In the reality that the boundary between the real world and the virtual world disappears with the 4th Industrial Revolution, cyber crimes that occur beyond time and space have clear limitations in fulfilling their duties only with the police force of government organizations established under the real law system. The research method of this thesis is based on the literature research and the experience of security work. The purpose of this paper is to establish a social system where collective intelligence of each social field can participate voluntarily to respond to cyber crimes occurring beyond the time and space before the law and institutionalization. In addition, the social system in which collective intelligence in each social sector can participate voluntarily was established to define crime types in cyberspace in real time and to prevent crimes defined by the people themselves and the counter-measures had been proposed in order to form social consensus. First, it is necessary to establish a collective intelligent network-type cyberpolice volunteer system. The organization consists of professors of security and security related departments at universities nationwide, retired public officials from the National Intelligence Service, the National Police Agency, and the National Emergency Management Agency, security companies and the organizations, civilian investigators, security & guard, firefighting, police, transportation, intelligence, security, national security, and research experts. Second, private sector regulation should be established newly under the Security Business Act. Third, the safety guard of the collective intelligent cyberpolice volunteer system for the stability of the people's lives should strengthen volunteer work. Fourth, research lessons and legal countermeasures against cybercrime in advanced countries should be introduced. Fifth, the Act on the Protection of Personal Information, the Act on Promotion of Information and Communication Network Utilization and Information Protection, the Act on the Utilization and Protection of Credit Information, and the Special Act on the Materials and Parts Industry should be amended. Sixth, police officers should develop cybercrime awareness skills for proactive prevention activities.
In the bill of [Act on Certified Detective and Certified Detective Business] (hereinafter referred to as the Certified Detective Act) proposed and represented by the member of National Assembly, Lee Wan-Yong in 2017, the legislative point of view showed that various incidents and accidents, including new crimes, are frequently increasing as society develops and becomes more complex, however, it is not possible to solve all the incidents and accidents with the investigation force of the state alone due to manpower and budget, and therefore, a certified detective or private investigator are required. According to the decision of the Constitutional Court in June 2018, Article 40 (4) of the Act on the Use and Protection of Credit Information is concerned with 'finding the location and contact information of a specific person or investigating privacy other than commerce relations such as financial transactions' are prohibited. It is for the purpose of preventing illegal acts in the process of investigation such as the location, contact information, and the privacy of a specific person and protecting the privacy and tranquility of personal privacy from misuse and abuse of the personal information etc. Such 'privacy investigation business' currently operates in the form of self-employment business, which becomes a social issue as some companies illegally collect and provide such privacy information by using illegal cameras or vehicle location trackers and also comes to be the objects of clampdown of the investigative agency. Considering this reality, because it is difficult to find a resolution to materialize the legislative purpose of the Act on the use and protection of credit information other than prohibiting 'investigation business including privacy etc' and it is possible to run a similar type of business as a detective business in the scope that the laws of credit research business, security service business, the position of the Constitutional Court is that 'the ban on the investigations of privacy etc' does not infringe the claimant's freedom to choose a job. In addition to this decision, the precedent positions of the Constitutional Court have been that, in principle, the legislative regulation of a particular occupation was a matter of legislative policy determined by the legislator's political, economic and social considerations, unless otherwise there were any special circumstances, and. the Constitutional Court also widely recognized the legislative formation rights of legislators in the qualifications system related to the freedom of a job. In this regard, this study examines the problems and improvement plans of the certified detective system, focusing on the certified detective bill recently under discussion, and tries to establish a legal basis for the certified detective and certified detective business, in order to cultivate and institutionalize the certified detective business, and to suggest methodologies to seek for the development of the businesses and protect the rights of the people.

