Nagra was established in 1972 by the Swiss nuclear power plant operators and the Federal Government to implement permanent and safe disposal of all types of radioactive waste generated in Switzerland. The Swiss Nuclear Energy Act specifies that these shall be disposed of in deep geological repositories. A number of different geological formations and sites have been investigated to date and an extended database of geological characteristics as well as data and state-of-the-art methodologies required for the evaluation of the long-term safety of repository systems have been developed. The research, development, and demonstration activities are further supported by the two underground research facilities operating in Switzerland, the Grimsel Test Site and the Mont Terri Project, along with very active collaboration of Nagra with national and international partners. A new site selection process was approved by the Federal Government in 2008 and is ongoing. This process is driven by the long-term safety and feasibility of the geological repositories and is based on a step-wise decision-making approach with a strong participatory component from the affected communities and regions. In this paper a brief history and the current status of the Swiss radioactive waste management program are presented and special characteristics that may be useful beyond the Swiss program are highlighted and discussed.
The purpose of this study was to analyze two subject competencies (practical problem-solving capability and independent life capability) reflected in the activity tasks included in the 'home life and safety' area of 12 middle school technology-home economics textbooks in accordance with the 2015 revised curriculum. The analysis criteria were sub-elements of two subject competencies. Seven sub-elements were derived from each competency. Frequency analysis was performed to determine how often the sub-elements were reflected in the activity tasks. The results were as follows. First, with regard to the sub-elements of 'practical problem-solving capability', 'value judgment' was reflected most frequently in the activity tasks followed by 'exemplification of solution', 'logical thinking', 'critical thinking', 'decision-making', 'practical reasoning', and 'evaluation of solutions'. Secondly, the sub-elements of 'independent life capability' were unevenly distributed in the activity tasks. The 'capability to perform conscious living' was reflected most frequently followed by 'development and self-identity', 'time, money, and leisure management', and 'reasonable consumption and resource utilization'. For teachers wanting to teach activity-oriented classes and student participatory classes, the results pinpoint the materials necessary to develop learners' subject competencies by using textbooks from different publishing companies.
This study aimed to identify a difference in project implementation between villages that had executed rural village community activation support work successfully and those that had quit in the middle from the new endogenous development theory perspective. As a result, it was found that the main factors used for promoting to increase endogeneous development capabilities existed more in villages that executed project implementation support work successfully than in villages that had quit in the middle. Successful villages have a difference from the villages that had quit in the middle in that they have established a participatory decision making and cooperation system for stable operation even before their support work began, they have more assets for promoting community activity, residents' interaction and communal activity are becoming more active, and reciprocity-based mutual aid culture exists in many forms. In conclusion, seeing from the new endogenous development theory perspective, villages are developed under the interaction between internal and external factors, but the outcome of project implementation depends on whether village community holds its endogenous development capability to operate and develop such whole process of development. Therefore, village community activation policies need to be reinforced in the direction toward promoting to create the main factors for enhancing endogenous development capabilities.

The outdoor space of an elementary school is the most familiar and most educational area for children. A paradigm shift in education has demanded a new role and direction for these outdoor spaces. The construction of children-friendly spaces, however, lags behind. The child-participatory design process is very meaningful at a time when many outdoor spaces have difficulties in reflecting the varied and specific demands of children. This study realized the necessity for a design that includes a child-participatory design process in construction the outdoor spaces of elementary schools. Through reference study and a theoretical approach of related laws, this study established a child-participatory design process model and applied it to Seoul Don-Am Elementary School. The design process included playing games and providing interesting tools to increase the participation of children in suggesting and presenting their opinions more freely. The design process of this study is described in five steps(eliciting interest in and recognition of the target space, Understanding children's expectations and the expressing thereof, Establishing factors for planning, Visualizing and arranging spaces, and Decision-making and building a final design plan). This process was applied to the planning and design of an outdoor space for Seoul Don-Am Elementary School. In this study, it is clear that the design of the participators and experts have a different purpose. Thus, the process of the design has more meaning than the final product. In addition, it is expected that an improvement in both tangible and intangible designs will be seen. Using a participatory design process, this study successfully improved the facilities and arrangement planning of an outdoor space. At the same time, it also enhanced the interest and participation of children in the process of creating the kind of school they desire. The significance of this study is that it has suggested an effective model to reflect the demands of children, the true users of the outdoor space, and the results were actually applied to elementary school outdoor planning and designing. This study enhanced the awareness of school members in the process of building the school's outdoor space.
Various policies and institutional efforts are being made for mature democracy and more sustainable administration of our society. In this respect, the importance of civic participation, considered essential in environmental impact assessment, has been consistently emphasized in the relevant theories and practices. Although various methods and forms of public participation are taking place in Korea, criticism is widely understood that collecting citizens' opinions in the decision-making process has become ineffective and formal. Starting from these issues, this paper seeks to learn lessons from the foreign cases in the international context. Extensive literature review was conducted to examine the meaning and objectives of public participation in EIA and the tactical principles. Based on this, the participatory systems and procedures in the United States, Britain, Germany, Japan, and Canada were critically reviewed, and the implications were derived through specific cases. The results are, first, the provision of specific public participation guidelines, second, the securing of transparency in the decision-making process, third, the expansion of procedural participation levels, and lastly, the guarantee of participation opportunities. This paper is meaningful as a basic study to enrich discussions on public participation in the domestic EIA hoping to help research through more diverse empirical cases in the future.
The purpose of this study is to analyze the status of the joint forest project, which is one of the national forest management system, by using stakeholder participation, transparency of decision making, accountability of actors and stakeholders, The questionnaire survey was conducted using the 5 - point scale and the written form. As a result of the questionnaire survey, various stakeholder participation items had the highest opportunity to participate with an average of 3.3 and the lowest score with 2.3 points for establishing conflict and conflict resolution structures. Transparency was analyzed to be 3.4 points for the project disclosure, 2.7 points for information sharing and education promotion activities for local residents, 3.3 points for the detailed role of the project implementer, and 2.7 points for internal and external monitoring and evaluation of the project with various stakeholders. The results of this research, analyzed through the participatory forest management index, are deemed to be used as basic data for the establishment of a plan for the revitalization of national forest participation management.

