Development of Evaluation Items and Measurement Indices for Knowledge Management Performance of Government-funded Research Institutes (정부출연연구소의 지식관리 성과 평가항목 및 측정지표 개발)

  • KAs information and knowledge are increasingly becoming more important in the knowledge-driven society, knowledge management, as a very important management paradigm, is securing firm position in private and public sectors. Complying with this paradigm, government-funded research institutes in science-technology sector are actively utilizing knowledge management by employing knowledge management system and evaluating its applications' performance. The purpose of this study is to develop evaluation items and measurement indices to rationally measure knowledge management performance of the government-funded research institutes and to verify the feasibility of applying these evaluation items and indices. To achieve this research goal, the evaluation model of knowledge management performance was constructed by reviewing and integrating the existing studies, and subsequently, evaluation areas, evaluation items, measurement indices were derived from this evaluation model. Also, the feasibility analysis on the evaluation items and measurement indices was performed by means of FGI(Focus Group Interview) with the knowledge management experts belonging to Korean government-funded institutions in science-technology sector. The implications of this study are as follows : in theoretical perspective, this study has proposed a criterion frame to evaluate knowledge management performance, and has rationally drawn evaluation items and measurement indices from the criterion frame. And in practical perspective, this study has improved the validity and practicality of the measurement indices, which can lead to more reasonable and easier evaluation of knowledge management performance of the government-funded research institutes.

Evaluation System for Defense IT Project in Korea: Post-Implementation Stage

  • Performance measurement is not an easy task. However, it is necessary to measure the expected value of the informatization project to be invested, to help the successful progress of the informatization project, and to confirm the result of the informatization project. This study describes the evaluation systems of the defense informatization project in Korea used after the end of the informatization project (post-implementation evaluation stage). In the post-implementation evaluation stage of proposed system, the informatization project is evaluated in terms of performance achievement, project plan compliance, project management, and economic validity. For each element, this study suggests metrics and practical measurement method. With metrics and their method, it can be evaluated which project is better than others. Moreover, the lessons learned can be developed. Under scarce budget condition, defense organizations can make better performance from IT project with the evaluation system suggested in this study.

  • Domestic maintenance strategies are shifting from safety assessment to performance assessment, and related systems and laws are being restructured to meet those criteria. In order to introduce asset management based on performance evaluation, related evaluation methods such as performance measures and level of service should be made to evaluate performance according to the characteristics of the structure, but these are not well-prepared in Korea. In this study, we present a computerized model and system for implementing asset management that introduces techniques such as performance evaluation, life cycle cost analysis, performance measures, and level of service in conjunction with existing maintenance and safety diagnosis procedures. The features of this system consist of three modules to enable separate operations of existing maintenance, safety management and asset management. The system is designed to be used as a reference for public institutions to introduce asset management in the future.

  • Objective evaluation is necessary for the company to know the level of its TQM activity and to improve it. This article proposes self-evaluation model for TQM activity through comparison study of the examination viewpoints for the Deming Prize with criteria of the Malcolm Baldridge National Quality Award. Proposed self-valuation model consists of three evaluation categories i.e. management system, management performance and survey/audit system. Evaluation on these categories is done for process and performance by using scoring method. This self-evaluation model is useful for checking the progress of TQM and make company recognize the strength and weakness of its TQM activity, namely, positioning analysis.

  • Given the trend of increased apartment buildings and high-rise buildings, the maintenance of apartment buildings has been set a higher value. For this reason, a total performance evaluation model of the existing buildings has recently been developed. But, it has a lack of the management work analysis. The purpose of this study, therefore, is the management work analysis for items selection of maintenance performance evaluation of apartment buildings. Candidate items of Maintenance performance evaluation was made with the existing literature and business system analysis. Easy, systemicity of performance evaluation supplemented doing question to academic experts and housing managers. Finally decided maintenance performance evaluation items are to classify 14 administrative and 15 technical items.

  • Despite the rise of importance of Facility Management(FM), relatively little attention was paid to evaluate FM efficiency and drive for greater FM efficiency. The purpose of the present paper is to offer a quantitative analysis of 14 Key Success Factors(KSF) and 22 detailed maintenance practices in order to develop FM evaluation system. In addition, from survey with Owner/Property Manager group and Facility Manager group, the present paper measures both importance of detailed maintenance practices and performance satisfaction. It is expected that by using the result of this survey, this paper helps increase efficiency in FM. Moreover, It is expected that this paper will be used as base line data in developing FM practice evaluation system.

