Goryeoin Village in Gwangju, South Korea, and Its Socio-Cultural-Historical Significance

  • The vast majority of people value humanity's ability to live in peace and stability. However, there are disparities between the concept of peace and what people experience daily within their community. As a result, before any society can begin to address the difficulties at hand, it must first have a thorough awareness of the socio-cultural-historical identities, ways of life, and value systems that have produced them. When a social community's culture, traditions, and ideals are ignored, members of the society become distrustful of one another. As this mistrust grows, various unfavorable societal occurrences can result. In this study, we will provide a model that has been successful in harmonizing these challenging issues in Gwangju Goryeoin Village in South Korea.

Moderating Effect of Online Shopping Experience on Adoption of e-Governance in Rural India

  • Technology acceptance is one of the most popular research areas. Rapid developments in technology are making human life more comfortable. However, still most of the rural area has been deprived of benefits of technological advancement. Seventy percent population of India resides in rural area. Leveraging the improved penetration of the internet; mobile friendly population in rural India has been increasingly shopping online in the last few years. e-Governance is one of the important vehicles to provide efficient services to the citizens by Governments. One major obstacle is acceptance of e-Governance platforms by the citizens. Considering the increasing trend of using e-Commerce in rural area, this paper attempts to investigate moderating effect of online shopping experience on intention to use e-Governance portals. We surveyed 365 villagers across Maharashtra: one of the leading states in India. The result confirmed online shopping experience moderates the relationship between: 'perceived security & privacy' and 'attitude'; 'perceived security & privacy' and 'intention to use'; 'Perceived usefulness' and 'attitude'; and, 'attitude' and 'intention to use'. In this study definition of moderating variable 'experience' is unique and different than most of the popular studies. We defined experience as: 'prior use of any application of technology similar to the target application of technology'. Whereas prior studies considered experience as prior experience with target application of the technology.

Effect of $CO_2$ Enrichment on Photosynthetic Rates, Enzyme Activitiy and End Products of two Poplar Clones, 1-214 (Populus euramericana) and Peace (P. koreana x P. trichocarpa)

  • Two comparative poplar clones (I-214: Populus euramericana, Peace: P koreana x P. trichocarpa) were exposed to two $CO_2$ concentrations (350 or 2,000 ${\mu}L\;L^{-1}\;CO_2)$ for 21 days. When both poplar clones were compared at growth conditions, the net photosynthetic rate $(P_N)$ in $CO_2-enriched$ (2,000 ${\mu}L\;L^{-1}\;CO_2=C_{2,000})$ plants become about $50-60\%$ higher than that of 350 ${\mu}L\;L^{-1}\;CO_2(=C_{350})$ plants on 7 days treatment. But the enhancement of $P_N$ by high $CO_2$ was not maintained throughout all the experimental period. At 21 days, there was no difference of photosynthetic rates between $C_{350}\;and\;C_{2,000}$ plants. In contrast with photosynthesis, the response of leaf conductance to the elevated $CO_2$ concentration was very different between I-214 and Peace. During all experimental period, leaf conductance $(g_s)$ of $C_{2,000}$ plants is $50\%$ lower than that of the $C_{350}$ plants for I-214, while there is no difference of $g_s$ between the plants of $C_{350}\;and\;C_{2,000}$ on for Peace. The results of gs in Peace indicate that decreased photosynthetic rate after 21 days in $C_{2,000}$ on plants for two poplar clones is possibly due to non-stomatal factors. To investigate the non-stomatal factors, starch accumulation and ribulose-1,6-bisphosphate carboxylase (RuBPCase) were measured. We found significant accumulation of starch in two poplar clones exposed to high $CO_2,$ especially starch of I-214 in $C_{2,000}$ become 3.5 times higher than in $C_{350}$ plants at 21 days. This suggests that high proportion of photosynthates was directed into starch. After 21 days, the activity of ribulose-1, 6-bisphosphate carboxylase of $C_{2,000}$ plants become decreased in $40-50\%$ compared with that of the $C_{350}$ plants. Two poplar clones show the same trend to RuBPCase declines under high $CO_2$ concentration, although the decline is more significant for I-214. The results reported here suggest that starch accumulation and decreased RuBPCase activity in $C_{2,000}$ plants can be partly ascribed to the loss of photosynthetic efficiency of high $CO_2-grown$ poplar plants.

