산업안전보건법 허용기준 대상물질의 허용기준 개정을 위한 유해성·위험성 평가 및 사회적 비용·편익 분석 (Hazard and Risk Assessment and Cost and Benefit Analysis for Revising Permissible Exposure Limits in the Occupational Safety and Health Act of Korea)

  • Objectives: An objective of this study was to perform a risk assessment and social cost-benefit analysis for revising permissible exposure limits for seven substances: Nickel(Insoluble inorganic compounds), benzene, carbon disulfide, formaldehyde, cadmium(as compounds), trichloroethylene, touluene-2,4-diisocyanate. Materials and Methods: The research methods were divided into risk and hazard assessment and cost-benefit analysis. The risk and hazard assessment for the seven substances consists of four steps: An overview of GHS MSDS(1st), review of document of ACGIH's TLVs (2nd), comparison between international occupational exposure limits and domestic permissible exposure limits(3rd), and analysis of excess workplace and excess rate for occupational exposure limits based on previous work environment measurement data(4th). Total cost was estimated using cost of local exhaust ventilation, number of excess workplace and penalties for exceeding a permissible exposure limit. On the other hand, total benefit was calculated using the reduction rate of occupational disease, number of workplaces treating each substance and industrial accident compensation. Finally, the net benefit was calculated by subtracting total cost from total benefit. Results: All the substances investigated in this study were classified by CMR(Carcinogens, Mutagens or Reproductive toxicants) and their international occupational exposure limits were stricter than the domestic permissible exposure limits. As a result of excess rate analysis, trichloroethylene was the highest at 11%, whereas nickel was the lowest at 0.5%. The excess rates of all substances except for trichloroethylene were observed at less than 10%. Among the seven substances, the total cost was highest for trichloroethylene and lowest for carbon disulfide. The benefits for the seven substances were higher than costs estimated based on strengthening current permissible exposure limits. Thus, revising the permissible exposure limits of the seven substances was determined to be acceptable from a social perspective. Conclusions: The final revised permissible exposure limits suggested for the seven substances are as follows: $0.2mg/m^3$ for nickel, 0.5 ppm(TWA) and 2.5 ppm(STEL) for benzene, 1 ppm(TWA) for carbon disulfide, $0.01mg/m^3$(TWA) for cadmium, 10 ppm(TWA) and 25 ppm(STEL) for trichloroethylene, 0.3 ppm(TWA) for formaldehyde, and 0.005 ppm(TWA) and 0.02 ppm(STEL) for toluene diisocynate(isomers).

  • Objectives: This study aims to suggest definitions in accordance with the purpose of the permissible limit system in order to suggest criteria for substances with permissible exposure limits and expanded candidate substances under the Occupational Safety and Health Act in Korea. Methods: The occupational safety and health related acts from six countries were researched, including from Korea. To understand the health hazards of substances with permissible exposure limits, health hazards were prioritized for 211 substances through working environment measurement on the basis of KOSHA's preceding research. Results: To suggest criteria for substances with permissible exposure limits and expanded candidate substances, definitions were suggested in accordance with the purpose of the permissible limit system. Based on the health hazard priorities for the working environment, selection criteria were identified. Conclusions: Three suggestions for substances with permissible exposure limits were proposed including substances where occurred serious health hazards such as carcinogenicity, germ cell mutagenicity, and reproductive toxicity to workers.

화학물질에 대한 직업적 노출기준의 표기 항목 비교 (Comparison of Notation Items for Chemical Occupational Exposure Limits)

  • Objectives: This study was to investigate the signs and notations of skin absorption, carcinogenicity, germ cell mutagenicity, and reproductive toxicity in the occupational exposure limits of Korea and of other advanced countries. Methods: Information on occupational exposure limits in Korea, the USA, the UK, Germany, and Japan was investigated through the Internet, and items marked as carcinogenicity and skin absorption were compared by country. Results: Legal occupational exposure limits have been greatly simplified. However, in the case of HSE WEL, skin absorption, carcinogenicity classification, sensitization, and in the case of DFG MAK, skin absorption, carcinogenicity, pregnancy risk group, germ cell mutagenicity, airway and skin sensitization, photo contact sensitization, and vapor pressure were provided. Conclusions: It is desirable to indicate the carcinogenicity and skin absorption within permissible limits, and to include information on critical effects in chemical substance exposure limits to uphold the right to know of industrial hygienists and workers in Korea. It is also necessary to clarify the precautions, limitations and protections for skin absorption.