  • Due to the recent surge in natural disasters, with rising social concerns, investment on research & development (R&D) project in natural disaster mitigation area is continuously increasing. However, current R&D performance management system of natural disaster mitigation area does not properly reflect characteristics and social ripple effects of R&D projects. It is indicated that mainly due to the current performance index consists of easy-quantification factors and the performance evaluation system adopts simple aggregation method. Therefore, the purpose of this study is to develop new performance evaluation system considering characteristics and social ripple effects of natural disaster mitigation R&D projects. To this ends, this study derived 3-dimensional performance measurement index through literature review and natural disaster mitigation R&D projects analysis. Finally, based on the derived performance measurement index, this study suggested new and effective performance evaluation system for natural disaster mitigation R&D projects.

A Performance Evaluation Mode1 for Information Systems using the Balanced Scorecard and the Value Chain : A Case Study (BSC와 가치사슬을 이용한 정보시스템의 성과 측정 방법 : 제조업체 사례분석)

  • During the last decade many enterprises spent a huge amount of money for investment on Information Technology (IT) & Information System (IS) to attain competitive advantage and to maximize their business performance by satisfying the various requirements of customers. Under such circumstances, methodologies for evaluating IT impact on business performance are very important issues for strategic decision making on investment. In this study, we propose a performance evaluation model that adopts the concept of the Balanced Scorecard (BSC) and the Value Chain to analyze the financial impact and non-financial impact of IT & IS at each critical work area. This model combines the 4 evaluation areas from BSC and 6 critical work areas from Value Chain and measures the Key Performance Indicator (HPI) and the effect of KPI. Also, we present a case study of which the evaluation model has been conducted on a major manufacturing company. finally. we address some important notes to improve the IT & IS performances in the real-world.

Development of Performance Evaluation System for Plant Management Appling BSC Concept (BSC를 이용한 설비관리 업무의 성과평가시스템 개발)

  • A company's reliance on plants is growing in the area of production and service. Therefore, the importance of the work on plants in order to manage them efficiently is growing. Effective plant management increases the durability and efficiency of the plant. An organized BSC also increases the workers' will to work harder which is to bring the higher quality of plant management. In this way, however, it has studied with variety ways to assess plant management task for performance evaluation, there is a little deficiency that the study of methodical performance evaluation that based on the some strategies. The BSC, the very way, and it has been utilized in balanced and methodical performance evaluation means in widespread fields with strategy as the center to get visions. In this study, I have developed the performance evaluation system for plant management, appling BSC concept.

A Study on the Development and Institutionalization Plan of a Quantitative Evaluation Model of Defense Quality Management System (국방품질경영체제(DQMS) 정량평가모델 개발 및 제도화 방안 연구)

  • Purpose: The purpose of this study is to develop a quantitative evaluation model for the defense quality management system and suggest institutionalization plans. To this end, another existing evaluation model was reviewed and analyzed to develop a quantitative evaluation model applicable to military institutions. Methods: In this study, in order to establish a DQMS quantitative evaluation model, a military product quality level survey model and a defense quality model operated in the defense field were analyzed. In addition, evaluation models and indicators were analyzed by investigating evaluation models operated by other institutions and private sectors. Results: As a result of the study, the total score of the DQMS model was 1,000 points, 600 points for maturity level indicators and 400 points for operation performance indicators, and the evaluation items consisted of 7 major categories and 25 middle categories. The maturity level index 600 points are 70 points for organizational situation, 60 points for leadership, 40 points for planning, 100 points for support, 180 points for operation, 90 points for performance evaluation, and 60 points for improvement. Conclusion: It will be easy to quantify and evaluate the operating level of DQMS certified companies through the application of the DQMS quantitative evaluation model and evaluation criteria presented in this study. As a result, it will be possible to grasp the level of quality management system and the areas of improvement, and the overall level of improvement can be expected by inducing voluntary improvement activities through sharing of best practices and identifying improvement cases.
