This paper attempts to identify empirically whether the certification of Quality Management System affects positively to firm performance using the sample sets of 200 SMEs in Korea who have adopted ISO 9000 majoring in the domestic markets as well as the overseas markets. The empirical study has been done on the assumptions and the hypothesis that the certification itself can conceptually and practically be considered an effective tool to improve the level of standardization of quality management system, and it would result in higher productivity and good corporate image by enabling firms to strengthen up their capabilities to achieve competitive advantage. The empirical findings show that the ISO 9000 has positively contributed to not only obtaining competitive advantage but also bringing about a superior firm performance as it would be, making sure that the certification itself would be used as a powerful tool for good management. This study also pinpoints that the success/failure in introducing & adopting the certification depends highly upon the managers' interests and concerns, especially the CEO's.

Purpose - This study analyzed the effect of obtaining international products and qualification certification on exports according to the suitability evaluation system. Recently, non-tariff barriers have emerged as technical barriers, and the Biden administration is trying to achieve export growth and economic growth by utilizing the demand for conformity assessment following the Fourth Industrial Revolution and the free trade system from the perspective of Korea. Design/methodology - This study analyzed the effect of a manufacturer's product certification acquisition on a company's export performance using Resource-Based View-based multiple regression analysis. To this end, concentration validity was confirmed through Factor analysis and Cronbach's alpha, and correlation analysis was performed to verify discriminant validity. Findings - Product certification and qualification have a positive impact on the company's export performance. In particular, technological dynamism and relationship control have had a significant impact. Originality/value - Considering that the Conformity Assessment Management Act will take effect in earnest in 2022, this study is believed to suggest that companies that have been certified to meet international standards may improve their export performance and increase their value in the future. For the sustainable development, companies are making a lot of efforts such as activities of sales increase and cost reduction. Among these, efforts to use limited resources efficiently and effectively is still being made steadily. And many methods for management innovation are being introduced and used. However there were partial or temporary effects only. So there are not enough to achieve operations performance to cover the entire system. Therefore, in order to maximize performance or to improve sustainability across the companies, it is necessary to rebuild the existing system with process perspective not with existing functional perspective. This study was performed to achieve the objective that is operation performance improvement of certification body. So literature review was researched and analyed about the process innovation and the process approach. And basic model which is compatible with ISO/IEC 17021 requirement for the certification body was established in this study. Based on this model, one of the certification body was selected and operation system for this organization was established, documented and implemented through the process approach method. In the result, operations performance of certification body on the side of efficiency and effectiveness is analyzed and the effect of reconstruction of system on operations performance was figured out

본 연구는 LOHAS 인증이 기업경영성과에 미치는 영향을 규명하기 위한 연구이다. LOHAS 인증은, 한국표준협회가 도입 운영하고 있는 인증제도로서, 소비자에게는 친환경적이며 사회공헌적인 상품의 확산과 보급을 통해 건강하고 행복한 삶의 질 향상에 기여하고, 기업에게는 상품 가치와 이미지 제고를 통해 기업의 지속적인 성장과 발전을 지원하는 인증 제도이다. 인증의 대상은 제품과 서비스 공간 등 비제품으로 나눠지며 본 연구에서는 제품을 생산하여 인증을 취득한 제조 기업을 대상으로 LOHAS 인증이 인증기업의 경영성과에 미치는 영향을 살펴보기 위해 설문조사를 통해 연구하였다.

Many organizations require their current and perspective employees to obtain industry-based certification to maintain, and seek promotions. However, many certifications are simple knowledge based examinations that reward memorization instead of actual performance. With industry's increased reliance and demand to hire certified professionals, there is much more dishonesty, as well as incompetence, entering the system. This paper examines the issues and difficulties faced by organizations trying to hire IT staff based on current certification methodologies and recommends that IT assessments should be shifted from knowledge-based to performance-based examinations through the use of scenario-based simulations. It also demonstrates how to integrate simulations into certification and assessment testing using a proposed digital forensics certification as an example.

본 논문은 최근 기업이나 조직에서는 산발적인 보안 관리에서 종합적이고 체계적인 정보보호관리체계가 요구되고 있으며 국내에서도 2001년 7월부터 정보보호관리체계(ISMS) 인증제도가 시행되어, 2012년 7월 현재 130개 업체가 인증을 받았으며. 이와 같이 ISMS 인증제도가 국내에 도입된 이래 인증수요는 꾸준히 증가하여 기업경쟁력의 중요한 수단으로 인식되어 가고 있는 추세인 반면 ISMS 인증의 실수요자가 인식하는 인증의 효과성 등의 질적인 측면이 미흡하다는 문제는 끊임없이 제기되어 오고 있다. 이에 따라 본 연구는 국내 ISMS 인증 취득기업 정보보호 담당자에 대한 설문조사를 통해 ISMS 인증이 기업의 경영성과에 얼마나 긍정적으로 영향을 미친다는 사실을 실증적으로 분석하여, 조직성과에 영향이 있다는 것을 입증하였으며 기업들로 하여금 ISMS 인증 취득의 효과를 인식하여 궁극적으로 ISMS 구축을 통해 보안 사고를 사전에 예방하고 기업성과를 향상시키는데 도움을 주고자 하였다.