This study aims at suggesting some measures to establish rural community development information system through ISP. A future model for rural community development information system was established by applying such 3-step ISP methodology as environment analysis, current status(AS-IS) analysis, future(To-Be) directions. As a result, with the vision of realizing comprehensive information service for rural development projects, rural development information system has established such goals as the assistance of project decision making through preparing rural development project data management system and acquiring evaluation efficiency, the preparation of spatial information utilization system, the utilization of objective GIS-based information through the increase of data management efficiency, the community activation and participatory rural development through rural spatial information portal service. In order to attain the goals, four strategical subject matters were derived. They are: 1) one-stop service subject matter for data management including pilot DB building for rural development projects, 2) rural information GIS service strengthening subject matter including DB building for rural development, O&M measures, 3) step-by-step DB building subject matter including the sharing of integrated information system for rural development, and 4) core value increase subject matter of spatial information data including the building of active service delivery system.
A village appraisal is a study of the village, carried out by the people who live there as a basis for influencing its future. It is an exciting opportunity for a village to take a good look at itself, and it is a project in which everyone can be involved. It involves gathering factual information and the opinions of local people, so as to build up an overall picture of the village. An appraisal is a questionnaire survey carried out by and for the local community. It aims to identify local characteristics, problems, needs, threats, strengths and opportunities. It is a means of taking stock of the community and of creating a sound foundation of awareness and understanding on which to base future community action. Over the past 30 years more than 2,000 village appraisals have been undertaken in rural Britain. This research examined 48 village appraisals which had been carried out in England between 1985 and 1999. The suggested strengths and weaknesses of the village appraisals are: the target of the whole population in an area; the wide-ranging in its coverage of issues; well linked to a county-wide support agency; a good tool for identifying needs and wants, and local priorities; a good tool of local democracy and of increasing self-confidence in individuals and the whole community; not an exhaustive survey; very labour intensive; too little coverage of issues relating to the local economy; the lack of any input by professional planners and so forth.

The importance of empowering leadership has emerged, which inspires confidence and attachment to members' task capabilities through delegation of authority between leaders and members. The purpose of this study is to analyze the effect of empowering leadership on work engagement and job performance through self-efficacy and sense of belonging in construction companies. Hypothesis testing of 271 copies of the questionnaire from Busan, Ulsan and Gyeongnam areas was conducted using the structural equation model. First, in the order of information sharing and participatory decision-making, there was a significant positive effect on self-efficacy, whereas the lead and coaching factors were not significant. Second, it was shown that all 4 factors of empowering leadership had a significant positive effect on belonging. Third, the sense of self-efficacy and belonging had a significant positive effect on both work engagement and job performance.
This paper will address why records management innovation needs to be considered and sought again in 2017 when Korea's new government was inaugurated, and it suggests the direction and strategies of the innovation. Now is time to inherit the innovative spirit of Roh's Participatory Government based on new methods and contents with immanent criticism. This paper proposes the innovation for the "records management by everyone," where everyone involved needs to participate in and proceed with the innovation for the sake of democracy. Not just government offices but also corporations and even ordinary people need to participate in the process of records management and share the results. Records management is necessary and required in places where democracy is practiced, where historical events occur, and where technologies are continuously innovated around the world. This paper proposes 12 strategies and 35 tasks in 6 sectors where records management is required at present. In addition, it also suggests a methodological innovation for using the latest technologies, communicating with every entity, and governing decision-making.
