농약 품목에 대한 GHS 기준과 농진청 기준에 따른 자극성 산출 후 자극성 분류 차이 비교 (Comparison of Differences between the Results of Irritation Classification after Irritation Calculation with GHS Criteria and RDA Directives in Plant Protection Products)

  • 농약의 원제에 대한 GHS 체계 도입에 따라 농약 품목에 대한 GHS 도입 필요성이 대두되고 있어 GHS 도입 시 현행과의 평가 기준을 비교하였다. 농약 59 품목의 독성시험성적에 대하여 농약관리법과 GHS에 따라 피부자극성 및 안점막자극성을 산출 및 분류한 결과, 피부자극성 경도 및 중도로 분류된 품목에서 GHS 기준에 의해 '분류되지 않음'으로 구분된 품목이 전체의 25.5%였고 안점막자극성 경도에서 GHS 기준에 의해 '분류되지 않음'으로 구분된 품목이 45.8%로 나타나 자극성 구분이 완화되었다. 반면 비가역적 반응의 평가에 의해 경도와 중도에서 피부자극성이 피부부식성 구분 1로 보다 높게 평가된 품목이 6.8%, 안점막자극성이 심한 눈손상 구분 1로 보다 높게 평가 된 품목이 5.1%였다. 농약 품목의 시험성적을 이용한 GHS 분류와 품목에 함유된 원제의 자극성 구분과 함유량을 이용하여 GHS 혼합물 분류기준에 따라 분류한 결과를 비교한 결과, 피부자극성에서는 25.5% 품목의 자극성 구분이 완화되었고, 3.4% 품목의 자극성 구분이 강화되었다. 안점막자극성에서는 25.4%의 품목에 대한 자극성 구분이 완화되었고 11.9%의 품목의 자극성 구분이 강화되었다. 농약 품목에 GHS를 도입할 경우, 상이한 분류 결과를 보완할 수 있는 방안 마련이 필요하다고 사료된다.

EXPLORING POTENTIAL SUCCESS FACTORS FOR PROCUREMENT OF PRIVATELY FINANCED INFRASTRUCTURE

  • Australia has joined many governments to adopt public-private partnership (PPP) as a major strategy for procuring infrastructure for decades. However, failures have occurred although the market has been considered to be a mature and sophisticated one. Failures have typically been traced back to inappropriate economic evaluation and a lack of value-for-money. In particular, a literature review has identified that there was no holistic consideration on the evaluation of procurement transactions of PPP projects. The transaction costs of PPPs were not handled properly. In this paper, theories of transaction cost economics are proposed for the purpose of such a holistic institutional economic evaluation. These theories are analysed in order to identify potential critical success factors for a strategic infrastructure procurement framework. The potential critical success factors are identified and grouped into a number of categories that match the theories of transaction cost economics. These categories include (1) Asset Specificity, (2) Organizational Capability, (3) Transaction Frequency, (4) Behavioural Uncertainty, and (5) Environmental Uncertainty. These potential critical success factors may be subject to an empirical test in the future. The proposed framework will offer decision makers with an insight into project life cycle economic outcomes needed to successfully deliver PPPs.

국내외 치과 의료수가 비교현황 : 한국, 일본, 독일, 미국을 중심으로 (Comparative study on Dental fees of Korea, Japan, Germany and United States)

  • The price for health service are decided by very complicated process because many of factors are related with them. The RBRVS(resource-based relative value scale) were used to calculate the Korean health service fees including dental fees. This study aimed to compare dental fees of Korea with other countries, such as Japan, Germany, and the US for evaluating the adequacy. Dental fees were categorized as oral evaluation and imaging, dental treatment including restorative, periodontal, and surgical work, and preventive treatment and compared by each country. The official documents about dental fees were collected from Korea, Japan, Germany, and the US. Each fee was presented as their own currency at first. Then they were converted into Korean won (KRW) by applying the market exchange rates at a specific point of time. Finally the fees were adjusted by purchasing power parities (PPPs) which equalize the different currencies. In general, the level of Korean fees were markedly low compared to those of Japan, Germany, and the US. German fees were similar or higher than that of Japan, and the US. The Korean fees were lower than three other countries 1.2~4.1 times for oral evaluation and 2.2~7.3 times lower for panoramic radiography. The endodontic fees of Japan, Germany, and the US were higher 1.8~15.3 times and 4.0~35.9 times for the deciduous teeth extraction compared to the Korean. In Japan the prophylaxis was 3.2 times more priced than the Korean fee. Exceptionally, the fees for re-evaluation, amalgam filling, and scaling were lower priced in Japan than other countries. This study has limitations on the items in definition and contents of dental practices units which were not exactly comparable and differently determined by countries. However, this study is meaningful because it surveyed the price levels to compare four different countries and then applied PPPs adjustment. This finding can be used to develop the dental RBRVs of Korean national health insurance and will contribute to improving the payment systems of health care.

