Comparative analysis of fugitive dust management system at construction site by major cities

  • Particulate Matter(PM) is one of the most critical pollutant which can cause a fatal disease if the human body inhales. Construction is the business that emits the most fugitive dust. It is therefore necessary to manage construction site. South korea government focuses on the fugitive dust control measures defined in regulation being implemented properly. However the number of civil complaints related to fugitive dust emitted from construction site is the most in korea. So it is necessary to check from the management system aspect. This paper compares and analyzes the fugitive dust management system which applied to the construction site of major cities in three countries, and finds out what needs to be supplemented by the domestic management system.

SWAT 모델을 이용한 경안천 유역의 수질관리 영향 평가 (Evaluation of the Impacts of Water Quality Management in Kyongan Stream Watershed using SWAT Model)

  • SWAT model would be applied to evaluate the pollutant removal capacity with various best management practices (BMPs) in Kyongan stream watershed which plays an important role in water quality conservation and improvement of Paldang reservoir. The methods for the representation of various BMPs scenarios with SWAT is developed and evaluated. Riparian buffer strip, agricultural conservation practices to reduce fertilizer, sediment, and nutrients occurring from farm field (Grassed swale, Contour farming/Parallel terrace, Field border, Farm retention pond, Grade stabilization structure), and washland such as wetland and pond to extend detention and improve water quality are represented in SWAT. And to represent the expansion of existing Waste Water Treatment Plants (WWTPs) in Soil and Water Assessment Tool (SWAT), reduction effect for point source pollutants was simulated. As the result of simulation, the removal rates of SS, TN, TP from scenarios of Kyongan stream watershed are the average annual SS yield by 5.2% to 69.2%, the average annual TN yield by 0.5% to 26.3%, and the average annual TP yield by 1.3% to 32.5%, respectively. This study has demonstrated that the SWAT is a very reliable and useful water quality and quantity assessment tool, and the BMPs representation in SWAT for watershed management is able to effectively simulate in Kyongan Stream watershed.

소규모 폐수배출시설 관리 강화의 필요성 (Necessity of Strengthening Small-Scale Wastewater Discharge Facilities Management)

  • Small-scale wastewater discharge facilities account for 98% of all workplaces, but in the generation and emission of major pollutants, they account for 27.5 % and 23.5 %, respectively. Since the proportion of the emission load of the small-scale workplace is not large, the national environmental policy has been established mainly around large-scale wastewater discharge facilities. However, in the case of specific hazardous substances in water, the amount of the discharge load of the small-scale wastewater discharge facility was 2.4 times higher than that of the generation load. Certain types of specific hazardous substances in water, which have a higher discharge load than large-scale wastewater discharge facilities, account for 24 ~ 32 %. There are also cases in which the discharge load from a small-scale discharge facility is more than four times higher, depending on the specific kind of water pollutant. As a result of inspections, the violation rate of the small-scale wastewater discharge facility among the total violations by facilities is 93.9 ~ 97.5 %. As a result, the ecotoxicity value of small-scale wastewater discharge facilities was high in most industries, and there was a fluctuation in the measured value. This indicates that the ecological integrity of the water system can be largely influenced by small-scale wastewater discharge facilities. Therefore, it is necessary to expand the environmental management of small-scale wastewater discharge facilities, and in some cases, the effect of the improvement in quality may be more significant than in the management of large-scale wastewater discharge facilities.

