This study is based on the 'National Pilot Project on Digital Signage in Sejong Special City', one of the pilot projects initiated by the Ministry of Public Administration and Security. This project was an attempt to present the digital signage as a 'public service content platform' integrated with smart technologies. This study suggests that the planning strategy for placing public service contents on digital signage platform should focus on interests of local communities or users rather than high-tech suppliers of digital signage. In consideration of growing needs for smart technology-based public service, this study concentrates on the strategy for developing 'public digital signage services'. In addition, 'digital signage service tools' were designed to easily establish or execute the strategy. The aim of this study is developing the strategy to make digital signage a public cultural service platform as well as a digital advertisement tool. The final goal of this study is to demonstrate public value creation performance of the 'Revitalisation Project of Sejong City's Commercial Districts', which was possible thanks to the proactive involvement of citizens coupled with progressive utilization of interactive media.

Background: Tuberculosis (TB) is a major infectious disease in South Korea causing substantial disease burden, particularly in the elderly. This study aimed to identify the case detection rate of mobile TB screening for the elderly conducted in the Jeollanam-do region and to analyze risk factors of active TB. Methods: We screened the elderly population (${\geq}65$ years old) in Jeollanam-do from August to December 2017. Chest radiography was performed for all participants. Participants with TB presumptive signs were asked to submit sputum specimen(s). Sputum smear, culture, and polymerase chain reaction analyses were performed. Cascade analysis, chi-squared tests, and Fisher exact tests were used to evaluate screening performance. Results: In total, 12,402 participants were screened, and 211 (1.7%) were suspected to have active TB; 181 of the suspected patients (85.8%) underwent sputum smear test, and 16 (8.8%) patients were confirmed to have TB. The TB prevalence among the elderly was bacteriologically confirmed to be 129 per 100,000 individuals, which was similar to national TB notification data for the same age groups. The proportion of active TB cases increased with age, and differed based on sex and past TB history. However, TB-related symptoms, comorbidity status, and TB screening history within 12 months were not predictive of active TB. Conclusion: This study identified that the prevalence rate was similar to national TB notification data from the same age groups. Periodic, community-based, systematic TB screening among the elderly population is recommended.

Increased evidences reveal that the global climate change adversely affect on the environment. Smart grid system is one of the ways to reduce greenhouse gas emissions in the electricity generation sector. Since 2013, Korea Electric Power Corporation (KEPCO) has installed smart grid station in KEPCO office buildings. The goal of this paper is two folds. One is to quantify the reduction in greenhouse gas emissions through smart grid stations installed in KEPCO office buildings as a part of pilot project. Among components of smart grid stations, this research focused on the photovoltaic power system (PV) and energy storage system (ESS). The other is to estimate the reduction in greenhouse gas emissions when PV is applied on individual houses. Results show that greenhouse gas emissions reduce 5.8~11.3% of the emissions generated through the electricity usage after PV is applied in KEPCO office buildings. The greenhouse gas emissions reduction from ESS is not apparent. When PV of 200~500 W is installed in individual houses, annual greenhouse gas emission reduction in 2016 is expected to be approximately $2.2{\sim}5.4million\;tCO_2-eq$, equivalent to 6~15% of greenhouse gas emissions through the electricity usage in the house hold sector. The saving of annual electricity cost in the individual house through PV of 200 W and 500 W is expected to be 47~179 thous and KRW and 123~451 thousand KRW, respectively. Results analyzed in this study show the environmental effect of the smart grid station. In addition, the results can be further used as guidance in implementing similar projects.

The main purpose of this study is to identify the tasks performed at the construction stage of apartment houses and analyze the major construction tasks that may affect the performance indicators and analyze the impact on project performance. Based on expert opinions through preliminary research, pilot data, construction database, and other research trends, domestic and foreign research trends are divided into five major tasks, and each is divided into process management (P'1 ~ P'6), construction management (C'1 ~ C'5), environmental management (E'1 ~ E'4), quality control (Q'1 ~ Q'5), safety management (S'1 ~ S'5). Subsequently, each major task was subdivided into 24 detailed tasks. An independent t-test was conducted to analyze the impact on cost. We compared the importance of achieving the project goal and identified the construction work of concrete important construction which affects not only the cost but also the schedule performance index for the degree of significance of less than 0.05.

Flat or Multiple Dwelling Houses are relatively vulnerable to crime safety. Crime prevention measures are urgently needed because crime is 2.6 times higher than in real apartments. Through the analysis of domestic and foreign crime prevention design standards, field survey, and interviews with experts, 27 items of crime prevention design criteria for flat or multiple dwelling house were derived, and ten design criteria that should be considered first by the expert AHP were derived. As a result of the pilot evaluation of existing flat or multiple dwelling house, the houses completed after 2015 have relatively high level of crime prevention, but the houses constructed before that are very vulnerable. The policy and system improvement plan based on the analysis result is as follows. First, new housing should be promoted to meet minimum criteria by supplying and educating public officials, architects, and building owners in the short term to provide criteria for flat or multiple dwelling house crime prevention plans. Second, existing housing should be supported with basic crime prevention support projects such as security windows for flat or multiple dwelling house where security of residential environment such as urban renewal policy is poor. Third, the Enforcement Decree of the Building Act shall be revised to make the crime prevention environment design of flat or multiple dwelling house obligatory, and the criteria of flat or multiple dwelling house crime prevention plan should be reflected in the notice of crime prevention building standard.