  • Ultimate objective of industrial hygiene is the prevention of health impairment that may result from exposure to chemicals at workplaces. This implies the definition of permissible levels of exposure, that is, levels that according to the present status of knowledge are estimated to cause no adverse health effects during the lifetime of the workers, and the regular assessment of the possible health risk associated with exposure by comparing the current or the integrated exposure with the permissible exposure limits. Workers in solvent thinner-using occupation environment might be highly exposed to VOCs(volatile organic compounds) because solvent thinner has been used extensively such as painting, spraying, degreasing, coating and so on in Korea. The purpose of this study was to recognize, evaluate and propose the alternative control the VOCs from solvent thinner-using workplace.

  • 원자력발전소로부터 배출되는 방사성물질에 의한 피폭선량을 규제하는데 있어 몇 가지 종류들의 방식들이 적용되어 왔다. ICRP에 의해 권고된 일차 선량 당량 제한치가 가장 근본적인 것이다. 일차 제한치가 직접 적용될 수 없을 때 외부 피폭의 경우 선량당량 지표가 내부피폭의 경우 최대허용농도, 연섭취 제한치 흑은 유도대기 농도 및 최대 신체 부하량 등이 이용되어 왔다. 그러나 이 값들은 실제 배출량을 제어하는 견지에서 바로 사용할 수 없어 유도방출 기준치를 구하게 된다. 본 연구에선 월성 원자력발전소에 대해 고려되는 특정환경들 사이의 전달속도가 시간에 독립적인, 장기성 농축인자 방식으로 방출속도의 유도 제한치를 구하였다.

일부 PVC 수지 제조 및 가공 근로자의 염화비닐 폭로 평가와 대책에 관한 조사 연구 (A Study on the Control and Exposure Assessment to Vinyl Chloride in the Factory Processing and Producing PVC Resin)

  • This study was carried out to assess worker exposure to vinyl chloride monomer (VCM) and to present control measures in the factories processing and producing polyvinyl chloride (PVC) resin. The conclusion remarks are as follows. Only two personal samples in the factory ("E") processing polyvinyl chloride resin were analysed to be 27.6 ppm and 12.6 ppm, respectively. But, these concentration exceed 1 ppm, Permissible Exposure Limits (PEL) of OSHA. So, worker's exposure to VCM at "E" factory should be reevaluated. In "A", "B" and "C" factory producing polyvinyl chloride resin, the average worker's exposures to VCM were 0.12 ppm, 0.86 ppm and 1.23 ppm, respectivery. Worker exposure to VCM at distillation and dry process was higer than other processes at "A" factory. The average exposure concentration of worker at polymerization process of "B" and "C" factory was 1.23 ppm, and 1.46 ppm respcetively. These concentration exceed 1 ppm, Permissible Exposure Limits of OSHA. Control room of "B" and "C" factory had 0.91 ppm and 0.65 ppm of worker's exposure concentration respectively. "A" factory was evaluated to be "acceptable", but "B" and "C" factories were evaluated to be "not acceptable", by the workplace exposure assessment program of AIHA. Process other than bagging and control room of "A" factory was evaluated to "not acceptable". Immediate correction measures for preventing workers from exposure to VCM should be performed in the factories or process that were evaluated to be "not acceptable". After these control measures are taken, worker exposure to VCM must be reevaluated through personal air monitoring. Control measures presented by this study are complete sealing of connecting pipe lines, flanging, packing, bolting and nutting. Periodic leak test for leak parts is also required. And positive pressure facility should be constructed at control room of "B" and "C" factory. Fresh air through cleaner such as HEPA filter should be supplied to control room. In addition to these control measures, periodic personal monitoring for evaluating worker exposure to VCM should be performed.

Principles of Risk Assessment: Overview of the Risk Assessment Process

  • There are three different approaches to chemical risk assessment which will be considered in this paper. The U.S. Environmental Protection Agency(EPA) Cancer Risk Assessment includes some of the approaches used by the International Agency for Research on Cancer (IARC). The Agency for Toxic Substances and Disease Registry (ATSDR) effort is an evaluated database approach similar to that used in the National Institute for Occupational Safety and Health (NIOSH) Criteria Documents and in the documentations prepared by the Occupational Safety and Health Administration (OSHA) for the Permissible Exposure Limits (PELs) and those of the American Conference of Governmental Industrial Hygienists (ACGIH) for the Threshold Limit Values (TLVs). A third approach is used by the Committee on Toxicology.