In Information Technology era, various amazing IT technologies, for example Big Data, are appearing and are available as the amount of information increase. The number of counselling for violation of personal data protection is also increasing every year that it amounts to over 160,000 in 2012. According to Korean Privacy Act, in the case of treating unique personal identification information, appropriate measures like encipherment should be taken. The technologies of encipherment are the most basic countermeasures for personal data invasion and the base elements in information technology. So various cryptography algorithms exist and are used for encipherment technology. Therefore studies on safer new cryptography algorithms are executed. Cryptography algorithms started from classical replacement enciphering and developed to computationally secure code to increase complexity. Nowadays, various mathematic theories such as 'factorization into prime factor', 'extracting square root', 'discrete lognormal distribution', 'elliptical interaction curve' are adapted to cryptography algorithms. RSA public key cryptography algorithm which was based on 'factorization into prime factor' is the most representative one. This paper suggests algorithm utilizing telescoping series as a safer cryptography algorithm which can maximize the complexity. Telescoping series is a type of infinite series which can generate various types of function for given value-the plain text. Among these generated functions, one can be selected as a original equation. Some part of this equation can be defined as a key. And then the original equation can be transformed into final equation by improving the complexity of original equation through the command of "FullSimplify" of "Mathematica" software.
An era of stabilizing IoT markets and rapid expansion is coming. In an IoT environment, communication environments where objects take the lead in communication can occur depending on the situation, and communication with unspecified IoT environments has increased the need for thorough management of personal sensitive information. Although there are benefits that can be gained by changing environment due to IoT, there are problems where personal sensitive information is transmitted in the name of big data without even knowing it. For the safe management of personal sensitive information transmitted through sensors in IoT environment, the government plans to propose measures to enhance information protection in IoT environment as the use of non-identifiable personal information in IoT environment is expected to be activated in earnest through the amendment of the Data 3 Act and the initial collection method.

Recently, as personal information has been used as data, various new industries have been discovered, but cases of personal information leakage and misuse have occurred one after another due to insufficient systematic management system establishment. In addition, services that use personal information anonymously and anonymously have emerged since the enforcement of the Data 3 Act in August 2020, but personal information issues have arisen due to insufficient alias processing, safety measures for alias information processing, and insufficient hate expression. Therefore, this study proposed a new PbD principle that can be applied to the pseudonym information life cycle based on the Privacy by Design (PbD) principle proposed by Ann Cavoukian [1] of Canada to safely utilize personal information. In addition, the significance of the proposed method was confirmed through a survey of 30 experts related to personal information protection.
The reason location based service is drawing attention recently is because smart phones are being supplied increasingly. Smart phone, basically equipped with GPS that can identify location information, has the advantage that it can provide contents and services suitable for the user by identifying user location accurately. Offering such diverse advantages, location based services are increasingly used. In addition, for use of location based services, release of user's personal information and location data is essentially required. Regarding personal information and location data, in addition to IT companies, general companies also are conducting various profitable businesses and sales activities based on personal information, and in particular, personal location data, comprehending high value of use among personal information, are drawing high attentions. Increase in demand of personal information is raising the risk of personal information infringement, and infringements of personal location data also are increasing in frequency and degree. Therefore, infringements of personal information should be minimized through user's action and efforts to reinforce security along with Act on the Protection of Personal Information and Act on the Protection of Location Information. This study aimed to improve the importance of personal information privacy by empirically analyzing the effect of perceived values on the intention to strengthen location information security and continuously use location information for users who received location-based services (LBS) in mobile environments with the privacy calculation model of benefits and risks as a theoretical background. This study regarded situation-based provision, the benefit which users perceived while using location-based services, and the risk related to personal location information, a risk which occurs while using services, as independent variables and investigated the perceived values of the two variables. It also examined whether there were efforts to reduce risks related to personal location information according to the values of location- based services, which consumers perceived through the intention to strengthen security. Furthermore, it presented a study model which intended to investigate the effect of perceived values and intention of strengthening security on the continuous use of location-based services. A survey was conducted for three hundred ten users who had received location-based services via their smartphones to verify study hypotheses. Three hundred four questionnaires except problematic ones were collected. The hypotheses were verified, using a statistical method and a logical basis was presented. An empirical analysis was made on the data collected through the survey with SPSS 12.0 and SmartPLS 2.0 to verify respondents' demographic characteristics, an exploratory factor analysis and the appropriateness of the study model. As a result, it was shown that the users who had received location-based services were significantly influenced by the perceived value of their benefits, but risk related to location information did not have an effect on consumers' perceived values. Even though users perceived the risk related to personal location information while using services, it was viewed that users' perceived value had nothing to do with the use of location-based services. However, it was shown that users significantly responded to the intention of strengthening security in relation to location information risks and tended to use services continuously, strengthening positive efforts for security when their perceived values were high.

