축분퇴비의 농지환원시 오염부하 포텐셜 평가 (Assessment of Pollutant Loading Potential during Land Application of Animal Waste)

  • Pollutant loading potential was evaluated for manure application practices on farm fields, through survey and pot experiments. The survey indicated that most farmers applied the manure during the early spring. About 74% farmers apply the manure during the period from December to May. Considering the monthly rainfall amount in this period, the pollutant loading potential is not high. Leachate obtained from pot piled up with manure compost, using a rainfall simulator, showed that average concentrations of COD, SS, TKN, N $O_{3-}$N, TP were up to 2,000mg/L, 240mg/L, 107mg/L, 10mg/L, 50mg/L, respectively. These concentrations could be affected by rainfall intensity and the amount of piled manure compost. Therefore, implementation of management practices are recommended to control or minimize of leachate from manure compost piled on farm field.

  • This study estimated average yearly watershed pollutant loading by using SWMM(Storm Water Management Model) which is one of the nonpoint source quality models. Two sites were measured discharge and water quality at dry period and wet period. The rainfall data is used from 1989 to 1998 . During a decade, the average year watershed pollutant loading, which is SS, BOD5 , TN, TP, were 2.39E+06kg, 0.92E +05kg, 2.53E+05kg, 2.66E+04kg respectively. During dry period, SS, BOD5 TN, TP loadings were 1.89E+05kg, 1.7E+05kg, 1.04E+05kg, 1.11E+04kg, and during wet period 1.89E+05kg, 1.17E+05kg, 1.04E+05kg, 1.11E+04kg respectively so wet period loading are more than dry day loadings.

수도권 사업장 대기총량제 시행에 따른 신·증설 사업장 허가기준 개발 연구 (A Study on the Permit Method for a New or an Enlarged Facilities According to the Implementation of Air Pollutant Emission-Cap Regulation in Metropolitan Area)

  • For the improvement of air quality in the metropolitan area, Korea has enforced the air pollutant emission cap regulation from the 1st of July, 2007, and the companies that intend to install a new or an enlarged facility in the metropolitan area will be restricted. However, the current regulation on permission does not describe a standard of judgement distinctly. In this study, therefore, a method of permission on the installation of a new or an enlarged facility was developed by supplementing the law in force based on the foreign cases. To develop a specific permit regulation and procedure, the developed nations' cases such as US, Canada, EU were reviewed thoroughly. Also, an appropriate method was suggested to apply domestically for a new or an enlarged facility permit within the regulations of the metropolitan special law. The method consists of first, calculating the possible permit quantity from the difference between an estimated annual emission cap and the annual emission provided by the implementation plan in each region. Second, permitting a new or an enlarged facility construction within the difference of the emission between the regional emission cap and the implementation plan in 2014. Third, distributing emissions allowable to each performance year based on the regional emission cap and the implementation plan in 2014. Fourth, making use of the emission difference between the implementation plan and the performance result in each year. Considering the general domestic conditions, the convenience of the permit authority and permitted companies, the most reasonable method was to use the fourth. To enforce the suggested permit method in a more flexible way, parts of the related regulations need to be revised and continuous research and analysis on the results from the implemented system and on foreign cases is necessary to develop this method a suitable system for domestic conditions and to settle the air pollutant emission cap system.

농업유역 비점오염 관리를 위한 동진강 행정교 유역의 수문·수질 모니터링 (Monitoring of Hydrological and Water Quality in Dongjin-River Hengjeong Bridge Watershed for Agricultural Watershed Non-Point Pollutant Sources Management)

  • This study was performed to investigate the stream water quality characteristics in Hengjeong Bridge Basin of Dongjin River during twelve months from October, 2010 to September, 2011. Also, pollutant loads were calculated on the basis of the water quality and runoff results. The results showed that ranges of water temperature, pH and EC were $6.2{\sim}23.90^{\circ}C$, 6.32~7.78, $84.4{\sim}126.5{\mu}S/cm$ respectively. The Concentration of DO, BOD, COD, SS, Tot-N and Tot-P were observed as 6.80~9.20 mg/L, 0.40~1.60 mg/L, 1.96~4.41 mg/L, 59.60~142.20 mg/L, 1.28~3.52 mg/L, 0.001~0.07 mg/L respectively. Tot-N showed correlativity with BOD, and Tot-P showed correlativity with SS. The runoff pollutant loading of Tot-N and Tot-P were 117.94 kg/ha and 2.06 kg/ha respectively, in Hengjeong bridge of Dongjin river watershed. In the case of the correlativity between runoff pollutant loads and concentrations, Tot-N and Tot-P show low significant relationships.

