In this study, we propose a method to regulate parking violations using computer vision technology. A still color image of the parked vehicle under question is obtained by a camera mounted on enforcement vehicles. The acquired image is preprocessed through a morphological algorithm and binarized. The vehicle's shadows are detected from the binarized image, and lanes are identified using the information from the yellow parking lines that are drawn on the load. Whether parking is illegal is determined by the conformity of the lanes and the vehicle's shadow.

장애인 주차구역은 보행장애인을 위한 주차시설로써, 장애인의 보행 안전 통로를 확보하기 위한 주차공간이다. 하지만 장애인 전용구역에 대한 사회적인 인식 부족으로 실제 주차구역을 이용해야 하는 장애인의 이용이 제한되고 불법 주차 행위 및 주차 방해 행위 등 위반사례들이 매년 급증하고 있다. 따라서, 본 연구에서는 장애인 주차 구역의 불법 주차 차량 및 주차공간 내부에서 주차를 방해하는 행위를 개선하기 위해 딥러닝 객체 인식 모델인 YOLOv5 모델을 적용한 장애인 주차구역 불법행위 단속시스템을 제안한다.

본 연구는 안전 신문고 제도의 효과를 분석하기 위해 2014년 9월 ~ 2019년 7월까지 접수된 안전신고 데이터 분석을 수행하고 해당 데이터를 통해 안전신고 성과를 측정할 수 있는 항목을 선정하여 4대 불법 주정차 주민신고제 도입에 대한 효과, 도로교통사고 기반의 원단위법을 이용한 효과 분석을 수행하였다. 2019년 10월까지 49개 기초자치단체의 4대 불법 주정차 주민 신고제 도입 후 약 60% 정도 단속 단가가 감소되었으며, 단속인력에 대한 신고 1건의 가치는 21만 3천원/건으로 도출되었다. 과태료 부과 등을 통한 세수 확보를 건당 편익으로 산정하면 약 6만 2천원/건 정도 추정되었다. 이 둘을 합하면 4대 불법 주정차 주민신고 가치는 총 27만 5천원/건으로 도출되었다. 안전신문고의 신고 유형은 대부분 교통 및 시설로 이를 대표적인 신고가치로 정의하고 연도별 총 편익을 산정한 결과, 2014년부터 2019년까지 안전신문고로 접수된 신고건수는 1,164,439건, 2019년 4월 이후 7월까지 신고 된 4대 불법 주정차 신고건수는 502,721건으로 지난 5년간 총 편익을 산정하면 약 2,734억여 원이다.

Background: Motorcycles are one of the important members of commercial transportation because of the convenient use during congested traffic conditions and the ease of parking in narrow streets. This study investigates the characteristics of crashes and traffic signal violations caused by motorcycle couriers. Methods: From the national compensation data, this study analyzed the traffic crashes caused by 671 motorcycle couriers. Results: Among 671 injured couriers, 50.6% were aged less than 40 years, 49.2% run in a small business of <5 employees, and 47.2% had work experience of <6 months. Motorcycle crashes occurred mainly due to "rider overturned alone" (67.5%), in the daytime (73.5%), or on cloudy or clear days (77.2%). However, the violation rate caused by motorcycle couriers was high in couriers in a small business of <5 employees (13.9%), with work experience of <6 months (13.9%), on cloudy or clear days (12.4%), on an intersection (29.8%), in the type of "crash with a vehicle" (31.2%), or in a death accident (35.7%) Conclusion: The findings of this study can be used as a baseline in devising policies for preventing crashes of motorcycle couriers.
