The Creative Economy and Regional Development: An Economic Geographical Perspective (창조경제와 지역발전에 대한 경제지리학적 검토)

  • This paper attempts to review some key concepts related to the creative economy, and examines some issues on the creative economy and regional development from the perspective of economic geography. The main findings are as follows. First, as creative industries, in general, demonstrate the complex structure of value chain in which various industrial sectors are inter-connected, it tends to show that those are place-specific. Second, in policy context, creative industries are required to have four institutional conditions: hard infrastructure(physical infrastructure, skilled labor pool and related industrial sectors), social infrastructure, super-structure and policy governance. Third, as creative industries are affected by related variety than other industrial sectors, there is a strong possibility that those are concentrated in a small number of large metropolitan cities.

  • This study investigated the formation process and networks of Korean Clean Development Mechanism(CDM) industry. It aimed to reveal the factors and the drivers for the formation processes of this industry in the specific place. Based on the analysis of the Project Design Documents(PDDs) of the CDM projects and the collected project data by international institutions, surveys, and interviews were done. On the basis of these data, the analysis on the industrial change as complex emergent effects by the network evolution caused by adaptive activity of firms is conducted. In the time of the genesis, a kind of serendipity that the industrial activities of Korean firms meet to new system, CDM, In the changing process of the Korean CDM industry, the role of policies fo Korean Government was important to promote the new and renewable energy projects of the power companies. In the time of restructuring, Korean government policies formed new initial conditions for the new domestic GHGs reduction industry. In this processes, the localization of knowledge acted as a key driver for the formation of the Korean CDM industry.

  • This article aims to overview the present condition of the film festival, as one of the cultural policies for regional development, and draw up a plan for them, focused on PIFF and JIFF. Pusan and Jeonju have their own movie infrastructure and each festivals has a distinction as to property and purpose. But, for the festivals to be successful continuously, more regionally suitable and unique events are needed. In case of PIFF, it is required that the promoter should highlight regional characteristics of Pusan, by dint of implementation of programs, centered on people's active participation in the festival; regarding JIFF, for Jeonju to be a mecca of media industry, long-term plans and policies are to be made. The plans for revitalization of International film festival, as local cultural festival, are as follows; good use of local place as movie location, development of relevant contents, formation of regional networking, and cultivation of local human resource.

  • This study discusses spatial distribution of the silver towns in the Seoul metropolitan area and investigates how the residents recognize their silver towns through in-depth interviews. Nowadays there are many elders who prefer to live in urban downtown or suburb areas which can be connected with the places of their pre-retirement lives. Therefore, the silver towns in the Seoul metropolitan area have been increasing. The facilities are mainly located in northern part of Seoul and southern part of Gyeonggi province near the network of major express roads. Location and accessibility are more important than any other factors when the elderly contemplate moving into silver town. Silver town residents are likely to have meaningful times and positive identities by communicating with friends there. The elders aged 80 years or older living in silver towns think the silver towns as their home while 'young old' people complain their limited rights of decision making and they consider additional move.

Automated Generation of Word Balloons in Comics (만화 영상에서 말풍선의 자동 생성 방법)

  • Generally, word balloon have played a role to connect the script with character in comics. The location of word balloons depicts the process of story in comics, because they are located by reading order. Therefore, it is very Important works to generate and place word balloons, these work usually is processed manually by comic writer's. In this paper, we discuss the automated generation and placement of word balloon. For this, we modeled 6 kinds of word balloons. And these word balloons are placed by heuristic method based on EPFLP. We also generate the tail of word balloon automatically by considering the direction and reference points of word balloon.

Reversed Cyclic Loading Tests on Precast Beam-Column Joints with Headed Reinforcement (프리캐스트 보-기둥 헤드철근 연결부 반복하중 실험)

  • One of the most complex reinforcement location in the precast building frame is the beam-column joint in a prefabricated construction. It is generally resulted from the vortical bars of column, anchorage bars of beam, and bars of hoop. Particularly the hooked anchorage bars of beam are confronted with hoop and main column bars. The headed reinforcement is considered to place them easily and to reduce the anchorage length in a precast construction. Reversed cyclic loading tests are performed on four beam-column specimens to evaluate the strength and behavior of beam to column and column to column connections. The result of test shows that the headed reinforcement has a similar performance than that of hooked reinforcement in a precast specimen with strong column and weak beam joints. The splice column joints which are used frequently in the domestic fields also show reliable behaviors in those tests with strong column and weak beam joints.

