Space development and utilization must be conducted within a framework of "peaceful uses" principle under Space Treaty. Japan ratified the treaty in 1967, and interpreted "peaceful uses" as "non-military uses" then. A ghost of "peaceful uses" principle has been hung over Japan up to the moment. Japan's space development and utilization has been conducted with genuine academic interest, and therefore Japan did not introduce space infrastructures to national security policy and did not facilitate growth of space industry. When the Cold War ended, Northeast Asian security environment makes Japan difficult to maintain an interpretation as "non-military uses". Besides the change of external security environment, the domestic industry situation and a series of rocket launching failure needed reexamination of Japan's space policy. Japan is gradually changing its space policy, and introducing space infrastructure in a national security policy under a "generalization" theory that gave a broad interpretation of "peaceful uses" principle. Council for Science and Technology Policy (CSTP) adopted a basic strategy of Japan's space policy in 2004. Since then, a long-term report of Japan Aerospace Exploration Agency (JAXA), an investigation report of Society of Japanese Aerospace Companies (SJAC) and a proposal of Japan Business Federation (JSF) were followed. Japan will promote space development and utilization in national security policy with a "strictly defensive defense" strategy and "non-aggressive uses"principle for protection of life and property of Japanese people and stabilization of East Asian countries.
Solar flare and storm may give an adverse effect upon electromagnetic environment around the Earth, so that various kinds of satellite cease to normally function. This kind of space storm disaster is characterized by the uncertainty about when and what size. Recently the UN has been paying attention to this plausible disaster. Particularly the COPUOS has taken the view that this disaster would threaten the sustainable space environment. The precautionary principle, rooted and excercised in the environment protection filed, has been adopted in the case of disaster with uncertainty. The reports and opinions given by the expert and representatives of the member States have stated that the precautionary principle should be adopted for the purpose of dealing with this disaster. On the other hand, it is advanced that the principle has been already included in the space law principle enshrined in the 1967 Space Treaty. The Treaty has adopted the freedom of navigation and use of the outer space for the interest of all States as the basic principles. Sustainable environment is necessary for implementing the principle. Therefore, the rules for the protection of sustainable space environment should be based upon the space law principle.

The concept of surface has become more relative and more relationship-oriented based upon interaction between spaces as the traditional realm of perception succumbed to that of a more flexible, open perspective. If surface characteristics are consideredas an interface, an interface with individual characteristics will form part of the whole and will become an element in the whole (the environment), manifesting itself as a medium incorporated in an architectural space. This authorintends to understand interface not as a mere intermediary space but as an intervening border that allows exchanges between different environments and as a medium that allows expressions of aesthetic order through organic order. Also, it is the Intention of this author to grasp extended meanings of interface.
To reproduce the spectral energy distributions (SEDs) of young stellar objects (YSOs), we perform radiative transfer model calculations for the circumstellar dust disks with various shapes and many dust species. For eight sample objects of T Tauri and Herbig Ae/Be stars, we compare the theoretical model SEDs with the observed SEDs described by the infrared space observatory and Spitzer space telescope spectral data. We use the model, CGPLUS, for a passive irradiated circumstellar dust disk with an inner hole and an inner rim for the eight sample YSOs. We present model parameters for the dust disk, which reproduce the observed SEDs. We find that the model requires a higher mass, luminosity, and temperature for the central star for the Herbig Ae/Be stars than those for the T Tauri stars. Generally, the outer radius, total mass, thickness, and rim height of the theoretical dust disk for the Herbig Ae/Be stars are larger than those for the T Tauri stars.

We investigate surface brightness profiles (SBPs) of dwarf galaxies in field, group, and cluster environments. Using images from the Korea Microlensing Telescope Network (KMTNet) Supernova Program (KSP) for the NGC 2784 group and SDSS for the Virgo cluster, SBP types are classified into profiles with single exponential (Type I), double exponential (Type II and Type III). Type II and Type III have smaller and larger outer sizes than inner sizes, respectively. SBP types of field dwarfs are compiled from a previous study. The distributions of SBP types are different in three environments. After comparing sizes of dwarfs in different environments, we suggest that since sizes of some dwarfs are changed due to the environmental effects, SBP types are able to be transformed. It makes that the distributions of SBP types in three environments are different.

