The flooding and deterioration of water quality caused by urbanization and climate change are becoming more serious. In order to respond to this, studies on low impact development (LID) technology, which is designed to restore the hydrological system of the urban basin to its natural state, have been actively pursued all over the world, The announcement of the low carbon green growth law, hydrophilic area special law, etc., highlights the importance of technology such as the LID method. However, whereas various developments have been made in relation to the current LID element technology, there has been little research designed to verify its effectiveness. In this study, we analyzed the optimum spatial distribution of pitcher fire pitcher packing in parking lots using the K - LIDM model to verify the effectiveness of the low impact development (LID) method in the early stages. Using the eight package scenario and the three rain intensity scenarios, it was found that the lower 40% pitcher packaging results in an approximately 90% spill reduction effect, as in the case of the whole pitcher's package. The confirmation of these analyses and experimental verification is expected to ensure that the actual pitcher packaging will be used as a basis for arranging LID facilities such as urban planning and housing development in the future.

The purpose of this paper is to analyze the factors, which have influence upon changes of hydrological environment in time series, and evaluate water balance changes caused by urbanization. The results of the analysis and evaluation are as follow: At first, the river runoff at Gwangju River Basin keep base flow of river by storage capacity recharged in June to September and show peak in August and minimum flow in May. The groundwater recharge by urbanization accounted for 46.1% of rainfall at early-urban stage, and decreased to 36.5% and 29.9% in the 1960's and the 1990's respectively, and is likely to decrease to 27.8% in the 2010's. On the other hand, the overland flow was 9.6% of rainfall in the 1960's and 16.2% in the 1990's, and is likely to increase to 18.3% in the 2010's. When such a phenomenon is kept continuously, distorted water balance shall be worsened to create not only frequent occurrence of urban flood but also decreased base flow of Gwangju River to accelerate dry stream phenomenon. The time series study on urban redevelopment and environment maintenance describes distorted phenomenon to supply the information for nature-friendly land use, and examines relations between human activities and natural environment.
For the design of hydraulic structures, the design flood discharge corresponding to a specific frequency is generally used by using the design storm calculated according to the rainfall-runoff relationship. In the past, empirical equations such as rational equations were used to calculate the peak flow rate. However, as the duration of rainfall is prolonged, the outflow patterns are different from the actual events, so the accuracy of the temporal distribution of the probability rainfall becomes important. In the present work, Huff's quartile method is used for the temporal distribution of rainfall, and the third quartile is generally used. The regression equation for Huff's quadratic curve applies a sixth order polynomial equation because of its high accuracy throughout the duration of rainfall. However, in statistical modeling, the regression equation needs to be concise in accordance with the principle of simplicity, and it is necessary to determine the regression coefficient based on the statistical significance level. Therefore, in this study, the statistical significance test for regression equation for temporal distribution of the Huff's quartile method, which is used as the temporal distribution method of design rainfall, is conducted for 69 rainfall observation stations under the jurisdiction of the Korea Meteorological Administration. It is statistically significant that the regression equation of the Huff's quartile method can be considered only up to the 4th order polynomial equation, as the regression coefficient is significant in most of the 69 rainfall observation stations.
Lots of pollutants typically originating from urban transportation are accumulating on the paved surfaces during dry periods and are washed-off directly to the river during a storm. Also, paved surfaces are contributing to increase in peak flows and volume of stormwater flows. These are the main reasons why the water quality of rivers and lakes remain polluted and still below standards. Currently, several management practices are being applied in developed countries but the design standards are still lacking. This research was conducted to develop a treatment technology that can be useful to address the problems concerning runoff quality and quantity. A lab scale infiltration device consisting of a pretreatment tank and media zone was designed and tested for various flow regimes characterizing the low, average and high intensity rainfall. Based on the experiments, the high intensity flow resulted to increase in outflow event mean concentration (EMC) of pollutants, about twice as much as the average outflow EMC. However, 78 to 88% of the total suspended solids were captured and retained in the pretreatment tank because of sedimentation. The removal of heavy metals such as zinc and lead was greatly affected by the vertical placement of woodchip layer prior to the media zone. It was observed that the high carbon content (almost 50%) in the woodchip provided opportunity for enhancing its uptake of metal by adsorption. The findings implied that the reduction of pollutants can be greatly achieved by means of proper pretreatment to allow for settling of particles with a combination of using high carbon source media like woodchip and a geotextile mat to reduce the flow before filtering into the media zone and finally discharging to the drainage system.
