국내 PBN 이행을 위한 대안 항법 적용 방안 (Alternative Positioning, Navigation, and Timing Applicable to Domestic PBN Implementation)

  • 한국은 성능기반항행 (PBN; performance-based navigation)으로 전환하기 위한 단계적 PBN 이행계획을 2010년에 수립하고 로드맵에 따른 새로운 비행절차를 개발 중에 있다. PBN 비행절차에는 GNSS (global navigation satellite systems), DME (distance measuring equipment), VOR (VHF omnidirectional range), INS (inertial navigation system) 등의 항행시설 (NAVAID; navigation aid)이 활용되는 것으로 되어있다. 그 중에서 GNSS를 이용한 PBN 업무제공이 중심을 이루고 있는 실정이다. 그러나 위성항법신호의 인위적, 자연적 간섭에 의한 취약성이 발견됨에 따라 세계 각국은 다양한 대안항법(APNT; alternative positioning, navigation and timing) 기술을 연구하고 있다. 본 논문에서는 GNSS 신호가 가용하지 않을 경우 기존의 항행시스템으로 지속적인 PBN 운항이 가능한지를 분석하였으며, 결과적으로 국내 일부 공항은 접근 단계 구역에서 대안항법의 구축이 필요한 것으로 나타났다.

  • With the continuous increase in demand for air transport services and the growth of the air transport industry, the International Civil Aviation Organization (ICAO) and its member states are facing social demands to expand the capacity of the air transport system and improve the efficiency of its operation. ICAO developed the concept of Performance Based Navigation (PBN) for the purpose of solving problems related to the function and performance of the navigation system. Member countries established an implementation plan in accordance with the resolutionof the ICAO General Assembly, and South Korea established a Performance-Based Navigation implementation plan in December 2009. This paper evaluates the progress made so far based on Korea's Performance-Based Navigation implementation plan and proposes a development direction for Performance-Based Navigation based on changes in the international environment.

  • Air Traffic Management aims to fulfill the requirement of the aviation demander by constructing the most effective and safety aviation systems for providing safety and cost-effective service. All concerned parties of aviation present the needs of improving Air Traffic Management system for solving the issue of the current system and the air traffic capacity in the 21st century, and introduce the significant improvements from the conventional technology and method for the past 40 years. Accordingly, ICAO promotes the development of innovative procedures and technologies to solve the problems and meet the demands. It is the concept of Performance based Navigation(PBN) based on Communication, Navigation, and Surveillance/Air Traffic Management(CNS/ATM). This study defines differences between RNAV and RNP RNAV as methods of air navigation based on the CNS/ATM, and needs and requirements of PBN as an emerging global standard. It also outlines basic elements supporting and implementing the PBN concept.

  • ICAO (International Civil Aviation Organization)는 GNSS (global navigation satellite system)를 이용하는 PBN (performance based navigation) 도입을 권고하였다. 우리나라도 PBN 로드맵을 수립하여 항공분야에서 GNSS를 이용할 수 있는 환경을 갖추려 시도하고 있으며, 2014년 10월 한국형 SBAS (satellite-based augmentation system) 개발을 위해 KASS (Korea augmentation satellite system) 사업을 본격적으로 착수하였다. 항공기가 GNSS를 이용하기 위해서는 수신기와 같은 항법장비를 탑재해야 한다. GNSS 항법장비는 항로, 이륙 도착, 접근 등 비행 단계에서 사용되기 때문에 장비의 규격은 다양하고 각각 별도로 그 기능과 성능을 규정하고 있다. 이 논문에서는 현재까지 제정된 항공용 GNSS 장비 표준안과 규정된 항법장비 및 인터페이스 규격에 대해 분석하여 정리하였다. KASS 개발 구축 시 비행시험 및 비행절차 개발 등 항공용 GNSS 탑재장비 등이 요구되는 곳에 활용성이 있을 것으로 기대한다.

Recommendation of Navigation Performance for K-UAM Considering Multipath Error in Urban Environment Operation

  • According to the Korea Urban Air Mobility (K-UAM) Concept of Operation (ConOps), the Global Navigation Satellite System (GNSS) is recommended as the primary navigation system and the performance specification will be implemented considering the standard of Performance Based Navigation (PBN). However, by taking into account the characteristics of an urban environment and the concurrent operations of multiple UAM aircraft, the current PBN standards for civil aviation seem difficult to be directly applied to an UAM aircraft. Therefore, by referring to technical documents published in the literature, this paper examines the feasibility of applying the proposed performance requirements to K-UAM, which follows the recommendation of navigation performance requirements for K-UAM. In accordance with the UAM ConOps, the UAM aircraft is anticipated to maintain low altitude during approach and landing phases. Subsequently, the navigation performance degradation could occur in the urban environment, and the primary degradation factor is identified as multipath error. For this reason, to ensure the safety and reliability of the K-UAM aircraft, it is necessary to analyze the degree of performance degradation related to the urban environment and then propose an alternative aid to enhance the navigation performance. To this end, the aim of this paper is to model the multipath effects of the GNSS in an urban environment and to carry out the simulation studies using the real GNSS datasets. Finally, the initial navigation performance requirement is proposed based on the results of the numerical simulation for the K-UAM.