The modular apartment has been completed for the first time in Korea through the national research and development (R&D) project in December 2017, and 30 households moved in. Although conditions such as technicality and constructability have to be satisfied to adopt and spread the modular apartments in the future, economic feasibility is the most important factor among the conditions. The economic feasibility of modular apartments can be compared with that of existing reinforced concrete (RC) structure apartments. It is highly important to reduce the construction cost through standardization above all. The standardization refers to establishment of national design standards and principles, and it is important for manufacturers and building companies to comply with those standards and principles. The modular construction (MC) skill in Korea is at an early adoption stage and the MC market is not widely expanded yet. Thus, the application of the MC design, which is the basis of the standardization, has not been widely accepted. However, related R&D projects are now performing mainly by the Ministry of Land, Infrastructure, and Transport to promote modular apartments in recent years and the design standardization standard (draft) is now prepared to be notified as a result of the steady research. Furthermore, pilot complexes for demonstration purpose are under construction, starting from public rental apartments. Thus, MC method-applied public rental houses will be spread in near future. This study aims to investigate the current design status in the Ga-Yang Housing as a pilot modular complex to produce and supply more economical and efficient modular houses, and analyze the problems by comparing the design standardization standards with pre-notified design standardization standards and summarize the modifications between them thereby presenting foundational data for establishment of the design standardization in the modular business industry.

In-situ pilot experiment was carried out to establish a countermeasure on the soil loss from the hill side uplands that was rehabilitated by soil remediation method nearby abandoned mine sites for 2 years. It was considered that the affect of an inclination of cover surface, a stabilization treatment of cover layer by lime and steel refining slag (SRS) and a vegetation of soil surface as an effect factors in the experiment. It was constructed 4 lysimeters (plots, 22 m long, 4 m width) on the hilly side (37% inclination). One plot was control and two plots was treated by 1% lime and SRS. A remind one plot was modified a inclination to 27% to compare the affect of inclination on the amount of cover soil loss. It was attached a reservior tank and water level gauge in the end of lysimeters to measure the amount of the surface water flow and soil loss. It was also installed the automated sensors that could be collect the precipitation, soil moisture content, tension of cover layer in each plots. It was observed that the event of precipitation were caused the soil loss and it were related the physical and chemical properties of cover soil and inclination of surface layer of plots. During the experiment, it was exceeded the national regulation (50 t/ha/yr) in 37% inclination plots even though it was vegetated on the cover soil surface. However, in 27% inclination plot, it was shown that the amount of soil loss was maintained below the national regulation and, more ever, vegetation could reduce the the amount of soil loss. Therefore it was expected that such results could be applied to the future design of rehabilitation projects on the polluted farmland nearby abandoned mine sites.
As the socialization of care is progressing rapidly, the necessity of community-level mental health intervention for older adults with severe social isolation and depression is also increasing. In line with the reorganization of the Individualized Support Services for Older Adults in 2020, the social relations revitalization project for the elderly living alone, which had been conducted as a pilot project in 2014~19, was expanded and reorganized into a separate specialized project within the Individualized Support Services for Older Adults. The purpose of this study is to enhance understanding of the specialized service and to clarify its conceptual framework. The characteristics and conceptual framework of the specialized service were examined through a review of the process of institutionalization of the specialized service, which included analysis of related literature and the pilot projects. Finally, it discussed what to consider in order for the specialized service to proceed as intended in the future, focusing on a couple of situations that occur at the fields.

Although the evolution and deployment of information technologies will undoubtedly play an important role in the current construction industry, many engineers are still unsure of the economic value of using these technologies. Especially for the planning of a construction project, a collaboration system to utilize the whole resources is a essential tool for the successful outcome. A detailed, authoritative, and readily accessible information model is needed to enable engineers to make cost-effective decisions among established and innovative plan alternatives. Most engineers rely on limited private experiences when they create solutions or design alternatives. Initial planning is crucial for the success of the construction project. Most construction projects are done through collaboration of engineers who have different specialized knowledge. Information technologies can dramatically enhance the performance of the collaboration. For the information delivery, we need a mediator between engineers. Object-based 3-D models are useful for the communication and decision assistance for the intelligent project design. In this paper, basic guidelines for the 3-D design according to different construction processes are suggested. Adequate interoperability of 3-D objects from any CAD system is essential for the collaboration. Basic architectures of geometry models and their information layer were established to enable interoperability for design checks, estimation and simulation. A typical international project for roadway was chosen for the pilot project. 3-D GIS model was created and bridge information models were created considering several requirements for planning and decision making of the project. From the pilot test, the integrated construction project planning using 3-D information models was discussed and several guidelines were suggested.
The purpose of this study is to identify areas in need of urban renewal by utilizing spatial data and analyzing their types and characteristics. For this, this research employed a kernel density function and K-means cluster analysis with spatial data, through which it sought ways to identify high-demand areas for urban renewal projects. The key findings and implications of the research are summarized as follows. Firstly, this research classified 587 target sites in Seoul based on development density (ratios) and an indicator for aged buildings. Approximately half of these areas were consistent with leading pilot project sites and Accelerated Integration Sites. Secondly, it was observed that residential environments in the designated leading pilot project sites, as decided by public sectors, were relatively poor compared to other areas. Lastly, the target areas for urban renewal were not clearly categorized through statistical analysis. Instead, it was found that categorization should be made depending on the requirements of each project.