Protective effects of extracts from six local strains of Pyropia yezoensis against oxidative damage in vitro and in zebrafish model

  • Pyropia yezoensis has been used as functional food in East Asia, especially in Korea and Japan, for more than five hundred years. This study aims to evaluate the antioxidant effect of polyphenols and proteins-rich extracts from P. yezoensis (PPPs) against 2,2'-azobis (2-amidinopropane) dihydrochloride (AAPH)-induced oxidative cell damage. Among six Korean local strains obtained from Jinhae (JiH), Haenam (HN), Jangheung (JaH), Jindo (JD), Wando (WD), and Sinan (SA) areas, the extracts of P. yezoensis from SA and JD are relatively higher in polyphenols and proteins contents. SA showed the lowest IC50 scavenging activities against 1,1-diphenyl-2-picryl-hydrazyl and alkyl radicals and displayed protective effects against reactive oxygen species (ROS) in AAPH-induced Vero cells. Especially, the PPPs extracts from SA and JD showed protective activities against AAPH-induced apoptosis, as observed by nuclear staining with Hoechst 33342. Furthermore, in vivo studies of the SA extract in zebrafish showed significantly reduced ROS generation, lipid peroxidation, and cell damage. This is the first study, to our knowledge, to evaluate the antioxidant bioactivity of PPP in the Korean Peninsula using a zebrafish model. Due to SA and JD both located in the west coast of Korea, we deduced that the chemical content of the different PPP extracts was mildly influenced by their geographic location, and this alga has potential of protective activity against AAPH-induced ROS both in vitro and in vivo.

OECD의 개념에 따른 우리나라 약제비의 국제 비교 (Korean Pharmaceutical Expenditure according to OECD's System of Health Accounts)

  • Detailed analyses of total health expenditure and its sub­categories are essential for the evidence­based health policy(EBHP). These analyses, again, should be based on timely and reliable data that are comparable across countries. The System of Health Accounts (SHA), published by the OECD in 2000, provides an integrated system of comprehensive and internationally comparable accounts. The author has implemented the SHA manual into Korean situation, and examined overall expenditure estimate and its basic functional breakdown following the manual. This study explains how pharmaceutical expenditure is estimated. The results are, then, analyzed particularly from the international perspective. Both administrative data in Statistical Yearbooks (National Health Insurance, Medical Aid, Industrial Accident Compensation Insurance) and survey data on Health and Nutrition are used for the estimation. Per capita pharmaceutical expenditure in Korea (183 US$ PPPs) was far less than the OECD average (308 US$ PPPs) in 2001, but pharmaceutical expenditure share in total health expenditure (20.3%) was higher than the average (16.7%). This can be explained by the fact that there is a statistically significant correlation between pharmaceutical expenditure share and per capita GDP of each country. Korean people follow the tendency of relatively low­income countries to spend less than OECD average for health care, but follow again their tendency to spend more on drugs than on other health care services. In consideration of results and analysis as above, per capita pharmaceutical expenditure in Korea is expected to grow in the future, but the growth rate of the pharmaceutical expenditure is expected to be less than that of overall health expenditure.