  • The purpose of this article is to analyze the tendency and characteristics in armed conflict in post-Cold War era on the basis of Uppsala conflict data program(UCDP) datasets. The collapse of bipolarity and the end of cold War proved a watershed in the dynamics of international conflict. The major shift in the nature of conflict has been away from interstate conflict, leaving intrastate conflict. Major powers have acted carefully against each other and been willing to understand the interests of other to avoid military confrontation and crash. As the means of termination for armed conflict, there is a stronger emphasis on the peace settlement like peace agreement and ceasefire agreement than military victory. Many intrastate conflicts become internationalized, through the involvement of diaspora communities, or regionalized through a spillover effect into neighboring countries. Since the end of the Cold War, the UN has taken a much more active role in conflict management and conflict resolution.

Result Based Evaluation Model and Its Application to Peace Operation of the ROK Military Contingent to UN Mission (한국군의 UN평화활동에 대한 성과기반 평가모델개발과 적용)

  • Current methods to evaluate the performance of ROK military contingents to UN missions unnecessarily raises the issues of relevance, validity and reliability. Thus, this article aims to suggest how the result based evaluation (RBE) model which is widely adopted in the UN field missions as well as the international development community would be modified and applied to peace operation of the ROK contingent. As a result of the study, the model presents a framework that integrates the planning process and monitoring and evaluation with a logical framework, which entails a cycle of assessment of pre-deployment planning, monitoring and phased evaluation, and post-deployment evaluation. Secondly, according to measurement of RBE benchmarks to the present ROK's monitoring and evaluation system, factors in an evaluation unit and a logical framework approach are unmet or partly met to the benchmarks. In addition, ex-post impact evaluation has been rarely performed. Finally, the policy recommendations for resolution of the aforementioned challenges as well as a joint evaluation unit, participated by experts in a civilian, public, and a military domain are proposed.

A Study on the Understanding of Women by the Daesoon Thought and Its Contemporary Meanings (대순사상의 여성 이해와 그 현대적 의미)

  • There are many discourses about 'religion and women,' but it is no exaggeration to say that there is none about 'religion and men.' This is because the existing religions have been male-centric and have produced legions of male-dominated cultures. In Catholic Church, even today, only men can become the Pope, and women are not allowed to enter priesthood. Meanwhile, in the Islamic cultural areas, the reality is that women are being victimized by men who do not recognize the bad habits such as honor killings, or honor crimes. It is certain that gender discrimination in religious and cultural areas cannot be overlooked. This study focuses on the understanding of women in the thought of Daesoonjinrihoe(大巡眞理會), that is, the Daesoon Thought, which claims to advocate world peace. Daesoonjinrihoe is understood as a thought which tries to overcome gender discrimination prevalent in the existing religions and presents the vision of a new religion which aims to realize a new world of peace by drawing a distinction between the Former Heaven and the Latter Heaven. This study examines the understanding of women by looking at the tenet of Daesoonjinrihoe that consists of 'YeumYangHapDeok(陰陽合德), SinInJoHwa(神人調化), HaeWon-SangSaeng(解冤相生), DoTongJinGyeong(道通眞境).' The tenet is thought of as the basis of creed on which the understanding of women by the Daesoon Thought can be grasped as it basically contains the essence of teaching of the order. In the Daesoon Thought, women have the same status as men; women can become holy and dignified beings by engaging in independent, active, and autonomous spiritual exercises, and serve as a driving force for the realization of the ideal world. This understanding of women by the Daesoon Thought contains the idea of peace which can turn 'the culture of discrimination' into 'the culture of equality,' and 'the culture of life destruction' into 'the culture of life care.'

  • Korean Modernization is the period which Western Culture is settled as common sense, but modern introsepction of Confucianism acted as a sign to ask what is the basis of Korean modern subject. Park Eun-Sik transformed the basis of our thinking from Confucianism to the philosophy of Wang Yangming in the crash time of the Confucianism metaphysical structure. Park Eun-sik organized Definition of Real Me(眞我論) with the idealogical basis, that is, benevolence of the whole creation of the universe(萬物一體之仁) and the origin of the mind(良知) of Wang Yangming. He tried to realize the Basis of Confuciasism in the modern era with the origin of the mind(良知). And also he tried to figure out the origin of Confucianism by The public(民衆). He suggested the Public(民衆) as the unity to realize the Confucianism as equalitarianism. Park Eun-Sik declared the thought of great unity and peace of Korea(大同平和思想) with the idea of Real Me(眞我論) and benevolence of the whole creation of the universe(萬物一體之仁). Great unity and peace of Korea(大同平和思想) is based with the origin of the mind(良知) of Wang Yangming and is realized to be fulfilled as the thought of great unity and peace of Korea(大同平和思想).

