On the contrary to the general principle of private law, carriers' liability for passengers and cargo owners have been quantatively limited in some cases. The author traces the rule of liability limitation in the law of Korea and United States to verify two hypotheses. The first hypothesis is that the rule of liability limitation has been introduced to motivate investment when new technology with high risk has been adopted in business. The second hypothesis is that the rule of liability limitation can be maintained only when damages have been fully compensated. The former is a necessary condition for liability limation, and the latter sufficient condition. There are strong evidences for the first hypothesis. Navigation or aviation, artificial satellite lauching, urban transportation system are good examples. The second hypothesis is supported by the fact that there have been continuous controversies on the Warsaw System, including the failure of ratification of Montreal Additional Protocols No.3 & 4 by the U.S. Senate and voluntary removal of liability limitation by the Japanese airline companies. Loss of cargo can be compensated fully, but damages from personal injury and death not. The value of human body and life is not easy to be estimated. Passengers, moreover, do not usually buy insurance for accidents in travel. Passengers do not accept insurance premium as the cost of being whole and alive. They do not accept accident rates realistically. They have no bargaining power in dealing with insurers. The rule of liability limitation in personal losses would not be supported in future because damages have not fully compensated.
Objective : The purpose of this study is 1) to understand the information-searching behavior of health care consumers ; 2) to examine the relationship between the information-searching behavior of health-care consumers and regulatory variables such as socioeconomic factors, characteristics of medical utilization, and perceived risks ; and 3) to determine the factors that affect consumer satisfaction, especially with respect to information-searching behavior. Method : The data for this study were collected from 838 respondents in five university hospital located in three areas?Seoul, Gyeonggi province, and Chungchong province. As the first step of the study, we conducted a preliminary survey from September 23?26, 2008. At the second step, we conducted a survey on the effect of information-searching behavior on those individuals who had visited. Furthermore, personal interviews were conducted through a face-to-face survey between September 30 and October 17, 2008. Results : The major research findings that were obtained from the study were as follows : First, the age, educational level, and residential district were associated with information source utilization. Second, the level of information searching effort and quality of service had a significant effect on consumer satisfaction. Conclusion : These results show that it is essential for marketers to have in-depth knowledge about the young and educated people who actively search for information and about those who are in the prime of their life and rely on word-of-mouth communication from personal and experi in-al informers. Therefore, marketers should develop different marketing strategies to meet the needs of such consumers.

The purpose of this study was to investigate the effects of cognitive age on service quality, consumer satisfaction, and repurchase intentions across the elderly's lifestyle types in the apparel store. Data were obtained from 853 women in the 50's and 60's living in Busan, and were analyzed by factor analysis, Cronbach's alpha, cluster analysis, one-way ANOVA, Duncan test, and path analysis using SPSS WIN 12.0 and LISREL 8.53. The results showed that the lifestyle of elderly consumers was classified into three factors, such as Active self-fidelitist, Economy family-oriented, and Passive-stagnant. Service qualities perceived by the elderly in apparel stores were composed of Personal Service, Facilities Service, Product Service, and Policy Service. Generally, the younger cognized their ages most of the elderly were the more importantly perceived store service quality, the greater satisfied with apparel store services, and the more intended to repurchase apparels at a store. However, economic family-oriented elderlys were the younger cognized their ages, the less satisfied with the apparel service. Additionally, personal and policy services of the apparel store were important variables for elderlys' satisfaction with store services. The findings provide potential explanations and managerial implications for the elderly market.
As there has been growing interests in PHR-based personalized health management project, various institutions recently explore safe methods of recording personal medical and health information. In particular, innovative medical solution can be realized when medical researchers and medical service institutes can generally get access to patient data. As EMR data is extremely sensitive, there has been no progress in clinical information exchange. Moreover, patients cannot get access to their own health data and exchange it with researchers or service institutions. It can be operated in terms of technology, yet policy environment are affected by state laws as well as Privacy and Security Policy. Blockchain technology-independent, in transaction, and under test-is introduced in the medical industry in order to settle these problems. In other words, medical organizations can grant preliminary approval on patient information exchange by using the safely encrypted and distributed Blockchain ledger and can be managed independently and completely by individuals. More apparently, medical researchers can gain access to information, thereby contributing to the scientific advance in rare diseases or minor groups in the world. In this paper, we focused on how to manage personal medical information and its protective use and proposes medical treatment exchange system for patients based on a permissioned Blockchain network for the safe PHR operation. Trusted Model for Sharing Medical Data (TMSMD), that is proposed model, is based on exchanging information as patients rely on hospitals as well as among hospitals. And introduce medical treatment exchange system for patients based on a permissioned Blockchain network. This system is a model that encrypts and records patients' medical information by using this permissioned Blockchain and further enhances the security due to its restricted counterfeit. This provides service to share medical information uploaded on the permissioned Blockchain to approved users through role-based access control. In addition, this paper presents methods with smart contracts if medical institutions request patient information complying with domestic laws by using the distributed Blockchain ledger and eventually granting preliminary approval for sharing information. This service will provide an independent information transaction and the Blockchain technology under test will be adopted in the medical industry.
Although the problem of personal data leakage is reported to be serious, there has been no research that tries to excavate out that real cause of the leakage in scientific prospective. Although this topic is considered to be crucial, there have been no literatures relevant to the topic, and the reason for this limitation is that scientific approach to this problem was not feasible. In this respect, in this paper a model for such scientific analysis and a methodology of analysis have been devised. Results show that the degree of rigidity turns out be the determinant that vindicates the degree of leakage. The notion of data rigidity is revealed to be very strongly correlated to the number of hacking incidents in each country. The notion of resident data freedom was then deployed in this paper to determine the world-wide ranking for a slew of different countries. The United Kingdom and the Republic of Korea turned out to be the two extreme countries that lie in the spectrum of the scale, with UK the most flexible and ROK one of the most rigid.
The Korean government has selected job creation policy as first goal in order to overcome the recession and response of 4th industrial revolution. Technology based start up is worth noting in order to job creation. Because the ripple effect of technology based start up is higher than self-employment. Therefore, the government and the private sector conduct various policies and services for the vitalization of technology based start up. In order for technology based start up to be successful, it is necessary to maximize personal (founder) capacity. In this study, the correlation between "features of personal (motivation, capability, experience, entrepreneurship)", "competitiveness of company" and "corporate performance" was analyzed using structural equation modeling (SEM). Also, in this study analyzed the differences between 2 groups based on the career of CEO (work for government funded research institutes VS the others). This study can be utilized when policy making and practice about technology based start-up.

