  • Data, by itself, will not reveal the optimal policy choice. Nor will data alone tell us what problems to focus on or how to direct resources. It should be recognized upfront that data-driven policy making cannot provide all the answers to the challenges of good governance. Policy decisions always depend on a combination of facts, analysis, judgment, and values. In this paper, we research on factors to design an organizational policy making for Big Data.

  • Nowadays, nations cyber security capabilities play an important role in a nation's defense. Security-critical infrastructures such as national defenses, public services, and financial services are now exposed to Advanced Persistent Threats (APT) and their resistance to such attacks effects the nations stability. Currently Cyber Threat Intelligence (CTI) is widely used by organizations to mitigate and deter APT for its ability to proactively protect their assets by using evidence-based knowledge. The evidence-based knowledge information can be exchanged among organizations and used by the receiving party to strengthen their cyber security management. This paper will discuss on the business process reengineering of the CTI information exchange management for a nationwide scaled control and governance by the government to better protect their national information security assets.

  • The purpose of this study is to carry out a comparative analysis of Korean and US Sea Grant College Program (SGCP). The important lesson learned from the US SGCP is that ocean policy requires active interaction among public and oceans since oceans are far from constituents, law makers and government officials. Also, Sea Grant Program (SGP) should be based on universities so as to facilitate the use of equipment and expertise, there is a need for a well-organized control system, legislative mandates and strong government financial support, and sea grant activities must be well combined with regional/local outreach, education and research at the appropriate level.

  • Korea's healthcare is in great danger of sustainability. In 2020, the baby boomer will begin to be older, and there is no promise that the total fertility rate of 1.0 or less will rebound, and Korea's economic growth rate is predicted to be less than 2%. Together with these phenomena, Plan for Benefit Expansion in Nation Health Insurance (Moon Jae-in Care) will seriously threaten the sustainability of health insurance finance. In addition, health care in Korea has many problems: excessive medical utilization, rapidly increasing elderly medical costs, concentrating patients into big hospitals, low healthcare personnel but many healthcare facilities and equipment, bad quality of primary and mental care, and fast-growing health expenditure. For sustainability, healthcare of Korea should be reformed. The direction of the reform is people-centered and integrated healthcare in the community which is composed of empowering and engaging people, strengthening governance and accountability, reorienting the model of care, coordinating services, and creating an enabling environment.

  • Blockchain enabled Decentralized Autonomous Organization (DAO), a new form of organization with conveying its core value - trust. Token holders who are participating DAO's governance share their thoughts, information, and ideas in online forum. But it is problem that chronological form of DAO's online forum makes token holders hard to find crucial information, meaning that many of them might not understand what is happening discussion. In this paper, we studied not only a decision making process which feature is iteration, visualization, and applicable to DAO with 6 steps in total but also a decision making tool which is based on the process of this paper. The tool has features to help participants such as voting model, visualization features which gives guidance to them for their decision during the process. Our experiment showed that the process and tool is somewhat reasonable, and the information during the process is effective for participants. This work is expected to be applied to current DAOs to make a decision among the token holders.

  • Unlike the popular belief, digital transformation mainly gets stymied by legal and regulatory issues related with legacy institutions in Asia rather than technical difficulties. The real challenges triggered by the PSD2 (Payment Services Directive 2) are how the region would overcome the overly fragmented, centralized, and hierarchical legacy framework to allow necessary changes to respond to the digital single market initiatives as promulgated by the European counterpart. The PSD2 is expected to bring about substantial changes in the payment ecosystem by allowing payment service providers to access customers' accounts and transactions information via API that have been traditionally controlled by banks. This paper suggests an incentive-compatible mechanism design for open collaboration among legacy institutions in the region to help them adapt to the PSD2. As evidenced by case studies in Korea, the Asian equivalent of PSD2 can be implemented and further expanded to create region-wide PCS (payment-clearing-settlement) network by reconnecting the dots of legacy infrastructures. These decentralized, diverse, small payment networks can be further combined with the expanded RTGS-CDS platform to evolve into the next phase of Asian Financial Network.

On the basis of the analysis, this review closely examined how SHP had been developed, and what has been happening in the recent years of SHP in advanced nations. Results: Major findings from this review in terms of finding a new perspective on SHP in Korea were to: 1) share awareness of the fundamentals of SHP; 2) establish a national framework for school-based SHP; 3) build a cooperative SHP governance; 4) strengthen a SHP monitoring and evaluation system; 5) integrate health and education. Conclusion: Recently, serious student health threats have been putting pressure on schools in Korea. This review will serve as a critical implication of how to effectively implement SHP in Korea.
