Nowadays, IS projects are getting more complicated and large-scaled. Therefore, many researchers and practitioners have been interested in the IS development methodologies, automated tools, techniques, and TQM to improve IS performance. Latest Standish Group's research reported that after the PMO introduction, project scale became bulkier than 1 or 2 year ago, and that IS development project success probability was increased sharply by 62 percents from 37. The previous researches listed just various PMO functions. This research is to seize the core functions and management level of the PMO affecting on the IS project performance with banks which are the leading industry to accept the PMO in Korea. The activities in the categories of implementation management technology support management infrastructure management are the core functions of the PMO to affect the IS performance including schedule management quality management user and stakeholders' satisfaction. Also, the PMO management level is important for IS project success. Among the 5 levels PMI suggested, PMO can implement the project effectively at least at the third level. Korean companies which are about to introduce the PMO have to consider the PMO core functions and management level to increase the IS maturity.

PMO의 등장 배경은 치열한 경영 환경 속에서 기엽 생존전략의 일환으로 추진하는 정보화 프로젝트의 성공 가능성을 높이기 위함이다. 프로젝트의 규모는 커지고 도입하려는 정보기술의 난이도와 복잡도, 신규성은 높아가는 상황에서 프로젝트의 성공 확률을 높이기 위한 노력이야 말로 정보시스템 연구 분야에서 항구적인 연구 주제일 것이다. 따라서 정보시스템 구현을 성공적으로 하기위한 많은 연구들이 수행되어 왔으며, 최근에는 PMO의 도입이 실무와 학계에서 일반적으로 수용되는 전략 방안이다. 그러나 많은 선행연구들이 PMO의 역할들을 나열하는 수준에서 크게 벗어나지 못하였는 바, 본 연구는 PMO 도입이 프로젝트 성과에 영향을 준다는 확신을 바탕으로 PMO의 성과에 영향을 미치는 핵심기능들과 관리의 수준을 통합하고 이를 검증하는 프로젝트 통합성과 모델의 제시와, 이에 대한 실증연구를 수행하였다. 즉, PMO의 핵심 기능을 설행관리, 기반관리, 자원 통합관리, 기술지원, 업무와의 연계성 지원 등, 5가지로 정의하고, PMO 핵심 기능들과 PMO 운영수준과의 관계성, PMO 운영 수준과 프로젝트 성과에 대한 관계성 등을 아우르는 통합 모델을 수립하고 각 요인들에 대한 영향관계를 검증하였다. 본 연구는 완전 구조 방정식 모델을 근간으로 이론을 검증하였으며 경로 모델을 통해 변수들 간의 관련성을 검증하였다. 연구 결과, 5가지의 핵심 기능이 모두 프로젝트 관리 성과에는 긍정적인 영향을 미치는 것으로 나타났으며, 기술 지원 업무가 프로젝트의 조직성과에 영향을 마치지 않는 것을 제외하면 나머지 모든 핵심 기능 또한 프로젝트 조직성과에도 긍정적인 영향을 미치는 것으로 나타났다.

It is well known that PMO (Project Management Office)s are effective for successful project performance. Since it takes a long time to develop PMO capability, many public organizations and companies that do not have internal PMOs are increasingly relying on outsourcing of PMO functions in order to introduce mature PMO capabilities in a short period of time. However, it is not verified yet whether outsourced PMO is more effective than internal PMO or not. The objective of this study is to verify the effectiveness of PMO outsourcing. There are many different definitions about PMO function, and even the same PMO function may have different effectiveness depending on the Industry. Thus, this study redefined the PMO functions and Project Performance based on the past studies, and conducted research by focusing on the ICT (Information and Communication Technology) industry. The ICT industry is an important industry economically and has been attracting global attention recently. This study is the first attempt to prove the effectiveness of outsourcing of PMO function in Korea. We found that PMO function outsourcing is effective for certain aspects of project performance, particularly technical support and infrastructure management. Overall, PMO outsourcing is usually more effective than internal PMO for improving project performance. The results of this study are expected to contribute to the development of PMO theories and practices.