국내 작업환경 측정결과 신뢰성 향상을 위한 제도 고찰 (A Review of a System for Improving the Reliability of Domestic Measurement Results regarding the Work Environment)

  • Objectives: Improvement of the reliability of work environment measurement results is one of the principal subjects to be resolved in the field of industrial hygiene. Thus, this study was conducted in order to review domestic programs for enhancing the reliability of work environment measurement results and propose a more efficient management plan for workplace monitoring. Materials and Methods: The current domestic programs reviewed in this study are the quality control system and evaluation system for industrial hygiene laboratories, the reliability system accompanied by KOSHA (the Korea Occupational Safety and Health Agency), the system of permissible exposure limits and observed inspection system for permissible exposure limits. Their contents and data were analyzed by reviewing articles, reports, and guidelines related to reliability improvement for work environment measurement results. Results: As a result of the literature review, all the domestic programs investigated in this study had both merits and demerits in terms of considering the reliability of work environment measurement results. In particular, the fact that preliminary notification is provided to the head of a workplace before implementation would be an obstacle for elevating the reliability of work environment measurement results. Conclusions: Based on the review results obtained from this study, it is proposed that on-site measurement without preliminary notification should be considered for a more efficient inspection system that would enhance the reliability of workplace monitoring.

화재 시 가연성 물질의 연기 위험성 평가 (Assessment of Smoke Risk of Combustible Materials in Fire)

  • 본 연구는 건자재용 목재의 연기 유해성평가에 대하여 연기성능지수-II (SPI-II), 연기성장지수-II (SGI-II)를 중심으로 조사하였다. 시험편은 삼나무, 가문비나무, 나왕, 적송을 사용하였다. 연기 특성은 시험편 목재에 대하여 콘칼로리미터(ISO 5660-1) 장비를 이용하여 조사하였다. 연소반응 후 측정된 연기성능지수-II는 적송을 기준으로 1.31~2.15배 증가하였다. 연기성능지수-II에 의한 화재위험성은 가문비나무, 나왕, 삼나무, 적송의 순서로 증가하였다. 연기성장지수-II는 삼나무를 기준으로 1.18~2.55배 증가하였다. 연기성장지수-II에 의한 화재위험성은 삼나무, 가문비나무, 나왕, 적송의 순서로 높아졌다. CO 평균농도는 59~133 ppm이었으며 이 결과는 미국직업안전위생관리국(occupational safety and health administration, OSHA)의 허용기준(permissible exposure limits, PEL)인 50 ppm 보다 높게 나타났다. 결론적으로 적송과 같이 휘발성 유기물질을 다랑 함유한 목재는 연기성능지수-II가 낮고, 연기성장지수-II가 높으므로 화재로 인한 연기유해성이 높은 것으로 이해된다.

유기용제의 생물학적 폭로기준 설정에 관한 연구 (Biological Exposure Indices of Organic Solvents for Korean Workers)

  • Biological exposure indices (BEI) of toluene, perchloroethylene (PCE) and methyl ethyl ketone (MEK) for Korean workers were studied respectively. Environmental exposures in workplace to organic solvent were measured by personal sampling. Blood toluene, blood perchloroethylene, urinary trichloroacetic acid and urinary MEK were determined by headspace gas chromatography. Urinary hippuric acid were determined by HPLC and corrected by creatinine. BEIs for Korean workers were calculated as the levels of determinants which are correspond to permissible exposure limits in Korea. Blood toluene level of 2.2mg/l and urinary hippuric acid level of 1.7g/g creatinine are correspond to an exposure of 100 ppm toluene. Blood PCE concentration of 1.6mg/l and urinary trichloroacetic acid concentration of 2.9mg/l are correspond to an exposure of 50ppm PCE. Urinary MEK concentration of 1.0mg/l is correspond to an exposure of 200ppm of MEK. BEIs for Korean workers determined in this study are very different to ACGIH's BEI as urinary determinants are much lower and blood determinants are much higher than ACGIH's BEI.
