우리나라 연근해 불법어업의 유형별 발생원인과 어업질서 확립방안에 관한 연구 (A Study on Origin of Coastal-Offshore Illegal Fisheries and some Establishment Devices of Fishery Order in Korea)

  • The economic and social bad influences of the illegal fishery bring about the results of the fishery resources exhaustion, of the fishery disorder and of the obstruction to sound management for fishery. The typical illegal fishery conducted in the coastal and offshore area of Korea can be divided as follows; fishery conducted by legally unauthorized method, fishery without permission from the Government, and fishery conducted in contravention of the laws and regulations concerning the fishing vessel, fishing gear and fishing method etc. The major reasons of origination of the illegal fishery in the coastal and offshore area of Korea are; Firstly, almost of the fishermen are poorly equipped in economical scale, Secondly, it is very easy to approach the illegal fishery because the domiciliation condition of the fishing village is deteriorated. Thirdly, almost of the fishermen are lacking in lawabiding spirit. Fourthly, the insolvent and unstable fisheries management policy with the lukewarm enforcement of the fisheries laws and regulations by the Government. Fifthly, the small scale family supporting fisheries are widespreaded. Sixthly, to retrieved the economical difficulties the fishermen are easily led astray the illegal fishery. As a conclusion the authors made some suggestions to stamp out the illegal fishery by this study. For the first, temptation fishermen into lawabiding fishery through intensification of the penal regulations is required. Second, simplification of the fishery type through combination of resemble fishing methods is required. Third, actual improvement of the fundamental fishery permission regime is required. Fourth, Introduction of the self-regulating or co-management system for the fishery management is required.

  • Presently, The Regular Block System(Automatic, Interlocking block system) is usually used during the operation of block section. However, In case that the regular block system fails because of the failure of the fixed signals and block equipment or in case of the unexpected emergent situation which should drive on the single-track due to the accidents in the double-track section or the repair work of the one-track, the Substitute Block System to make use of the driving permission license(mapping ticket, mapping paper) is used. In case of the operation of the opposite line and the temporary one-track, the safety gets worse and the SBS may cause the fatal accidents such as a head-on & a rear-end collision. Also, the unmanned railroad stations has recently increased owing to the effective operation of the stations, for it is difficult to execute the SBS in their absence. As a result, the increase of the operation time made the train delayed. Being on the rise of these problems, in this study, we analyzed the problems and difficulties of the SBS on the single line which is lacking stability and safety and on the sections combined between maned and unmaned railroad stations. And we proposed the method to improve the existing drive permission license used for 50 years into the brand-new one with state-of-the art technology and scientific way. In the era of the 21th century, Carrying out the new SBS equipped with stability and safety, we will contribute to the effective operation of trains and the satisfaction of our customers in the future.

유해대기오염물질 배출원 관리의 변천과 개선방향 (Management Changes of Hazardous Air Pollutants Sources and Its Proposed Improvement in Korea)

  • Even a small amount of hazardous air pollutants could have a harmful influence upon human beings, animals and plants. Hazardous air pollutants have the properties of toxicity, canceration and organism accumulation. They include heavy metals, volatile organic compounds, polycyclic aromatic hydrocarbons, dioxin, etc. The Clean Air Conservation Act has defined specific hazardous air pollutants and designated 35 pollutants, distinguishing them from common air pollutants for special control. This study investigates the history of the controls of specific hazardous air pollutants with reference to some relevant laws and regulations in Korea. It investigates the regulations at the permission stage, such as the restrictions on installation of emission facilities, the permission and reporting of installation of emission facilities, and the regulations at the operation stage, such as maintaining permissible emission levels, installation of measuring devices, dues for emission, self-measurement and securing environmental engineers. The current regulatory management is not so satisfactory in regards to the serious effects of specific hazardous air pollutants upon the human body. An advanced new concept, like the maximum available control technology in US, the facilities management standards, which will soon take effect, will be able to lessen the emissions of fugitive hazardous air pollutants. In addition, this study discusses some possible stricter controls on the emission facilities of specific hazardous air pollutants and proposes some measures to maintain and supplement the current systems.