A Numerical Study of Mesoscale Model Initialization with Data Assimilation

  • Data for model analysis derived from the finite volume (fv) GCM (Goddard Earth Observing System Ver. 4, GEOS-4) and the Land Data Assimilation System (LDAS) have been utilized in a mesoscale model. These data are tested to provide initial conditions and lateral boundary forcings to the Purdue Mesoscale Model (PMM) for a case study of the Midwestern flood that took place from 21-23 May 1998. The simulated results with fvGCM and LDAS soil moisture and temperature data are compared with that of ECMWF reanalysis. The initial conditions of the land surface provided by fvGCM/LDAS show significant differences in both soil moisture and ground temperature when compared to ECMWF control run, which results in a much different atmospheric state in the Planetary Boundary Layer (PBL). The simulation result shows that significant changes to the forecasted weather system occur due to the surface initial conditions, especially for the precipitation and temperature over the land. In comparing precipitation, moisture budgets, and surface energy, not only do the intensity and the location of precipitation over the Midwestern U.S. coincide better when running fvGCM/LDAS, but also the temperature forecast agrees better when compared to ECMWF reanalysis data. However, the precipitation over the Rocky Mountains is too large due to the cumulus parameterization scheme used in the PMM. The RMS errors and biases of fvGCM/LDAS are smaller than the control run and show statistical significance supporting the conclusion that the use of LDAS improves the precipitation and temperature forecast in the case of the Midwestern flood. The same method can be applied to Korea and simulations will be carried out as more LDAS data becomes available.

A Study on Unit Model Development of Urban Type Silver Housing Applying Open Housing Concept -In Response to the kinds and process of diabetes elders- (오픈 하우징 개념을 적용한 도시형 노인 공동주거시설의 주호 모형 개발에 관한 연구 -당뇨병 노인의 질병 종류와 진행에 대응하여-)

  • The purpose of this study is to propose prototypical plans for a dwelling unit applying the concepts of 'open housing' and 'aging in place' for senior citizens living in cities focusing on specific life patterns with chronic disease. Especially, a unit was designed for diabetes patients because diabetes, a representative disease of elderly people, often accompanies complications such as arthritis and Alzheimer disease. A unit design suitable for the convenient life of the elderly people with diabetes will provide a guideline for the similar unit designs of the senior citizens with other diseases. In this study, three types of unit plan are proposed. A-type plan is for type-1 diabetes patients, B-type alt.1 for the independent seniors of type-2 diabetes patients, and B-type alt.2 for the dependant seniors of type-2 diabetes patients. And a support design for a unit plan with the exclusive area of $60\;m^2$ is proposed. The same support design is used for all three unit types. Although the locations of bathroom and storage room are fixed and the location of the kitchen is changeable only in wet-zone. In conclusion, senior residents with diabetes can choose one of three unit types before occupation and the chosen unit type can be renovated by replacing infill systems as the health condition or life style changes.

The Meaning of Wangwei's Natural Beauty and His Garden, Wangchuan Villa (왕유의 자연미와 망천별업의 조경사적 의의)

  • Beginning in the Wei-Chin and Liu Ch´ao era(AD. 220-589), an awareness of natural beauty emerged as the major interest of scholars which created such a social atmosphere that served as the foundation of prosperous Chinese art. During the T´ang period, the desire to achieve natural beauty began to dominate every field of art including gardening. This study covers the T´ang period when scholars began to be conscious of aesthetics. The main objective of this study is to examine the significance of natural beauty as interpreted by Wangwei, an artist representative of the period, and of Wangchuan Villa in relation to aspects of garden theory. This study is mainly based on Wangwei´s anthology, landscape painting describing Wangchuan Villa, and historical records related to the Villa. The summary of conclusions of this study is as follows: 1) Wangwei´s concept of natural beauty is a combination of objective natural beauty and pastoral beauty, which stresses the essential beauty of nature. Moreover, he considered nature as a religious Utopia. 2)Wangchuan Villa, where Wangwei stayed until his death, was a place of seclusion representing his idea of natural beauty. There, he was able to realize the paradise of Buddhism full of zen aspirations. 3)From the perspective of garden theory, Wangchuan Villa can be classified as a suburb villa in terms of location, as a landscape garden in terms of elements, and as a villa based on a typical private land system in terms of forms. In addition, it may be considered as a garden that laid the foundation to realize a field of non-visible image and non-visible landscape, which is fundamental element of scholarly garden design.

Development of an AVL System for Fire Fighting Services (소방용 AVL 시스템 개발)

  • It is possible to use wireless communication any time in every place because of well-developed wireless networks and mobile devices. The AVL(Automatic Vehicle Location) system, therefore, has made practical use in situation control, distribution industry, home delivery service, and ITS(Intelligent Transportation System) area. In this paper, we design and implement an AVL system in order to use for fire fighting activities such as emergency rescue and relief. To do this, first, we investigate and analyze the existing researches and systems related to AVL system. In details, we develop an AVL server and clients to support stable communication each other using wireless networks. Using AVL system, calling cars find the position of accidents quickly and the fire defense headquarters control unforeseen accidents efficiently because the state of calling cars are confirmed in real time by their GPS data.