김해국제공항 항공기 소음 저감을 위한 비행기항적실증분석 (Empirical Analysis of Airplane Route for Reduction of Aircraft Noise at Gimhae International Airport)

  • This study explored measures to reduce noise applicable to Gimhae international airport centering on densely packed housing areas. Especially, as for measures to relieve noise damage on the densely packed housing areas in Gimhae-si, the noise reduction effect is expected to be doubled if the west runway (36L/18R) is used as the preferred runway for the 36 direction takeoff, as well as if the flight bypasses the densely packed housing areas by means of sophisticated navigation using the area navigation (RNAV) procedure based on performance-based navigation (PBN). Takeoff toward the south connects the flight path to the South Sea which has comparatively low noise impact, relieving noise damage on the densely packed housing areas (apartment complexes in Naeoe-dong of Gimhae-si, etc.) near the northern end of the runway. The operation of the runway displaced threshold is currently being implemented on the west runway (36L/18R) of Gimhae international airport. It has been found that swing landing in spring and summer when the wind blows from the south has a noise reduction effect on the noise sensitive areas at the side and end of the west runway (Gangdong-dong and Jukdong-dong of Gangseo-gu and Buram-dong of Gimhae-si, etc.).

비행시험을 통한 복합형 수직이착륙 무인항공기의 회랑 산출을 위한 통합시스템오차 분석 (Total System Error Analysis for Corridor derivation of Hybrid VTOL through Flight Test)

  • 본 연구에서는 UTM(UAS Traffic Management) 체계 구축 시, 무인항공기 간의 비행 간격을 분리하기 위해 회랑(Corridor)을 설정하여야 하며, 통합시스템오차(TSE; Total System Error)를 고려하여 회랑 크기를 산출하였다. 복합형 수직이착륙 무인항공기를 이용하여 직선 구간과 선회 구간의 비행 데이터를 수집하였다. 비행 데이터는 SQSM(Scalar Quantity Summation Method) 방법을 통해 TSE를 도출하였으며, 항법시스템오차 (NSE; Navigation System Error) 와 비행기술오차 (FTE; Flight Technical Error)를 세부적으로 산출하여 직선 및 선회 구간에 대한 영향성을 분석하였다. 회랑 크기는 TSE 분석 결과와 PBN(Performance-based Navigation) manual을 참고하여 산출하였다.

  • The recent transition to Performance Based Navigation in aviation enhances the accuracy of aircraft position, safety and efficiency in air traffic operations by using satellite-based navigation system such as GNSS. However, intentional interferences with GNSS signal as well as ones coming from natural phenomena such as solar storm increase. GNSS have very low power and therefore their signals are more susceptible to interferences than ground-based navigation signals. This paper introduces requirements of alternative positioning, navigation and timing(APNT) system and relevant technologies when the GNSS signals are not valid.

SMS 기반의 도심항공교통 운항 적합성 안전평가 (UAM Flight Operation Safety Assessment Based on SMS)

  • 본 연구는 K-UAM 로드맵을 바탕으로 성공적인 UAM 사업의 조기 정착을 위하여 SMS에 기반한 UAM 운항 안전평가를 수행할 수 있는 최적의 방안을 제시한다. UAM 상용화는 국가의 역량을 집중하여 진행 중이나 사업화를 위한 기술개발에 치중되어 있으며 UAM의 안전관리의 적용에 관한 논의는 충분히 이루어지지 않고 있다. 따라서 이 연구는 운항학적 관점에서 UAM 운항 생태계의 안전성을 평가하는 방법을 제안하고자 하며, 이를 위해 민간항공에 적용중인 SMS 기반의 FOSA 방법론을 활용하는 방안을 제시한다. FOSA는 운항 안전 적합성을 평가하는 방법으로 PBN 운항 환경에 적용된다. 이 연구는 UAM 안전평가 담론에 대한 논의를 시작하는 계기로써 중요한 의미를 가지며 본 연구에서 제시된 안전평가 사례는 UAM 상용화 목표 달성과 UAM의 안전운항에 기여할 것으로 본다.

조직의 안전분위기가 항공교통관제사의 안전행동에 미치는 영향 (The Effect of organizational safety climate at Air Traffic controller's safety behavior)

  • As a domestic aviation industry has been growing continuously, the air traffic volume of en-route has increased rapidly to 2,300 a day. According to developing air navigation system including Performance Based Navigation(PBN), the manner of flights has diversified. Consequentially task of air traffic service has been increasing more and more and the organization of Air Traffic Service(ATC) established one Air traffic management Office(ATMO), extends to 3 Regional organization(Seoul, Busan, Jeju) and a number of air traffic controller exceeds 600. The purpose of this research is going to investigate the relationship between organization's safety climate and air traffic controller's safety behavior, In pursuing above, previous studies related to co-worker and supervisor's safety climate were examined for literature review. Based on this previous studies, research model was constructed. Hypothesis was verified by effect. Data from 209 samples was employed for final survey. The main results show that co-worker and supervisor's safety climate were meaningful factors to effect perceived Safety Behavior and safety knowledge, safety motivation were significantly and positive related to safety compliance.