Philippines 2017: Warlike Powers of Security Forces and Hedging Strategies in Foreign Relation (필리핀 2017: 호전적 내치(內治)와 줄타기 외교)

  • In 2017, the government of Duterte, in the second year of the ruling, more strongly promoted peace and order policies and expressed independent diplomacy as the chairman of ASEAN. He continued to fight against drugs and tried to increase his political legitimacy through the punishment for corrupt officials. He also declared martial law in the Mindanao region because of the dissolution of the Maute group, a Muslim terrorist organization, and strengthened counterterrorism cooperation externally. In addition, as to Communist militants, he took the initial reconciliation gesture and promoted peace negotiations, however, concluded the peace tide and started the suppression operation due to a series of bloodshed. He still has a strong drive in peace and order issues, backed up by high support rate, but it is becoming a factor of anxiety as the socioeconomically underprivileged and minority groups are increasingly alienated. As the chairman of ASEAN, Duterte has a certain distance from the United States, which is a firm ally, but has turned to increase familiarity with China and Russia, which can take substantial economic benefits. Through diversifying the external economic support and increase of tax revenue, the priority task was to establish the infrastructure. Although the Philippines, which has a high economic growth rate, has a strong expectation that it can establish a solid infrastructure, tax reforms should be successfully completed in order not to repeat the previous failures, which has traditionally increased foreign debt burden by relying on external resources. It seems that it is necessary to find the meeting point of the foreign policy of Duterte and new Korean government's New Southern Policy, and to find possible economic cooperation policies to improve Philippine infrastructure.

Current Status, Challenges, and Suggestions for Utilizing Daesoon Jinrihoe's Video Content: Focusing on the Film, The Road of Peace and Harmony, and the Videos of the Museum of Daesoon Jinrihoe (신종교의 영상 콘텐츠 활용 현황과 과제, 그리고 제언 - 영화 <화평의 길>과 대순진리회박물관의 영상물을 중심으로-)

  • Video content is often used as a means of education due to the characteristics of the medium: representation, information delivery, immersion, and experience. In particular, religious films are being used more often in public schools and religious communities to promote understanding and inspiration. The purpose of this study is to examine how Daesoon Jinrihoe utilizes video content via the film, The Road to Peace and Harmony, and the videos that were made for the Museum of Daesoon Jinrihoe Museum. The study will also make suggestions regarding the future use of such contents. In Section 2 of this study, the status of the video contents as currently used by Daesoon Jinrihoe will be examined and analyzed in terms of how the film, The Road to Peace and Harmony, and the videos produced for the Museum of Daesoon Jinrihoe are being utilized. In Section 3, the limitations of Daesoon Jinrihoe's video contents will be considered in that these materials in terms of how these videos are only used within the religious order. There is the potential that such materials could be used in broader society. Lastly, in Section 4, it is proposed that video materials produced by Daesoon Jinrihoe could be used within multicultural religious education in a public setting beyond mere in-group religious education. Through this, it is hoped that Daesoon Jinrihoe will be able to expand as a world religion in a more timely manner than what would otherwise be achieved.

A Proposal for the Establishment of Archival Community in the East Asia (동아시아 기록공동체 형성 방안)

  • It is well known that records management is closely related to democracy, and the records management 'innovation' in Korea did also aim to reach democratic 'accountability' and 'governance'. Likewise, the first reason this article deals with the establishment of archival community in the East Asia is to help promote democracy and form a co-operative relations in the region through records management. Secondly, the distorted view of history easily found in the history textbooks of each countries should be corrected for the 21st East Asia in peace. Records and memories in the past are main components for the present and the future. A great many records to solve the disputes over history still remains inaccessible at large in the archives of the East Asia. A coming archival community will endeavor to disclose and share the historical records for harmonious awareness of history. Cooperation and solidarity within archival community in the East Asia featuring democratic accountability, governance and more records disclosure can be a brand-new start for peace and 'better' democracy in his region.