방사선조사에 의한 식품저장의 산업화 필요성과 위생적 효과 (Commercial Utilization of Irradiation for the preservation of Foods and its Hygienic Effects)

  • It is estimated that the loss of Korean agricultural and fishery products during the storage period is usually more than 20%, and it is difficult to increase agricultural products by a 10% annual rate directly. Therefore, development of food preservation techniques has now become a most important atternative for the indirect increase of such products and for its senitary distribution. Changes eating habits and improved living conditions have accelerated the demand for convenience food production and for this reason it is essential that raw materials at stable, resonable prices and hygienic quality be available the year round. At the end of 1980, the Korean government conceded th economical feasibility of the storage of foods by irradiation and a procedure for preserving food by irradiation on a batch scale was successfully developed by KAERI in 1982. Based on the research results accomplished by the KAERI and on the recommendation on wholesomeness of irradiated food by Joint Committee of FAO/IAEA/WHO in 1980, the approval of wholesomeness of irradiated food was declared by presidential decree in June 1985 and the procedure of permission for individual items is in progress. Korean private firms (Ryung Young Co.) which was technically assisted by KAERI for five years have taken mush interest in the establishment of such facilities in Korea, therefore Ryung Young Co. had proposed for the construction of 500 Kci Co-60 irradiator to the Ministry of Science and Technology in July 1984. The permission of construction has approved by government in May 1985. The commercial irradiator will be constructed as one of the most modernized facilities until May 1987 and that facilities will contribute the propagation of commercial storage of foods and its hygienic quality.

유비쿼터스 환경을 위한 상황 인식 접근제어 (Context awareness Access Control for Ubiquitous Environment)

  • 본 논문에서는 유비쿼터스 환경을 위에 컨텍스트 정보를 이용한 역할기반 접근제어 모델을 제안한다. 컨텍스트 정보를 이용한 접근제어의 기본적인 개념은 어떠한 정보나 객체에 접근할 수 있는 권한을 역할에 배정하여, 사용자를 그 역할에 할당함으로써 정보나 객체에 접근할 수 있는 권한을 획득할 수 있도록 하는 것이다. 그러므로 사용자는 자신에게 할당된 역할과 그 역할이 지니고 있는 권한에 맞는 정보 또는 객체에 접근하게 됨으로써 안전하게 정보나 객체의 이용을 보장할 수 있도록 한다. 본 논문에서 제안하는 모델은 GEO-RBAC 모델에서 부족한 제약 사항을 고찰하여 새로운 제약 조건을 제시하고 다양한 경우에서의 역할 충돌을 고려하였다. 또한 GEO-RBAC 모델에 적합한 위임 모델을 제안하기 위하여, 기존 모델의 장/단점을 분석하고 이를 개선하여 GED-RBAC에 적합한 위임 모델을 제안한다.

실내 다원접속 통신을 위한 TH Binary PPM IR 시스템의 성능 평가 (Performance Evaluation of Time Hopping Binary PPM Impulse Radio System for Indoor Multiple Access Communication)

  • 본 논문에서는 FCC에서 제정한 허용 주파수 3.I~10.6GHz 대역 내에서 사용 가능한 모노 펄스를 이용하여 PPM 변조된 TH R 시스템 시뮬레이터를 설계하고 시뮬레이터를 이용하여 모노사이클펄스 특성 및 시스템 성능을 분석하였다. 또한, 제안한 파라미터를 이용하여 다원접속 간섭 환경에서 IR 시스템의 오율 성능을 분석하였다. 결과에 의하면, 허용 주파수 범위 내에서 적용 가능한 펄스폭 결정 파라미터$(t_n)$는 0.04~0.0326 ns로 매우 한정되고 동일 펄스 신호의 세기에서는 펄스 주기에 상관없이 Ns에 의해서 시스템 성능이 변화되는 것을 알 수 있었다. 다원접속 간섭 환경을 고려한 경우 50 Mbps 이상의 고속전송을 요하는 IR 시스템에서는 다원접속 간섭 자체로 인해 매우 심각한 성능 열화가 발생하는 것을 알 수 있었다.