The study objects were to analyze long-term and seasonal variations of nutrients (N, P), suspended solids, N:P ratios, algal chlorophyll, and trophic state along with general water quality parameters in four sampling sites including two intake tower sites supplying drinking water in Daechung Reservoir. For the analysis, we used water quality long-term data sampled during 1998~2007 by the Ministry of Environment, Korea. Interannual and seasonal trends in inflow and discharge near the intake tower facilities over the ten years were directly influenced by rainfall pattern. The distinct difference between wet year (2003) and dry year (2001) produced marked differences in water temperature, pH, dissolved oxygen, organic matter contents, nutrients, and these variables influenced algal biomass and trophic state. Values of TP varied depending on the year and locations sampled, but monthly mean TP always peaked during July~August when river inflow and precipitation were maxima. In contrast, TN varied little compared to TP, indicating lower influence by seasonal flow compared to phosphorus. The number of E. coli were highest in Site 2 (Chudong intake tower) and varied largely, whereas at other sites, the numbers were low and low variations. Contents of chlorophyll-${\alpha}$ (CHL), as an estimation of primary productivity, varied largely depending on the year and season. The maximum of CHL occurred at Muneu intake tower (S4) during 2006 when the precipitation and inflow were lowest. In contrast, another CHL peak was observed in Site 2 (Chudong intake tower) in 2006 when one of the largest typoons (Ewinia) occurred and river runoff were maximum. So the CHL maxima were associated with both wet year (high flow, high nutrient supply) and dry year (low flow, nutrient supply by littoral zone). Such conditions influenced trophic states, based on Trophic State Index of nutrients and CHL. Based on all analyses, we can provide some clues for management and protection strategies of two intake tower sites.
This research evaluated the change in rainfall quantile during S1, S2, and S3 by using Representative Concentration Pathways (RCP) 4.5 climate scenario HadGEM3-RA Regional Climate Model (RCM) produced by downscaling and bias correlation compared to the past standard observation data S0. Also, the maximum flood peak volume and flood area were calculated by using the urban runoff model and the impact of climate change was analyzed in each period. For this purpose, Gumbel distribution was used as an appropriate model based on the method of maximum likelihood. As a result, in the case of the 10 year-frequency which is the design of most urban drainage facilities, the rainfall quantile is in increased about 10% if we assume 50 years from now with the $3^{rd}$ quarter value and about 20% if we assume 70 years from now. This result implies that the installed urban drainage facility based on the currently set design flood volume cannot be met the design criteria in the future. Therefore, it is necessary to reflect future climate conditions to current urban drainage facilities.
In recent, increasing of the impervious area gives rise to short concentration time and high peak discharge comparing with natural watershed and it is a cause of urban flood damage. Therefore, we have performed for structural and non-structural plans to reduce the damage from inundation. The Gulpo-cheon basin had been frequently inundated and damaged due to the water level of Han river. So, the Gulpo-cheon floodway was constructed with 20 meters width for flood control in the basin but it was not enough for our expectation and now we have a plan to expand the floodway to 80 meters. We use a XP-SWMM model developed based on EPA-SWMM version for analyzing the capacity of flood conveyance by the expansion of Gulpo-cheon floodway with the same 100 years return period design storm and the same tidal conditions of the Yellow sea. The flood conveyance after the expansion of floodway becomes three times comparing it with before the expansion. Also we simulate the flood discharge at the diversion point of Gulpo-cheon for the expanded condition of floodway and know that the discharge of about 300 m3/sec is flowing backward to the expanded floodway. Therefore we may need some kinds of hydraulic structures to prevent the back water.