In this paper, we propose a software education ecosystem model for activating software education donation. First, in order to investigate current software education donation status, we will conduct a survey on software education donors and analyze the results. 39.6% of the software education donors responded that they were introduced to software education donation activities through their affiliated companies, institutions, organizations. Therefore, it can be seen that the promotion of software education donation activities is the most effective by promoting through software companies, organizations, and organizations and using human networks. The subjects of software education donation activities were the highest at middle school students (73.9%), and the contents of software education donations were the highest at programming practice (63.3%). Donors' satisfaction with software education donation activities was 57.9%. The social support for SW education donors was in the order of software education contents support, activity cost support, equipment and network support, and place sponsorship. 87.4% of donors were willing to continue to donate to software education. The reason why they did not want to continue donating software education was 'lack of personal time' (65.4%). Therefore, it is necessary to develop appropriate social support and incentive system to overcome shortage of personal time in order to activate software education contribution. In order to promote sustainable software education donations, it is essential to establish a virtuous circle of software education donation ecosystem based on cooperation and solidarity with various organizations such as government, corporations, institutions, universities and civil society organizations.

The locational characteristics of ceramic industry in Miryang city, Kyongnam province, were clarified by means of examining the process of its formation, spatial variation, locations and their changes. The government policy on industry and the business fluctuation are important in the quantitative changes of the industry. The spatial variation of industry toward the outer part of area are the results of equilibrium between the decrease of firms in inner city and the increase of firms in outer part. The births and deaths of firms played important role in the processes of spatial variations. The industry location has lasted by the accumulation of location decision of 'potential entrepreneurs' who learned knowledges on the industry and had personal contacts with the business-related persons for long time. The main factors on the locational decision of firms are personal factor, raw materials, land, water and market. The locational problems have mainly related with plant expansion, land, marketing, labour and capital. They caused investment changes and caused relocations of firms. Such disadvantages as raw material exhaustion, shortage of land and congestion within the agglomeration area, development of road transportation and local government policy on industry location, induced recent decentralization of industry to outer part.

Recently, the growing of the aging population by medical and science development, silver consumers were became new consumption market. The purposes of this study were to investigate the effects of service quality on consumer satisfaction and repurchase intention in the apparel store and hairdressing shop. Data were obtained from 853 women in the 50's and 60's who living in Busan. Data were analyzed by frequency analysis, factor analysis, Cronbach's alpha, 1-test, and path analysis using SPSS WIN 12.0. The results of the study were as follows: First, service qualities of apparel store were composed of Personal Service, Facilities Service, Product Service, and Policy Service. Service quality of hairdressing shop were consisted of Personal Service, Facilities Service, Skill Service, and Policy Service. Second, repurchasing intention was differently influenced by perceived store service quality and consumer satisfaction when purchasing apparel products and hairdressing services. Salesperson or hairdresser was the most important variable for silver consumers' satisfaction, which influenced the repurchase intention of apparels or hairdressing services. This research extends a domain of fashion market research from the product to the service. Additionally, this study provides an insight into silver fashion marketers and retailers for developing market strategies for silver common. Implications are drawn for the information useful to consumer behavior researchers and retailers of the silver fashion market.

This study examines the application of big data and tasks of tourism based on the case of Jeju Special Self-Governing Province, which used big data for regional tourism policy. Through the use of big data, it is possible to understand rapidly changing tourism trends and trends in the tourism industry in a timely and detailed manner. and also could be used to elaborate existing tourism statistics. In addition, beyond the level of big data analysis to understand tourism phenomena, its scope has expanded to provide a platform for providing real-time customized services. This was made possible by the cooperative governance of industry, government, and academia for data building, analysis, infrastructure, and utilization. As a task, the limitation of budget dependence and institutional problems such as the infrastructure for building personal-level data for personalized services, which are the ultimate goal of smart tourism, and the Personal Information Protection Act remain. In addition, expertise and technical limitations for data analysis and data linkage remain.