최근 정보화 프로젝트 수행 능력에 대한 객관적인 검증이 필요하다는 판단에 따라 SI 업계에서는 프로젝트 품질 평가 심사 모형인 CMM 및 SPICE의 등급 인증 획득 또는 등급을 올리기 위한 노력을 기울이고 있다. 공공기관, 민간 발주처들이 사업자의 프로젝트 수행능력에 대한 객관적인 검증을 요구하고 있고, 해외 IT 업체들의 국내 시장 공략에도 효율적으로 대처할 수 있다는 판단에 따라 프로젝트 품질 평가 심사 모형 인증 도입이 확산되고 있다. 그러나 인증의 신뢰성에 대하여 논란이 되고 있는 시점에서 등급을 인증받은 기관이 비 인증기관보다 품질 및 성과에 차이를 보이는지 연구하였다. 연구 결과 현저하게 큰 차이는 아니며 부분적으로 차이가 있는 것으로 나타났다. 국내업체들이 CMM 인증 자체에만 집착하지 말고 컨설팅을 통한 업무 프로세스 개선과정에 의미를 두고 인증에 힘을 기울여야 한다. 즉, 품질인증의 획득 목표가 인증서 획득만이 목표가 아니라 진정한 프로젝트 품질 시스템의 구축, 실현하는 품질 마인드가 우선적으로 제고되어야 말 것이다.

소프트웨어 인력 수요에 대응해 소프트웨어 교육 체계를 혁신하고 창의 융합 사고를 갖춘 소프트웨어 전문 인재 양성을 위해 SW 중심대학 사업이 진행 중이다. 이 사업은 2015년 8개 대학을 선발하여 시작하였고, 2022년 9월 현재 기준으로 44개 대학이 참여 중에 있다. 2018년에 선정된 원광대학교 SW 중심대학 사업단은 SW 역량 강화를 위해 SW 역량 인증제를 채택하여 학생들의 관련 프로그램 참여를 활성화였다. 본 논문에서는 SW 역량 인증제 프로그램에 대해 살펴보고, 관련 과목 학습자의 강의 만족도 및 인증제의 성과를 세부적으로 분석하였다. 제시된 분석 결과를 통해서 SW 역량 인증제의 효과를 파악하였다.

소방활동 관점에서 공동주택은 화재시 구조적 관리적 문제점을 가지고 있으므로 피난장애 발생 및 연소확대 위험성이 큰 것으로 조사되었다. 공동주택의 다양한 화재취약요인들을 분석한 결과, 안전시스템, 소방시설, 건축물 안전, 일반안전 분야로 평가분야를 도출하였으며 이에 따른 평가요소들을 제시하였다. 이와 함께, 6개의 국내외 공동주택 화재안전성능 인증제도 현황을 비교분석함에 따라 국내외 인증제도의 특성을 분석하였다. 결론적으로, 인증제도의 5개의 융합적 추진방향 및 4개 평가분야별 22개 평가항목들을 도출하였으며, 이를 기반으로 3개의 공동주택 화재안전성능 인증제도의 융합적 도입 방안을 수립하였다.

본 연구는 요양병원 1주기 인증과 2주기 인증을 간단히 비교해 보고, 또 2주기 인증과 3주기 인증의 변화 및 성과를 검토하고, 인증 3주기를 준비하는 과정에서 당면과제와 해결방안을 사례로 살펴봄으로써 요양병원 실무자들에게 시사점을 주고 인증제도의 발전에 기여하고자 한다. 본 연구에서는 다음과 같이 제언한다. 첫째, 정부가 의도하는 인증의 실질적인 효과를 보기 위해서는 인증 전 단기간에 준비하는 전시성 행정이 아니라 항상 인증을 전문적으로 관리하고 모니터링하는 직원을 두거나 기존의 환자안전관리 담당자 등을 통하여 항상 의료의 질향상을 대비하는 시스템을 만들도록 제도적인 규정이나 지원이 있어야 한다. 둘째, 요양병원 인증제 시행 이후 의료기관인증제도가 병원성과에 미치는 연구가 질적/양적인 측면에서 부족한 상황이다. 따라서 인증제에 대한 효과를 보기 위해서는 이에 대한 연구가 활발히 진행될 수 있도록 다양한 연구적 지원도 필요하다. 셋째, 인증에 대한 표준지침이 크게 변경되지 않도록 장기적인 관점에서 인증 표준 지침서를 설계하고, 지침서 뿐만 아니라 의료기관에서 활용할 수 있는 표준 개별 규정, 양식도 인증원에서 제작하여 배포하고 각 의료기관에서는 현장에 맞게 수정만 할 수 있도록 한다면 의료기관들의 부담은 훨씬 줄어들 것이다. 넷째, 4주기 인증에서는 감염관리와 격리병동 운영지침 등에 대한 정확하고 현실감 있는 지침이 개발되어야 한다. 코로나 등으로 앞으로는 감염병 관리에 대한 중요성이 더욱 부각될 것이다. 다섯째, 의료기관에서는 단기간의 인증 준비가 아닌 평소의 활동들을 인증 기준에 맞추어 실행한다면 요양병원의 의료의 질을 향상시킬수 있고 경쟁력을 가질 수 있어 성과에도 영향을 미칠 것이다. 여섯째, 요양병원 관계자들은 인증을 준비함에 있어서 과거처럼 단기적으로 서류를 정리하거나 행정적으로 처리하기에는 문제가 있다. 이것 또한 역시 평소의 업무 프로세스를 인증기준에 맞춰 설계하여야 하며, 대부분의 업무 절차를 규정하고 지표화하여 관리하는 방식으로 변화하여야 한다고 생각한다.
