  • For deciding the profitability and feasibility of the construction project, the schematic estimation has to not only link the design decision-making but also estimate the cost with reliability. The Object-based schematic estimation system was developed for easily linking with design-making and supports to evaluate the design alternatives in the design development stage but didn't consider the cost estimated by object supplementary and parameter work item. This research presents the Integrated Object-Parameter Schematic Estimation Model in the design development stage that can lead to more accurately estimate the cost through analyzing historical data from the high-storied office buildings. For the development of the proposed model for schematic estimation, after analyzing and classifying the work items from the Bills of Quantities(BOQs) and drawings of historical data, this research proposed the methods of estimating cost in accordance with attributes of each work item using regression analysis. In addition, a case study is performed for the effectiveness as comparing the proposed model with the previous estimating model.

  • For deciding the profitability and feasibility of the construction project, the schematic estimation has to not only link the design decision-making but also estimate the cost with reliability. The prototype-based schematic estimation system was developed for easily linking with design-making and supports to evaluate the design alternatives in the design development stage but didn't consider the cost estimated by parameter and additional work items by users. This research presents the object-parameter based schematic estimation model in the design development stage that can lead to accurately estimate the cost by using historical data from the high-storied office buildings. For the development of the proposed model for schematic estimation, after analyzing and classifying the work items from the Bills of Quantities(BOQs) and drawings of historical data, this research proposed the methods of estimating cost in accordance with attributes of each work item. • The primary aim of this study was to compare responsiveness of self-report by worker and therapist-scored functional capacity instrument. Self-report and therapist-scored interval-level person measures and item difficulties were compared at admission and discharge. Therapist and worker ratings were collected on 230 clients from 27 rehabilitation sites using the newly developed Occupational Rehabilitation Data Base (ORDB) functional capacity instrument. ORDB comprises several subscales measuring relevant variables of "a return-to-work model" in work-related rehabilitation clinics. The functional capacity scale deals with 10 DOT job factors. The rating scale categories were 1-severely impaired, 2-moderately impaired, 3-mildly impaired, and 4-not impaired. Only data from clients with low back pain (n=98) with complete data (both admission and discharge scores) were used for the present study. Therapists and workers completed the functional capacity instrument at admission and discharge. Rasch analysis [1-parameter item response theory model (IRT)] was applied to calibrate item difficulty and person ability measure of therapist and workers ratings. Effect sizes for therapist and self-report ratings were slightly different, .69 and .30, respectively. Therapist and worker ratings were more consistent at discharge (r=.54) than at admission (r=.32). Workers have a tendency to be more severe in their ratings (show higher item difficulties) than therapists at admission and discharge. Therapists and workers report similar magnitudes of improvement following treatment program. These findings challenge the belief that injured workers may unreliable source for monitoring therapeutic outcomes. Self-report measures have the advantage of conserving therapist time for treatment (versus evaluation). While the therapist and self-report ratings are comparable at discharge, there is less consistency at admission. Comparable therapist-worker ratings may be achieved by controlling for rating severity using IRT methodologies.

  • To prevent over-testing of the test-item during random vibration testing Scharton proposed and discussed the force limited random vibration testing (FLVT) in a number of publications. Besides the random vibration specification, the total mass and the turn-over frequency of the load (test item), $C^2$ is a very important parameter for FLVT. A number of computational methods to estimate $C^2$ are described in the literature, i.e., the simple and the complex two degrees of freedom system, STDFS and CTDFS, respectively. The motivation of this work is to evaluate the method for the computation of a realistic value of $C^2$ to perform a representative random vibration test based on force limitation, when the adjacent structure (source) description is more or less unknown. Marchand discussed the formal description of getting $C^2$, using the maximum PSD of the acceleration and maximum PSD of the force, both at the interface between load and source. Stevens presented the coupled systems modal approach (CSMA), where simplified asparagus patch models (parallel-oscillator representation) of load and source are connected, consisting of modal effective masses and the spring stiffness's associated with the natural frequencies. When the random acceleration vibration specification is given the CSMA method is suitable to compute the value of the parameter $C^2$. When no mathematical model of the source can be made available, estimations of the value $C^2$ can be find in literature. In this paper a probabilistic mathematical representation of the unknown source is proposed, such that the asparagus patch model of the source can be approximated. The chosen probabilistic design parameters have a uniform distribution. The computation of the value $C^2$ can be done in conjunction with the CSMA method, knowing the apparent mass of the load and the random acceleration specification at the interface between load and source, respectively. Data of two cases available from literature have been analyzed and discussed to get more knowledge about the applicability of the probabilistic method.

  • As the global demand for satellite IoT services using small satellites increases, interest in their frequency requirements has also increased. Consequently, International Telecommunication Union Radiocommunication Sector (ITU-R) preparatory studies for WRC-23 include AI 1.18, which considers new frequency allocations for narrowband mobile satellites. This agenda item was issued in accordance with Resolution 284 (WRC-19), and contributions and reviews by government and satellite operators are underway at ITU-R SG4 WP4C with the aim of completing the study in 2023. Resolution 248 (WRC-19) considers the conditions for transmission of candidate bands and satellites and terminals for narrowband mobile satellite, and all contributions should satisfy narrowband mobile satellite system characteristics parameters within these conditions. However, among the current transmission specifications, there are several views on the exact definition of satellite e.i.r.p., and the derivation schedule of characteristic system parameters for the study is slower than that of the original work schedule. The goal of this paper is to examine the outline of WRC-23 AI 1.18 and the main content of Resolution 284 (WRC-19) and to determine the status of studies related to WRC-23 AI 1.18. The ITU-R's study on this agenda includes updating work schedules, developing the draft required spectrum and system characteristics parameter reports/recommendations, developing draft CPM reports, and examining the various views of transmission specifications in Resolution 284 (WRC-19). Focusing on candidate bands in Region 1 (Europe and Africa) and Region 2 (America), the current status of use in Korea is investigated and future countermeasures in Korea are investigated. In addition, we would like to examine the trend of narrowband mobile satellite through satellite frequency and service status and planning of satellite IoT operators, such as EchoStar, Omnispace, and Sateliot that are participating in the ITU-R study.