PMO(Project Management Office)는 IT 프로젝트의 성공적인 운영을 위한 보편적 접근방법으로 여겨지고 있다. PMO에 관한 선행연구는 PMO의 규범적 역할과 기능을 규명하는 데 집중하는 경향이 있다. 반면 실제 현장에서는 PMO가 발주기업과 전문PMO로 구성되는 조직간 협력체로서 운영되고 있기 때문에 적절한 협력체 (PMO 수행체계)의 수립은 프로젝트 성과에 의미있는 영향을 미칠 것으로 보인다. 본 연구에서는 발주기업과 외부 전문PMO의 역량이 PMO 수행체계의 수립을 통해 프로젝트 성과에 어떠한 영향을 미치는지 살펴보았다. 더불어, 발주자와 전문PMO 간의 지식 상호보완 정도에 따라 각각의 역량이 수행체계에 미치는 영향에 변화가 있는지도 살펴보았다. 연구결과, 발주기업과 외부 전문PMO의 역량이 PMO수행체계의 수립에 긍정적인 영향을 미치며 추진조직과 역할 및 책임에 대한 명확한 정의와 표준화된 프로세스의 확립 등이 IT 프로젝트의 성과에 중요한 요인임이 밝혀졌다. 또한, 발주기업과 전문PMO가 공통지식 기반을 갖고 지식 상호보완성을 확보했을 때 PMO가 더욱 효과적으로 기능을 발휘하는 것으로 밝혀졌다. 종합하면, IT 프로젝트의 성공을 위해서는 PMO 수행체계수립에서 거버넌스 관점의 접근이 중요하며 발주기업과 외부 전문 PMO 간의 지식 상호보완성의 확보가 도움이 되는 것으로 볼 수 있다.

The IS project is getting more and more complicated and large-scaled. Many researchers and practitioners are interested in the IS development methodologies, automated tools and techniques, TQM to decrease project failure, and to increase IS performance. But, in spite of such various efforts, the latest Standish Group's research indicates that the project scale is bulkier than $1{\sim}2$ year ago and IS development project's batting average falls from 34% to 28% at the same time, proceeded project is increased, and project discharged arrives to $15%{\sim}18%$. According to a research, success possibility increased by 37% after a year of PMO introduction, and increased sharply by 62% after 2 years and by 65% after S years. This research has a goal to survey how the PMO function and operation type affect the IS project performance in the financial industry. I determine nine independent variables and three dependent variables from previous researches. The results of this study are that the four core functions of PMO have relationship with project performance. But, technical support function does not relate with organization performance. Among the four core PMO operation types, three types have an effect on the IS project performance except the perfectionist type.

Recently, the number and scale of projects being carried out within the enterprise are increasing. Accordingly, many companies are competitively introducing a Project Management Office (PMO) to efficiently manage these projects, allocate resources, and effectively link the projects and corporate strategies. However, the project manager who directly manages the project wants to receive support from the PMO in many areas for successful project management, but the project manager does not like to be interfered with by the PMO. On the other hand, the PMO may not be able to satisfy all the requirements of each PM as PMO oversees the entire project with limited resources. In addition, since the PMO must monitor and control the project and support the project according to the priorities of each project, conflicts with each PM can be formed. Therefore, in this study, based on the case of a company, the difference between the perceptions of PMs and PMOs about the importance of the required roles of PMOs is to be examined. As a result of the study, it was confirmed that the core functions and sub-functions of PMO, which PMO members and PMs consider important, are different. It was identified that the PMs valued the PMO function that would be helpful for their successful project execution. On the other hand, PMO members revealed that they had a relatively high priority for the roles to monitor and control project performance for which they were directly responsible.

