A Study on the Development and Application of Performance Evaluation Model for Defense Standard Improvement Projects (국방규격 개선사업의 성과평가모형 개발 및 적용방안 연구)

  • Purpose: The purpose of this study is to identify key performance evaluation items and factors that are effective and practical for project management of defense standard standard improvement projects, and to develop a quantitative performance evaluation model. Methods: For the development of a performance evaluation model for defense standard improvement projects, we analyzed past major project performance and derived evaluation items and factors. To increase the objectivity and efficiency of project evaluation, we developed an evaluation index that enables relative evaluation of evaluation targets, and calculated the main importance of evaluation items using the Analytic Hierarchy Process (AHP) method based on the main opinions of expert groups. Results: The study resulted in the identification of main performance items for defense standard improvement projects, which were classified into defense standard conformity review performance and defense standard improvement performance items. We also simplified the evaluation model by integrating various evaluation items into similar evaluation factors. Additionally, we developed a quantitative evaluation index that enables relative evaluation of the targets and verified the objectivity and validity of the suggested performance evaluation model by reevaluating it using performance data from past commissioned professional institutions Conclusion: Developing a quantitative evaluation model for defense standard improvement projects is expected to provide a means of measuring the effectiveness of the project, and to be used as a tool to determine the appropriateness and effectiveness of medium and long-term project plans.

Implementation and Performance Analysis of a Digital IF Transceiver for an SDR-based Reconfigurable Base Station

  • This paper presents the implementation and performance test of a Digital IF transceiver for a SDR-based mobile communication base station. The transceiver is reconfigurable to HSDPA and to three profiles, 7 MHz, 3.5 MHz, and 1.75 MHz, each incorporating the IEEE 802.16d WiMAX standard. The transceiver can be reconfigured to other standard profiles through software downloaded onto identical hardware platforms. Experimental results show that the transceiver can be reconfigured to other systems and the performance of the transceiver satisfies the recommended performance criteria of each standard.

Updates of Korean Design Standard (KDS) on the wind load assessment and performance-based wind design

  • Korea Design Standard (KDS) will be updated with two major revisions on the assessment of wind load and performance-based wind design (PBWD). Major changes on the wind load assessment are the wind load factor and basic wind speed. Wind load factor in KDS is reduced from 1.3 to 1, and mean recurrence interval (MRI) for basic wind speed increases from 100 years to 500 years considering the reduction of wind load factor. Additional modification is made including pressure coefficient, torsional moment coefficient and spectrum, and aeroelastic instability. Combined effect of the updates of KDS code on the assessment of wind load is discussed with the case study on the specified sites and building. PBWD is newly added in KDS code to consider the cases with various target performance, vortex-induced vibration, aeroelastic instability, or inelastic behavior. Proposed methods and target performance for PBWD in KDS code are introduced.

Comparison of growth performance of weaned pigs based on ideal protein of Korea swine feeding standard and US nutrient requirements of swine

  • This study was conducted to evaluate growth performance of weaned pigs using diets based on ideal protein of the Korea swine feeding standard (KFS) and US the nutrient requirements of swine (NRC). A total of 96 weaned (initial body weight of 6.12 ± 1.21 kg) pigs were randomly allocated into 2 dietary groups with 12 pens per diet (4 pigs·pen-1) in a completely randomized design. The dietary treatments were corn and soybean meal-based diets formulated by the KFS and NRC nutrient requirements estimates for weaned pigs. Experimental diets were fed for 6 weeks in 2 phases feeding program based on age: 1) Phase 1 = week 1 to 3 (21 days); 2) Phase 2 = week 4 to 6 (21 days). During Phase 1 and 2, there were no differences (p > 0.05) for the initial and final body weights between the KFS and NRC groups. Additionally, the average daily gain (ADG), average daily feed intake (ADFI), and gain to feed ratio (G : F) during overall experimental period were not different between the groups. In conclusion, weaned pigs fed the diet based on the KFS had a similar body weight and growth performance to those fed the diet based on the NRC. This suggests that the Korea swine feeding standard may be used for the diet formula of weaned pigs in Korea swine production compared with the US nutrient requirements of swine.

Development of Business and Performance Record Standard Template for Rail Infrastructure BIM Performance Management (철도인프라 BIM 성과관리를 위한 업무 및 성과기록 표준 템플릿 개발)

  • Recently, the government has actively promoted the introduction of BIM at the national level to improve the efficiency and productivity of the construction industry, and private interest in the application of BIM has also increased. However, despite the large amount of references and information, not much research has been done in quantitative ways to accurately measure the performance of BIM projects. The purpose of this study is to review performance measurement cases using ROI, investment effect analysis, and queue model analysis using domestic and overseas BIM guideline research and to present standard templates that can quantitatively measure BIM performance records according to domestic conditions based on this. Performance measurement trends and cases according to the application of BIM were analyzed, and nine quantification elements were derived from this, and based on this, a performance measurement data collection template at the BIM life cycle stage was prepared. Detailed items and contents were prepared for the nine quantification elements, and the final template consisted of a total of 43 questions, divided into the entire stage (15), the beginning (8), the middle (8), and the latter (12) areas. It is expected that by using the standard template of railway BIM performance records developed in this study, the BIM design stage will be diagnosed and the deficiencies will be supplemented, which will be the basic data for measuring actual quantitative performance in all life cycle performance of future BIM projects.

