This treatise deals with chronic state of famine and exploitation of famine relief food in the later half of Chosun Period and especially in relation with socio-economic changes. There with the impact of socio-economic factors on the chronic state of famine and exploitation of famine relief food is studied mainly with a literary approach. The influential factors which lead to the chronic state of famine were not only climatic restrictions such as flood and drought but socio-economic factors such as foreign invasion (Japanease invasion and Ching's invasion), frequent breaking out of revolt and technological development of agriculture (rice transplantation). And disorder of land system and cultivation of cash crops by the richer peasantry, lowering the economic status of the poorer peasantry who were a major constituents of the population, aggravated the famine state. Because the poorer peasantry were under the shortage of food, they had to seek something edible in the fields and mountains. In this process various kinds of famine relief foods were exploited by the poorer peasantry. The majority of famine relief foods were wild vegetables. Consequently the Chronic state of famine was a cause to introduce various edible wild vegetables into Korean food, which influenced modern vegetarian food habits and firmed the Korean's favorite taste to be hot and salty. These wild vegetables couldn't have a marvelous effect on the relief of starved people. Potatoes and sweet potatoes, which were newly introduced foreign crops, were encouraged to be cultivated for famine relief. But these tubers, unable to be staple food, didn't contribute to an increase in population.
This study investigated structural changes of the Korea's agriculture and proposed the new direction of rural and agricultural policy in Korea after economic opening. The major results may be summarized as follows: Firstly, the study identified structural changes of the country's peasantry under the economic opening system. Korean agriculture has been deteriorated in population structure, arable land size, and income composition. Secondly, according to above analysis on these changes it suggested that the traditional rural communities were exposed to collapse and this unwanted disaster could result in serious adversities to the national economy. Thirdly, this study proposed preservation policies for small scale farming households and also administrative preparations of multi-dimensional approaches leading to successful rural and agricultural planning.
While ruling Chosun, with a view to making Chosun the primary supplier of food, Japan made the peasantry of Chosun go to ruin by leaving land from them through land enterprises, and the projects of increasing rice production. At the same time, Japan formed the higher classes comprising pro-Japanese capitalists, landlords and intellectuals, and protected them in order to carry out her colonial policies. Naturally there came into being a great gulf between the minority of high society and the majority of the poor in Chosun. As there was a great difference in food life between the two, I'm going to examine the literature of those days to grasp exactly the condition of their food intake. As for the staple food, out of thirteen provinces in Chosun, 13% lived on only rice and 27% on other minor cereals with no rice. As for the subsidiary food, about thirty percents did not take any animal protein. The examination of intake of nutrition by classes shows that the higher and middle classes took the necessary amount of calorie and protein and that the component ratio of calorie was comparatively properly distributed. The lower classes are defined as those whose monthly income was less than 100 won and the peasantry in general. And again the peasantry are classified into three-high, middle and low-according to their farming conditions. The tenant farmers in Kyeongguido and the peasants of Darli community took enough amount of calorie and protein, but much smaller amount of animal protein. Fire-field farmers led not less miserable food intake than the extremely poor peasants. They seldom lived on rice. Potatoes, oats and millets were their staple food. Lastly, Engel's coefficient for the Tomack-min (the residents in mud huts) who were among the three extremely poor classes, was 73.3%, which was much higher than that of the lower classes in then Japan. Rationed rice and barley were their staple food but the rationed amount was not sufficient to satisfy needs of physical labor. In conclusion, during the period of Japanese ruling of Chosun, the minority of higher and middle classes in Chosun generally took sufficient amount of nutrient, while the status of food intake with poor peasants, fire-field farmers and Tomack-min was extremely miserable.