This study analyzed several storm events observed in the Seolma-chun basin to derive the characteristic velocity of GIUH (Geomophological Instantaneous Unit Hydrograph) as well as its variability. Especially, this study focused on the variation of characteristic velocity due to the change of rainfall characteristics. The IUH of the Seolma-chun basin was derived using the HEC-1, whose peak discharge and time were then compared with those of the GIUH to derive the characteristic velocities. The characteristics velocities were analyzed by comparing with the GcIUH (Geomorphoclimatic IUH) as well as the characteristics of rainfall. Results are summarized as follows. (1) The characteristic velocity of GIUH was estimated higher with higher variability than the GcIUH, but their trends were found similar (2) Total amount of effective rainfall (or, mean effective rainfall) well explains the characteristic velocity of GIUH. This could be assured by the regression analysis, whose coefficient of determination was estimated about 0.6. (3) The duration and the maximum intensity of rainfall were found not to affect significantly on the characteristic velocity of GIUH. The coefficients of determination were estimated less than 0.3 for all cases considered. (4) For the rainfall events used in this study, the characteristic velocities of GIUH were found to follow the Gaussian distribution with its mean and the standard deviation 0.402 m/s and 0.173 m/s, respectively. Most of the values are within the range of 0.4∼0.5 m/s, and its coefficient of variation was estimated to be 0.43, much less than that of the runoff itself (about 1.0).

The mid-range streamflow forecast was performed using NWP(Numerical Weather Prediction) provided by KMA. The NWP consists of RDAPS for 48-hour forecast and GDAPS for 240-hour forecast. To enhance the accuracy of the NWP, QPM to downscale the original NWP and Quantile Mapping to adjust the systematic biases were applied to the original NWP output. The applicability of the suggested streamflow prediction system which was verified in Geum River basin. In the system, the streamflow simulation was computed through the long-term continuous SSARR model with the rainfall prediction input transform to the format required by SSARR. The RQPM of the 2-day rainfall prediction results for the period of Jan. 1~Jun. 20, 2006, showed reasonable predictability that the total RQPM precipitation amounts to 89.7% of the observed precipitation. The streamflow forecast associated with 2-day RQPM followed the observed hydrograph pattern with high accuracy even though there occurred missing forecast and false alarm in some rainfall events. However, predictability decrease in downstream station, e.g. Gyuam was found because of the difficulties in parameter calibration of rainfall-runoff model for controlled streamflow and reliability deduction of rating curve at gauge station with large cross section area. The 10-day precipitation prediction using GQPM shows significantly underestimation for the peak and total amounts, which affects streamflow prediction clearly. The improvement of GDAPS forecast using post-processing seems to have limitation and there needs efforts of stabilization or reform for the original NWP.

This study presents the width function-based Clark model. To this end, rescaled width function with distinction between hillslope and channel velocity is used as time-area curve and then it is routed through linear storage within the framework of not finite difference scheme used in original Clark model but analytical expression of linear storage routing. There are three parameters focused in this study: storage coefficient, hillslope velocity and channel velocity. SCE-UA, one of the popular global optimization methods, is applied to estimate them. The shapes of resulting IUHs from this study are evaluated in terms of the three statistical moments of hydrologic response functions: mean, variance and the third moment about the center of IUH. The correlation coefficients to the three statistical moments simulated in this study against these of observed hydrographs were estimated at 0.995 for the mean, 0.993 for the variance and 0.983 for the third moment about the center of IUH. The shape of resulting IUHs from this study give rise to satisfactory simulation results in terms of the mean and variance. But the third moment about the center of IUH tend to be overestimated. Clark model proposed in this study is superior to the one only taking into account mean and variance of IUH with respect to skewness, peak discharge and peak time of runoff hydrograph. From this result it is confirmed that the method suggested in this study is useful tool to reflect the heterogeneity of drainage path and hydrodynamic parameters. The variation of statistical moments of IUH are mainly influenced by storage coefficient and in turn the effect of channel velocity is greater than the one of hillslope velocity. Therefore storage coefficient and channel velocity are the crucial factors in shaping the form of IUH and should be considered carefully to apply Clark model proposed in this study.
