Development of Organizational Performance Evaluation Indicators of A Public Health Center Using Balanced Scorecard Approach - Health Promotion Team of K City Public Health Center - (BSC기법을 이용한 보건소 성과평가지표 - K시보건소 건강증진팀을 대상으로 -)

  • Researchers indicates several issues as to performance evaluation methods for public health centers. Firstly, health centers are passively involved in the evaluation process, the performance indicators are activity-oriented, and mostly unrealistic. Balanced Scorecard is one of the methods for evaluating organizational performance, which is utilized at current in many industries including public sector. The purposes of this study is to apply balanced scorecard approach to a public health center and to develop performance indicators as well as their vision and strategies. For developing performance indicators, researchers selected K City Public Health Center and implemented brainstorming with members of health promotion team. Through team process they suggested goals, strategies and several indicators they considered proper to accomplish their shared vision. And then appropriateness of the indicators were evaluated by professional researchers in health promotion field for consensus building by email questionnaire. Based on survey and professional consensus meeting, 11 performance indicators were tailored in four perspectives as well as 6 strategies and 10 strategic goals, which are steps for accomplishing shared vision of health promotion team. For details, refer to the paper. Most members of health promotion team were satisfied with the indicators. However issues such as low level of recognition and familiarity with a new concept of BSC, and cultural resistance to strategic approach in public organizations should be addressed for future application and dissemination of BSC technique to public health organizations.

  • Practical research, as well as theoretical research, about performance assessment is important for the successful application of performance assessment in school. To do this, two school teachers with professional educators studied theoretical basics of performance assessment for several months. As a result, 4 categories of issues for designing performance assessment were generated and described by teachers. Based on those issues, 5 directions for development were established, and finally, 7 types of performance assessment were developed. Developed items were disseminated to other two middle school teachers for application in school. After application during several months, interviews with them were conducted to obtain the informations and implications about the practical application of performance assessment.

  • Simulation is one of the most widely used techniques in operations research and management science, but there are several impediments to even wider acceptance and use of simulation. One of the more significant limitations is the dependence of simulation on statistical methodology. This research identifies eighteen different statistical issues in simulation methodology and develops an expert system which could through interactive dialog with simulation analysts offer advice on statistical approaches which might be used to deal with particular issues and to accomplish required statistical computations. This research revises the previous study published in Simulation by incorporating additional statistical issues in the expert system to enhance its performance in analyzing a given simulation problem with statistical methodologies. An overview of the revised system is given and illustrations of the capabilities of the system are presented.

  • The main memory DBMS (MMDBMS) efficiently supports various database applications that require high performance since it employs main memory rather than disk as a primary storage. An index manager is an essential sub-component of a DBMS used to speed up the retrieval of objects from a large volume of a database in response to a certain search condition. Previous research efforts on indexing proposed various index structures. However, they hardly dealt with the practical issues occurred in implementing an index manager on a target DBMS. In this paper, we touch these issues and present our experiences in developing the index manager. The main issues are (1) compact representation of an index entry, (2) support of variable-length keys. (3) support of multiple-attribute keys, and (4) support of duplicated keys.

Climate Change Disclosure Performance of Pharmaceutical Industry of Bangladesh

  • Purpose: This study is designed to investigate the extent and nature of climate change disclosure of listed pharmaceutical companies of Bangladesh. Research design, data and methodology: In order to perform this research, a content analysis methodology is used. A climate change disclosure index is constructed to examine 12 different climate change disclosure issues. Information is collected from the annual reports of 29 pharmaceutical companies listed on the Dhaka Stock Exchange for the year 2019. Results: This study finds that only 48.28% of the sample companies provided disclosure on at least one issue regarding climate change. 'Energy savings' is the mostly disclosed issue whereas 'Pollution control expenditure', 'Biodiversity conservation initiatives' are the least disclosed issues. Research implication: This study concludes 64.29% of the companies examined, use less than five sentences for climate change disclosure, which depicts unsatisfactory disclosure practices regarding climate change issues. Study findings would be helpful for different industries of Bangladesh to implement efficient climate change reporting Practice. Future studies can be conducted on other industries to obtain more comprehensive result.

Design Issues on a Metropolitan WDM Ring Network

  • A metro ring network using WDM technology requires many issues to be considered even though its transmission distance is shorter and its transmission capacity is lower than a long-haul WDM system. Unlike a long-haul WDM system, which is basically point-to-point configuration, a metro ring network usually equips with capabilty of wavelength reconfiguration. Therefore network performance considering crosstalk within OADM and the network behavior when the ring network is closed should be analyzed before implemented. We discussed some of results analyzed for the issues. Furthermore we proposed a novel method to design a dispersion map for a ring network, and demonstrated the methodology with an exemplary 8-node ring network of 399km circumference.

Modern Pentathlon's Sports Spirit and A Study on Leader's Ethical Exploration

  • The modern pentathlon is an exercise in which people and people compete, as well as exercise without equipment, exercise using equipment, and exercise with animals, and it is an exercise that includes static and dynamic exercise. The ethical issues of modern pentathlon athletes are also related to the poor environment and economic reasons, and the athlete's ethical awareness, attitude, and spirit have a great influence on the athlete's mental environment. In this study, the direction of improvement of ethical problems, which are different as important issues in modern sports, was examined, and qualitative research methods were applied to explore the sports spirit and ethics of the modern pentathlon. Correct sports should not deviate from the intended purpose of the exercise or cause or force the athlete to suffer physical or mental pain. In sports, compensatoryism can be a direct cause of improved performance or record-breaking, but sometimes it can also cause distorted athletes. Air doping has ethical issues that can cause controversy over the health or fairness of athletes, mental and physical damage to athletes, and harm. Responsibilities and ethical issues of athletes who take prohibited substances or leaders or supervisors who neglect or encourage them should be treated as very important matters. In the sports field, the reward system that is subordinate to the athlete's or leader's performance is related to the athlete's or leader's livelihood. For a fair and just game progression, it is necessary to break away from the development of athletes who are only focused on performance. The problem of Unethical issues must be overcome by emphasizing the restoration of ethics that are reasonably recognized in ideology and logic.

  • Technical Measures includes Measures of Effectiveness(MOEs), Key Performance Parameters(KPPs), Measures of Performance(MOPs) and/or Technical Performance Measures(TPMs). Technical measurement is the set of measurement activities used to provide supplier and/ or acquirer insight into progress in the definition and development of the technical solution, ongoing assessment of the associated risks and issues. This paper describes how technical measures can be applied, using the measurement process described in the previous study and shows the relationship between the various types of technical measures.

  • This paper discusses issues in VLSI design and implementation of high performance datapath circuits. Of particular concern will he various types of multiplier and adder, which are fundamental to DSP operations. Performance comparison will be provided in terms of sampling speed, layout area, and in particular, power consumption, with techniques that may be applied to reduce power dissipation also suggested. As an example, a low power, high performance recursive filter achieved through bit-level pipelining technique is illustrated
