  • This paper examines the applicability of formal safety assessment to the passenger ships. This is followed by an analysis of passenger ship characteristics and a proposed formal safety assessment methodology. Five interlocking steps are described to construct a safety model including novel risk assessment, cost-benefit analysis and decision-making approaches. A case study is carried out in order to demonstrate the proposed methodology. Further development in formal safety assessment in the context of passenger ship safety is finally discussed in detail.

  • A passenger ship is consist of five(5) constituents; passenger, sea, crew, port and ship itself and the rule & regulation which is applicable to passenger ship are differently required as their objects of constituents. the basic concept of rule & regulation can be defined all activities to keep safety of ship and her constituents. Especially, the rule & regulation for passenger ship design and construction shall be considered not only safety of ship itself but also safety of lives, so its are required more severe than commercial vessel. Recently, the IMO have finished the rule making work on the 'passenger ship safety' since it has been discussed last 2000 and next MSC meeting will be adopted the results. In this paper, the application method of rule & regulation are treated and the new rule which were made by IMO are introduced. The rule & regulation for passenger ship is one of the most important things. therefore, it is required to careful consideration to apply on the rule application.

  • The research purpose of A Study on the Effect of Aviation Safety over the Air Passenger's Behavior for enhancement of aviation safety management lies at the judgement that passenger's airlines choice criteria has much changed after several serious aviation accidents as before when we used to overlook "aviation safety" variable through surveying to Korean aviation passengers and foreigners visit or travel Korea on various purposes. This study will be regarded significant in terms that empirical analysis was used to prove "Aviation Safety", a variable which had not been regarded as a airline choice factor within Korea air transport market so far, and has an effect on the air passengers' airline preference change and choice after recent frequent aviation accidents. I wish, it can be another opportunity for Korean two national flag airlines to reappraise and reinforce the significance of "aviation safety" and set forth immediate vigorous efforts to support the government's aviation safety improvement countermeasures.

Optimal Dual Pricing and Passenger Safety Level for Cruise Revenue Management

  • Despite the remarkable continual growth of the world cruise industry, studies have yet to be attempted on many revenue management problems in cruise operations. This paper suggests two schemes that can be easily applied to cruise revenue management: optimal dual pricing and passenger safety level. In optimal dual pricing, a pair of higher and lower prices is applied to cabin reservation through market segmentation. This scheme can be executed with a linear price-response function for the current unreserved cabins. A cruise line could benefit from this scheme to maximize reservation revenue while attaining full occupancy. The dual pricing scheme is also devised to produce only integer demands to suit real management practices. The life boat capacity is an additional service capacity unique to the cruise industry, catering to passengers' safety. The concept of passenger safety level is defined and computed for any passenger life boat capacity of a cruise ship. It can be used to evaluate the passenger safety of a cruise ship in operation, as well as to determine the number of life boat seats required for a new cruise ship. Hypothetical examples are used to illustrate the operation of these two schemes.

An analysis of th cause of passenger ship accident -from the perspestive of policy non-compliance (여객선사고의 원인분석 -정책불응의 관점을 중심으로)

  • As passenger ship accidents so frequently have occurred, crisis consciousness is highly aroused in Korean society. Although bombastic policy guidlines were suggested in accordance with every passenger ship accident, there remains a still high possibility of such an accident reoccurring because passenger ship accidents occur from the perspective of non-compliance. The research objective of this study is to government's safety regulatory policies. Data for the analysis was collected from literature review. A Case study related to passenger ship accident is adopted for the analysis. The research methods utilized in this study consist of extensive quantitative analysis of 138 passenger ship accidents which had happened over last 10 years from 1984 to 1993 in Korea and a qualitative analysis of the passenger ship accident of the Seohae Ferry in October 1993. The results of the quantitive analysis on the 138 passenger ship accidents are as follows; Seeing the accidents yearly, the accidents which occurred by policy non-compliance are still exist, only somewhat reduced as years gone by. Seeing the accidents from the perspective of types of accident, fire accidents and death and injury accidents had more non-compliance factors than contact accidents and one-side collision accidents, etc. had. Seeing the accidents from the perspectives of types of passenger ship, large ships like car ferries and general passenger ship accidents had more non-compliance factors than any other kinds of ships had. Seeing the accidents from the perspectives of tons of passenger ships, large ships weighing more than 1, 000 tons and small ships weighing less than 50tons contained a lots of non-compliance factors. The results of the qualitative analysis of the passenger ship accident of the Seohae Ferry in Octovber 1993 are as follows; From the viewpoint of the human factor, there were non-compliance to the recruiting of required number of qualified crew members and non-compliance to the rule which prohibited them from leaving port in bad weather and high wave conditions. From the viewpoint of the ship factor, there were defects in the ship. So we might say that there was non-compliance which was aroused from the lacks of technical skills. From the viewpoint of the administrative factor, there were many non-compliance factors such as sailor education, shipping management, rescue, safety equipment. From the viewpoint of the passenger factor, there were passengers' threats which compelled the crews to leave the port under bad weather conditions. In conclusion, the principal non-compliances factors are passenger ship company did not follow safety rules such as shipping the permitted number of passengers, loading permitted tons of freight and fastening freights properly and recruiting required number of qualified crew. In order to reduce accidents, firstly we should find out the causes which play key roles in passenger ship companies' non-compliance to the government's safety regulations. Secondly we should tackle the causes.

