The purpose of this paper is twofold; 1) to evaluate the efforts of participatory government in regulatory reform, 2) to propose the strategies and tasks for future regulatory reform in Korea. An ex-post evaluation model for regulatory performance is applied to process, output, and outcome of the regulatory reform. The results of the evaluation show that there is still room for improvement in many aspects of regulatory reform. While there has been substantial advance in regulatory quality and management, carefully planned strategies are essential for Korean regulatory reform to move to the next stage of regulatory reform. Thus, based on the evaluation, future strategies and tasks for regulatory reform are presented as short-term tasks, mid to long range tasks, and continuous tasks.

This study aimed to develop an education program for fashion design that can deliver knowledge and techniques to enhance the capability of participatory fashion designers. The framework for education program was established based on the RP (Rapid Prototype) model, and the developing process of education program was structured and systemized. As a result, this study proposed the circulated RP-ISD model, which is designed to revise and complement the educational objectives, strategy and evaluation tool by iterative prototype, and purposed to be consistent in carrying out the instructional systems design. Furthermore, the systematic developing process and the assessment criteria of design education program for ten weeks was proposed. This result could be used as a base study of participatory fashion design and contribute to systemization of education programs in design field. Furthermore, it could foster the possibility of an alternative education model in fashion design.

This study was intended to develop and suggest 'residents-driven and citizen-participatory restoration procedures' for degraded ecosystems in BaigDooDaeGahn. With some concerns of current engineering-focused restoration approach for damaged ecosystem, the proposed procedures were designed based on the analysis of several case studies on citizen participatory projects such as the Habitat Movement, the Taean tidal wetland restoration effort in Korea, and some historical and innovative cases in Japan and the United States. The suggested procedures were considered to be a dialectical spiral model which was consisted of two goal axis, six system elements, four developmental stages, and five restoration steps. The new system and procedures were applied to damaged farmland areas (about 0.3 ha) on the top of BaigDooDaeGahn, Kangneung city with participation of more than 100 local residents and a dozen of citizen from Seoul. Both high level of possibilities and some barriers for future extended application were identified and adopted for the final version of the proposed procedures for ecological restoration.

시민참여형 평가는 평가 도큐멘테이션을 그 단초로 해서 다양한 형태로 평가과정에 시민의 참여를 끌어내는 기록실천의 방법론이다. 본 연구는 실제 국내에 적용 가능한 시민참여형 평가 방안이 과연 무엇이고 어떤 구체적 설계를 그릴 수 있을까라는 실천적 고민을 담으려 한다. 이를 위해 철저한 평가도큐멘테이션과 공개, 공공 컨설테이션 도입, 시민 의제 발의권을 중심으로, 국내 기록평가 환경에서 시민 자신이 국가 기록기관의 책임을 인지하고 감시하며 그로부터 적극 의견을 개진할 수 있는 방안을 설계하고 구체화한다. 먼저 2장에서는 시민참여의 관점에서 국내 공공기록 평가의 현재 문제점을 진단한다. 3장에서는 서구 시민참여형 평가 방식을 우리 환경에 주체적으로 적용할 수 있는 방안을 설계하는데 집중한다. 그리고 마지막 4장에서는 기록인 및 시민운동가 등 관련 전문가 포커스그룹인터뷰(FGI)를 실시하여, 시민참여형 평가 방안에 대한 의견을 취합 조사하고, 현장에서 시민참여형 평가 유형과 절차를 적용하는데 있어 유효성을 타진하고자 한다.

본 연구는 노근리디지털아카이브 구축을 위한 예비분석으로, 참여형 아카이브 구축을 위한 오픈소스 소프트웨어(Open Source Software)를 분석하였다. 노근리사건은 한국전쟁 중의 양민 학살 사건으로 1999년 처음 사건이 알려진 이래로 한미 양국의 서로 다른 정치적 환경에서 벌어진 진상 규명 과정과 연구 활동, 이후 사회문화적인 다양한 치유 과정을 거쳐왔다. 이에 사건의 본질적인 이해를 위해서는 사건의 전후 내용뿐만 아니라 양국의 사회적 이해와 사회 구성원의 기억이 중요한 의미를 가진다. 따라서 노근리디지털아카이브는 사회적 기억의 수집을 위하여 참여형이라는 방식을 도입해 디지털아카이브를 구축하고자 한다. 이를 위해 본 연구는 현 시점에서 디지털아카이브 구축의 도구로 활용 가능한 대표적인 OSS들을 선별하여 평가 분석하였다. 평가를 위해 기존 OSS 평가 연구들을 통하여 평가 기준들을 종합하고, 또 사회적 기억을 저장하기 위한 핵심 기능과 조건들을 고려하여 참여형디지털아카이브를 위한 평가 기준을 마련하였다. 이를 바탕으로 기존 디지털 프로젝트에 널리 사용 중인 OSS 중 6개 시스템을 선정하여 분석하였다. 각 OSS의 특성과 장단점을 통해, 사회적 기억이라는 콘텐츠를 담는 디지털아카이브에 적합한 OSS에 대해 논의하고자 하였다.

Objectives: This study aims to explain the process of photovoice, to review relevant research cases, and to discuss the issues in photovoice applications for community health promotion. Methods: Literature review is performed on photovoice manuals, systematic review literature on international photovoice research, and Korean photovoice studies. The review was based on 8 research papers and 6 practice manuals. Results: Photovoice so far has specified its orientation to participatory research. Its implementation includes photovoice training, photo taking and sharing, interviews and discussions, photo exhibit, and social action planning for policy change. SHOWeD questions and the like guide photovoice discussions while they face some challenges in application. Social action planning for policy change part of the photovoice needs attention in implementation and evaluation. Conclusions: Adherence to the participatory principles and action research orientation in photovoice requires persistent efforts. Process and impact evaluation with development of photovoice research infrastructure will enhance photovoice application.