안드로이드 애플리케이션 보안 강화를 위한 강제적 접근 제어 기법 (Mandatory Access Control for Android Application Security)

  • 본 논문에서는 현재 스마트 모바일 장치의 운영체제 중 가장 많이 사용되고 있는 안드로이드의 보안에 대하여 연구하였다. 안드로이드의 보안 장치들 중 플랫폼 자원을 보호하기 위하여 제공되는 권한은 기능에 따라 세밀하게 권한을 조정할 수 없으며 사용자가 애플리케이션의 권한을 제한하지 못한다는 문제점을 가지고 있다. 이러한 문제점을 보완하고자 프레임워크 레벨에서 애플리케이션의 플랫폼 자원에 대한 접근 제어할 수 있도록 하는 MacDroid를 제안한다. MacDroid는 기존의 권한을 세분화하여 기능 단위로 정책을 설정하여 강제하며, 설정된 정책을 바로 애플리케이션의 행위에 적용이 가능하다. 기존의 플랫폼과 MacDroid를 적용한 플랫폼을 비교하여 적은 오버헤드로 애플리케이션의 플랫폼 자원 접근에 대하여 정책을 강제가 가능함을 확인하였다.

민간경비에 대한 행정규제 및 감독의 실효성 확보 방안 (A Study on Assuring the Effectiveness of Administrational Regulation and Supervision in Korea Private Security)

  • 민간경비업무의 공공성에 따른 행정규제의 필요성과 그에 따른 실질적 감독의 이행은 민간경비업계의 전문성과 대국민적 서비스의 질적 향상을 담보하게 된다. 이러한 국가적 규제와 감독의 이면에는 업계의 자율적 책임 이행을 내포하고 있으며 그러한 자체적인 업무 수행이 이루어지지 않을 경우에는 국가는 반드시 그 책임을 강제한다는 것이다. 따라서 자체적인 치유능력의 신장과 그 근간을 이루기 위해서는 현행 행정 규제 및 감독은 강화되어야 하며 그러한 내용을 경비업법상 명시하여야 한다. 본 연구는 그러한 실효성을 확보하기 위한 방안으로 다음과 같이 제시한다. 첫째, 경비업의 허가는 그 규제의 우선적 장치로서 자격 요건과 심사절차를 엄격히 하여야 한다. 둘째, 허가 이후에 지속적인 감독이 이루어지지 않으면 그 취지가 희석되므로 민간경비 관련 감독기관을 독립적으로 운영하여 실질적인 이행을 담보하여야 한다. 셋째, 허위 또는 부당한 방법에 의한 허가 취득과 위법${\cdot}$부당한 도급업무 수행 및 경비지도사 선임의 편법적 행위는 그 처벌이 강화 되어야 한다. 넷째, 민간경비 업계의 자체적인 의무 이행을 담보하기 위해서 뿐만 아니라 형식적인 경비지도사제도의 단점을 보완하기 위해서 전문자격증제도를 도입하여 한다.

자율주행 안전성 평가 시나리오 개발 및 검증 (Development and Validation of Safety Performance Evaluation Scenarios of Autonomous Vehicle)

  • Regulation for the testing and operation of automated vehicles on public roadways has been recently developed all over the world. For example, the licensing standards and the evaluation technology for automated vehicles have been proposed in California, Nevada and EU. But specific safety evaluation scenarios for automated vehicles have not been proposed yet. This paper presents safety evaluation scenarios for extraordinary service permission of automated vehicles on highways. A total of seven scenarios are selected in consideration of safety priority and real traffic situation. Six scenarios are relevant with lane keeping and one scenario is relevant with lane change. All scenarios are developed based on existing ADAS evaluation scenarios and repeated simulation of automated vehicle algorithm. Safety evaluation factors as well as scenarios are developed. The safety factors are based on existing ADAS ISO requirements, ADAS safety factors and current traffic regulations. For the scenarios, a hunter vehicle is needed in addition to automated vehicle evaluated. The hunter vehicle performs multiple roles like preceding vehicle, cut-in vehicle and so on. The hunter vehicle is also automated vehicle equipped with high performance GPS, radar and Lidar. All the scenarios can be implemented by driving a lap on a KATRI ITS test track. These scenarios and safety evaluation factors are investigated via both a computer simulation and an experimental vehicle test on the test track. The experimental vehicle test was conducted with two automated vehicles, which are the evaluated vehicle and the hunter vehicle.