Saturated boiling heat transfer experiment in a hemispherical narrow space is conducted using Freon-113 to investigate an additional heat removal capability through a hypothetical gap between lower head and degraded core. The narrow space of 1mm consists of a 124mm diameter heated stainless steel hemisphere and a glass outer vessel. Within the hemispherical narrow space large coalesced bubbles are produced and these bubbles rise in random direction, causing liquid flow in from the opposite side to fill the region. Such flow in random direction makes the flow field in the narrow space very chaotic and thus enhance heat transfer. The heat transfer coefficient is higher at lower angle and at higher heat flux. The present study shows that the liquid from upper region can effectively penetrate into the gap and augment the heat removal capability through tile gap.
This paper is the continuation of the fomer researching "A Study on the Higher-Class houses in Moon-Kyeung Region." and "A Study on the Higher-Class house in Young-Duk area." The study was made to examine the administrative districts in Kyeung Sang Buk Do Province, Korea. This study was aimed to investigate how the houses very according to natural factors including geography and climate. The conclusion is the following: 1) The □-type (A Court House) in the block plan of housing is composed mostly. 2) The □-type (A Winge-House) in the floor plan of housing is more composed than the pure □-type. 3) L-type of the inner space(women's space) is mostly characterized in the floor type and in the type of span-dividision, one and half(1½) spaned house is superior. 4) The majority of the floor plan of the inner space is characterized of the possessing the openning half(½)-spaned room and inner storage room. 5) The cornet-flooring room of outer space(man's space) is charaterized mostly in the floor type.
This article is dedicated to my colleague and friend Professor Soon-Kil Hong, Ph.D, who is the famous President of the Korean Association of Air and Space Law and distinguished teacher at the prestigious Hankuk Aviation University. I had the honour and pleasure to teach there a few years ago - upon his gracious invitation. Professor Soon-Kil Hong has made a long, outstanding and impressive career in aviation and space activities, both from a practitioners and academic perspective. That is why I have tried to find a subject which addresses these facets of his personality although this humble article cannot do justice to the great merits of Professor Soon-Kil Hong. This article discusses the liability aspects for damages and injuries to passengers on suborbital flights, by examining: 1. Recent developments regarding space tourism 2. Suborbital flights in relation to the Chicago Convention 3. The application of space law treaties to space tourism 4. Potential candidates for liability regimes applying to space tourism 4.1 Introduction 4.2 Liability under international space law 4.2.1 The Outer Space Treaty (1969) 4.2.2 The Liability Convention (1972) 4.2.3 Conclusions 4.3 Liability under international private air law 4.3.1 Introduction 4.3.2 The Warsaw Convention (1929), as variously amended 4.3.3 The Montreal Agreement (1999) 4.3.4 Conclusions 5. The purpose of this study is to analyze the characteristic of common space of public schools in New York City and how the common space can perform a decisive role in enriching public space not as simply connecting between programs but as common space for a wide range of uses for communities as well as students. This study illustrates with a general design guideline of SCA(School of Construction Authority) and how the rules help the common space as an interactive link between community and site/site and school building/building and outdoor space/outdoor space and lobby in the urban context. Since its founding in New York City, 1958, Mitchell/Giurgola Architects office has dedicated itself to working with institutions and public and private schools for 50 years and has been working with SCA for 10 public schools since 1990. Through five school examples by Mitchell Giurgola architects, the study describes how the office suggests public "place" interweaving inner public space and outer public space through lobbies. A result of this research can be proposed what improvements should be made on common space in domestic schools by analyzing of positive aspects of SCA schools.
The adoption and entering into force of the Registration Convention was another achievement in expanding and strengthening the corpus iuris spatialis. It was the fourth treaty negotiated by the member states of the UNCOPUOS and it elaborates further Articles 5 and 8 of the Outer Space Treaty(OST). The Registration Convention also complements and strengthens the Article 11 of the OST, which stipulates an obligation of state parties to inform the UN Secretary-General of the nature, conduct, locations, and results of their space activities in order to promote international cooperation. The prevailing purposes of the Registration Convention is the clarification of "jurisdiction and control" as a comprehensive concept mentioned in Article 5 8 of the OST. In addition to its overriding objective, the Registration Convention also contributes to the promotion and the exploration and use of outer space for peaceful purposes. Establishing and maintaining a public register reduces the possibility of the existence of unidentified space objects and thereby lowers the risk such as, for example, putting the weapons of mass destruction secretly into orbit. And furthermore it could serve for a better space traffic management. The Registration Convention is a treaty established to implement Article 5 of OST for the rescue and return of astronaut in more detail. In this respect, if OST is a general law, the Registration Convention would be said to be in a special law. If two laws conflict the principle of lex specialis will be applied. Countries that have not joined the Registration Convention will have to follow the rules concerning the registration of paragraph 7 of the Declaration by the United Nations General Assembly resolution 1721 (X V I) in 1961. UN Resolution 1721 (XVI) is essentially non-binding, but appears to have evolved into the norm of customary international law requiring all States launching space objects into orbit or beyond to promptly provide information about their launchings for registration to the United Nations. However, the nature and scope of the information to be supplied is left to the discretion of the notifying State. The Registration Convention is a treaty created for compulsory registration of space objects by nations, but in reality it is a treaty that does not deviate from existing practice because it is based on voluntary registration. With the situation of dealing with new problems due to the commercialization and privatization of the space market, issues related to the definition of a 'space object', including matter of the registry state of new state that purchased space objects and space debris matter caused by the suspension of space objects launched by the registry state should be considered as matters when amendments, additional protocols or new Registration Convention are established. Also the question of registration of a flight vehicle in the commercial space market using a space vehicle traveling in a sub-orbital in a short time should be considered.