본 연구의 목적은 환경변화에 능동적으로 대처했을 때 업무성과가 향상된다는 업무조정이론에 따라 사회복지조직이 코로나 사태와 같은 환경변화에 능동적으로 대처할 수 있는 방안을 찾기 위함이다. 즉, 참여적 의사결정이 직무성과에 영향을 미치는 관계에서 구성원 민첩성의 매개효과를 파악하였다. 조사대상은 수도권 및 충청지역 복지관 종사자이며 310부의 설문지를 분석하였고, 가설검증을 위해 확인적 요인분석, 연구모형분석, 매개효과검증을 실시했다. 연구결과, 참여적 의사결정은 구성원 민첩성과 직무성과에 유의미한 정적 영향을 미쳤다. 그리고 참여적 의사결정이 직무성과에 직접적으로 영향을 주는 경로와 구성원 민첩성에 먼저 영향을 준 후 다시 직무성과에 연결되는 간접효과를 포함시킨 부분매개 모형이 적합하다는 것을 확인했다. 본 연구는 사회복지조직에 필요한 참여적 의사결정과 민첩성의 효과를 검증했다는 점에서 학술적 의의가 있으며, 사회복지조직의 직원 채용, 평가, 교육에서 참여적 의사결정과 민첩성 향상 방안을 제시함으로써 실천적 측면에서도 의의를 찾을 수 있다.

과학 스스로의 전문성과 사회로부터 자율성 추구는 과학과 사회의 분리를 심화시키는 배경으로 작용하여 왔다. 그러나 사회의 불확실성과 복잡성의 증대는 과학 스스로의 문제 해결과 질적 통제의 한계를 노출하게 하였고 과학에 대한 사회 참여를 요구하는 배경으로 작용하였다. 이에 본 연구는 선행연구에서 제시된 사회 참여 평가 유형을 과학 영역으로 확대하여 사회 속 과학의 실현 방안을 모색하였다. 구체적으로는 전통적 과학 평가, 참여적 과학 평가 및 숙의적 과학 평가로 구분하되 전통적 과학 평가가 전문가 중심으로 운영되어 사회의 보편적 참여를 제한한다는 점에서 본 연구는 참여적 과학 평가와 숙의적 과학 평가를 중심으로 연구하였다. 분석 결과에 의하면, 참여적 과학 평가와 숙의적 과학 평가가 전통적 과학 평가에 비해 이해당사자의 확대라는 점에는 공통점을 가지나, 평가대상, 평가방법, 사회 참여 범위 및 조정자의 역할에 있어 차별성을 가진다는 점을 제시하였다. 한편, 본 연구는 과학에의 사회 참여 평가가 민주주의적 가치 실현 차원에서 당연히 요구되는 사항임에도 불구하고 보편적으로 적용함에 나타나는 장애 요인과 이행 방안을 제시하고 향후 사회 전반의 노력과 체제 개선 외에도 다양한 후속 연구의 필요성을 강조한다.

대통령기록관에 이관된 참여정부 대통령기록은 e지원시스템 문서관리카드로 상징되는 기록 생산시스템 혁신의 결과물이다. 기록은 의사결정과정을 기록화하여 정책 결정 과정을 드러낸다. 본고는 대통령비서실 기록관리비서관실에서 생산한 기록관리 혁신 관련 기록의 존재 형태를 파악하고, 기능-활동-주제-행위로 재조직하였다. 주제별 기록 유형은 관련 사안의 전개 과정과 기록의 특성을 체계적으로 이해하는 데 도움을 준다. 기록 건 상세정보를 작성하여 개별 기록 건의 성격을 파악하였다. 이러한 시도는 대통령기록의 평가, 이용 활성화를 위한 기초자료를 제공한다는 점에 그 의미가 있다.

Objective: To enhance user experience of the product by using "wow" materials and parts, a framework for participatory emotional design and evaluation was proposed and validated through a case study in this paper. Background: Customers in recent days value a product which provides new feeling and images they want to get while interacting with it beyond its function, quality, and usability. Since the product consists of various parts and materials, "wow" materials and parts which can affect the customer's feeling and emotions are the essential components for changing the user experience. Method: A framework for participatory and human sensibility ergonomic design was considered and applied on developing the aesthetically and emotionally affecting glass panels of changing colors. Design experts defined a target market for this multicolor glass panels and modified the existing designing goal. Constraints for this design modification were identified by market trend research and consulting with the company which owns the technology for checking out its feasibility. The company developed and provided prototype samples as well as their competing materials. Quantitative and qualitative evaluation of the emotional quality was conducted to validate whether the design goal was achieved successfully. Results: The target market for the developing materials was defined as finishing for the buildings. The designing goal was set as to feed new visual sensation of clean and colorful images. The emotional quality of two different types of multicolor glass panels and an ordinary unicolor panel were evaluated quantitatively with semantic differential method. Results showed that the emotion of the subjects for the multicolor glass panels can be abstracted into two dimensions; named 'colorfulness' and 'harmony'. It was found that the developed samples got higher scores in emotional quality for both dimensions compared to the ordinary one. Age was found to be a significant factor for evaluating the emotional quality of colorfulness. Conclusion and Applications: The proposed framework is a valid approach for enhancing the user experience of the product by participatory design of emotional materials and parts. This framework can be applied easily on the emotional design and evaluation of different materials and components.
