The Formation and Ratification of ISDS in International FTA and Its Characteristics -with a special emphasis on KORUS FTA, NAFTA & AUSFTA- (국제자유무역협약에서 ISDS의 생성과 비준에 관한 연구 -KORUS FTA, NAFTA 및 AUSFTA를 중심으로-)

  • This article deals with the nature of ISDS along with the admissibility thereof, for the settlement of investment disputes between states and nationals of other states. ICSID as an organization of World Bank Group, has been established in 1966 and as of May in 2011, 157 nations ratified its convention. As for the Republic of Korea(ROK) it has been involved in the problematic situation with regard to ISDS of the KORUS FTA in negotiation with the United States. The ruling Grand National Party is pushing the FTA for ratification including ISDS. However, the opposition party, the Unified Democratic Party rejected the ISDS with a view to a toxin infringing on its judiciary sovereignty. The ROK has invested in the US 3.5 times more than the US did in Korea up to now. As a result, it seems that the ROK is more concerned about ISDS than the US is, considering that exhausting local remedy through the US local courts, applying even a municipal ordinance in their decisions which will be unsatisfactory toward the ROK side. The ROK is now struggling with the ISDS as a political issue between the ruling party and the opposition party mostly based on sovereignty with a reference on AUSFTA which excluded the ISDS. Australian model about ISDS has been impacted by the experience from the NAFTA which allowes direct claims against each other(the US against Canada and Canada against the US). It seems not to be much sympathy for developed countries because it has long been held to standards for pressing on developing countries. Australia is also struggling with ISDS from the political point of view likewise the ROK. And the ISDS is destined to the political situations established within the domestic countries among the political parties in relation with the acceptance or rejection of thereof.

Knowledge and Educational Experience about CPR in Dental Hygiene Students (치위생과 학생의 심폐소생술(CPR) 관련 지식수준 및 교육실태)

  • This paper reports is a descriptive study for analyzing the knowledge level and educational condition of dental hygiene students regarding cardiopulmonary resuscitation(CPR). This study was implemented from May 24, 2010 to June 4, 2010. The results were as follows: 1. The score was low for the knowledge level of CPR (3.72 out of 8.0). 2. The knowledge level of CPR was higher in the students with heart disease in their family than in those without(t=5.725, P<0.05). 3. While students had a high percentage of correct answers e.g. 93.5% and 73.8% for the mouth-to-mouth CPR and hand position in pressing the upper part of the belly, they had low percentage of correct answers, e.g. 8.2%, 28.9%, 25.4%, and 49.2% for consciousness and breathing check, maintaining the airway and the time to brain damage from a heart attack, respectively. 4. The students used TV(55.2%) and the Internet(20.1%) as the medium for observing CPR. 5. 60.2% of students did not have any training in CPR. 6. More than 90.0% of students required training in CPR. Most of the students requested CPR training when they attended middle and high school. They had hoped to receive CPR training at school or a specialized training organization. In conclusion, the knowledge level of CPR of dental hygiene students is low, and the need for training and participation is high. Therefore, dental hygiene students should receive CPR training.

The optimum material mixture rate of the pressing media in Pleurotus ostreatus (느타리버섯 압축배지 재료에 대한 최적 배합 연구)

  • The purpose of this study was to investigate the optimal mixture ratio for the mycelial culture of the Pleurotus ostreatus. The chief cultural media in this study were cotton hull, sawdust and rice straw and the supplemental media were zeolite, corn cob, defatted rice bran, white cotton, tobacco trash powder, rice hull and peat. The results of this study were as follows; the optimal mixture ratio of the chief cultural media were effective in 6 : 3 : 1(V/V, %), and the mycelial growth and density in the supplemental media were considerably better 1% zeolite,3% corn cob, 5% defatted rice bran, 1% white cotton, 1% tobacco trash powder, 7% rice hull in good order. The optimal mixture ratio be to the mixed supplemental media in the chief cultural media were as follows ; 2 : 2(V/V, %) at the conditions of mixed zeolite and corn cob; 3 : 2(V/V, %) at the conditions of mixed defatted rice bran and white cotton; 1 : 3(V/V, %) at the conditions of mixed tobacco trash powder and rice hull. At the conditions of the whole cultural media mixed, the mycelial growth and density were in good conditions ; cotton hull, sawdust, rice straw, zeolite, corn cob, defatted rice bran, white cotton, tobacco trash powder, rice hull, and peat were mixed 43.0 : 17.2 : 25.8 : 2.0 : 2.0 : 3.0 : 2.0 : 1.0 : 3.0 : 1.0 (V/V, %).