The objectives of this study were finding out some methods about development of oversea agriculture in Korea. It is a tough task that faces us now. China is a big agricultural country, most agricultural investment country and the nearest located in Korea. So this study researches on the quality of farmers and characters of rural human resources in China. In China, agriculture industry is the basic industry among national economy developments. The majority of populations in China are living in rural region. Agriculture, villages and farmers are main issues in China. From this point, An analysis of Chinese farmers' characters and qualities; general conditions of farmers' knowledge of science and technology, their education level, quality of minds and sprit, and rural public health service situation in China. The result of this study is following; First, Chinese farmers' factors that low education level, big cultural differences between cities and country sides affect the development of China's agriculture as obstruction factors. Second, Practice conditions of farmers' science knowledge and technology are low level, output of higher rural human resources, low quality of minds and sprit and problems of agricultural extension service. It is negative influenced of agriculture and farmers economic development in China. Third, unsociable culture of the peasantry influences Chinese farming in the negative ways. Also, conventional notions of family are getting weaker, it makes connection of the kinship weaken. But, Chinese think that this kind of kinship is the most important thing in their life. Fourth, in the case of situations that the farmer's sanitation and health, low level of the medical service is getting worse than before relatively. And there are a lot of discordances between a planned childbirth policy and personal recognitions. Also, lacking of nourishment makes labor productivity falling tendencies. The medical industry falls short of the standard as compared to the number of farming people. Fifth, in the peasantry's consciousness of the legal system, this causes difficulties to farmers in the market. Shortage of the legal knowledge exerts a bad influence upon rural economy.
Korea's agriculture had many inherent problems. Korea is a mountainous country with only 22 percent farmland and less rainfall than most other neighboring rice-growing countries. A major land reform in the late 1940s and early 1950s spread ownership of land to the rural peasantry. Individual holdings, however, were too small or too spread out to provide families with much chance to produce a significant quantity of food. The enormous growth of urban areas led to a rapid decrease of available farmland, while at the same time population increases and bigger incomes meant that the demand for food greatly outstripped supply. The result of these developments was that by the late 1980s roughly half of Korea's needs, mainly wheat and animal feed corn, was imported. Korea's agriculture is facing a new round of difficulties from the inevitable process of market opening. Therefore, we have reviewed the agricultural status and soils in Korea how we can meet the coming issues with respect to production and prospect based on the government documents and articles published on the journals.
We met results like the followings through the literatures and questionnaires about the tasks and solutions about the insurance fee of packed medical herbs. 1) It's turned out that 74.8% of herb doctors agrees to the insurance fee of packed medical herbs. However, in comparison with the same survey of the herb doctor association the percentage of general approval went somewhat lower, and especially the percentage of 'positive approval' became notably lower$(43.7%{\rightarrow}26.5%)$ and the percentage of 'active objection' raised about 2 times$(6.8%{\rightarrow}12.9%)$. Inquiring into the approval reasons on the insurance fee application of packed medical herbs some heads such as 'development toward treatment medical science' and 'decrease of publics burden' were higher than the one of 'management income and expenditure.' 2) As a result of the research, 36.0% of the patients and 42.8% of the residents recognized that the pay range of Chinese herb health insurance is narrow. They recognized that less people have the experiences of Chinese medical hospital use and internal application of the packed medical herbs as they are older, men rather than women. 85.4% of the patients and 74.9% of the residents agreed on the insurance pay of packed medical herbs. It's shown that they agree on the Chinese medical hospital use more as the economic standard is lower, on the insurance pay as they have ever taken the packed medical herbs. In the aspect of increase of insurance fee, 66.7% of the patients and 44.3% of the residents agreed on the insurance pay of packed medical herbs, and 18.1% and 36.1% disagreed on the insurance pay of packed medical herbs. The main objective reason why they disagree on the insurance pay of packed medical herbs was 'because the insurance fee goes up higher,' which answered 95.2% of the patients and 78.8% of the residents. 7.22% of the patients and 1.80% of the residents answered that they can pay more insurance fee in case of the insurance pay of packed medical herbs. However, in the priority order of the insurance pay, it hold the 5th position between 2 target research groups which was less than medical examination, charges for hospital accommodation and taking MRI. 3) According to the result of analysis about the cost of packed medical herbs, current practice price is 115,000 won and the average prime cost of a packed medical herb is 73,000 to 106,000 won.