우리나라 2006년 약제비의 규모 및 구성 (Scale and Structure of Pharmaceutical Expenditure for the year 2006 in Korea)

  • Expenditures on pharmaceuticals of different concepts were estimated and their functional, financing and providers' breakdowns were examined in line with the OECD's System of Health Accounts (SHA) manual. This study also shows the way such estimates are made. The results are then analyzed particularly from the international perspective. Data from both Household Survey by the National Statistical Office and the National Health and Nutritional Survey by the Ministry of Health and Welfare of Korea were used to estimate pharmaceutical expenditures that. are financed by out-of-pocket payments of the household, while national health insurance data etc. were used for estimation of pharmaceutical expenditures that are financed by public funding sources. The 'per capita expenditure on pharmaceutical/medical non-durables' in Korea stood at 380 US$ PPPs, less than the OECD average of 443 US$ PPPs in 2006, but its share of the per capita health expenditure of 25.9% noticeably outnumbered the OECD average of 17.1%, due partly to low per capita health expenditure as a denominator of the ratio. This indicates that Koreans tend to spend less on health care than an OECD average, while tending to spend more on pharmaceuticals than on other health care services, much like the pattern found in relatively low income countries. An international pharmaceuticals pricing mechanism is most likely responsible for such a tendency. In addition, it is to be noted that the percentage comes down to 21.0%, when expenditures on both medical non-durables and herbal medicine, which is locally quite popular among the elderly, have been excluded.

  • 우리나라의 SOC 민간투자사업은 수익형(BTO) 및 임대형(BTL) 방식을 주축으로 사회기반시설을 조기에 효율적으로 공급함으로써 국민의 편익증대 및 정부의 탄력적인 재정운용에 기여하였다. 하지만, 최소운영수입보장(MRG) 제도의 폐지와 최근 국제적인 금융위기 등 사업 환경의 변화로 민간투자사업의 위험이 증가되어 민간투자자들이 수익형 민간투자사업에 적극적인 관심을 보이지 않음으로써 수익형 민간투자사업은 상당히 위축되어 있는 상태이다. 이에 본 연구에서는 우리나라에서 민간투자사업을 추진할 경우 정부와 민간사업자가 위험을 분담하는 방식, 즉 기존의 수익형 방식과 임대형 방식의 중간적인 성격을 갖는 위험분담 방식의 혼합형 민간투자 방식을 검토하였고, 우리나라 민간투자사업에 활용될 수 있도록 사례적용 결과를 제시하였다. 본 연구의 결과는 향후 민간투자사업의 활성화에 도움이 될 것으로 기대된다.

Port Co-operations between Public and Private Sector

  • Purpose - Purpose of paper is to clarify this PPP((Public Private Partnerships)'s essence and advantages as well as disadvantages, and then it will take it out some conclusions and implication together. To do so, PPP should be examined carefully and then landlord port will be investigated in view of PPP, then, it will give some implications whether or not PPP is successful to apply more port in concern. Research Design, data, and methodology - The methodology that I take is to look into both PPPs and then to look intp landlord port in view of PPP. By doing so, it can be more understandable to PPP in port industry. Results - It can be found that landlord port system is more valuable and applicable instrument to adapt for port competitiveness and productivity, which leads to efficient port management. Conclusions - Landlord port system is an alternative instrument to be apply to port management in terms of PPP, and it has been justified that many worldclass port has taken this landlord port management system.

  • 본 연구는 2005년부터 새롭게 도입된 임대형 민간투자사업(Build Transfer Lease: BTL)이 국가재정에 미치는 영향을 살펴보고 이와 관련하여 정부가 검토해야 될 정책대안을 모색하였다. 보다 구체적으로는 BTL 사업의 국가부채 인정 문제 및 예산운영준칙의 수립방안 도출을 위해 주요 선진국 및 국제기구에서의 제도와 동향을 살펴보고 우리나라에 적용할 수 있는 대안을 제시하였다.

  • PPPs in international development cooperation can be challenging due limited capacities in the country, weaknesses in terms of policy and legislative frameworks, differences in mindsets, values, work ethics and hierarchical structures as well as cultural issues. These can lead to misunderstandings and implementation problems. However, a careful assessment of the situation on the ground, stakeholder analysis and needs assessment can help to identify potential bottlenecks and address capacity constraints that could slowdown operations. A sound understanding of local power dynamics and work practices can help to put in place an exit strategy which will enhance the projects' sustainability. Making sure that goals and objectives are understood in the same way by all partners, establishing an ongoing and respectful dialogue between them, as well as transparent implementation and monitoring mechanisms can also contribute to the PPP's success and increase the likeliness to make a difference in the lives of those in needs.