Effect of Coagulants and Coagulation Temperature on Physical Properties of ISP-Tofu (분리대두단백 두부의 물리적 특성에 미치는 응고 온도 및 응고제의 영향)

  • An investigation was carried out to study the feasibility of tofu preparation with using isolated soyprotein(ISP) only. The ISP tofu was prepared by boiling the ISP suspension for 2 min before addition of coagulants. Effects of coagulants($CaSO_{4},\;CaCl_{2}\;MgCl_{2}\;GDL$) and coagulation temperature in the range of $2{\sim}95^{\circ}C$ were studied on the amounts of coagulants required, size and shape of coagulates, volume yield and textural properties of tofu. It was found that amounts of coagulants and tofu volume was significantly reduced and the larger and cloud-like shape was obtained as the coagulation temperature increased. A rather precipitation was occured under $40\;or\;50^{\circ}C$, which caused difficulty for tofu formation by pressing. GDL and $CaSO_{4}$ showed higher yields than those of $CaCl_{2}\;and\;MgCl_{2}$ at low temperature range and little difference at high temperature. In the textural properties of hardness, brittleness and gumminess of tofu were almost lineary and rapidly increased as the coagulation temperature increased where $CaCl_{2}\;and\;GDL$ produced highest and lowest of those values, respectively. The elasticity was reduced as the temperature increased for those made with $MaCl_{2},\;CaSO_{4}\;GDL\;and\;CaCl_{2}$, tofu showed little change.

Enzymatic Isolation of Husk from Barley Kernel (효소적 방법에 의한 보리피층의 분리)

  • The amounts of husk materials from barley kernel were determined by an enzymatic method and compared with the values determined by conventional methods involving acid or alkaline treatments. The enzymatic method consists of boiling in distilled water and pressing to help squeeze out the gelatinized starch from the husk matrix, and enzymatic removal of starch by ${\alpha}-amylase$ and weighing the residual husk materials after washing 3 times with hot water and then drying at $95^{\circ}C$. Husk materials amounted about 15 of the covered barley (Gangbori and Olbori) and 10-12% of naked variety (Backdong and Sedohadaga) and the values were always somewhat higher than those obtained by the conventional methods. The husk materials prepared by the enzymatic procedure contained protein 4-8%, lipid 5-10%, ash 0.2-0.6% and crude fiber 20-40%. Although it took longer time, the enzymatic procedures can provide more intack husk materials for further characterization of the materials.

Preparation and Oxygen Permeability of Nb-doped BCFN Ceramic Membrane (Nb-doped BCFN 세라믹 막의 제조 및 산소투과 특성)

  • $BaCo_{0.7}Fe_{0.22}Nb_{0.08}O_{3-{\delta}}$ oxide was synthesized by solid state reaction method. Dense ceramic membrane was prepared using as-prepared powder by pressing and sintering at $1,200^{\circ}C$. XRD result of membrane showed single perovskite structure. Leakage and oxygen permeation test were conducted on the membrane sealed by glass ring as a sealing material. The oxygen permeation flux increased with increasing temperature and pressure difference and maximum oxygen permeation flux was $2.3mL/min{\cdot}cm^2$ at $950^{\circ}C$ with $Po_2$ = 0.63 atm of oxygen partial pressure. The oxygen permeation in the condition of air with $CO_2$ (300 ppm) as feed stream decreased as much as only maximum 2.9% in comparison with air feed stream. It indicated $BaCo_{0.7}Fe_{0.22}Nb_{0.08}O_{3-{\delta}}$ membrane is more stable than another membrane for carbon dioxide.

Magenetic Properties of Nd-Fe-B-Co-based Melt-spun Ribbons an dTheir Bonded Magents (Nd-Fe-B-Co계 급냉리본과 Bond 자석의 자기적 성질)

  • Abstract Co-and/or AI-added Nd-Fe-B-based magnetic alloys were fabricated by using vacuum induction melting frunace, and melt-spun ribbons were made of the magnetic alloys with single roll rapid quenching method. The variation of magnetic properties of the melt-spun ribbons as a function of Cuwheel velocity (Vs) were investigated. Bonded magnets were made of the optimally quenched ribbon fragments, and the magnetic properties of the melt-spun ribbons and the bonded magnets were studied, relating to the microstructure and crystalline structure. Cu-wheel surface velocity had a strong effect on the magnetic properties of the melt-spun ribbons, and the maximum properties were obtained around Vs =20m/sec. The optimally quenched ribbon had a cellura-type microstructure, in which fine N$d_2$F$e_14$B grains were surrounded by thin Nd-rich phase. In case of a 2.1at% AI-added melt-spun ribbon, the magnetic properties were as follows: iHc, Br, and (BH)max were 15.5KOe, 7.8KG and 8.5MGOe respectively. And resin bonded magnets were fabricated by mixing optimally quenched ribbon fragments with 2.5wt % polyamide resin, compacting and binding at room temperature. The iHc, Br and (BH)max of bonded magnet were lO.2KOe, 4.4KG and 3.3MGOe respectively. And hot-pressed magnets were made by pressing the overquenched ribbons at high temperature. The magnetic properties of hot-pressed magnets were better than those of bonded magnets, and when the holding time was 8 minutes, the iHc, Br, and (BH)max of the hot-pressed magnet were 1O.8KOe, 7.3KG and 8.0MGOe respectively. Domain structure was mainly maze pattern, which means that the easy magnetization axis could be aligned, and the domain width of the hot-pressed magnets was smaller than that of bonded magnets.