Development of the Accessibility Guidelines for Mobility Handicapped Persons in Passenger Ship

  • The ratio of the mobility handicapped person is about 25.8% of the total population in Korea(MCT, 2006). In order to prepare for the enforcement of the "Transportation Services Improvement Act for the Mobility Handicapped People"(MCT, 2006), various equipments and installations should be developed to ensure appropriate safety level for the mobility handicapped persons in maritime transportation. While approximately 10 million people are using domestic passenger vessels annually, preferences for maritime transport is very low, especially for the mobility handicapped. This study reviewed a current status of the mobility handicapped person in domestic passenger ship and analysed the improvement plan for them. To investigate the current status of domestic passenger vessel usage by the mobility handicapped, to analysis the requirements for amenities necessary for the mobility handicapped and select the ones to be developed based on the investigated results and to do feasibility study of barrier-free ship.

  • There have been many accidents of passenger ships on the sea and they have caused a big loss of human lives. Maritime Safety Committee(MSC) of International Maritime Organization(IMO) made evacuation analysis of Ro-Ro passenger ships mandatory in order to save as many lives as possible at the time of accident. But this is a temporary regulation and HSC/IMO ties to introduce a performance-based regulation to improve the effect of regulation. Simulation-based evacuation analysis is the basis of performance-based regulation. In this paper, we performed a simulation-based evacuation analysis on a passenger ship, which is usually used in the plying between land and islands in Korea, with EXODUS system. Through inspecting the results from this analysis in more detail, we can make a proposal to improve the safety of passenger ship. Finally we describe the features of IMEX(Intelligent Model for Extrication Simulation), a new evacuation model being developed in KRISO.

  • Recently the car and elevator accidents as well as the fire, explosion and collapse increased. The passenger elevator accident from 1993 year to 2001 year has about 56.7% of total accidents and the human victims of 180 according to the Korea Elevator Safety Institute. Accident cause and prevention were investigated for the elevator having the fall, impact and narrowness accident types. The prevention and protection methods of the elevator accident from analysis results were suggested by comparing and analogizing the accident statistics about the accident investigation of the passenger elevator according to the elevator accidents.

  • Recently a rolling stock has been requiring more convenience facilities for passenger as well as satisfied the basic functions. The convenience facilities design take into consideration safety factor, convenience and easy accessible for disable passenger. In a point of view, convenience facilities should be considered and designed as well as related safety. This paper describes points to be considered on design with related to convenience facilities and safety factor of Diesel Multiple Unit for Intercity through the IRISH DMU.

Analysis of Safety Management Efficiency by Coastal Passenger Ship Companies : Development of Safety Management Evaluation Standards (연안여객선사 안전관리 운영 효율성 분석 : 안전경영지표 평가항목 개발을 중심으로)

  • The purpose of this study is to design a proper evaluation method for analysing the safety management efficiency of coastal ship companies, and to verify these evaluation standards by applying them to a representative company. For this purpose, 5 evaluation items and 14 specific sub-evaluation elements have been determined after collecting practical opinions from a group of expert, which consisted of safety managers in passenger ship companies, public servants as a ship inspector, passenger ship operations managers, etc. Next, the safety management levels of 44 coastal passenger ship companies were evaluated using these standards. Finally, the validity of the proposed evaluation method was verified through comparison analysis between the evaluation results and the ratio of major marine accidents. It was determined that companies with low evaluation levels were saw more major marine accidents than other coastal passenger ship companies, spurring greater interest in safety management. In conclusion, evaluation standards allow coastal passenger ship companies to voluntarily assess their safety management level were established. The result can also be applied to analyse the operation efficiency of coastal passenger ship companies.