Cyber hacking attacks and cyber terrorism are damaging to the lives of the people, and in the end, national security is threatened. Cyber-hacking attacks leaked nuclear power cooling system design drawings, cyber accidents such as hacking of Cheongwadae's homepage and hacking of KBS stations occurred. The Act on Information and Communication Infrastructure Protection, Promotion of Information and Communication Network Utilization and Information Protection, and the Personal Information Protection Act remove the responsibility for cyber attacks, but it is difficult to prevent attacks by hackers armed with new technologies. This paper studies the development of cyber security experts for cyber security. Build a Knowledge Data Base for cyber security professionals. Web hacking, System hacking, and Network hacking technologies and evaluation. Through researches on the operation and acquisition of cyber security expert certification, we hope to help nurture cyber security experts for national cyber security.

Many possibilities of Big Data has been discussed widely for several years. And the importance of protecting personal information has been emphasized more strongly. During the process of integrating several personal information for the improvement of usability of Big Data, there are many problems occured like the likelihood of the identification of one person, the level of personal infomation used to create personalized services in the companies making and using Big Data. In this study, I summarize GDPR(General Data Protection Regulation) of EU, CCPA(California Consumer Privacy Act) of USA and domestic Big Data 3 Acts Amendment proposals. Also I discuss re-identifcation of de-identificated information, social costs of the usage agreement of personal information, possible problems in construction and combination of private and public big data, political suggestions about settlement of regulatory environment.
As CCTV can be an effective tool to prevent or suppress crime at low cost, they have been widesoread in developed countries. In spite of their effectiveness, they infringe some constitutional rights such as the right to privacy, the right of likeness and the right to control over personal information. The police and ward offices install CCTV in public areas to prevent crimes without a legal basis or standard. When information obtained in such a way is used as investigation data for the police or as an evidence in a court, it can cause serious trouble. To solve this problem, legal restriction on the installation of CCTV as should be clearer. Since current laws on public agencies' protection of personal information are too general, they are not effective enough to protect personal information. Therefore, Personal Information Protection Organic Act should be enacted to make a legal basis for protecting comprehensive personal information. It should be obvious who installs CCTVs, who pay for the cost and how they are managed. Before installation, the police and ward offices should obtain residents' consent through a public hearing or voting (on the range and purpose of installation), or conduct an impact assessment. During installation, CCTVs should be limited to prevent or suppress crimes, keep public order and void dangers. In case of making a sign of installation, it must specify its rights. After installation(operation/management phase), they should abide by principles of information protection and try not to infringe constitutional right. In the cognitive aspect, the police should constitutional rights must be secured although it is important to carry out their missions. The police should serve citizens and change to the police of communities. Citizens should understand that constitutional right can be infringed if public order is not maintained. When citizens cooperate with the police, they fear of crimes will decrease.
By studying the awareness level of students, for the need to protect personal information, and also by studying students' level of perception as to which information needs protection, this study aims to show that increased education is beneficial, and necessary, across all university majors. This increased education is necessary to improve information security, and increase the responsible sharing of private data which has many benefits, specifically in the Healthcare field. Utilizing student volunteers across multiple majors at a university in South Korea. These questionnaires measured the students' awareness of private information, their perception of private information and also the students' experience in receiving university level education regarding private information and the need for its protection. This study shows that, when compared to students in other fields, students in the field of public health had a higher level of awareness regarding the consequences of personal information disclosure for both public purposes and medical research. Within the parameters of this study, this outcome can be explained as the result of exposure to educational curriculum which contained information related to personal information protection. This increased education raised the student's awareness of which information is considered private, as well as, which information is valuable when responsibly shared. As a result, this study shows that an increase in education regarding information privacy, should be included in all university majors, and gives us evidence to support that this additional education is valuable to students at all levels and should be encouraged.