  • While the use of radiation in the medical field provides diagnosis and treatment with important benefits, we cannot deny that the radiation bombing causes some hindrances. The expansion of radiation use in modem medicine is essential, so the radiation use and preparation of proper measure for safety management has risen as a pressing subject. Therefore, in order to make defensive plans for the prevention of health obstacles to general users of radiation and for the provision of basic data of the health education programs to radiation workers by grasping the knowledge, attitude and behavior towards the radiation safety management of radiation workers in each medical institution and by analyzing the factors that affect the actions of radiation safety management, in this study we conducted questionnaires from September 26 to November 5, 2001 targeting 805 radiation workers in 108 medical institutions including university hospitals, general hospitals, hospitals, clinics and public health centers etc. located in Seoul, four metropolitan cities and small and medium cities, and has obtained the following results. 1. The average point of knowledge on the radiation safety management was 10.96 out of 15. As for the general characteristics, the level of knowledge on radiation safety management was higher with older age, high education background and longer career. 2. The average point of attitude on the radiation safety management was 66.36 out of 75. The attitude point for general characteristics were higher with higher education background, longer career and in case of universities, the level of attitude on the radiation safety management was high. 3. The average of action points on the radiation safety management was 56.09 out of 75. In general characteristics, the action level of radiation safety level was higher with older age, longer career, and the reception of radiation education and in case of university hospitals. 4. It is analyzed that the relation of knowledge, attitude and behavior on the radiation safety management is higher as the levels of knowledge and attitude on the radiation safety management is higher. 5. As a result of analyzing the factors that affect the knowledge on the radiation safety management, the variables that can be explained best was in the order of ‘the behavior on the radiation safety management’, ‘work career’, ‘the attitude on the radiation safety management’, and ‘school career’. 6. As a result of analyzing the factors that affect the attitude on the radiation safety management, the variables that can be explained best was in the order of ‘the behavior on the radiation safety management’, ‘the knowledge on the radiation safety management’, and ‘school career’. 7. Effect of h-BN Content on Microstructure and Mechanical Properties of Si3N4 (질화규소의 미세조직과 기계적 성질에 미치는 h-BN 첨가의 영향)

  • $Si_{3}N_{4}$-BN based machinable ceramics were fabricated by hot-pressing at $1800^{\circ}C$ for 2 h under a pressure of 25 MPa. The microstructure, mechanical properties, and machinability were investigated. With increasing h-BN content from 5 vol% to 30 vol%, three point flexural strength decreased from 1000 MPa of monolithic S $i_3$ $N_4$ to 720~400 MPa. The fracture toughness, $K_{IC}$ , was decreased from 7.6 MPaㆍ$m^{1/2}$ of monolithic S $i_3$ $N_4$ to 6.5~4.1 MPaㆍ$m^{1/2}$. The grain size and aspect ratio of $\beta$-S $i_3$ $N_4$ slightly decreased with increasing h-BN content. S $i_3$ $N_4$ monolith could not be machined due to brittle fracture, but S $i_3$ $N_4$-BN based machinable ceramics could be machined without fracture, showing excellent machinability. With increasing h-BN content, the thurst force during cutting and micro-drilling process was decreased.

R-Curve Behavior and Mechanical Properties of Al2O3 Composites Containing SiC and TiC Particles (SiC와 TiC 입자를 함유하는 Al2O3 입자복합체의 균열저항거동과 기계적 성질)

  • Particulate composites of $Al_2O_3$/TiC/SiC, $Al_2O_3$/TiC and $Al_2O_3$/SiC have been fabricated by hot pressing and their R-curve behaviors and mechanical properties were investigated. $Al_2O_3$ containing 30 vol% TiC particles showed higher toughness by 8% than that for monolithic alumina and its fracture strength was increased significantly by approximately 30%. On the other hand, the addition of 30 vol% SiC of $3{\mu}m$ in $Al_2O_3$ decreased the fracture strength slightly but induced a rising R-curve behavior owing to the strong crack bridging of SiC particles. In case of $Al_2O_3$/TiC/SiC, arising R-curve behavior was also observed and the fracture toughness reached 6.6 MPa${\cdot}\sqrt{m}$ at the crack length of $1000{\mu}m$, which was lower than that of $Al_2O_3$/SiC, however, while the fracture strength was higher by about 20%. The fracture toughness seemed to be decreased as smaller TiC particles roughened the SiC interface and pullout of the SiC particles for crack bridging became less active.