수질모델링을 위한 유달부하량의 수리·수문학적 산정 (Estimation of Pollutant Delivery Load in Hydraulic and Hydrologic Aspects for Water Quality Modeling)

  • 본 연구에서는 수리 수문학적인 이론을 근거로 수질모델링을 위한 유달 오염부하량 산정방법을 제안하고자 한다. 본 연구에서 제안하는 방법은 격자기반으로 구성되어 있으며, 최대 경사 방향으로 일어나는 지표면 유출을 추적함으로써 유달부하량을 계산하게 된다. 또한 GIS 및 DEM 자료를 이용함으로써 공간적으로 분포된 배출 오염부하량, 지형, 경사, 토양특성, 토지이용 등을 고려할 수 있다. 이를 통하여 수질에 영향을 미치는 다양한 토지이용방법 및 유역관리방식의 대안에 대한 평가가 가능할 것으로 기대된다.

농업유역관리를 위한 도원천유역의 수질항목간 상관성 분석 (Correlativity Analysis between Water Quality Items in the Dowoncheon Basin for Agricultural Watershed Management)

  • This study was performed to investigate the stream water quality characteristics in the Dowoncheon basin of Dongjin River during the 12 months from January to December in 2005. Also, pollutant loads were calculated on the basis of the water quality and runoff results. The measured pH and EC of the stream water were ranged 6.48-7.32, $18.06{\sim}38.60{\mu}S/cm$, respectively. The concentration of DO, BOD, COD, SS, T-N and T-P were observed as 4.90-11.50 mg/L, 0.5-6.0 mg/L, 1.22-18.46 mg/L, 1.0-2,124.0 mg/L, 1.35-5.67 mg/L, 0.02-0.43 mg/L respectively. T-N showed low correlativity with other water quality parameters. However, T-P had very high correlativity with COD and SS. In the meantime, the runoff pollutant loads of T-N, T-P were estimated as 72,114 kg/yr, 5,027 kg/yr. In the case of the correlativity between runoff pollutant loads and concentrations, T-N did not show significant relationships, while T-P had significant relationships.

오염총량관리제 지원을 위한 유역모형 기반 유량지속곡선 및 부하지속곡선 활용방안 (Application of FDC and LDC using HSPF Model to Support Total Water Load Management System)

  • In this study, we discussed the application of Watershed model and Load Duration Curves (LDC) in Total Water Load Management System. The Flow Duration Curves (FDC) and the LDC were generated using the results of the daily HSPF model and analyzed on monthly or yearly flow duration variability, and non-point pollutant discharge loads by entire flow conditions. As a result of the calibration and verification of the HSPF model, both the flow and the water quality were appropriately simulated. The simulated values were used to generate the Flow Duration Curve and the Load Duration Curve, and then the excess rate by entire flow conditions was analyzed. The point and non-point pollutant discharge loads for entire flow conditions were calculated. It is possible to evaluate the variability of water quality in specific flow duration through the curves reflecting the flow duration variability and to confirm the characteristics of the pollutant source. For a more scientific Total Water Load Management System, it is necessary to switch from a current system to a system that can take into account the entire flow conditions. For this, the application of the watershed model and load duration curve is considered to be the best alternative.

