  • Currently, patrol officers dispatched are required to work in pairs, and are assigned individual duties. However, despite these rules, there are still inappropriate combat education centered around dangerous weapons and arresting technique training being taught in the police system. The human rights problems resulting from excessive responses, the damages done to the patrol officers due to insufficient responses, and the judicial issues that many officers who have justly arrested face, reveal the ultimate problem of the decrease in reliability of the police. Considering this problem, there is a need for change in the current training system. Specifically, in the current dispatch rule, assignment of individual duties, and training methods, realistic improvements must be made. Having understood the arrest technique training problem and reviewed case studies of the police training in South Korea and other countries, I plan to analyze the effects of implementing a realistic and professional training system, and propose a systemic solution according to the results. By effectively discussing the various issues of the proposed training and police education, I intend to propose a realistic teamwork training for paired patrol officers, enabling them to work well together in practice and theory, hence increasing the effectiveness in crime situation.

  • When the 60-ton-class patrol boat '72' of the Korea Coast Guard (KCG) was on duty and she accidentally collided with another patrol boat ('207', 200-ton-class) and sank. A month-long search found a small amount of lost items, but neither the crew nor the ship was found. For the first time in 39 years since the accident, the Korea Institute of Ocean Science and Technology (KIOST) searched the boat 72 using the latest integrated geophysical techniques. A number of sonar images presumed to be of a sunken ship was acquired using a combined system of side scan sonar and marine magnetometer, operated at an altitude of approximately 30 m from the seabed. At the same time, a strong magnetic anomaly (100 nT) was detected in one place, indicating the presence of an iron ship. A video survey using a remotely operated underwater vehicle (ROV) confirmed the presence of a shielding part of a personal firearm at the stern of the sunken vessel. Based on these comprehensive data, the sunken vessel discovered in this exploration was assumed to be '72'. This result is meaningful in terms of future ocean exploration and underwater archaeology, as the integrated system of various geophysical methods is an efficient means of identifying objects present in the water.

  • In this dissertation, a we designed and implemented a patrol robot that integrates a thermal imaging camera, speed dome camera, PTZ camera, radar, lidar sensor, and smartphone. This robot has the ability to monitor and respond efficiently even in complex environments, and is especially designed to demonstrate high performance even at night or in low visibility conditions. An orbital movement system was selected for the robot's mobility, and a smartphone-based control system was developed for real-time data processing and decision-making. The combination of various sensors allows the robot to comprehensively perceive the environment and quickly detect hazards. Thermal imaging cameras are used for night surveillance, speed domes and PTZ cameras are used for wide-area monitoring, and radar and LIDAR are used for obstacle detection and avoidance. The smartphone-based control system provides a user-friendly interface. The proposed robot system can be used in various fields such as security, surveillance, and disaster response. Future research should include improving the robot's autonomous patrol algorithm, developing a multi-robot collaboration system, and long-term testing in a real environment. This study is expected to contribute to the development of the field of intelligent surveillance robots.

  • All measures related to the safety of the casino facilities guarantee safety of facilities that are targets of security guards, protect lives and properties, minimize risks of artificial and natural disaster and crimes. In summary, plan for responding to safety and accidents should be developed not only for the casino facilities but also for the facilities of annexed buildings, and lives and properties of customers and employees. Determine areas in the casino facilities that are prone to accidents and set around-the-clock guard in the areas or maintain surveillance with CCTV and prevent accidents through continuous patrol. These are the most basic and the most important requirements in safety. In addition, casinos which prompt gambling are causing economic and psychological treats to families. To resolve these social issues, casinos have adopted limited entrance system. To support this system, new forms of machine security systems such as video automatic recognition system of fingerprint pattern recognition system should be adopted too. In addition, security guards in casino facilities need to instill themselves with a sense of ownership as well as a strong sense of mission to do the best for customer security and to protect the company assets and employees and manage accidents that could occur without notice. Security guards should do their best to enable tourists who are on the rise due to increase in advanced country-style tourism and leisurely activities to get the utmost satisfaction from the casinos, and as a leader of private security company, establish the foundation for security based on the characteristics of security in Korea.

  • From the 1978 Seasat synthetic aperture radar(SAR) to present systems, spaceborne SAR has demonstrated the capability to image the Earth's ocean and land features over broad areas, day and night, and under most weather conditions. The application of SAR for surveillance of commercial fishing grounds can aid in the detection of illegal fishing activities and provides more efficient use of limited aircraft or patrol craft resources. In the area of vessel traffic monitoring for commercial vessels, Vessel Traffic Service (VTS) which uses the ground-based radar system has some difficulties in detecting moving ships due to the limited detection range of about 10 miles. This paper introduces the field testing results of ship detection by RADARSAT SAR imagery, and proposes a new approach for a Vessel Monitoring System(VMS), including VTS, and SAR combination service.