Strength Index in Seismic Performance Evaluation Method of Existing Reinforced Concrete Buildings (기존 철근콘크리트 건물 내진진단법의 강도지표)

  • In Korea, countermeasures against earthquake disasters such as the seismic performance evaluation and/or retrofit scheme of buildings have not been fully performed since Korea had not been experienced many destructive earthquakes in the past. However, due to more than four hundred earthquakes with slight/medium intensity occurred in the off-coastal and inland of Korea during the past 20 years, and due to the great earthquakes occurred recently in neighboring countries, such as the 1995 Hyogoken-Nambu Earthquake with more than 6,500 fatalities in Japan and the 1999 Ji-Ji Earthquake with more than 2,500 fatalities in Taiwan, the importance of the future earthquake preparedness measures in Korea is highly recognized. The main objective of this paper is to provide the basic data for development of a methodology for the future earthquake preparedness in Korea by investigating the concept and applicabilities of the Japanese Standard for Evaluation of Seismic Performance of Existing RC Buildings developed in Japan among the methodologies of all over the world. In this paper, a seismic performance evaluation method of the existing reinforced concrete buildings is proposed based on experimental data of columns and walls carried out in Korea by referring the Japanese Standard, especially focusing on the Strength Index(C) among the indices in the seismic capacity index(IS) equations. Also, the seismic capacities of two existing reinforced concrete buildings in Korea are evaluated based on the proposed methodology and the Japanese Standard, and the correlations between the seismic capacities by the proposed methodology and the Japanese Standard are discussed.

A Feasibility Study of Safety Cetification for Finished Product of Febricated Temporary (조립식 가설기자재의 완성품에 대한 안전인증 타당성 연구)

  • Recently, the using of prefabricated temporary equipments is increasing in the industrial field because it can reduce the installation and dismantling period. The various types of prefabricated temporary equipments are manufacturing with various materials in domestic and overseas countries. However, those equipments should win the safety certificate according to the "Governmental Notification about Safety Certification" which regulate the member-based safety certification. It tends to cause over performance of temporary equipments because it couldn't consider structural benefit of the prefabricated products. As the result of this study, it is concluded that the establishment of new safety certification standard for the prefabricated temporary equipments is resonable and the movable scaffold is appropriate for those prefabricated temporary equipment. The movable scaffolds are using as single structure and cannot be expands horizontally. Other types of temporary equipments are using as complex structure which can freely expand horizontally according to the main structure. From the results of the study, the standard of vertical compression performance of prefabricated movable scaffolds should be more than double the performance of single main frame. Other test items of safety certification standard should be fixed when the Notification is amended. The prefabricated temporary equipments which are adopted for the safety standard on assembled structure should be used, moved and kept in assembled state and not separated discretionally. The establishment of new standard for the assembled structure based on this study leads to the development of various types of temporary equipments using structural efficiency of prefabricated structure.

A Study on the Development and of Establishment Performance Evaluation Criteria of Working Truck Mounted Attenuator (작업차량 장착용 충격흡수장치(TMA) 성능평가기준 수립 및 개발 연구)

  • Rear collisions to expressway work trucks result many casualties these days. But, currently, no special measure are being taken except deploying sign trucks behind the working trucks. In the U.S and Europe, trucks with TMA(Truck Mounted Attenuator) are being deployed behind the working truck, which is regarded as the standard method for work area safety, thereby reducing the fatality rates and property damage tremendously. Also, standard for the performance of TMA are established and TMA can be used in the field only when it satisfies the standard. In Korea, neither the standard for nor any guide to the TMA exists. In the situation some manufacturer developed TMA without proper performance evaluation and marketed limited number of TMAs in the field. In the study, NCHRP350, which is the performance standard of expressway safety features of U.S. and materials related to the TMA standard in Europe have been reviewed to establish the Korean performance criteria. Based on the review, and incorporating existing Korean standard for crash cushions, domestic standard for TMA has been proposed and applied in developing Korean TMA and crash tested it to verify the performance. The original design developed was crash tested and modified. The newly proposed design was studied using impact simulation program several times. Modifications were made after each simulation and prototype was built and crash tested as per the newly established TMA performance criteria.

  • This manuscript introduces the Building Standard Law of Japan revised at 2000, June. Recently, The Building Standard Law of Japan was revised into the performance-based design format following the trend of international. The structural performance was evaluated for two limiting states; serviceability and soundness limit state, and safety limit state. The design earthquake forces were determined on the basis of seismic activities of the construction site, taking into consideration (a)characteristics of focal mechanism, (b)amplification by local surfaces geology, and (c)soil-structure interaction, in addition to the properties of the planned building including scale, configuration, foundation system, and structural characteristics.

A study on improving the performance of special ambulances (특수구급차 성능 개선을 위한 조사 연구)

  • Purpose: This study aimed to provide basic data for the improvement of the standards related to the performance improvement of the firefighting equipment standards for special ambulances. Methods: Among the domestic firefighting equipment standards, the special ambulance standard was compared with the NFPA 1917 standard for the United States automobile ambulance 2019 and European Union European standard EN 1789 medical vehicle and its equipment, a road ambulance. Results: Anti-skid performance based on indoor noise standards, performance standards for interior lights, seat belt warning device, child car seat fixing device, safety handle, auxiliary footrest, and flooring materials should be supplemented. Conclusion: It is necessary to strengthen the production and performance standards for improvement to a level corresponding to the national standards, such as the United States and European Union.
