaptation Implementation Plan (Chungnam Implementation Plan). Firstly, the evaluation criteria are composed of two levels according to the hierarchical structure, and AHP gives priority to 4 evaluation criteria of the first level and 16 alternative indicators of the second level. Secondly, after the importance of the evaluation criteria or indicators has been determined, the significance of each measure was evaluated by applying it to the water-sector measures of the Chungnam Implementation Plan, and the effectiveness of the evaluation system was validated. The Chungnam case study shows that the evaluation system will be more effective and efficient when it is applied during development phase rather than after the implementation plan is finalized. It is also expected that the evaluation system will be used to evaluate and prioritize climate change adaptation policies in other regions, and then to compare the means of adaptation to climate change in various regions and to select recommendation policies.