  • The use of satellite remote sensing in maritime safety and security can aid in the detection of illegal fishing activities and provide more efficient use of limited aircraft or patrol craft resources. In the area of vessel traffic monitoring for commercial vessels, Vessel Traffic Service (VTS) which use the ground-based radar system have some difficulties in detecting moving ships due to the limited detection range. A virtual vessel traffic control system is introduced to contribute to prevent a marine accident such as collision and stranding from happening. Existing VTS has its limit. The virtual vessel traffic control system consists of both data acquisition by satellite remote sensing and a simulation of traffic environment stress based on the satellite data, remotely sensed data. And it could be used to provide timely and detailed information about the marine safety, including the location, speed and direction of ships, and help us operate vessels safely and efficiently. If environmental stress values are simulated for the ship information derived from satellite data, proper actions can be taken to prevent accidents. Since optical sensor has a high spatial resolution, JERS satellite data are used to track ships and extract their information. We present an algorithm of automatic identification of ship size and velocity. This paper lastly introduce the field testing results of ship detection by RADARSAT SAR imagery, and propose a new approach for a Vessel Monitoring System(VMS), including VTS, and SAR combination service.

  • The purpose of this study is to extract the failure attributions to identify the failure factors of the security guards and to derive the risk factor factors through failure cases analysis. Failure attributions were prepared by using semi-structured questionnaires(17) and closed questionnaires(179) starting from the fully open questionnaires(8), and processed through SPSS 21.0 and AMOS 21.O statistical packages. As a result of summarizing the causal relationship between the failure attribution and the failure case (patrol failure pattern factor), In Park Jung-Hee's assassination, lack of experience(2), negative mind(1), lack of work ability(1), lack of experience(2), organizational non-system activeness(2), lack of awareness of mission(1) Failure(2), lack of consciousness(2), and 14 failure patterns were found. Aung-San National Cemetery explosion occurred in eight failure patterns including insecurity(1), negative mind(1), lack of work skills(2), lack of experience(2), individualism(1), There were eight failure patterns in the case of Mr. Yook Young-Su 's sniping, including insincerity(2), negative mind (1), lack of experience(2), lack of awareness of mission(2) and failure to share work(1).

The Method of Participatory Government to Introduce the System of Autonomous Police (참여정부의 자치경찰제 도입방안)

  • As the system of autonomous police that has been debated for long time is fixed to be introduced by the program of participatory government, this treatise intends to analyze main contents and review controversial items in order to present supplementary measures. The program of participatory government to introduce autonomous police in Korea focuses on converting the autonomous police of Korea from centralized police administration in order to provide 'customized security service' that is appropriate to the regional environment. Thus, if relevant city, county or district considers that it is required to introduce the system autonomous police, the assembly may enforce the decision by enacting ordinance. For enforcement, organization in the unit of section will be established in the line of mayor, county headman and district office. The main role will be security service that is closely related to the life of inhabitants such as crime prevention, patrol, traffic crackdown, etc. as well as public health, sanitation and environmental control which are being performed by autonomous organization at present. However some expected controversial items may be summarized in the following 3 points on the premise of accepting the program of government. First, the point at issue related to the basic function of police. The basic function of police is generally understood as order keeping function such as anterior and preventive job and law enforcing function such as posterior and suppressing job. By the way, the program of government does not endow the autonomous police with investigation right for general crime, thereby raising the controversy that our autonomous police is nothing but the assistant of police. Furthermore, the present national police also expresses its dissatisfaction to the transfer of authority. Second, the issue of balance of security service between self-governing bodies may be raised. The security environment is different between self-governing bodies and thus demand of security is different. Therefore, the security service of autonomous police will reveal difference in qualitative aspect for each self-governing body. Moreover, it can be easily anticipated that the quality of security service may be different as per the financial independence degree. Third, the point at issue anticipated with the operation funded by the budget of self-governing body. As autonomous police is operated by the budget of self-governing body, the following problems may be raised; (1) since police administration is subordinated to general administration, the concentration may be weakened (2) the cooperation between policy agencies may be impeded (3) owing to the difficult in possessing spare police, the mobility of police may be somewhat reduced.

  • According to the children's crime risk is increased, national police agency has implemented child safety keeper system since 2009. Despite the importance of child safety keeper studies, there was no seeking of empirical research and development plan for the operation. The purpose of the study is to find ways to improve the effectiveness of the child safety keeper system. To achieve the research objectives, all the child safety keepers were surveyed by quota sampling in the 16 provincial police agency. Questionnaire analyzed by frequency analysis, t-test, Avova, multiple regression analysis. The result of analysis is the need to strengthen links with child safety keeping house, participatory setting for the patrol route, the improvement of education management and supervision, adequacy of allowance, strengthening contact with children for job success awareness.