경안천 유역 지적공부에 나타난 특정지목의 토지이용 특성 세분화를 통한 비점오염 부하량 산정 개선방안 (Unit-load Method for the Estimation of Non-point Pollution Loads by Subcategorizing the Land-use Category Reflected in the National Land Register Data : A Case Study of Kyeongan Watershed in South korea)

  • One of constraints in the application of unit-load method to estimate non-point pollution loads in the total water pollutant load management system (TWPLMS) is the limited numbers of applicable unit-loads. Since only 7 unit-loads are currently available for total 28 land-use categories in the national land register data, each unit-loads inevitably have to represent several land-use categories regardless of their actual land coverage characteristics. As a way to minimize the problem, this study suggested a nested application of the available unit-loads based on the analysis of high resolution aerial images taken in the Kyeongan watershed. Statistical analysis of three selected land-use categories such as school, apartment complex, and golf course showed that there exit significant (95% confidence level) relationships between the registered land-uses and actual land coverages. The school and apartment complex currently considered as 100% ground have only 65% and 80% of ground characteristics, respectively. Golf course, which is considered as 100% pasture, has about 5% of ground area. This indicates that the unit-load method using in TWPLMS can give over estimated non-point pollutant loads for the school and apartment complex (19.8~54.4%) but under estimation for the golf course (80.9%).

유해화학물질 배출량 변화에 관한 연구: 배출저감계획서 작성 대상물질 중심으로 (A Study on the Emission Changes in Reduction Chemical Substances in Korea)

  • Objectives: The purpose of this study was to investigate changes among the nine kinds of reduction chemical substances in Korea over the period of 2008-2017. We will define basic data for improving the management methods for reducing chemical substances. Methods: A survey of hazardous pollutant emissions for 2008-2017 was conducted through the pollutant Release and Transfer Register homepage. Nine kinds of designated reduction chemical substances (Benzene, Vinyl chloride, Trichloro ethylene, 1,3-butadiene, Dichloro methane, Tetrachloro ethylene, N,N-dimethylformamide, Acrylo nitrile, and Chloroform) provided the study subjects. The emission of hazardous chemicals and health effects used the National Health Statistics and Integrated Chemicals Information System (ICIS) as a reference. Results: Hazardous pollutant emissions increased by 1.2 times over the past decade, and nine types of reduction chemical substances increased by 1.6 times. By region, the emissions of reduction chemical substances over the last 10 years were in the order of Chungbuk, Gyeonggi, and Gyeongbuk. Emissions of Dichloro methane was the highest in Chungbuk and Gyeongbuk. N,N-dimethylformamide was the highest in Gyeonggi. Carcinogen pollutant emissions showed a tendency to increase continuously. In addition, group 1 carcinogen emissions showed a tendency to decrease. Conclusion: In the last decade, the amount of hazardous chemical emissions has been continuously increasing. Hazardous chemical emissions require facility improvement for continuous emissions reduction. More research on reduction of emissions is needed.

BASINS/WinHSPF를 이용한 남한강 상류 유역의 비점오염원 저감효율평가 (A Study on BASINS/WinHSPF for Evaluation of Non-point Source Reduction Efficiency in the Upstream of Nam-Han River Watershed)

  • Window interface to Hydrological Simulation Program-FORTRAN (WinHSPF) developed by the United States Environmental Protection Agency (EPA) was applied to the upstream of Nam-Han river watershed to examine its applicability for loading estimates in watershed scale and to evaluate non-point source control scenarios using BMPRAC in WinHSPF. The WinHSPF model was calibrated and verified for water flow using Ministry of Construction and Transportation (MOCT, 3 stations, 2003~2005) and water qualities using Ministry of Environment (MOE, 5 station, 2000~2006). Water flow and water quality simulation results were also satisfactory over the total simulation period. But outliers were occurred in the time series data of TN and TP at some regions and periods. Therefore, it required more profit calibration process for more various parameters. As a result, all the study was performed within the expectation considering the complexity of the watershed, pollutant sources and land uses intermixed in the watershed. The estimated pollutant load for annual average about $BOD_5$, T-N and T-P respectively. Nonpoint source loading had a great portion of total pollutant loading, about 86.5~95.2%. In WinHSPF, BMPRAC was applied to evaluate non-point source control scenarios (constructed wetland, wet detention ponds and infiltration basins). All the scenarios showed efficiency of non-point source removal. Overall, the HSPF model is adequate for simulating watersheds characteristics, and its application is recommended for watershed management and evaluation of best management practices.