STEPL WEB 모형을 이용한 농촌지역 비점오염원저감 대책 모의 (Simulation of the Best Management Practice Impacts on Nonpoint Source Pollutant Reduction in Agricultural Area using STEPL WEB Model)

  • Sediment-laden water is problematic in aquatic ecosystem and for hydraulic structures in a watershed, and agriculture area in a watershed is one of source areas of nonpoint source (NPS), since soil surface typically exposures due to agricultural activities. Especially, severe sediment might flow into stream when agricultural area is located near stream like the Imha-dam watershed. Soil erosion is affected by precipitation, therefore there is a need to consider precipitation characteristics in soil erosion and best management practices (BMPs) simulation. The Web-based Spreadsheet Tool for the Estimation of Pollutant Load (STEPL WEB) allows estimating long-term sediment loads and the impact of best management practices to reduce sediment loads. STEPL WEB and predicted precipitation data by MIROC-ESM model was used to estimate sediment loads and its reduction by filter strip and conversion of agricultural area to forest in the future 30 years. The result indicates that approximately 70 % of agricultural area requires filter strip installation or that approximately 50 % of agricultural area needs to be converted to forest, for 41 % of sediment load reduction.

부하지속곡선을 이용한 비점오염원 우선관리 지역 선정 및 관리목표 설정 연구 (Identifying Priority Area for Nonpoint Source Pollution Management and Setting up Load Reduction Goals using the Load Duration Curve)

  • The objective of this study is to identify the priority area where the nonpoint source pollution (NPS) management is required and to set up the load reduction goals for the identified priority area. In this study, the load duration curve (LDC) was first developed using the flow and water quality data observed at 286 monitoring stations. Based on the developed LDC, the priority area for the NPS pollution management was determined using a three-step method. The 24 watersheds were finally identified as the priority areas for the NPS pollution management. The water quality parameters of concern in the priority areas were the total phosphorus or chemical oxygen demand. The load reduction goals, which were calculated as the percent reduction from current loading levels needed to meet target water quality, ranged from 67.9% to 97.2% during high flows and from 40.3% to 69.5% during moist conditions, respectively. The results from this study will help to identify critical watersheds for NPS program planning purposes. In addition, the process used in this study can be effectively applied to identify the pollutant of concern as well as the load reduction target.

청양-홍성간 도로에서의 초기강우에 의한 유출부하량 평가 및 기여율 산정 (Evaluation of Runoff Loads and Computing of Contribute ratio by First Flush Stormwater from Cheongyang-Hongseong Road)

  • Nowadays, the high land use, mainly used for urbanization, is affecting runoff loads of non-point pollutants to increase. According to this fact, increasing runoff loads seems like to appear that it contributes to high ratio of pollution loads in the whole the pollution loads and that this non-point source is the main cause of water becoming worse quality. Especially, concentrated pollutants on the impermeable roads run off to the public water bodies. Also the coefficient of runoff from roads is high with a fast velocity of runoff, which ends up with consequence that a lot of pollutants runoff happens when it is raining. Therefore it is very important project to evaluate the quantity of pollutant loads. In this study, I computed the pollutant loadings depending on time and rainfall to analyze characteristics of runoff while first flush storm water and evaluated the runoff time while first flush storm water and rainfall based on the change in curves on the graph. I also computed contribution ratio to identify its impact on water quality of stream. I realized that the management and treatment of first flush storm water effluents is very important for the management of road's non-point source pollutants because runoff loads of non-point source pollution are over the 80% of whole loads of stream. Also according to the evaluation of runoff loads of first flush storm water for SS, run off time was shown under the 30 minute and rainfall was shown under the 5mm which is less than 20% of whole rainfall. These are under 5mm which is regarded amount of first flush storm water by the Ministry of Environment and it is judged to be because run off by rainfall is very fast on impermeable roads. Also, run off time and rainfall of BOD is higher than SS. Therefore I realized that the management of non-point source should be managed and done differently depending on each material. Finally, the contribution ratio of pollutants loads by rainfall-runoff was shown SS 12.7%, BOD 12.7%, COD 15.9%, T-N 4.9%, T-P 8.9%, however, the pollutants loads flowing into the steam was shown 4.4%. This represents that the concentration of non-point pollutants is relatively higher and we should find the methodical management and should be concerned about non-point source for improvement on water quality of streams.