본 연구의 목적은 PMO의 기능들이 프로젝트 성과에 미치는 직접 효과와 프로젝트 관리 프로세스의 수행을 통한 간접 효과를 PLS 경로모형을 통해 파악하는데 있다. 또한, PMO 역량 및 최고 경영진의 지원에 따른 프로젝트 성과의 차이의 상호 효과 및 그 효과의 크기를 찾고자 한다. 본 연구에서는 방법론 제공, 행정적 지원, 교육 및 훈련, 자원 관리, 지식 관리를 통하여 형성되는 PMO기능과 통합, 범위, 시간, 비용, 품질, HR, 커뮤니케이션, 위험, 자원조달 등을 통하여 형성되는 프로젝트 관리과정을 측정하기 위하여 2차 요인 모형(second-order construct model)으로 연구 모형을 검증하였다. 본 연구에서 각 1차 요인(first-order construct)은 반영지표를 이용하여 분석 하였으며, 2차 요인은 조형지표를 이용하여 분석하였기에, 반영지표와 조형지표가 모두 포함되어있는 모형 분석에 용이한 자료처리 도구인 PLS를 이용하였다. 본 연구의 설문대상은 PMO의 지원 하에서 프로젝트를 수행해 본 경험이 있는 프로젝트관리자나 프로젝트 리더와 같은 전문가 집단으로 한정하여 온라인 설문조사를 실시하였다. 분석 결과, PMO 기능 및 프로젝트 관리과정 모두 프로젝트 성과에 유의한 영향을 미치는 것으로 확인되었다. 또한 PMO기능을 수행할 때, PMO역량에 따라 프로젝트 성과에 유의한 차이가 존재함이 확인되었다. 따라서 경영진들은 프로젝트 수행 시 프로젝트 성과에 긍정적 영향을 미치는 PMO의 설립을 적극적으로 검토해야 한다. 또한 PMO의 역량에 따라 프로젝트 성과에 차이가 발생하므로 프로젝트를 관리하는 PMO에 충분한 권한을 부여하고 경영진의 지원을 신속하게 함으로써 프로젝트를 성공적으로 수행할 수 있을 것이다.

본 논문에서는 무인항공기 가시선 데이터링크 Ku 대역 RF 송수신 시스템을 설계하였다. RF 송수신 시스템은 송수신반, RF 전단반, 고출력증폭반으로 구성되어 있다. 송수신반은 주파수 상/하향 변환 기능과 채널 변경 기능을 제공하며, RF 전단반은 송/수신 신호 이중화, 안테나 선택, 소신호 증폭, 수신신호 외 주파수 필터링 기능을 제공한다. 고출력증폭반은 Ku 대역 전력증폭과 송신출력 가변(고/중/저/Mute) 기능을 제공한다. 송수신반의 주파수 상/하향 변환은 슈퍼헤테로다인 방식으로 구현하였다. RF 송수신 시스템은 대용량 고속 데이터의 신뢰성 있는 송수신을 위하여 광대역 고선형 특성을 갖도록 설계하였다. 또한, 무인항공기 운용 환경에 따른 주파수의 선택적 사용을 위하여 채널 변경이 가능하도록 설계하였다.

Diversification of project delivery methods (PDM) under ever-changing construction business environment has significantly changed the role of project participants. Active efforts to effectively sharing the roles and responsibilities have been observed in the project management offices (PMOs) among owner/operator organizations as well as engineering, procurement, construction and maintenance (EPCM) firms. In order for being effective in a holistic way throughout the project life-cycle, a PMO needs to have 'adequate management skills' as well as 'essential technical capabilities' in cooperating with many different participants. One of the well-known examples of the PMO's tool to support these skills and capabilities is the effective 'work packaging (WP)' that serves as a common basis integrating all relevant information in a structured manner. In an attempt to enhance the construction productivity, the concept of 'advanced work packing (AWP)' has been introduced by Construction Industry Institute (CII). The AWP enables productivity to be improved by early planning of construction packages in the design phase "with the end in mind". The purpose of this study is to identify and evaluate the 'variables' of advanced work packing (AWP) for life-cycle information integration. Firstly, an extended concept of advanced WP based on the CII AWP was defined in order to comprehend many different issues of business functions (e.g. cost, schedule, quality, etc.). A structured list of major components and variables of AWP were then identified and examined for practical viability with real-world examples. Strategic fits and managerial effectiveness were stressed throughout the analyses. Findings, implications and lessons learned are briefly discussed as well.

An optimal design of a simple beam-shaped flexure hinge mount supporting an optical mirror is presented. An optical mirror assembly is an opto-mechanically coupled system as the optical and mechanical behaviors interact. This side-supporting mount is flexible in the radial direction and rigid for the remaining degrees of freedom to support the mirror without transferring thermal load. Through thermo-elastic, optical and eigenvalue analysis, opto-mechanical performance was predicted to establish the objective functions for optimization. The key design parameters for this flexure are the thickness and length. To find the optimal values of design parameters, response surface analysis was performed using the design of experiment based on nested FCD. Optimal design candidates were derived from the response surface analysis, and the optimal design shape was confirmed through Opto-mechanical performance validation analysis.