수영만으로 유입되는 육상기인 오염물질의 체류특성 모델링 (Modeling the Resident Characteristics of Land-Based Pollutant Inflow to Suyeong Bay)

  • 수영만 해역의 오염원 관리를 위해 유입되는 육상기인 오염물질의 체류특성을 분석하였다. 오염물질의 체류특성은 해수유동 모델과 입자추적 모델을 활용하여 분석하였다. 오염물질은 입자로 표현되며, 입자의 양과 오염물질량은 비례하도록 나타내었다. 체류특성은 각 오염원별로 부하량, 해역에서 체류하는 오염물질량, 부하량 대비 해역에 체류하는 오염물질량을 비교하여 분석하였다. 수영만 해역에 체류하고 있는 오염물질량을 오염원별 순으로 나타내면 수영하수처리장, 남부하수처리장, 수영강 등의 순이었다. 오염부하량이 적고만 내측에서 멀어질수록 해역에 체류하는 오염물질량이 적었다. 오염원 중에서는 남부하수처리장에서 유입되는 부하량이 가장 많았다. 하지만, 유입 부하량 대비 해역에 체류하는 오염물질량은 수영만으로 유입되는 오염원 중 가장 낮은 값을 보였다. 이는, 해역의 특성과 각 오염원의 지형적인 특성에 따라 오염물질이 해역에 미치는 정도가 다르다는 것을 의미한다.

산업단지 대기질 관리, HAP인가 VOC인가\ulcorner (Air Quality Management in the Industrial Estate, HAP or VOC\ulcorner)

  • Problems of secondary pollution and hazardous pollutants have rapidly come to the front in our society during the past few years. More attention should be paid to monitoring and assessment in order to identify the nature of complicated problems, but our air-quality policy is hurriedly seeking for management strategies. A typical example is air quality management in the industrial estates such as those located in Yochon and Ulsan. Yochon Industrial Estate was designated as a special air-quality management area of volatile organic compounds(VOCs) in 1996. And VOCs in the air of Ulsan Industrial Estate has been specially controlled since 1997. In this paper, however, it is suggested that hazardous air pollutants(HAPs) rather than VOCs should have been managed in the industrial estates. History of studies on organic compounds in the air of the industrial estates is reviewed. A stepwise approach for air quality management in the industrial estates is recommended.

수변구역 산림의 수질정화기능 증진 (II) -­문제점과 대책을 중심으로­- (Enhancement of Water Purification Functions of Watershed Basin (II) -­With a Special Reference to the Point at Issue and Counterplans­-)

  • This study synthesizes previous research accomplishments with analysis of problems and counterplan for the riparian forest zone management and ongoing research strategy is suggested. If a part of budgets for water use allotments is supported for forest watershed owner, this policy for the forest owner could encourage the forest management of watershed. Integrated riparian forest management guideline in city and county needs to be established for the implementation of government guidelines. Base on the guideline, working plans of city and county could be evaluated. Public Forest Tending Work for stream water quality and quantity conservation should be enlarged for forest watershed and forest area management in five big river watersheds. Forest watershed should be managed with a connected system for a pollutant reduction strategy in urban and industrial areas.

Global Trends in Mercury Management

  • The United Nations Environmental Program Governing Council has regulated mercury as a global pollutant since 2001 and has been preparing the mercury convention, which will have a strongly binding force through Global Mercury Assessment, Global Mercury Partnership Activities, and establishment of the Open-Ended Working Group on Mercury. The European Union maintains an inclusive strategy on risks and contamination of mercury, and has executed the Mercury Export Ban Act since December in 2010. The US Environmental Protection Agency established the Mercury Action Plan (1998) and the Mercury Roadmap (2006) and has proposed systematic mercury management methods to reduce the health risks posed by mercury exposure. Japan, which experienced Minamata disease, aims vigorously at perfection in mercury management in several ways. In Korea, the Ministry of Environment established the Comprehensive Plan and Countermeasures for Mercury Management to prepare for the mercury convention and to reduce risks of mercury to protect public health.
